Monitoring, Evaluation, Accountability & Learning (MEAL) Coordinator

Job Profile

The Monitoring & Evaluation , Accountability and Learning Coordinator(MEAL ), will provide technical support to the Area Program(AP) in developing a strong MEAL System in the areas of Monitoring, Evaluation, Accountability & Learning for the design & implementation of quality programs/projects. Reporting to the AP Manager with technical oversight from the Design Monitoring & Evaluation (DME) Specialist, the job holder will work in collaboration with the field staff/other stakeholders in developing an efficient & effective MEAL framework & plan that responds to strategic program planning, monitoring & learning agenda of WVL & it’s goals & objectives

Based in the AP/ADP Office the MEAL Coordinator is responsible for collecting & mapping project and program data from the field according to the set M&E plans and process the data collected into usable formats for analysis to generate high quality evidence base for learning, decision making & accountability. The MEAL Coordinator will also facilitate implementation of the Accountability Framework, & ensure that lessons learned are communicated to stakeholders, and assist with cross-sectoral coordination.

Major Responsibilities

  • Establish & ensure smooth function of M&E systems & processes at AP level, including grants & Private Non Sponsorship (PNS) within the AP

  • Ensure AP level technical project baseline survey is established & effective monitoring system in place for quality assurance

  • Ensure Baseline report completed within the first year of completion with quality frameworks, context specific tools for monitoring AP

  • Develop field based monitoring plan in consultation with the technical lead & DME specialist and ensure alignment of program interventions in line with project/program objectives

  • Ensure timely & accurate completion of Program Management Reports at AP Level (Semi-Annual Reports/Annual Reports)

  • Establish systems for knowledge management/storing of programmatic information and lessons learned for decision making and accountability

  • Ensure AP designs are aligned to WVL strategy and the Technical Programme design & disseminate program designs and plans with relevant partners/stakeholders

  • Develop capacity of staff & partners in MEAL processes, system & standards to ensure programme quality

  • Facilitate reflection & learning process in undertaking monitoring, evaluation & learning – including both reporting & learning needs

Required qualifications, experience & competencies

  • A Degree in Social Science/Economics/Agriculture/International Development or related discipline with Statistics/Research knowledge preferred

  • Minimum 03 years’ experience in participatory assessments and monitoring, logical approach, data processing/ analysis and result based management

  • Good contextual knowledge of local issues, community priorities and social and cultural constraints and realities

  • Good training & facilitation skills and good collaboration skills

  • Good analytical skills and proven report writing skills

  • Excellent written and verbal communication skills in English & Sinhala and/or Tamil preferred.

  • Excellent Computer skills in MS office, SPSS, and other statistical packages

  • Good Interpersonal skills and able to work in a team and be prepared to train the others

  • Experience and skills using database programmes for data entry, analysis, and reporting

Job Profile

The purpose of the Country Security Manager (CSM) is to ensure that effective security measures for the National Office and field programs are appropriately planned for and addressed within the national context. The CSM needs to have an understanding of the complexity of the operating context and manage security risks to an acceptable level so as ensure that WV programs can be delivered effectively and safely.

The CSM is also expected to provide leadership and manage any Field Security Officers and/or Security Focal points in country.

Another purpose is for the CSM to lead in the optimization of organizational security and the mitigation of operational risks for ministry effectiveness by establishing security systems and mechanisms for institutionalizing an organizational culture and practice of safety and security.

  • Previous experience in the professional security arena (INGO, Corporate, Military, Law Enforcement, or Emergency Services)

  • At least 5 years or work related experience in the professional security, resilience, business continuity, NGO or UN working at international level with international agencies, INGOs, governments, military, law enforcement or private sector in a leadership role

  • Working knowledge of INGO security practices with proven experience in security risk assessments, security planning and crises management in the humanitarian context

Project Coordinator - Enterprise Development - WVL

Base Location– Ja Ela

Job Profile

The Project Coordinator – Enterprise Development is responsible for the direct management of WVL staff and the overall implementation of the livelihood-generating components of the ‘Global Program to develop livelihood for poverty affected population though a mulita-sectoral established and monitored waste management system (PHINLA)’ project.

S/he will work closely with the Project Coordinator – Waste Management (of the Project’s main partner in implementation) to identify and maximize opportunities for livelihoods and enterprise development. The project shall be implemented in the agreed locations in accordance with Grant contract and compliance to achieve the overall project goal.

Responsibilities

  • Leadership and People Management - Ability to Lead and Manage people efficiently and effectively.

  • Networking and Liaison – Maintain high quality relationships and networks between Project operations and relevant Government agencies, WVL Area Programmes, local and international NGOs, other civil society groups and international consultancy agencies, Support to be made available for program goals and implementation by key stakeholders.

  • Quality Assurance - Effective and efficient project management and implementation. Project progress, lessons learnt, best practices, etc. are captured and disseminated as necessary.

  • Grant Compliance - Adequate knowledge on policies, procedures and standards of the grant and systematic information management.

  • Financial Accountability - Grant is delivered on time and within allocated budget. Financial reporting is accurate and delivered on time. Audit reports indicate low risk findings. All program expenses are compliant with WV and donor requirements.

  • Reporting - All reports are prepared/reviewed in a timely manner with quality assurance. Strong working relationships with relevant internal key stakeholders.

Required Qualifications, Experience & Competencies

  • A Bachelor's degree in Economic Development, Social Sciences, International Development Studies or Community development.

  • Knowledge and experience in capacity building for local stakeholders/partners.

  • Knowledge of and familiarity with international assistance program requirements, preferably [BMZ] and/or other funding agencies (Global Fund and other multilateral agencies); their policies and regulations.

  • Experience in program implementation, community mobilization and participatory approach would be an advantage and experience of working with ethnic minorities is preferred.

  • Experience in training and facilitation

  • Ability to provide management and technical support to enhance the marketing component of the project.

  • Experience in enterprise development specially targeting the beneficiaries from the vulnerable population.

  • Basic knowledge and understanding on gender and disability and other vulnerability factors in community.

  • Demonstrated leadership skills, including leading, building, and supporting a team with diverse roles and capacities.

  • Skills in facilitation of development processes, and networking among different development partners.

  • Demonstrated capacity in program management, with conceptual understanding and required competency in DME functions.

  • Solid computer skills in Word, Excel, PowerPoint and Lotus Notes

  • Project management experience with Grant projects is (including staffing and financial management) preferred.

PURPOSE OF POSITION:

The role provides a strong mix of strategic and operational experience to VisionFund’s dedicated global staff. Developing leaders, high-potential talent and a highly effective workforce across the Network will be key to the success of the VisionFund strategy and Our Promise. Reporting to Global People & Culture and Governance Director, this role, together with the VFI executives, and in alignment with World Vision Talent Management strategy and processes, will be responsible for building Talent and Leadership strategies that are purpose-driven, performance-oriented, and principles-led.

Director – Global Fleet Management

PURPOSE OF POSITION:

The organisation delivers humanitarian aid to populations in some of the most challenging and complex environments, transportation and fleet operations are critical to the delivering our programmes. World Vision has a diverse global fleet of well over 10,000 standard vehicles and an equal number of motorcycles, it also includes drilling rigs and water craft. The total fleet portfolio represents one of the largest asset groups in the organisation.

The ‘Director – Global Fleet Management (GFM)’ is the global leader responsible for developing and driving organizational fleet strategy and ensuring current industry practice is implemented in relation to the procurement, operation and disposal of World Visions fleet. The role holder will be expected to lead the GFM team in working collaboratively across the organisation to deliver agile and flexible ‘end to end’ transportation solutions for World Visions operations.

MAJOR RESPONSIBILITIES:


Fleet Strategy & Practice Development:

  • Lead the development and implementation of global fleet management strategies. Ensuring Global Fleet Management (GFM) practices are in alignment with WV Fleet, Procurement and Financial policies and internationally accepted current practice.

  • Collaborate with multiple stakeholders to ensure that the WV fleet strategy aligns with expected organisational outcomes and reflects the values and vison of WVI.


Strategic Fleet Management:

  • Provide leadership, operational guidance and support to the global fleet team (direct & matrix management). Ensuring GFM is providing end to end transport solutions as a trusted business partner to the wider organisation.

  • Develop Fleet Safety initiatives aimed at reducing harm to staff and vulnerable road users, with particular focus on fatal Road Traffic Accidents (RTAs).

  • Explore the development of road safety programme opportunities with donors & suppliers.

  • Drive continuous improvement and innovation in GFM frameworks. Develop quality assurance and performance metrics across fleet management systems and procedures.

  • Identify significant risks and organisational gaps in fleet current practice and develop appropriate mitigation plans to protect the fleet function. Ensure risks are communicated with Enterprise Risk Management (ERM).

  • Drive the development of adaptive, agile and dynamic fleet management solutions that focus on delivery at the ‘grass roots level’, employing appropriate change management techniques when required.

  • Develop technology solutions to monitor fleet assets, operational use and disposal.


Relationship Management:

  • Drive high standards and performance through setting clear direction and empowering and influencing others.

  • Regular liaison with senior Global Supply Chain (GSC) managers, Global Field Operations (GFO) regional & programme level managers.

  • Act as a strategic link for the promotion of sound fleet practice for National Offices, Regional Offices and Response operations.

  • Regularly liaise with the wider Fleet network on emerging issues and provide a conduit to escalate concerns to senior leaders.

  • Actively contribute to internal and external forums, working groups and networks related to fleet management.

  • Work closely with members of the Corporate Security team promoting mutual learning, support and accountability.


Capacity Building:

  • Develop appropriate workforce & succession planning that ensures the organisations ability to deliver transport solutions in fluid high risk environments.

  • Oversee the development and implementation of global capacity building plan for operational fleet management.

  • Engage with senior leaders to raise the awareness of fleet management protocols and practice.

  • Develop a professional culture of innovation, learning and mentoring. WVI should be seen as the ‘employer of choice’ for INGO fleet professionals.


Knowledge Management & Quality Assurance:

  • Promote alignment with WV Fleet Management Policy.

  • Drive the process of continuous learning on current international accepted practice in fleet management & analysis, identifying tools and processes that can be implemented into WV operations globally.

  • Encourage mutual learning on fleet management issues at a Regional and Global level.

  • Assist in the facilitation of and coordination of global fleet information sharing forum/network that promotes the embedding of sound fleet management practice into all layers of WV’s programmes.

  • Facilitate the documentation of best practice and contribute to the community of practice and centre of excellence.


KNOWLEDGE, SKILLS & ABILITIES:


  • Relevant Tertiary Qualification (Bachelor’s Degree or similar) in Logistics, Engineering, Supply Chain, or general Business Management.

  • Recognised Industry Qualification in Logistics, Engineering, Supply Chain (or Business Project Management experience).

  • Suitable transferable qualifications from Military, Government or Private Sector.

  • Significant senior management experience (8-10yrs) in Humanitarian Operations involving Fleet Management or Logistics would be considered.

  • Proven ability and experience (8-10yrs) in fleet management or logistics at a senior level across a large complex international organization, with strong change management experience.

  • Proven experience in Financial Cost Centre management.

  • Procurement, Supply Chain or Logistics experience.

  • Understanding of Humanitarian operations.

  • Proven experience in managing coaching and developing staff.


Preferred Skills, Knowledge and Experience:

  • Recognised Logistics, Engineering, Supply Chain Qualification (or Business Project Management experience).

  • Experience in fleet management optimization and sound understanding of the transport industry.

  • Previous experience in contract negotiation and supply arrangements with vehicle suppliers.

  • Experience in fleet management/operations within the Humanitarian sector.

The Sponsorship Assistant will assist the Sponsorship Operations Team in systemizing donor correspondence effectively, ensuring the well-being of sponsored children in line with World Vision standards, while providing a high quality service to sponsors.

The duties will include data entry, translation and dispatch of the relevant correspondence and other material to the field offices and the maintenance of accurate records of the dispatched correspondence.
