Technical Advisor – Child Protection & Participation (CP&P)

Location – National Office, Colombo.

Job Profile

The purpose of this position will be to provide advice in defining and achieving World Vision Lanka (WVL)’s sector objectives. This position is also responsible for leading technical design processes, maintaining up to date knowledge of sector trends, strategic networking, and supporting positioning with corporate and institutional donors for coordination learning and advocacy.

Major Responsibilities

  • Contribute to the formulation and revision of the organizational strategy to ensure the sector priorities are reflected within the national strategy.

  • Provide direction to design and review End Violence Against Children (EVAC) campaign in alignment with identified Child Protection thematic area.

  • Set strategic level key performance indicators of the sector and drive the process of achieving, monitor and report at the end of the year.

  • Provide direction and guidance to ensure Child and Adult Safeguarding policy of WVL is implemented.

  • Provide technical guideline at national and field level to ensure programmes adapt appropriate technologies, project models and approaches to achieve Technical Programme (TP)/ project targets.

  • Conduct field visits to monitor the quality of the technical programming and provide solutions and recommendation for the identified gaps.

  • Timely submission of monthly and TP Annual reports as per the internal reporting schedule.

  • Provide guidance/Advice to the field Team in developing Annual and Semiannual reports, Annual budgeting and planning and review sample reports of each Region and provide recommendations for improvement.

  • Actively and professionally represent WV at technical forums, working groups, and consultative sessions, with peers, donors and government to better positioning of WVL in the development field.

  • Support to develop the capacities of the partners.

  • Initiate / identify funding opportunities and link with International Resource Development & Management and National Resource Development departments for developing Concept notes and Proposals.

  • Maintain Sector specific evidenced based learning, good practices to be shared with Donors, Government and other development Agencies, Resource acquisition Teams etc.

Required qualifications, experience & competencies

  • At least 8 years’ experience in development sector with 5 years’ in Child Protection and Participation sector.

  • Understanding of child protection systems in Sri Lankan education and life skills sector.

  • Minimum of three years’ experience in leading and managing teams.

  • Master’s degree on any social science stream with post graduate qualifications on child rights and child psychology or Bachelor’s degree on any social science stream with minimum of 5 years’ experience directly working on the child protection sector.

  • Extensive knowledge on national and provincial policies and national and international trends implementing Child Protection and Participation programs integrating with other sectors in developing countries, experience in INGOs preferred.

  • Research and advocacy skills/training.

  • Excellent interpersonal, representational and networking skills.

  • Good knowledge in project logic and design.

  • Training/knowledge/experience on cross cutting sectors; Gender, Disability, Peacebuilding, Environment, Disaster Risk Reduction (DRR) and Climate change.

Monitoring, Evaluation, Accountability & Learning (MEAL) Manager – Non Sponsorship

Location – National Office, Colombo

Job Profile

The MEAL Manager (Non-sponsorship) is responsible for setting and executing a new MEAL strategy for World Vision Lanka (WVL) aligned to the country office’s overall strategic vision to maximize beneficiary-oriented effectiveness and impact. S/he is responsible for overseeing the effective implementation of MEAL for non-sponsorship across the full WVL portfolio. The MEAL Manager – Non-Sponsorship is expected to establish MEAL functions, tools and processes as part of overseeing change management processes for the effective adoption of MEAL functions into relevant departments, particularly Field Operations, International Resource Development & Management (IRDM), National Resource Development (NRD), Humanitarian Emergency Affairs (HEA) and Area Rehabilitation Programme (ARP). While the MEAL Manager – Non Sponsorship will proactively establish the non-sponsorship MEAL function, s/he will be guided by the Senior Manager - Evidence and Learning, with accountability to the organization for ensuring strategic direction and advice to improving the quality and impact of non-sponsorship portfolios in Sri Lanka.

Major Responsibilities

  • Establish a fully- functional non-sponsorship MEAL Unit within the Evidence and Learning Department

  • Identify and assess the overall level of capacity and gaps in managing & implementation of non-sponsorship portfolios (systemic and in terms of staff development)

  • Independently design, develop and execute capacity building programs for non-sponsorship portfolios’ Monitoring & Evaluation (M&E) personnel

  • Independently expand and enhance WVL systems and processes for monitoring and evaluation of donors and their impact

  • Provide leadership to program teams in order to improve compliance, accountability and quality of grants

  • Lead learning and assessments of grant effectivity and impact, ensuring WVL contributes to advocacy and knowledge sharing efforts of the broader development community

  • Provide strategic guidance, with overall responsibility for, incorporating learnings with management and program, embedded in future program practices

Required qualifications, experience & competencies

  • Minimum of 8 years work experience, preferably with international project experience.

  • Minimum of 5 years of leadership experience in design and implementation of MEAL activities

  • Prior experience with government/institutional donors (e.g. consulting company, international/community development organization, government agency etc.)

  • Knowledge & experience on sector based programs

  • Master's degree in statistics, business, economics, development, non-profit management, or other applicable field.

  • Proven ability to think and plan strategically and guiding the development of cross- functional teams against competing timelines

  • Proven time management, project management, interpersonal and writing skills

  • Proven success in developing multi-sectorial log frames, M&E plans, and/or researching socio-economic issues in Sri Lanka and/or major donors a must.

  • Strong financial awareness

Specialist - Research

Job Profile

The position aims to provide strategic support at the national level to ensure that research requirements of the organization are served, compliant to industry standards among civil society and academic sectors, to effectively communicate impact of World Vision Lanka (WVL) programmes in the lives of children, families and communities it serves.

To ascertain the research requirement and scope for the successful implementation of the technical programmes and explore emerging themes in the Development space suitable for WVL.

Ensures that key WVL data, information, documents/reports and experiences are secured, updated, analysed and shared internally for the purpose of monitoring, reporting, and decision-making; and (as appropriate) externally with clients, partners and stakeholders, thereby, creating an evidence base for WVL's work and preserving its institutional memory and knowledge.

Major Responsibilities

  • Develop and implementation of research strategy and action plan to support the programme decision making

  • Establish functional knowledge management system

  • Conceptualization and execution of high quality research products

  • Engage and represent WV among other research and Knowledge Management networks

Required qualifications, experience & competencies

  • At least 5 years’ experience in developmental research, including conceptual research methodology, policy analysis, policy-based development programming, impact evaluation methodology, and qualitative research

  • A Master’s Degree in natural or in the Social Sciences, with independent research work demonstrating the capacity for critical analysis and application of specialist knowledge

  • A thorough understanding of the developmental context

  • Experience in conducting fact-finding programmes,

  • Experience in collation and the evaluation of field based raw data

  • Experience in networking with government/institutional donors, UN agencies, Universities and research institutions

Job Profile

The purpose of this position is to ensure that quality standards are met in programmes/projects on the basis of objectively verifiable evidences resulting improved child well–being. This position will ensure alignment of technical programme and project to country strategy and setup functional Monitoring & Evaluation (M&E) systems and quality assurance mechanisms with required protocols and guidelines. The position will also lead the quality reviews of Design, Monitoring & Evaluation (DME) processes and products and provide timely feedback to key stakeholders. This role involves the technical review and capacity building of field DME staff located in Area Programme (AP) and requires to work/ facilitate with community and stakeholders on participatory M&E process.

Major Responsibilities

  • Ensure all programmes and projects are aligned with LEAP3/DME/PQ standards resulting in quality and effectiveness of programmes and projects.

Senior Manager – Evidence & Learning (E&L)

Job Profile

This position aims to provide strategic support in ensuring quality processes and systems are in-place to measure and communicate evidences of programme impact, both for sponsorship and non-sponsorship initiatives, in the lives of most vulnerable children, their families, partners and communities.

The purpose of this position is to ensure quality standards are adhered to in programmes and projects on the basis of objectively verifiable evidences (OVE) resulting consistent achievement of quality standards, increased program effectiveness which is evidenced by improved child well-being, strengthened community capacity and enriched engagement of supporters.

This position will setup functional Monitoring & Evaluation (M&E) systems and quality assurance mechanisms and develop Quality Assurance protocols and guidelines. The position will also lead the quality reviews of Design, Monitoring & Evaluation (DME) processes and products and provide timely feedback to key stakeholders.

This position will also lead and oversee the Research and Knowledge Management function of the Organization. Mainly in ascertaining the research, requirements and scope needed for the successful implementation of the Technical Programmes and recommend research worthy emerging themes in the development space, falling within the WVL programming scope.

Major Responsibilities

  • Giving Leadership to Foster an Evidence Based Culture For Effective Child Well-being focused Programming in World Vision Lanka (WVL).

  • Strategic support in ensuring quality assurance processes, systems, protocols and guidelines in place to measure and communicate evidences of programme impact.

  • Support technical programme design processes.

  • Support technical and area programme planning and budgeting processes.

  • At least 5 years’ experience in an international development organization, preferable in the INGO sector.

  • Master’s degree in Social Sciences, Development Management, International Development or relevant field.

Director, Financial Planning, Reporting & Analysis

PURPOSE OF THE POSITION:

The Director, Financial Planning, Reporting & Analysis – Global Centre leads a team that is responsible for the financial aspects of financial planning, reporting and analysis for the WVI Global Centre. This is a critical role that supports the Senior Director, Corporate Accounting, Financial Planning, Reporting and Analysis and works closely with the Chief Financial Officer to ensure the budgeting processes, reporting and analysis for the Global Centre is timely, accurate and supports strategic conversations regarding resource allocation in line with Our Promise.

To achieve this, the position is responsible for:

  • Leading the team.

  • Overseeing timely and accurate financial reporting and analysis to the Chief Financial Officer, the Executive Leadership Team, senior leaders and managers in the Global Centre.

  • Building strategic reporting and analysis capability that facilitates strategic resource allocation decisions of the Global Centre allowing leaders to invest in activities to deliver of Our Promise.

  • Driving a customer focused culture, ensuring staff develop a deep understanding of the business units of the Global Centre from the perspective of Executive Leadership and Partnership Leaders, and cost centre managers.

  • Leading and oversee projects to continuously improve reporting and analytics by utilizing new technology capability and working with the Director, Data, Systems and Services to drive new capabilities.

  • Working closely with peers to understand the end-to-end Support Office/Global Centre/Field Office financial eco-system and ensuring budgeting, financial reporting and analysis is consistent and aligned.

  • Working closely with peers to ensure financial systems and processes are seamless from a customer perspective.

  • Advising on issues related to partnership budgeting, reporting, compliance, internal controls, liquidity, and systems.

  • Initiating and participating in global and departmental initiatives.

  • Being a thought leader on broader Partnership financial management.

KEY RESPONSIBILITIES:

Partner with the business to leverage accurate, timely and insightful reporting and analysis and achieve business outcomes.

Design and continuously improve a reporting framework for the Global Centre to ensure reports are streamlined, timely, clear, provide actionable insights, inform decision making and meet customer needs.

This involves:

  • Thinking forward and pre-empting and identifying key decision and reporting needs of stakeholders in future years (possibly before they even ask), driven primarily from the vision articulated in Our Promise and from deep knowledge of stakeholders.

  • Identifying appropriate sources of data that need to be captured and design solutions for capturing data in systems, utilizing systems thinking skills, technology developments, internal controls and quality control.

  • Be the business owner for the Finance systems projects designed and implemented as a result of needing to capture the new data, engaging stakeholders and driving the Finance Data, Systems and Services team and IT to deliver an appropriate technological solution.

  • Design and oversee the implementation of new reporting and analysis that can be created as a result of the new data available.

  • Review the existing reports and analysis to identify their appropriateness of need for update and rebuild as a result of the new data and technology available.

  • Seek feedback from customers and iterate reporting and analysis to be fit for purpose.

  • Oversee the production of regular reports and analysis to stakeholders (monthly, quarterly, annually, key meetings) to ensure decision makers are empowered with accurate and timely information to support their activities, including cost centre reporting.

  • Be a trusted advisor to the Senior Director, Corporate Accounting, Financial Planning, Reporting and Analysis and Chief Financial Officer, ensuring they have appropriate information and insights for decision making.

  • Manage a team of trusted Finance Business Partners to work closely with Executive Leaders, Partnership Leaders and cost centre managers on business cases and other financial analysis to support their decisions.

  • Ensure integration and alignment with the activities of peers to build a seamless customer experience.

Lead the Global Centre annual cycle from planning through to year end.

Collaborate with peers to ensure alignment and integration of processes and activity of the annual financial cycle from planning to year-end close, in particular:

  • Lead the Global Centre annual and multi-year planning and budgeting process, by:

  • Designing the process for the upcoming fiscal year, ensuring alignment with all aspects of the global planning process;

  • Leading the preparation of financial information for the Chief Financial Officer as they facilitate high-level resource negotiations and planning parameters with the Executive Leadership Team at the start of the process;

  • Overseeing the production of tools, templates and communications to execute the process;

  • Leading the execution of the process across all Global Centre departments, supported by a team of Finance Business Partners and analysts;

  • Being an escalation point for issues identified by Finance Business Partners during the process and negotiating resource allocation with Executive Leaders, Partnership Leaders and cost centre managers to ensure compliance with approved budget parameters;

  • Preparing reports and analysis of the submitted budget for review and approval by the Senior Director, Corporate Accounting, Financial Planning, Reporting & Analysis and the Chief Financial Officer, identifying opportunities and issues for consideration;

  • Preparing Board pre-reads and presentations regarding the Global Centre budget for the WVI Stewardship Committee and WVI Board for their approval;

  • Ensuring stakeholders from across the Global Centre are appropriately engaged during and after the process and that decisions are clearly communicated;

Leading a post implementation review with stakeholders, identifying opportunities for improvement.

Lead the annual Chargeback setting process, by:

  • Designing the process for the upcoming fiscal planning period, ensuring that it connects appropriate to the timelines for the Field Office and Support Office planning processes.

  • Overseeing the production of tools, templates and communications to execute the process.

  • Convening the Chargeback Committee, delivering a process that has clear recommendations to the Chief Financial Officer for approval that are in line with principles.

  • Ensuring stakeholders from across the Partnership (including Field Offices and Support Offices) are appropriately engaged during and after the process and that decisions are clearly communicated.

  • Leading a post implementation review with stakeholders, identifying opportunities for improvement.

Lead the Global Centre forecast process throughout the fiscal year, by:

  • Designing the process.

  • Overseeing the production of tools, templates and communications to execute the process.

  • Executing the process at key points during the year through a team of Finance Business Partners and Financial Analysts.

  • Overseeing the review of business cases submitted by departments seeking redistribution of resources and negotiating resource allocation with Executive Leaders, Partnership Leaders and cost centre managers to ensure compliance with approved budget parameters.

  • Identifying opportunities for strategic realignment of resources to ensure key organizational priorities have appropriate resources for delivery and presenting this information to the Senor Director, Corporate Accounting, Financial Planning, Reporting & Analysis and the Chief Financial Officer for consideration and approval.

  • Communicating outcomes of the process to stakeholders.

Lead a component of the Global Centre year-end processes, by:

  • Ensuring that costs are recorded in the appropriate period and cost centre.

  • Reviewing actual expenditure against budget and identifying issues and ensuring corrections prior to the general ledger close.

  • Negotiating carry forward of savings from the current year to the next fiscal year (with approval from the Chief Financial Officer).

  • Working with the Director of Corporate Accounting to ensure year-end adjustments are minimized through effective monitoring and identification of issues and corrections well prior to the end of the fiscal year.

Leadership and Management:

  • Management responsibilities, including cost centre management, people management and strategic planning for the team.

  • Oversee continuous improvement initiatives that will support the Group’s business plan and objectives.

  • Perform other duties as requested by Senior Director, Corporate Accounting, Financial Planning, Reporting and Analysis, including, but not limited to, participation in organizational projects as a representative of GC Finance and the interests of the Global Centre and broader team leadership and management responsibilities.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Minimum Bachelor’s degree in Accounting / Finance.

  • Extensive knowledge in Generally Accepted Accounting Principles and audit and/or internal controls.

  • Excellent communication skills, both verbal and written.

  • Minimum of 5 years of experience in financial planning, budgeting, forecasting, financial analysis and performance management in large, global organizations.

  • Minimum of 5 years of experience in managing teams, projects and performing finance functions in a corporation, financial institution or non-profit organization.

  • Demonstrated experience in developing and implementing financial best practices, work-flow, and procedures for a large global organization.

  • Certified Public Accountant, Chartered Accountant or equivalent.

  • Effective in written and verbal communication in English.

Preferred Skills, Knowledge and Experience:

  • MBA preferred.

  • Superior organization, prioritization, and self-motivation skills.

  • Strong computer skills and knowledge in MS Office Suite, SunSystems and PowerBI.

  • High level of working knowledge related to automated accounting / financial systems.

  • Excellent stakeholder management skills.

  • Excellent project management skills.

  • Ability to translate technical information into common language so that non-financial individuals can readily understand the information.

  • Minimum of 5 years of experience leading large global team of financial analysts across multiple countries and regions.

  • Ability to translate or communicate complex finance and accounting principles into common language so that non-finance people or finance staff with very basic knowledge in finance can readily understand the information.

  • Experience working with senior leadership teams, with demonstrable ability to communicate and engage effectively.

  • Experience in developing and implementing process improvement initiatives.

  • Cost centre management.

  • Experience managing and developing people, including hiring, talent and succession planning and performance management.

Work Environment/Travel:

  • The position requires ability and willingness to travel domestically and internationally up to 25% of the year.
