Propósito del Puesto

Implementar modelos de proyecto priorizados e iniciativas de innovación a través de la movilización y empoderamiento al liderazgo de las organizaciones locales como organizaciones de base comunitaria, organización de base económica, y organizaciones basadas en la fe, en coordinación con proyectos de organismos de cooperación, gobierno local, Secretaria de Educación y familias del área designada para implementar y dar sostenibilidad a los procesos/modelos de proyecto e iniciativas que prioricen el bienestar y protección de la niñez, promoviendo el aprovechamiento de los recursos y capacidades locales. Y asegurando la reducción de las vulnerabilidades que inciden en las causas de Migración, violencias, educación y medios de vida que impactan a la NNAJ.

Requisitos Técnicos:

  • Formación Universitaria y/o técnica en Ciencias Sociales, Pedagogía, Agronomía o carreras afines.

  • Dos años de experiencia en puestos similares con manejo de procesos de gestión e implementación de proyectos de desarrollo comunitario en rural y contextos urbanos frágiles (fortalecimiento de organizaciones de base comunitaria y otros socios como docentes, juntas de agua, área de salud, voluntariado).

  • Experiencia comprobable en movilización de recursos, coordinación con actores locales y manejo de red de voluntarios.

  • Motocicleta (Indispensable).

¿Cuáles serán tus funciones principales?

  • Movilizar al liderazgo de las organizaciones locales (organizaciones de base comunitaria, organización de base económica, y organizaciones basadas en la fe, en coordinación con proyectos de organismos de cooperación, gobierno local, Secretaria de Educación y familias del área designada) para implementar y dar sostenibilidad a los procesos/modelos de proyecto e iniciativas que prioricen el bienestar y protección de la niñez.

  • Gestionar para el desarrollo de los planes de modelos de proyectos priorizados e iniciativas de innovación y modelos locales de los programas técnicos en la zona designas (clúster y/o núcleos de comunidades).

  • Propiciar la rendición de cuentas basado en evidencias con la participación activa de las organizaciones de base comunitaria mediante asambleas comunitarias, murales informativos, uso de la tecnología para compartir información y cabildos abiertos municipales.

WVV HEA and DRR Specialist

WORK CONTEXT / BACKGROUND:

World Vision is a Christian relief and development organization working to create lasting change in the lives of children, families and communities living in poverty. World Vision serves all people regardless of religion, race, ethnicity or gender. As a child-focused organization, WV’s work focuses on children, ensuring they are protected and their basic needs are met. WVV has been funded from 14 support countries in Europe, Asia, the Americas and Australia. Funding of WVV consists of sponsorship program funding (70%) and PNS/grants (30%). WVV employs about 430 staff, of which 99% are Vietnamese nationals.

Currently, World Vision Vietnam is operating in 5 zones: North 1 (Hoa Binh and Dien Bien), North 2 (Yen Bai – Tuyen Quang), North 3 (Thanh Hoa, Hai Phong), Centre (Quang Tri, Quang Nam – Danang) and South (Quang Ngai, Binh Thuan, Ho Chi Minh, DakNong). WVV’s AP usually focuses within one administrative district of a province which populated by ethnic minority people with high rates of poverty. A uniqueness of WVV’s Development Program Approach (DPA) is that AP team members are based at district level where the AP is located, which enables them to work closely with government partners and communities on a daily basis. Beside the APs, WVV is also implementing different Special and Grant Projects to meet the specific needs of vulnerable children in both AP and non-AP areas.

In alignment with the three ministry strategic objectives, World Vision Vietnam implements three Technical Programs (TPs): Child Protection, Nutrition and Livelihoods. Technical Programmes are national or sub-regional level programmes implemented by World Vision in multiple geographic locations within a country. They employ evidence-based practices and models previously identified, defined and prioritised through a strategic process and documented in a Technical Approach (TA). TPs are designed to ensure National Offices (NOs) achieve World Vision’s mission, which includes the highest impact for the well-being of children, in accordance with relevant TA and NO strategic objectives.

The HEA and DRR Specialistdirectly reports to HEA and DRR Manager within the Programme Quality and Resource Development Department (PQRD). The PQRD department consists of a Program Effectiveness Unit, Grant Acquisition and Management (GAM) Unit, A Technical Services Unit (in lie with the three Ministry Strategic Objectives) and HEA/DRR Unit.

PURPOSE OF POSITION:

To support WV Vietnam in preparing for and responding to natural disasters, and to all complex humanitarian emergencies in Vietnam and networking with other organizations involved in DRR and emergencies.

To assist HEA and DRR Manager in providing immediate relief and support to communities throughout Vietnam in response to both natural and man-made disasters, and assisting communities to mitigate against such disasters.

MAJOR RESPONSIBILITIES

I. Emergency Responses

  • Monitor the potential disaster situations through regular communication with the Government and Local Counterparts;

  • Conduct Relief/Joint Assessments following disaster situations, and report the findings in a timely manner;

  • Determine an appropriate response to a disaster by working with WVV management;

II. Technical Guidance

  • Provide technical guidance on annual planning so that DRR "best practices, lessons learned etc." is integrated into technically sound business plans and services are coordinated.

  • Standardize Technical Guidelines/Training Materials for the implementation of the DRR Project models.

  • Standardize DME tools for baseline, monitoring and evaluation of DRR activities in working with Program Effectiveness team.

  • Promote and support the integration of CBDRR in all ADPs/APs

  • Support building capacity embedded to other related departments/units/staff under the light of WVI’s DM Standards, Emergency Management System (EMS) and other related humanitarian standards

III. Technical Quality Assurance

  • Participate in annual M&E activities as scheduled by PEU.

  • Conduct monitoring support visits to APs implementing DRR projects/activities and provide in the field technical consultation as requested, to ensure quality of activities implemented.

  • Promote action learning across World Vision Vietnam through regular meetings and training of others to take leadership of structured reflection in the zones, ADPs and grant funded projects

  • Identify and document best practices and good DRR models for purpose of advocacy and replication.

IV. Cross Cutting Themes

  • Standardize Gender/Disability/Faith and Development mainstreaming framework/tools/methods/training materials which align with partnership imperatives, best practice approaches, and NO strategic priorities.

  • Conduct technical capacity building activities for AP staff, including indoor training, on the job training, coaching and ongoing technical support to ensure that guidelines/tools on Disability/Gender/Faith and Developmentmainstreaming are clearly understood, followed and best practices are replicated by AP staff.

  • Develop tools/mechanism to ensure that standard indicators (goal, outcomes, and outputs) are disaggregated by Gender and Disability/ Faith and Development.

V. Resource Acquisition

  • Support HEA and DRR Manager in developing Grant/PNS Concept Notes and Proposals for HEA/DRR.

  • Provide technical support for design, implementation and evaluation of DRR Grant or PNS projects.

KNOWLEDGE, SKILLS, ABILITIES:

* Education:

- Bachelor degree in the relevant field

- Relevant Master degree is an advance.

* Knowledge & Skills:

  • Strong relevant technical expertise

  • - Good knowledge of Humanitarian Industry (Principles, Standards [International Humanitarian Law, Sphere, Core Humanitarian Standard…], Architecture…)

  • - High level of diplomacy, communication, negotiation and persuasion and advocacy skills.

  • - Proven ability to provide coaching and deliver other capacity building activities.

  • - Ability to provide supportive supervision to assure the interventions’ quality.

  • - Ability to document and share best practice for replication.

  • - Good data analysis and reporting skills.

  • - Good proposal writing skills.

  • - Strong ability to speak, write and read in both English and Vietnamese.

- Reasonable understanding about GoV’s DRM systems is an additional asset

* Experience:

- Three years’ relevant experience in DRR technical area. Experience in programme quality support and staff training/coaching is preferred.

Position: Project Coordinator for School Feeding Program

Position Purpose:

The position will directly implement SFP activities under the direct supervision of Senior Project Manager, and in-direct supervision of Area Program (AP) Manager in respective target location

Major Responsibilities:

To implement project activity based on agreed logical framework, with envisioned results.

To provide technical support for DoE to have adequate capacity and skills in replication/facilitation of trainings, conduct monitoring/checklist, data records/mini-database and consolidation of report by using both hard papers and electronic systems (KoBo collect) against food management of schools.

To support and joint DoE as co-facilitators for all revenant technical capacity trainings, workshops, QPR/quarterly meetings, etc. to ensure all schools received knowledge, skills and be able to properly well managed stock reports.

To conduct monitoring visit/coaching to school in order to have ability and skills on using foods, stock management, hygiene/sanitation practice, establishing gardens and reports against the introduced guidelines.

To monitor on quality of construction and/or rehabilitation of WASH infrastructures in schools to ensure they have done and met the approved designs, BoQ and guidelines.

To consolidate reports (monthly) at district level and submit to M&E Officer timely

To make good relationship with both internal and external key stakeholders (AP, CDF, DoE, District of Administration, Commune, Village, Schools, Students, SSC, Community) for bringing them to support the project such as integrated cook incentives in CIP, resource mobilizations, etc.

To conduct WASH assessment and develop the significant/best practice stories for reports.

Maintain all resource documents of project for current and future references.

Knowledge and Qualifications

University degrees in Education, Agriculture, Economic, ICT, Engineering, Social work, Disaster management or related fields.

Understand of community development context, mobilization, foods/cash for work and stocking management, and construction work.

Dynamic and flexible in problem solving with diversified solution

Good communication, coordination, report writing.

Ability to solve problems related to nature of work it can be but not limited to logical reasoning, analysis, critical thinking, broad level thinking, making decisions, risk taking.

At least 2-years experienced in leading or facilitating in the community development, Teaching/facilitator, foods/cash for works/management, WASH sector, Disaster management.

Experienced working with Government sector (DoE, District Administrative, school, local authority), SSCs and community.

I. THE PURPOSE OF THE POSITION

To facilitate and implement the Technical Programmes (TP) using the WVIC development programme approach to enhance community participation, ownership and sustainability of projects for the wellbeing of children, families and communities.

II. MAJOR RESPONSIBILITIES

Uphold WVI Vision, Mission, Identify and Core Values while working as an agent of transformation for Child Wellbeing (CWB).

Effective Partnership identify, assess and build capacity to local partners to ensure the effectiveness of shared projects for CWB.

Implementation work with TPO and based on learning, adjust targeting to address local child vulnerability issues and ensure the effectiveness of TP implementation in achieving CWB outcomes.

Registered Child and Most Venerable Children inclusion RC and MVC with age appropriate are included in the TP addressing to their vulnerabilities.

Monitoring and Evaluation implement monitoring tools based on Logframe, in collaboration with local partners.

III. REQUIREMENTS:

As part of the World Vision Cambodia mandate requirements for new staff, all candidates who are offered job are required to produce Local Police Clearance Certificate prior to date of joining in the organisation.

Sous la supervision du Coordinateur de Finances de Vision Mondiale au Sud-Kivu, le (a) Comptable de Projet aura pour fonction principale lexamen des documents pour s’assurer de la conformité avec les exigences de rapports de World Vision International et avec les normes strictes établies par chaque Gouvernement Donateur/ organisme de contrôle et Bureau d'appui.

Principales responsabilités :

  • Examiner les documents soumis pour paiement afin de s'assurer que les documents et approbation soient conformes ;

  • Examiner les bons de décaissement et d'autres pièces du journal dans l'interface des bons pour assurer un codage approprié avant d'importer dans Sun systems ;

  • Importer les transactions mensuelles dans Sun systems en utilisant les fonctions Vision Excel.

  • Examiner et analyser mensuellement l'exactitude du Bilan de Vérification ;

  • Analyser le bilan et la comptabilité des revenus et dépenses et, si nécessaire, initier les corrections,

  • Concevoir un rapport financier détaillé/personnalisé des subventions sur Vision exécutive conformément aux exigences du donateur 

  • Fournir aux Responsables des projets Sasa Tunasoma et  ANCP et à partir du système comptable informatisé les informations comptables nécessaires à la préparation des rapport des projets et analyses pertinentes

  • Participer à la préparation et à l'examen du budget de subventions des programmes et aider dans les préparations de cash-flow ;

  • Assurer la tenue de la comptabilité du projet conformément aux procédures d’imputation comptable des pièces (imputation suivant les codes analytiques, de la comptabilité générale, financière et budgétaire) ;

  • Accompagner les partenaires de mise en œuvre des projets dans lexamen des rapports financiers et veiller à la conformité des pièces fournies par les partenaires ;

  • Faire des analyses budgétaires afin de proposer des réalignements possibles, expliquer les risques et les écarts possibles;

  • Etablir les ordres de paiement suivant les procédures de World Vision;

  • Préparer la réconciliation bancaire chaque début du mois.

Qualifications : Formation / connaissances / Compétences Techniques et Expérience

  • Avoir un diplôme de licence en comptabilité, économie publique, finance, audit, gestion, analyse financière, budget, Contrôle, ou tout diplôme équivalent,

  • Avoir un minimum de 5 ans d'expérience en comptabilité,

  • Avoir une bonne connaissance de logiciels de gestion comptable et financière de projets (Sun System serait également un atout majeur) et divers outils informatiques y afférents,

  • Connaissance des principes comptables généralement reconnus, une connaissance pratique des systèmes financiers et de contrôles internes,

  • Expérience sur les subventions gouvernementales et la gestion financière des projets

  • Etre dynamique et avoir un bon sens de l'organisation et un esprit d'équipe,

  • Capacité à parler et écrire le français et l’anglais,

Director for Partnerships, VisionFund International

PURPOSE OF POSITION:

The Director for Partnerships (‘DfP’) is a newly created senior position within VisionFund International, World Vision’s microfinance subsidiary. Reporting directly to the Director for Products and Innovations and as part of the Strategy, Impact and Services department, the DfP is responsible for developing and then implementing a strategy for partnerships. This new role will seek to expand access, enable delivery and support financial services outside of the present 28 VFI entities by creating new ways of partnering with both World Vision and other third party entities. The role is both strategic, business development and operational and is central to our delivery on “Our Livelihood Promise” and our

ability to reach our goal of ten times impact by 2030. To manage this, the DfP will seek to create, incubate and scale up new ways of delivering financial services through partnerships. Using Visionfund investment as a catalyst and then working with VFI fundraising, World Vision and other partners it will develop these new business operations as start-ups.

KEY RESPONSIBILITIES:

  • As a new position the role will require a significant amount of engagement, advocacy and communication within the VFI network. Its core that the position engages with the products, impact, DOC, fundraising and organisational effectiveness teams to deliver on the following responsibilities

  • Research, market analysis and engagement around potential partnerships in non VF countries.

  • Development of businesses cases for partnerships from a scope of work to a full business case in Non VF countries. This will include the details on the business model, the investment and funding needed, the roles of stakeholders needed and projections.

  • Incubate partnership business cases in particular countries. This would include managing start-ups of the partnerships, managing a team of potentially 100+ people, establishing procedures and processes for the start-up, reporting on progress, submission of additional investments and grant requests and documenting learnings. The position doesn’t require being relocated but significant travel time is expected in the start-up phase.

  • Hand over effective partnerships to either World Vision, third parties or VFI operations once the partnership is established and starting to scale up.

  • Document and communicate progress on a monthly basis against plans.

  • Represent VisionFund with key third party partnerships (entities and industry bodies) as these evolve and become more central to the partnership businesses. Focus would be on identifying key partnerships and then building effective relationships. Proposals, presentations (webinars and conferences) and documenting (Reporting) our work on such partnerships.

  • Represent Visionfund in its work with World Vision and particularly the livelihoods team. This includes the following; Technical support on the development and use of the microfinance core project model. Representation on key teams & committees such as livelihoods and Environmental stewardship committee. Engagement with other project models and initiatives where opportunities for greater alignment and the use of microfinance services exist.

KNOWLEDGE, SKILLS & ABILITIES:

  • Minimum 10 + years' experience in working in developing country financial institutions.

  • Experience of operating at senior management level in a financial or INGO institution. Looking at ability to work with and communicate with senior people in Banks, MFIs and INGOs.

  • Proven ability to undertake market research and to deliver some of the range of finance services.

  • Proven ability to take a concept or product to market beyond just a pilot.

  • Ability to be cross culturally sensitive through awareness of cultural differences.

  • Persuasive with good negotiating style to achieve the buy in of key stakeholders and partners.

  • Ability to provide direction and guidance on proposals to ensure that they are designed to meet the needs of the initiative while being appropriate for the funder(s).

  • Technical knowledge of livelihoods/microfinance business models, the investment methods and funding amounts needed, the roles of stakeholders needed and projections of financial and social impact metrics.

  • Strong communication style. The role needs a lot of communication since its working within VFI (multiple levels), and with multiple levels in WV and third parties. Communication needs to focus on understanding and buy in.

  • Proven ability to operate both strategically and at a project management (micro) level. It needs someone who is able to jump into the detail of project management and not just the high level of looking at a plan but also to see the big picture.

Project Support - Production Assistant (Content) - 5 positions

PURPOSE OF POSITION:

The child sponsorship content team Production Assistant (PA) I will be responsible to support the delivery of child sponsorship sponsor features that support the retention and acquisition of sponsors. This role will focus on quality assurance, quality review, content coordination and other feature production needs as they arise.

The role reports directly to CSC Team Production Coordinator I or II (where applicable) and co functionally led by a CSC Team Production Specialist.

This role requires strong written and verbal communication, a high level of attention to detail, strong skills in MS Office (specifically excel) and the ability to work on multiple projects at once.

KEY RESPONSIBILITIES:

  • Support delivery of various tasks to produce child sponsorship product features based on assigned work - meet global quality standards, comply with child protection policy, and other partnership requirements.

  • Identify and escalate quality concerns to Production Specialists and Production Coordinators.

Job Profile

This position is required to provide financial services to World Vision Lanka (WVL) Field Projects/Programmes ensuring high quality, accuracy and consistent Financial support and support the financial procurements to achieve its optimal usage and the eventual reporting to WVL management and stakeholders. Ensure Payment process is smooth and day to day Financial Operational Procedures such as planning, implementation, monitoring, evaluation and Project closure and audit, etc. are conducted in timely manner and in line with WVL Policy and Procedure as well as Field Financial Manual (FFM).

The position is responsible for finance functions of the program(s) - budget between US $500,000 - US $750,000 either one or more programs.

Major Responsibilities

  • Facilitate annual budgeting process and submission of annual budgets on a timely basis.

  • Maintain budgetary records and details for audit checks.

  • Train and/or upgrade knowledge and skills of the Area Programme (AP) staff on relevant WV accounting policies, procedures, methodologies and systems.

  • Maintain high level of Internal Control with the AP and adhere/implement audit recommendation.

  • Ensure financial reports are prepared with professional competence, and provide information to the Field Offices/WVL management and Local Government Authorities on a regular basis.

  • Work closely with the Regional/ NO finance staff on reporting requirement.

  • Carry out day-to-day finance activities at the Area Programme (AP) to ensure smooth functioning of the AP activities including cash management and purchasing.

  • Assist to Zonal Sourcing team for managing procurement adherence with Participatory Strategic Sourcing Approach framework and Terms of Reference.

Required qualifications, experience & competencies

  • Minimum of 5 years’ accounting experience in a similar capacity.

  • Part qualification from a recognized accounting body (CA Sri Lanka, CIMA) or a University degree in Finance.

  • Ability to manage multiple tasks and demands.

  • Work effectively with staff in a team-oriented environment with a positive, can-do attitude.

  • Proficiency with MS office suite and other software applications.

  • Perform work with less supervision.
