PURPOSE OF THE POSITION:To conduct distributions, monitoring and reporting on all commodity/Cash distributions according to World Vision FPMG Standards

KEY RESPONSIBILITIES:

Planning:

  • Ensure proper planning of monitoring the project activities.

  • Ensure that all the required documents for planning have signed and filed.

Assessment:

  • Take part of Assessments done by WV Jordan.

  • Work closely with M&E department on the assessments and supervise enumerators for data collection.

Monitoring:

  • Ensure adherence to WV policies and standards.

  • Monitor Projects activities during the implementation phase.

  • Collect and Document beneficiaries feedback about the project.

Distributions:

Ensure that all distributions for food and non-food items are conducted in an orderly proper and acceptable manner as per World Vision International, Donor and Community standards.

Managing the crowd control in the Distribution sites

Ensure a proper registration of beneficiaries.

Work-closely with Accountability Department by providing the key information.

Field Reports Do all field reports and complete all the standard forms (Good Receive note, Distribution Report, Field Visits Report, Waybills, Beneficiaries List, Loss Reports).

Commodity Accounting:

Ensure that all commodities in custody of field team are properly accounted for.

Information Provision and coordination: Ensure that proper information provision for the project is done to the implementing partner(s), beneficiaries and communities and maintain good coordination with Stakeholders.

Other Duties:

Perform Other duties as required

KNOWLEDGE, SKILLS & ABILITIES:

  • Education level should be a minimum of bachelors degree.

  • Good Team Player, willingness to learn, self-starter and ability to work with little supervision

  • Dedicated to the humanitarian cause

  • Good command of oral and written English.

  • At least 2 years of previous experience in commodities and field assessments

  • Experience in community mobilization, commodity programming and management in logistics.

Livelihoods Advisor, Syria Response

PURPOSE OF POSITION:

World Vision International is seeking a Livelihood Adviser for Syria (75%) and Jordan (25%). The position will report to the Syria Head of Programmes and specifically to the Jordan Response Manager for Jordan related work, and will be based at the World Vision office in Amman, Jordan. The successful candidate will be expected to:

  • Lead on developing and implementing a Livelihood Programming Strategy for World Vision’s Syria Response as a whole, and for each of the countries included in the Response.

  • Lead on ensuring technical expertise and staff capacity, innovation, quality results and organisational learning within World Vision based on credible evidence gained through livelihoods programming.

  • Have up-to-date sectoral knowledge to ensure that current thinking is reflected in World Vision’s Livelihood and Resilience programmes, and that they in turn influence across the response.

  • Lead livelihoods specific and/or integrated research and learning initiatives.

  • Represent World Vision in external engagement with technical sectors, donors, governments and other relevant stakeholders in the humanitarian community.

  • Serve as the technical specialist in resource acquisition related to livelihood programming.

  • Model and promote World Vision’s values that aspire to achieving a safe and secure future for children.

KEY RESPONSIBILITIES:

Program Development Leadership:

  • Facilitate and formulate livelihood strategies within the framework of the country operational strategy.

  • Coordinate with the Global Centre and MEER regional office to ensure strategic alignment of the livelihood sector.

  • Formulate guidelines, processes, measurements, and standards for the design, implementation, monitoring, and evaluation of livelihood and resilience projects in collaboration with other advisers and MEAL.

  • Design and carrying out assessments as needed in conjunction with other sectors.

Develop an integrated livelihood plan, budget, program and detailed implementation plan that is aligned with

  • Response strategy.

  • Coordinating mechanism strategy.

  • Sphere Standards.

  • WVI Child Wellbeing outcomes.

  • WVI Humanitarian Accountability Framework.

  • Include sector focused advocacy issues and cross-cutting themes in design where appropriate.

  • Develop and implement sector plans with community engagement and utilizing Do No Harm approach.

  • Ensure that accountability mechanisms are in place for community and stakeholders feedback on sector as well as semi-annuals are reviewed with communities based on the concept of Community Based monitoring and evaluation.

  • Determine sector organizational structure and staffing plan and ensure reviewing/adjustments of JDs/ appropriate budgets as well as contribute in setting of performance indicators.

  • Contribute to the recruitment of relevant staff for each project.

  • Ensure sector programme and project logframes refer to technical standards, consider government standards, Sphere Standards, WVI Humanitarian Accountability and Protection and are aligned with the organization DADDs and sector packages.

  • Ensure that the compliances with grants, technical standards and budgets are met.

Leadership and Capacity Building:

  • Coach /mentor /manage the unit members: Delegation of authority/ responsibility with clear standards of accountability, etc.

  • Ensure that that all team members are providing proper leadership and support to the projects according to their area of expertise and based on a defined action plan with Sector Lead.

  • Work on empowering team members to take the appropriate decisions and actions and call for regular meetings for the unit staff.

  • Assist staff in understanding and adapting project models to local contexts in alignment with local strategy.

  • Identify the capacity needs in the areas of livelihoods programming and develop plans for building the capacity of the projects staff and partners in collaboration with P&C department and Program Managers.

  • Identify staff to build their specific capacities in the sector’s principles, minimum standards and other vital knowledge in order to have them as back-ups for the specialist’s role in case of transition needed and for more sustainability of programs / planning in the organization.

  • Build the capacities of partners (whether local government entities or at the national level as well as CBOs).

Leadership in the area of Relationship Building, Networking and Fundraising:

  • Represent World Vision at interagency coordination and donor meetings on livelihoods and resilience.

  • To meet, build relationships and coordinate with the UN, NGO/INGOs and livelihoods fora.

  • Seek opportunities for interagency collaboration.

  • Strengthen and establish a strong network of national partners and stakeholders.

  • Liaise and network with other WV entities within the partnership for sharing and dissemination of best practices, information access, and resource acquisition.

  • Ensure WV’s livelihoods projects/programs are highlighted in the media in coordination with the communications department.

  • Share with management alarming trends or new parameters that could affect the implementation of current or future projects in a certain sector.

  • Work collaboratively with Grants Acquisition and Management team to develop livelihoods fundraising plan and support rollout of plan. This is likely to include donor positioning, donor interaction, strategy development, proposal submission etc.

Learning and Research:

  • Ensure experiences and lessons learned are shared among the team of commodities field staff

  • Collaborate with MEAL department, local and/or international research institutes in-country and identify potential opportunities for joint research initiatives.

  • Ensure accurate assessments are conducted in the relevant fields to come up with accurate findings when needed and evidence based information.

  • Ensure that reflection meetings are conducted on a regular basis to document lessons learned and make sure that these lessons learned, whether from previous or ongoing projects, are taken into consideration for future projects designs and implementation.

  • Identify new trends and opportunities to feed in new projects models or technical approaches.

  • Test new project models / technical approaches and/or new areas of coverage.

  • Share any alarming information or relevant one related to programming with the Response Sector in order to adjust or modify any necessary programming.

Support Implementation, Monitoring and Reporting:

  • Strengthen the quality of livelihoods interventions in coordination with operations staff, programme staff and DME.

  • Provide ongoing assistance and coaching to related field staff in order to ensure timely and quality implementation of projects ’activities.

  • Review and refine livelihoods programs including their budgets as and support baseline measurements.

  • Oversee the implementation of projects in WV’s area of intervention through establishing appropriate monitoring system in close collaboration with MEAL dept.

  • Provide technical input and recommendations to procurement activities related to services that affect the quality of livelihoods programs.

  • Review, analyze, and provide feedback on the livelihoods based component of program / projects reports (including assessment reports, PDDs, monitoring and management reports as well as evaluation reports).

  • Ensure compliance to organizational and donors standards in the management of livelihoods based programs.

  • Ensure quality and timely reporting in line with donors and SOs standards.

  • Intervene, when necessary, at procurement level, to facilitate/find solutions to material purchase difficulties or delays that are affecting the program quality implementation.

  • Assist in setting up appropriate indicators and tools for monitoring along with the M&E department and establish systems to extract relevant information when needed for each sector.

  • Review MEAL data with Programmes and Operations to make operational improvements.

  • Review context analysis with Programs for better adaptation to sector plan and implement early warning systems in all sectors to be able to detect any new context information.

  • Establish and implement internal monthly sector reporting system in coordination with DME.

  • Provide inputs for grants/donor and programme milestone reports to Programmes as per schedule as well as review all semi-annual and annual reports related to the sector.

Other:

  • Perform other duties as required from the Direct Supervisor.

KNOWLEDGE, SKILLS & ABILITIES:

  • University degree in Economy/Human Development/Social Sciences or related field.

  • Master degree in relevant field required.

  • At least five years working experience at a senior level in Livelihoods and Resilience sector in a humanitarian context.

  • Excellent technical understanding of Sustainable Development, Economic Development and Livelihoods and Resilience, including agriculture and IT sectors.

  • Experience designing and facilitating Livelihoods capacity building activities and training.

  • Good understanding of humanitarian architecture.

  • Substantial experience in networking and positioning with external stakeholders.

  • Extensive experience in developing successful project proposals.

  • Experience in advocacy, preferably on trans-national level.

  • Experience of working in the Syria Response Region would be an advantage.

  • Excellent computer skills including Microsoft Word, Excel, and Power Point.

  • Excellent spoken and written English language skills required.

  • Arabic language skills an advantage.

Health Advisor - Syria Response

PURPOSE OF POSITION:

World Vision International’s Whole of Syria Office is seeking a qualified and highly motivated individual to proactively drive the consolidation, expansion and quality implementation of World Vision’s humanitarian response to the situation in Syria.

Under the direction of the Head of Programmes, the Syria Health Advisor will technical quality of programming within health, strong proposal designs that are in line with the Syria response objectives and donor priorities and sound monitoring and evaluation systems in place. S/He will directly support MEAL and operational staff at area-office level collaborate with all other World Vision departments (Operations, Finance, Human Resources, Support Services, etc.), liaise internally with the World Vision Partnership and with external stakeholders, particularly local partners, and ensure that World Vision Syria delivers quality humanitarian response within health, according to World and international standards.

KEY RESPONSIBILITIES:

Technical Monitoring and Programme Quality:

  • Provide technical support to the organization's health programming activities: ensure intervention components are in line with the project initial design and that proper systems are in place in the program monitoring and reporting.

  • Ensure health programs utilize and adhere to standardized protocols, policies and guidelines according to Sphere, WHO and international minimum standards while humanitarian accountability principles and feedback mechanism are in place.

  • Support quality programming related to primary health care, reproductive health, community health outreach, early warning systems, outbreak response, medical supply chain and pharmaceutical supply management, and appropriate drug use.

  • Review from a technical standpoint, monthly field and donor reports.

  • Oversee timely review of health data and statistics (including objectives, indicators and outcomes of health programs) according to internal and donor requirements.

  • Review field reports and ensure appropriate follow up and decision making on data relevant to the World Vision health programs.

  • Work with the Health Management Information System (HMIS) consultant, technical advisers, the operations and MEAL team to ensure implementation of health information management system; support the HMIS consultant so as to ensure data collection mechanisms are in place to facilitate reporting, collection and documentation of best practices.

  • Work with field teams and partner agencies for outbreak preparedness and contingency planning.

  • Ensure timely and adequate provision of supplies and drugs through establishment and provision of necessary specifications of medicines, medical supplies, equipment and materials to be procured (ensure they are in line with WV

  • Pharmaceutical Procurement policy, with OFDA Essentials Medicines List. If needed be, get review from GC/DM/TRT/SH) review of pharmacy consumption reports, acquisition of partner agency and UN drug kits.

  • In light of the findings of iterative assessments, provide recommendations to areas that might need improvement in regards to the Syria Country Office ongoing response and determine the relevance of expanding operations in new sites and to scale-up interventions.

Programme Development/Grant Aquisition:

  • Work with SMT, Health Portfolio Managers, Technical Advisers and MEAL in programme development and proposal writing by providing inputs and reviewing technical information to draft Health and Nutrition concept notes for future funding.

  • Strive to ensure as much as possible different health and nutrition related interventions are integrated into proposed programs and with other sectors, ensuring cross-cutting themes are incorporated into program design (disability, gender, CP, …) while ensuring that Health, Nutrition and MHPSS programming are mainstreamed in a systematic by other sectors too.

Representation:

  • Coordinate with all pertinent actors and actively participate in relevant cluster meetings if required: strategically engage with donors, and liaise and maintain good working relationship with external partners including health authorities, UN agencies, local and international NGOs and other stakeholders supporting the HN sector.

  • Search for opportunities to partner and coordinate programmes with other agencies, including but not limited to UN, INGO, local NGOs and private sector.

Capacity Building:

  • Conduct assessments of staff capacity gaps in Health, Nutrition and MHPSS. Work closely with health teams of the implementing partner organizations to determine the training needs of the medical staff.

  • Ensure MISP, good storage practice medicines, universal standard precaution, IFE sessions are systematically included in capacity building.

  • Maintain open lines of communications with WV implementing partner staff.

  • Collaborate with health authorities and relevant international health agencies for the development of an approved curriculum to meet training needs and implement those plans through the management team and field teams.

KNOWLEDGE, SKILLS & ABILITIES:

  • Minimum medical degree; preferably with a Master’s in Public Health.

  • At least 5 years professional experience in implementing health-related projects.

  • Must have at least 5 years’ experience working with INGOs/UN in humanitarian contexts (previous emergency response, conflict/post-conflict experience preferred).

  • Must be familiar with treatment protocols for NCDs, communicable disease, PHC supplies, RH kits, basic hospital equipment and pharmaceuticals.

  • Must be able to analyse and interpret data and to track performance against program indicators.

  • Ability to work with a team and capacity building of national staff.

  • Must be fluent in written and spoken English; knowledge of Arabic preferred.

  • Must be able to travel.

  • Fluency in English and the relevant other UN language, if it is officially used in the country. Arabic is highly preferred.

  • Professional licenses, as required in the field and by the donor.

Work Environment/Travel:

  • Be prepared to travel to implementation sites and regional, global meetings as required.

Program Development and Quality Assurance (PDQA) Manager

PURPOSE OF POSITION:

World Vision (WV) has been active in Jordan during the Iraq crisis and more recently to assist refugees from Syria. Currently WV in Jordan employs well over 100 staff and implements projects in a range of sectors worth more than USD30m.

As part of WV Jordan’s Senior Management Team, the Program Development & Quality Assurance (PDQA) Manager leads the Programmes Department, consisting of the Monitoring, Evaluation, Accountability and Learning Unit (MEAL), the Grant Acquisition and Management Unit (GAM) and the team of technical specialists.

The purpose of the position is to lead the MEAL unit to ensure that systems are in place to measure the quality of the programmes implemented by the operations unit, ensure high quality data is available to demonstrate impact and identify areas for improvements in the implementation.

Further, the purpose is to lead the GAM unit to identify funding opportunities that will help WV to establish a long-term presence in Jordan with innovative and high-impact programmes with a focus on the most vulnerable members of society, regardless of status or background.

Thirdly, the position will lead the unit of technical specialists to ensure holistic, quality designs are applied across all projects and funding streams.

The incumbent will therefore take a leading role in the definition of a mid-term strategy for WV in Jordan.

KEY RESPONSIBILITIES:

Strategic Leadership:

  • Lead in the development of longer-term programming through the use of designs and evidence-based practices that address root causes, increase resilience, transform systems and relationships, increase social cohesion and respond to all situations of fragility for vulnerable children Jordan regardless of background or status.

  • Ensure close interlinkage with the Operations Unity and support functions and participate in the overall leadership of WV in Jordan by working as an active member of the core team.

  • Lead the development of a mid-term strategy for World Vision in Jordan in line with Our Promise 2030 and the Syria Response Strategy.

  • Actively engage in the Core Team and the Senior Management Team.

Programme Quality:

  • Provide key oversight, technical guidance and management support to the MEAL Manager.

  • Ensure MEAL systems are of the of the highest quality and reports for donors and Support Offices meet high level standards.

  • Ensure a high functioning and active accountability system is in place for all WV projects.

  • Ensure an active learning component to project and programming.

  • Identify specific needs for capacity building among MEAL team members and ensure plans are out in place accordingly.

Technical Quality & Support:

  • Lead the national-level technical specialists, ensuring holistic, quality designs across all funding streams according to prioritized child well-being and donor objectives, national level pathways of change, appropriate and contextualized evidence-based practices, and indicators for sustainability. All designs should respond to the specific situation of fragility for targeted communities.

  • Ensure technical expertise is provided to the Operations Unit.

  • Work with flexibility and agility to ensure technical specialists are available to organizational needs, including grant designs, with timeliness and efficiency.

  • Ensure surge support is obtained, in consultation with the Response Centre and the Regional Office, from additional internal or external resources (e.g. Disaster Management Team, Technical Service Organisation or consultants).

  • Ensure appropriate external representation of technical specialists at the national level in coordination in line with external engagement priorities, which includes donors, partners, host government, academia, and other appropriate humanitarian fora.

  • Ensure WV Jordan’s capacity is expressed through technical briefs and capacity statements for use with external engagement and donor positioning.

Resource Acquisition & Donor Compliance:

  • Provide key oversight, technical guidance and management support to the GAM Lead and team.

  • Ensure funds are raised through establishing adequate fundraising strategies that are in line with Our Promise 2030 strategy and the Syria Response Strategy and based on diversified sources of funds to achieve a long-term presence in Jordan.

  • Ensure appropriate budgeting and close collaboration with support functions to determine project and support costs at competitive ratios.

  • Ensure that GAM systems and procedures are in place to support effective grant quality and compliance and positive audit results and that the Operations Unit staff understand and follow the system.

  • Provide portfolio and projection analysis to inform the Core Team and the Response Manager of trends and options.

Manage Staff Performance:

  • Effectively manage the performance of direct reports ensuring performance agreements, regular performance discussions and frequent appraisal are done and that risks are appropriately managed.

  • Ensure performance plans and reviews are done for all staff within the GAM and MEAL units and among the team of technical experts in a timely fashion and in line with P&C requirements.

  • Highlight to the Response Manager any issues at the earliest opportunity.

Other Tasks, including Security:

  • Abide by the security policies and procedures and report any incidents or breaches to line manager and / or security manager.

  • Actively contribute to a positive security culture.

  • Assist with administrative tasks including financial reports, purchasing and organizing events/trainings as necessary.

  • Undertake duty travels and participate in meetings as required.

  • Attend and participate in capacity building events locally and internationally.

KNOWLEDGE, SKILLS & ABILITIES:

  • Master’s degree in humanitarian aid, international development or a related field.

  • Understanding of both humanitarian assistance/emergency relief and development work, especially of child-focused concepts, approaches and processes.

  • Good knowledge and understanding of key aspect of humanitarian aid/emergency relief and development work including education, child protection, livelihood, and WASH.

  • Knowledge of major donor requirements and funding sources.

  • Demonstrated management skills.

  • Outstanding written and verbal communication skills in English, including report-writing and proposal writing.

  • Ability to engage with representatives of government, NGOs, UN agencies and donors.

  • Excellent relationship building and people management skills.

  • Thorough understanding of development principles.

  • Good understanding of applicable standards, especially the Core Humanitarian Standard, and Inter-Agency standing Committee guidelines.

  • At least seven years of experience in programme development roles or equivalent including at a senior level with international NGOs, including proven experience in project design and submission of winning proposals.

  • Experience in humanitarian aid/emergency relief and development work in the Mashreq essential.

  • Exemplary knowledge of tools and methods used for Monitoring and Evaluation, such as statistics and SPSS.

  • Outstanding written communication skills in English.

  • Significant experience with a wide range of institutional donors and funding agencies, such as the European Union (including ECHO), UNHCR, WFP, Unicef, Global Affairs Canada, US government branches, branches of EU member state’s governments, especially of the Government of the Federal Republic of Germany.

Preferred Skills, Knowledge and Experience:

  • Prior experience with World Vision is a distinct advantage.

Work Environment/Travel:

  • The position is based in Amman, Jordan.

  • The position requires ability and willingness to travel domestically to project sites which are located in all governorates in Jordan (about one day per fortnight).

  • The position requires occasional international travel, mainly to the Regional Office in Nicosia, Cyprus (about twice per year).

Response Director

PURPOSE OF POSITION:

The Response Director (RD) has primary responsibility for directing the response from strategy to implementation, inclusive of performance and oversight of all aspects of the response. She/he should develop and maintain an efficient, cohesive team, while ensuring effective coordination and relationships with the other agencies, officials, beneficiaries, donors and all areas of the Partnership.

KEY RESPONSIBILITIES:

Develop and monitor implementation of response strategy that addresses WV strategic goals to meet humanitarian needs:

  • Lead response strategy development with National Director (ND), Regional Leader (RL), Partnership Executive Team

  • (PET) and other senior stakeholders.

  • Ensure primary and secondary information on needs inform strategy formulation.

  • Ensure context analysis informs strategy development.

  • Consult with ND and RL to ensure National Office (NO) strategy and plans (including Child Wellbeing targets) are taken into account in

  • response strategy formulation.

  • Ensure strategy aligns with anticipated capacity.

  • Monitor appropriateness of strategy in addition to implementation of strategy and transition plans.

Ensure response is staffed to meet response needs:

  • Lead team/individual development and provide direction and support as needed to enable effective performance.

  • Contribute to NO capacity building in the area of emergency response in coordination with NO leadership and Human Resources (HR).

  • Determine response organization structure with ND and HR.

  • Conduct high-level workforce planning with HR and mobilise surge functions as required.

  • Oversee the recruitment of the RDs direct reports.

  • Ensure defined accountabilities under the Emergency Management System (EMS) are clear for each function including Term of Reference (TOR) objectives and qualitycriteria.

Establish and maintain effective working relationships with humanitarian actors, government representatives, World Vision stakeholders, the media and general public:

  • Represent the response in Partnership Executive Team and Partnership Coordination Team (PCT) (where activated).

  • Identify and highlight areas of conflict to Response Senior Management Team (SMT), ND, RL and Partnership

  • Executive Committee (where activated).

  • Create and maintain collaborative relations and where appropriate partnerships with government, other NGOs, UN

  • agencies, civil society, churches, bi-lateral missions and donors.

  • Participate in consortium meetings and Response related national coordination meetings.

  • Ensure World Vision is represented at relevant technical and coordination mechanisms in-country.

  • Serve as an organizational spokesperson for media interviews, advocacy initiatives and other public events.

Develop and plan response to achieve response strategy goal and objectives:

  • Provide oversight to funding allocation (i.e. Private Non-sponsorship or PNS, grants, etc) to ensure alignment with

  • strategy and humanitarian needs.

  • Ensure response programme development meets World Vision and international standards.

  • Ensure that adequate funding to address humanitarian needs is acquired.

  • Ensure Advocacy staff are empowered to integrate advocacy across sectors and to develop child-focused advocacy positions which are aligned with strategy and organisational priorities, in strong alignment with NO and Response

  • Operations teams.

  • Facilitate the signing of MOUs and contracts, with donors, Support Offices (SOs) and other relevant stakeholders.

  • Ensure appropriate waivers are in place to facilitate timely response implementation.

Implement response programme in accordance with commitments to meet international and WV standards:

  • Ensure that accessible beneficiary feedback mechanisms are established and functioning.

  • Ensure staff establish community accountability methods across all of the response program.

Response Operations Director

PURPOSE OF POSITION:

Response Operations Director leads the Operations team and oversees the implementation of the response activities. He/she transforms the response strategy into implemented reality, managing day-to-day sector activities and providing technical guidance to the Programmes team for design and programme quality.

KEY RESPONSIBILITIES:

Ensure program planning is informed by technical standards and operational viability:

  • Contribute to planning of sector requirements for people, funding and supplies.

  • Ensure all program designs are based on needs assessment findings (primary & secondary data) and analysis,

  • targets the most vulnerable/chronically and is operationally viable.

  • Ensure all programs refer to technical standards, consider government standards and are aligned with Strategic

  • Guidance and Do-Assure Dont Do (DADDs) for the First Phase of Emergency Responses and Sector Packages.

  • Ensure inclusion of advocacy issues and cross cutting themes are considered in design.

  • Ensure programs and projects are measured according to technical standards and Child Well-being targets.

  • Ensure Operations Plans are developed and implemented with community engagement, taking into account local capacities and utilising Do No Harm/Local Capacities for Peace (DNH/LCP).

Establish, lead, resource and staff Operations unit to meet response needs:

  • Lead team/individual development and provide direction and support as needed to enable effective performance.

  • Contribute to National Office (NO) capacity building in the area of emergency response in coordination with NO

  • leadership and Human Resources (HR).

  • Determine Operations organisational structure and staffing plan with HR.

Oversee development and implementation of operations reporting systems to support timely and accurate reporting:

  • Establish and implement internal reporting system in coordination with DME.

  • Ensure Operations provide input for grant/donor and program milestone and reports to Programs.

  • Write report on quality risks and their resolution and submit to Response Director on regular basis.

  • Ensure that Operations meets reporting requirements for Clusters, Ministries and/or in-country stakeholders.

Ensure implementation of response operations according to safety standards with support from the Security function:

  • Organise security assessments for all field operations that inform a security plan.

  • Implement the recommendations of the security plan for all field operations.

  • Ensure security incident reporting protocols are complied with by operations staff.

  • Ensure Operations staff adhere to security standards for staff movement and communications.

  • Work with Security to ensure safe and effective Civil/Military relationships with armed actors.

Ensure operations meet WV minimum quality standards and support improvement, reflection, learning and innovation in sectors:

PURPOSE OF POSITION:

The Response Programmes Director oversees/leads the Sector Programming Team, including Program Officer(s), Design Monitor Evaluation (DME), Humanitarian Accountability and Information Management. The Programme Director supports the Response Director (RD) and Operations Director (OD) in designing the response strategy and operations plan and works in close coordination with both.

The Response Programmes Director is responsible to manage grant acquisition, assessments, monitor and humanitarian accountability and liaises with Support Offices (SOs), and international donors.

Response Programmes Director is part of the Response Senior Leadership Team. Response Programmes Director will coordinate/advise with Response Director (RD)/Senior Leadership Team (SLT) go or no go for proposals.

KEY RESPONSIBILITIES:

Establish, lead, resource and staff the programmes unit to meet response needs:

  • Lead team/individual development and provide direction and support as needed to enable effective performance.

  • Contribute to National Office (NO) capacity building in the area of emergency response in coordination with NO leadership and Human Resources (HR).

Oversee donor liaison and advocacy is undertaken to resource operations plan to address humanitarian needs. The Response Programmes Director will ensure that the GAM team undertake the following activities:

  • Monitor and analyse donor opportunities to ensure they align with operational intent.

  • Communicate humanitarian needs identified through assessments, monitoring data and community feedback to in-country donors and Support Offices International Programmes Groups.

  • Represent World Vision with potential donors (ECHO, DFID, EU, OFDA, etc.) including bilateral, multilateral and corporate.

  • Collaborate with Advocacy to influence donor funding strategies when appropriate.

  • Liaises with SOs regarding donor priorities and opportunities for funding.

  • Support Finance in the allocation and tracking of response funding to ensure response strategic priorities are funded and effective leveraging of available funding.

  • Support mapping of all funding sources with Finance.

  • Support funding allocation process (Private Non Sponsorship & grant opportunities) in coordination with Finance, Response Director and Operations to reflect response strategic priorities, operational realities and ensure compliance with relevant funding regulations.

  • Support Finance to track donor funding allocation and commitments to ensure response strategic priorities are funded.

  • Oversee development and submission of project proposals to donors to resource operations plan.

  • Develop project proposals with Operations, Advocacy, Finance and relevant Support functions and ensure stakeholders have the opportunity to review proposals and raise issues prior to submission to donors.

  • Ensure proposals are aligned with the operational plan, sector DADDs and standards.

  • Ensure proposals are aligned with accountability standards and basic DME requirements.

  • Maintain donor and SOs communications to facilitate funding acquisition.

  • Support Finance to ensure an up-to-date funding matrix.

Ensure support for Finance to establish grant management system to guarantee fulfillment of donor requirements:

  • Support Finance to conduct grant orientation or grant start-up workshops for relevant staff.

  • Plan and manage donor reporting to ensure that all donor requirements are met.

  • Support Finance with monitoring of grants for compliance with grant requirements.

The Response Programmes Director will ensure that the DME team undertake the following activities:

  • Design and implement community consultation processes to ensure understanding of World Visions role, planned interventions and provide opportunities for input and feedback into programme and project designs.

  • Design and implement Information Provision plan to ensure that accurate and reliable information about the programme is made available and shared with communities in a timely and accessible manner.

Establish and support implementation of complaint and feedback mechanisms:

  • Document, implement and monitor complaint and feedback systems to ensure timely responses to communities.

  • Consolidate and analyse community complaint information to inform Operations and response management of key issues raised by beneficiaries.

  • Coordinate Humanitarian Accountability planning and learning with other accountability focused INGOs and LNGOs.
