Job Profile

Carry out specific Finance and Support functions as guided by Field Leadership, ensure Key documents as required by WV Finance Manual are captured and filed for Compliance purpose. To give technical support to Field teams to process payments, as guided by Seniors, handle the processing of Staff advance & settlement functions using GEMS system, support Zonal Procurement Officer with Procurement process for field requirements, handle Invoice submission using ProVision system, ensure Field payments are delivered to Suppliers in field, adhere to directions given by Accountant/Zonal accountant who supervises the Project

Major Responsibilities

Ensure arithmetic accuracy & completeness of Transaction process in APs -Assist requestors to Check the accuracy of the invoice, purchase order, advances & GRNs process in Coupa & Gems Systems

  • Accurate Advance settlements & Vouchers are prepared.

  • Paid seal is being franked to avoid duplication of payment and cancel documents.

  • Official receipts are issued for all cash receipts/deposits.

Assist AP Manager and Zonal Accountant to carryout day to day finance activities to ensure smooth functioning of AP operations.

  • Maintain registers such as Cheques, Quotation, and Advance Register Etc.

  • Follow up supplier Payment.

  • Operate petty cash float and maintain records accurately.

Accurate Finance Reports-Maintaining cash book & prepare Monthly bank reconciliations- Provide monthly reports received from ZA and share with AP teams.

  • Provide monthly variance analysis to Project Officers where the Accountant not assigned.

  • Providing day to day cash balance to Supervisor.

  • Bank errors are notified to supervisor immediately.

Ensure Implement Internal Controls at the AP Level-Ensure fundamental Finance policies and procedures are in place as per the instruction given by supervisor.

  • Staff Advance limits & due dates are strictly followed

  • Advance settlements are properly checked.

  • Assisting Supervisor during assets Verification.

Other responsibility as assigned by the Manager or Accountant.-Carry out other tasks assigned by the finance and AP manager

  • Assist the Supervisor during purchasing committee meetings.

  • Visit field to assist village level records.

Filing and Documentation:- Filing/Labeling and documentation of vouchers and other related supporting documents in accordance with WVL Internal Policies and Procedures.

  • Filing Invoices together with other Payment documents and Labelling files for easy access

  • Ensure correct supporting documents are available for audit compliance.

Support Banking/Business and Audit related matters

  • Assist the team in conducting banking matters & help with audits as needed

Other responsibility as assigned by the Manager or Accountant.

  • Take over additional responsibilities whenever needed or request by management

Education, Knowledge & Experience

  • Part qualifications in Finance/Accounting/AAT or equivalent OR GCE A/Level in Commerce stream with 3 yearsexperience in a similar role

  • Understanding of the financial policy and guidelines that relate to WVL and its partnership offices

  • Experience in Finance/Accounting filed of 1 to 3 years

  • Fast learner with an aptitude for IT & able to work well in a computerized environment

Monitoring & Reporting Officer ( EU Housing Project)

Job Profile

The Monitoring and Reporting Officer EU housing Project will be responsible for maintaining Monitoring, Evaluation and Reporting standards of all activities under the flanking measure component of the EU funded housing program (Homes not Houses: Building sustainable future together) according to the terms and conditions of the grant agreement signed under this project. World Vision Lanka is one of the co- applicants of this project and will work in close collaboration with and report to the Habitat for Humanity International, Slovakia and Habitat for Humanity in Sri Lanka.

Under the direct supervision of Project Manager and the technical supervision of MEAL Manager Grant Acquisition & Management (GAM) the Monitoring & Reporting Officer will be based on project office to ensure the quality of the area development program through effective MEAL system implementation including monitoring, accountability initiatives, support baseline and evaluations, compile lessons learnt collaboratively with field staff and other partners of the program. The Monitoring & Reporting Officer is responsible for collecting project and program data from the field according to the set M&E plans and processing the data collected into usable formats for analysis. The Monitoring & Reporting Officer will also facilitate implementation of the Accountability Framework, ensure that lessons learned are communicated to stakeholders, and assist with cross-sectoral coordination.

Major Responsibilities

  • Responsible for Sample selection, data collection, data entry, data analysis, data validation, reporting etc. as per the baseline and evaluation Plan at project level.

  • Ensure reliability and accuracy of project level data (Qualitative and quantitative) by establishing a data quality assurance plan and incorporating feedback from data quality assessment.

  • Develop project level monitoring process and continued support project team, partners and stakeholders.

  • Develop appropriate field based monitoring plan (including process monitoring system) with the support of each technical lead and technical DME.

  • Regular analysis of monitoring data carried out and relevant data shared appropriately

  • Strengthen QA mechanisms & evidence based system for the decision making within project

Job Profile

This position will serve as the primary link between community, local partners, Area Program (AP) team and Technical staff to facilitate the implementation of technical projects and Community Engagement & Sponsorship Plan (CESP) towards the improved and sustained well-being of children while focusing the Most Valuable Children in the assigned communities.

Major Responsibilities

1. Effective Implementation of Technical Projects- Program Management in assigned communities.

  • Work closely with Zonal Technical Coordinators (TPC) to introduce and build capacity for local partners on technical project models, guidelines, tools

  • Facilitate the implementation of technical projects in the PFA including project models in alignment with the standard the standard guidelines and tools

  • Work closely with TPC and technical local partners to facilitate the supportive

  • supervision process in assigned communes to ensure technical quality of the project models

  • Mainstream Cross Cutting Themes (CPPa, gender, environment, disability) in all project activities whenever appropriate

  • Raise awareness of local partners and community in assigned commune on WVs

  • Christian identity and values, child focused and community based development approach

  • Assess and build capacities of local partners and empower them together with communities to improve CWB.

  • Facilitate contextualized community engagement process to identify, prioritize and select TPs and Micro Projects considering the different phase of the AP.

  • Support communities and partners to develop and implement the community-based disaster preparedness plans

  • Facilitate annual reflections with communities, children and partners and share the learning with AP team for improvement of program plans.

5. Strengthened child participation & protection - Community Engagement and Sponsorship:

  • Strengthen child clubs and children led community initiatives

  • Promote the use of child friendly tools such as photo voice, body map, river of life to increase child participation and voice in the Community

  • Strengthen child protection committees and other systems in the assigned PFA.

6. Ensured MVC inclusion - Community Engagement and Sponsorship:

  • Facilitate capacity building for communities and local partners in MVC mapping

  • Facilitate the process of MVC mapping and updates

  • Utilize MVC mapping results for program planning and support to make sure MVC are included and best benefiting from technical project interventions/ models

  • Document best practices, lesion learnt and MSC (Most Significant Change) stories of MVC an Community Engagement and Sponsorship:

7. Ensure Micro projects properly managed in PFA – Community engagement & sponsorship

  • Build capacity of communities and partners to identify, plan, implement and report micro projects.

  • Facilitate the community based groups in development and implementation of micro projects

  • Facilitate community based groups in monitoring and reporting of micro projects.

8. Effective Sponsorship integration- Community Engagement and Sponsorship:

  • Include RC in project activities and monitor participation and benefits of RC and their families

  • Coordinate the child registration and well-being monitoring of children, including RC in assigned communes as per sponsorship standards through the Sponsorship Field Assistant (SFA) or Community Care Groups (CCG) network

  • Coordinate with sponsorship Coordinator, SFA and Community care Groups to implement TFE in the assigned PFA .

9. Leadership & personal development

Required qualifications, experience & competencies

  • A Bachelor's degree in Social Sciences, International Development Studies, Community Development or any other relevant field OR A diploma in social sciences with 3 year field experience on community development.

  • At least 3 years experience in Community Development, Program / Project Coordination in a complex, international organization preferably in INGO context.

  • Experience in program implementation, community mobilization and participatory approach would be an advantage.

  • Experience in capacity building for local stakeholders/partners.

  • Experience of working with children.

  • Strong interpersonal skills and well-developed written and oral communications skills in Sinhala / Tamil.

  • Fair English skill. (both writing and speaking)

  • Ability to ride a motor bike with a valid ridding license

Supply Chain Management Specialist

*Preferred location: Sri Lanka. Other locations to be determined by home country of successful candidate within the Asia Pacific Region where WVI is registered to operate.

PURPOSE OF POSITION:

Responsible for supporting the Regional Supply Chain Management (SCM) Director in organizing, leading, contributing to and facilitating (SCM) assessment and implementation programmes within each of the National Offices that will have the greatest impact on process improvement, simplification, standardization and cost containment. Responsibilities include:

  • Providing supply chain expertise to ensure adequate integration of supply chain management in programme planning, design, and implementation.

  • Leading programme-supply chain integration and collaboration, providing the provision of technical advice and assistance to countries for product and service delivery innovation.

Ability to complete project-level SCM strategic activities in a timely and professional manner with sufficient attention to detail in deliverables, and regular and thorough reporting and project communications Facilitate exchanges of best practices and work with partners and counterparts in the specific field and programme areas on supply chain issues for relief, development, and advocacy.

Development of supply chain planning, procurement (sourcing and buying), vendor management, cost containment, transport, warehousing, inventory management, materials handling and packaging, reverse logistics, metrics and KPIs, risk management information & systems, and vehicle fleet management

KEY RESPONSIBILITIES:

  • With RSCMD build capacity for Supply Chain Staff, Procurement Committees and other stakeholders for National Offices (NOs) through identification of training gaps, provision of training, recommending training or facilitating training whether in-house or outsourced.

  • Support the RSCMD to implement supply chain management process flows and roles & responsibilities for each supply chain process step. Set overall direction for National Office SCM process team; advise on team functions and performance.

  • Drive development of procurement plans for National Offices.

  • Strategic sourcing, effective contract management, supplier- relationship management, elimination of variation and wastes and focusing on continuous process improvement to create procurement process improvement.

  • Co-manage significant standardization and categorization of WV supplies and commodity-specific projects towards achieving strategic buying within each of the country programs and looking for ways to collaborate at regional and global levels.

  • Implement key performance metrics process which include savings and procurement tracking and analysis which should be consolidated from NO reports. Create and prioritize areas to be improved upon to drive National Office supply chain management into world-class performance and communication and external SCM reports and engagements.

  • Support ProVision readiness, roll out and full adoption in NOs and liaise with National Office Directors and Senior Management Teams to accept other developed SCM projects and drive their implementation as well as manage change.

  • Manage the key strategic supply chain processes of supplier prequalification and framework contracts development for World Vision to get best value for money from its suppliers.

  • Guide and lead WV SC in Supplier Relationship Management and Supplier Performance Appraisal.

KNOWLEDGE, SKILLS & ABILITIES:

  • University degree in business, science, engineering, technology or supply chain management or equivalent experience and professional qualification in supply chain management.

  • Minimum eight (8) years professional work experience with progressively more responsibility relevant to supply chain issues.

  • Minimum two (2) years working in cross-cultural environments and demonstrated ability to adapt to international project work.

  • Extended operational experience in global supply chain management, business process improvement, project management and team based organizational change management.

  • Multi-language fluency is a plus.

  • System implementation desirable.

  • Vocational or professional society membership (Chartered Institute of Logistics and Transport or Council of Supply Chain Management Professionals) and certification desired.

PURPOSE OF POSITION:

The Director, IT Project and Portfolio Management role is responsible for the management of one or more highly complex or enterprise-wide programs and Tier 4-5 project budgets. He / She facilitates the initiation of complex technical programs to ensure the development of detailed work plans, schedules, project estimates, resource plans, and status reports for each project within a program. Job Profile

The Sponsorship Coordinator provides specialized support for the implementation of Sponsorship operations within the area programme. The position supports the Area programme manager in ensuring Sponsorship is well integrated within the area programme including assuring the accurate and timely processing of correspondence and monitoring of child well-being outcomes for all Registered Children. The Sponsorship Coordinator participates in sponsorship education processes and contributes as needed, providing technical input on sponsorship messaging and on sponsorship aspects of community engagement. The position is also responsible for providing subject matter expertise for the integration of sponsorship requirements with development process and life skills.

Major Responsibilities

Support the Sponsorship Operations in the delivery of high quality, efficient and effective implementation of the Sponsorship Program within the Area Programme(AP) in the following areas:

  • Provide Technical input for effective community engagement and sponsorship education of partners & community groups in understanding WVs key priorities for child well-being & facilitate implementation

  • Support or conduct capacity building programmes for community partners to implementation guidelines – Including volunteers/mobilizers, Mother support groups , Community leaders, Child leaders and government officers etc.)

  • Support and coordinate training and capacity building programs for staff on relevant project models, Interventions and approaches in collaboration with Technical Advisor.

  • Facilitate APs to link with external expertise and other resources to support the programme implementation (maintain lists of external resource personals, assist in development ToR , Validate Profiles etc, )

  • Assisting the formation and strengthening of community based mechanism in collaboration with DFs

    Monitoring, reporting and evaluation of the Technical projects (10%)

  • As per the advice of the Technical Advisors and TP DMES introduce appropriate tools and M & E work plan to capture the data for AP reviews, zonal reviews and national reviews.

  • Support and advise AP teams to adapt and apply the standard M & E plan to monitor the technical project outcome/output achievement.

  • Provide analysis and recommendations of the technical project achievement for AP, zonal and national decision making.

  • Review and Provide feedback for annual/semiannual reviews and reflections at AP and zonal level

  • Collate and manage data at zonal level for context analysis and decision making.

  • Progress reporting of the outcome, output achievement to the National Advisors and Zonal Managers.

  • Provide monthly reports to the Zonal Manager and Technical Advisor

  • Responsible for zonal TP baselines, ITT and activity monitoring.

  • Technical validation of data at AP and zonal level for national and TP level reporting

  • Provide evidence and information from local level for national advocacy and facilitate engagement of local stakeholders in national advocacy initiatives/campaigns

    Coordination, networking among stakeholders & establishing partnerships (13%)

  • Develop/ maintain/establish relationships among the sector related stakeholders, individuals and entities to enable the technical project implementation at provincial, district and local level

  • Coordinate relevant regional and local level stakeholders to obtain support, resource contribution and inputs

  • Positioning World Vision at provincial/local level platforms including forums , steering/ working /consultative committees and other relevant stakeholder meetings to position WV

  • Assist to develop concepts and proposals for partnerships and resource acquisition prepare relevant ToRs, MOUs to support the action plans at provincial and district level according to the requirement.

  • Contribute in developing collaborative plans with government , non-government organization and private sector to bring synergy in programming and execute partnerships with zonal Operations and Technical Advisor

    Knowledge Management (5%)

  • Ensure updated sector specific subject knowledge of national/ provincial policies and trends

  • Identify, document and disseminate lesson learnt /best practices internally for decision making and externally to influence government, NGOs and other decision makers at local , provincial and national level

  • Responsible to validate evidence captured and documented from the field for sharing and disseminated as appropriate (Internally and externally)

  • Engage with World Vision’s and other relevant Community of Practice groups , face to face forums , Online/Web based / platforms for sharing and learning

    Research Studies (5%)

  • Collaborate with Technical Advisor and develop Terms of References for field surveys, Studies and necessary assessments

  • Coordinating and conducting research/ studies in collaboration with Provincial and regional stakeholders, universities and other academic / research Institutions and individuals as relevant

    Disaster Preparedness & response/HEA

  • Plan and support addressing children in emergencies related to the sector.

  • Support to disaster preparedness and emergency response.

  • Provide technical inputs to emergency response activities, as and when necessary

    Required qualifications, experience & competencies

  • Bachelor’s degree in Agriculture/ Economic/Business management or Post Graduate studies in relevant Agriculture/ Economic/ Business Management subjects with minimum two (2) years’ experience in economic development sector OR any natural science/ social science degree / Diploma from a recognized university which include any Livelihood or Economic development elements.

  • Minimum 5 years’ experience on development field with at least 3 years’ experience working directly in Livelihood development OR at least 2 years’ experience in development sector or academic institution relevant to Agriculture/ Economic development field

  • Good knowledge on national and provincial EAD related Policies and Thorough understanding of Agriculture and Livelihood sector in the country; statistics, national and provincial policies, trends, stakeholders etc

  • Knowledge & expertise in Project management, training & research skills will add value

  • Excellent interpersonal, representational and networking skills

  • Effective in written and oral communication; able to speak and write fluently in English & Sinhala and/or Tamil. Trilingual preferred.

  • Computer literate in MS Word, MS Excel, Power point, email and internet

  • Experience working in Community Development in a multi-ethnic context in both rural & urban sectors will be preferred

  • Willing & able to travel up to 60% of time (domestic or international)
