PURPOSE OF POSITION:

The Director for Partnerships (‘DfP’) is a newly created senior position within VisionFund International, World Vision’s microfinance subsidiary. Reporting directly to the Director for Products and Innovations and as part of the Strategy, Impact and Services department, the DfP is responsible for developing and then implementing a strategy for partnerships. This new role will seek to expand access, enable delivery and support financial services outside of the present 28 VFI entities by creating new ways of partnering with both World Vision and other third party entities. The role is both strategic, business development and operational and is central to our delivery on “Our Livelihood Promise” and our

ability to reach our goal of ten times impact by 2030. To manage this, the DfP will seek to create, incubate and scale up new ways of delivering financial services through partnerships. Using Visionfund investment as a catalyst and then working with VFI fundraising, World Vision and other partners it will develop these new business operations as start-ups.

KEY RESPONSIBILITIES:

  • As a new position the role will require a significant amount of engagement, advocacy and communication within the VFI network. Its core that the position engages with the products, impact, DOC, fundraising and organisational effectiveness teams to deliver on the following responsibilities

  • Research, market analysis and engagement around potential partnerships in non VF countries.

  • Development of businesses cases for partnerships from a scope of work to a full business case in Non VF countries. This will include the details on the business model, the investment and funding needed, the roles of stakeholders needed and projections.

  • Incubate partnership business cases in particular countries. This would include managing start-ups of the partnerships, managing a team of potentially 100+ people, establishing procedures and processes for the start-up, reporting on progress, submission of additional investments and grant requests and documenting learnings. The position doesn’t require being relocated but significant travel time is expected in the start-up phase.

  • Hand over effective partnerships to either World Vision, third parties or VFI operations once the partnership is established and starting to scale up.

  • Document and communicate progress on a monthly basis against plans.

  • Represent VisionFund with key third party partnerships (entities and industry bodies) as these evolve and become more central to the partnership businesses. Focus would be on identifying key partnerships and then building effective relationships. Proposals, presentations (webinars and conferences) and documenting (Reporting) our work on such partnerships.

  • Represent Visionfund in its work with World Vision and particularly the livelihoods team. This includes the following; Technical support on the development and use of the microfinance core project model. Representation on key teams & committees such as livelihoods and Environmental stewardship committee. Engagement with other project models and initiatives where opportunities for greater alignment and the use of microfinance services exist.

KNOWLEDGE, SKILLS & ABILITIES:

  • Minimum 10 + years' experience in working in developing country financial institutions.

  • Experience of operating at senior management level in a financial or INGO institution. Looking at ability to work with and communicate with senior people in Banks, MFIs and INGOs.

  • Proven ability to undertake market research and to deliver some of the range of finance services.

  • Proven ability to take a concept or product to market beyond just a pilot.

  • Ability to be cross culturally sensitive through awareness of cultural differences.

  • Persuasive with good negotiating style to achieve the buy in of key stakeholders and partners.

  • Ability to provide direction and guidance on proposals to ensure that they are designed to meet the needs of the initiative while being appropriate for the funder(s).

  • Technical knowledge of livelihoods/microfinance business models, the investment methods and funding amounts needed, the roles of stakeholders needed and projections of financial and social impact metrics.

  • Strong communication style. The role needs a lot of communication since its working within VFI (multiple levels), and with multiple levels in WV and third parties. Communication needs to focus on understanding and buy in.

  • Proven ability to operate both strategically and at a project management (micro) level. It needs someone who is able to jump into the detail of project management and not just the high level of looking at a plan but also to see the big picture.

  • Must have high integrity and must be approachable.

  • University degree.

  • English fluency.

Preferred:

  • Knowledge of World Vision’s development approach and WV’s microfinance core project model.

  • Microfinance experience.

  • International experience in emerging/developing markets.

  • Knowledge of either French or Spanish.

  • Experience of reporting to funders.

  • Experience of pitching new partnerships.

Purpose

The CoP will be responsible for the overall planning and implementation of the project, as well as for the complete oversight of the project (programmatic, financial, and administrative aspects) and of the project staff. The CoP will lead the coordination with partners, as well as the Government of Honduras, civil society, private sector, and others. S/he will be responsible for communications with USAID to publicly represent the project and to establish contacts with government institutions and other stakeholders interested in issues related to education in Honduras, particularly in the project's focus departments. The CoP will be responsible for ensuring that all project interventions are of high quality and have a measurable impact.

Requisitos Técnicos:

  • Master's degree or specialization in public policy, education, political science, or related career. Preference to education, educational management, and pedagogy.

  • Bachelor's degree in public policy, political science, or related career.

  • Excellent diplomacy skills and proven ability to establish and maintain relationships with USAID, senior government officials and other key stakeholders such as NGOs, CSOs and the private sector.

  • Experience in managing complex USG contracts and agreements required. Mastery of USAID regulations governing such programs.

  • Seven to ten years’ experience in implementation of development programs and projects.

  • 10 years of senior management experience.

  • Ability to integrate teams of professionals around common goals, leadership of large and diverse teams.

  • Project management and implementation: Direct and oversee the general planning, execution, reporting and management of the project, as well as the achievement of goals and objectives, ensuring compliance according to regulations and guidelines by World Vision and the donor.

  • Quality assurance: Establish high-quality goals, ensuring compliance with technical standards, best practices, and donor guidelines. Establish and maintain effective processes for monitoring and evaluation, reporting, learning, and dissemination of results. Ensure the timely presentation of work plans, quarterly and annual reports, financial reports and any other report required by the donor on established dates. Evaluate the effectiveness of the program and determine the necessary corrective actions to improve project performance.

  • Sustainability/ Capacity Building: Promote the sustainability of project activities through the creation of links and integration with other programs, including WV and USAID programs in the country. Ensure capacity building and strengthening of community partners and organizations, and knowledge management to ensure the transfer of knowledge and responsibilities between the project and World Vision. Ensure adequate training and capacity building of the local organization selected to assume the management of the project.

  • Risk and budget management: Manage the project budget within approved spending levels, ensuring execution through accurate and timely financial reporting to donors and WVUS staff. Ensure that project expenses are reasonable, in accordance with donor rules and regulations, ensuring satisfactory results of audits. Ensure that policies and guidelines (anti-fraud, child protection, anti-corruption, etc.) are in place and activated.

Regional Operations Director, Africa - VisionFund

PURPOSE OF POSITION:

VisionFund is seeking a Regional Operations Director (“ROD”) to support and manage the execution of VisionFund’s strategy in the region. The Regional Head is responsible for ensuring the delivery of the ‘double bottom line’ of financial and social performance / impact in the region and delegates certain aspects to the Regional Operations Director who is more directly involved in supporting individual VisionFund Micro-Finance Institutions (MFIs) with achieving their financial and social impact targets.

KEY RESPONSIBILITIES:

Building Capacity in the MFI:

  • Supervise MFI CEOs under the Regional Operations Directors remit and manage performance expectations in support to local MFI and global VFI priorities, ensuring balanced achievement of MFI double bottom-lines of social and financial performance.

  • Lead the delivery of business plans of individual MFIs. This includes monitoring, analysis, problem identification and recommendations that will ensure improved quality of delivery of financial services, improved control environment and increased alignment of strategy.

  • Mentorship, coaching and effective onboarding/orientation of new CEOs in assigned MFIs.

Governance and Management:

  • As Regional Operations Director, the job holder will be required to take on a board role within the assigned MFIs.

  • The person is expected in their duties as a board member of an MFI to reflect the best interests of VFI and to make, where needed, decisions that support such a position.

  • Responsible for ensuring MFIs have well-operating boards and are in compliance with local laws, regulatory requirements and WV/VFI policies, procedures and directives.

  • Ensuring that there is adequate coordination and monitoring of internal and external audit responses by assigned MFIs management.

Acting in a Management capacity within an MFI during staffing gaps:

  • If gaps are identified in the CEO, COO or CFO position that are likely to significantly impact the performance of the MFI and in particular put the MFI at risk then the Regional Operations Director will be required under the direction of the Regional Head to take on a management role in the MFI.

  • This can be up to 3 or 6 months while a suitable replacement is being recruited. During this period the ROD will take on the roles of the required position and will continue to report to the Regional Head, but may have an added reporting line into the MFI depending on the position.

  • Works closely with the MFI board and VFI senior leadership in the recruitment process of 3-Suit positions in the assigned MFI(s).

Personal and Staff Development:

  • As a Christian VisionFund leader, facilitate the spiritual and professional development of MFI CEOs and direct reports.

  • Develop clear individual goals, manageable and measurable targets and ongoing feedback and support to achieve them.

  • Provide timely and regular staff performance coaching & feedback as well as an annual review of performance and individual development plans.

  • Attend weekly virtual operations meetings and other meetings as required by the Regional Head.

  • Participation in chapel and devotions.

Security and Safeguarding Responsibilities:

  • In some cases, the ROD may have responsibility for security as Focal Point for the region.

  • The ROD will be kept informed through existing mechanisms of any Client, staff or stakeholder Safeguarding issues happening in their assigned MFI(s)/Countries.

  • ROD will carry out additional responsibilities and projects as assigned, including administrative and planning functions both within and outside the region.

KNOWLEDGE, SKILLS & ABILITIES:

  • The key ability VisionFund is seeking is leadership. In addition to experience with microfinance and banking operations (lending, deposit taking), the successful candidate will have experience developing and nurturing a talented team, and spotting improvement opportunities and making those happen in a complex and dynamic environment. In addition, the following specific knowledge, skills and abilities are required, and may have been acquired through a combination of formal schooling, self education, prior experience or on the job training.

  • Marketing and Financial Services development experience.

  • Strong Operational Skills in microfinance ideally gained in the relevant region through managing MFIs.

  • Experience working in a multinational and multicultural environment with proven cross-cultural effectiveness. Must be cross culturally sensitive and flexible as the jobholder will work with associates from different cultural contexts and timezones. Flexibility on hours to contact people within wide time zone differences is required.

  • Extensive leadership experience, largely in a financial services, banking or microfinance environment. Experienced leader of people, committed to developing and encouraging staff. Effective coach and able to train people in VisionFund policies and procedures.

  • Given the need to control financial risk within the MFI’s, it is imperative that the jobholder will have good financial analysis, risk management and accounting skills, and strong internal control and project management skills including familiarity with internal audit processes.

  • Communication skills, problem solving, diplomacy skills, negotiation and conflict management skills are all required in this senior management role working with multiple MFIs. Excellence in communication and influencing skills in both oral and written forms, with a variety of stakeholders.

  • Ability to balance Christian values with sound commercial practices and commitment to the core values, mission and vision of VisionFund.

  • Good organizational skills, and highly developed consulting skills, with ability to analyze, recommend solutions, mentor and direct people. Must be able to simultaneously manage multiple priorities and projects.

  • Balanced and respectful approach to groups’ differing responsibilities and priorities. Sensitive to complexity of World Vision direction, MFI board independence and shareholder requirements.

  • Must be experienced in managing effective support of accounting and loan tracking systems.

  • Bachelor’s degree in Finance, Business or Economics, or equivalent level of knowledge gained through work experience.

  • Fluency in written and spoken English and French.

Preferred:

  • Thorough knowledge and extensive experience in governance and compliance, microfinance and banking operations.

  • Although central treasury expertise will be provided by VisionFund Global Centre this person should have an understanding of balance sheet risk management including interest rate risk, liquidity risk and foreign exchange risk as well as bank funding processes and contracting.

  • Solid understanding of financial reporting and performance measurements and planning/forecasting.

Work Environment/Travel:

  • The position requires ability and willingness to travel domestically and internationally up to 30 - 40% of the time. Most travel will be within the specific region, with periods of up to six months in a leadership role in an MFI.

  • Occasional travel to other regions / global conferences or meetings.

Chief of Party Global Fund Project Nicaragua

PURPOSE OF POSITION:

As Chief of Party - Global Fund Project Nicaragua: HIV and Tuberculosis (TB) Combined Grant, you will provide oversight and technical leadership, administration, fiscal management, and grant and contract administration and management, assuring quality, impact and cost effectiveness. You will serve as the principal institutional liaison to the donor and local government entities. You will ensure an integrated vision among different components and implementing partners, and a focus on achieving the results as defined in the grant contract with the donor and promote an atmosphere of trust and mutual respect. You will have an overall responsibility of managing all staff of the Global Fund Unit (PRMU).

You will work collaboratively with Ministry of Health (MOH) of the Government of Nicaragua, the Country Coordinating Mechanism (CCM), the support teams from World Vision US (WVUS) and World Vision International (WVI), and all other stakeholders.

KEY RESPONSIBILITIES:

Ensure efficient financial and programmatic implementation of the TB & HIV grant, funded by the Global Fund:

  • An actionable, costed Annual Operating Plan that has been drafted and agreed upon by all stakeholders (to include Global Fund, CCM and World Vision support offices).

  • Successful oversight and leadership of a Management Team consisting of one Financial Manager, one Program & Monitoring Manager, one Supply Chain Manager and on executive assistant.

  • In-depth, quality monthly monitoring of budgetary execution/spending through the Program and Monitoring Manager.

  • Structured, monthly monitoring of progress towards achieving program targets through Program & Monitoring Manager.

  • Timely and accurate execution of six-monthly internal control audits through the Finance Manager.

  • An Action Plan for corrective measures to better reach budgetary/spending and programmatic goals, based on findings of the annual external audit (if corrective action is needed).

  • Updated, approved budget reallocations based on the findings of the annual external audit (if reallocation is needed).

  • Timely, quality and accurate reports elaborated with the WVNIC Global Fund Management Team; vetted by WVUS, and submitted to Global Fund, in accordance with the World Vision Tripartite Agreement (WVNICA-WVUS-WVI), and as scheduled the Global Fund.

  • Purchase plan for HIV & TB commodities prepared and launched in conjunction with the CCM and the Global Fund.

  • Monthly updates regarding impact of COVID-19 on programmatic and financial goals sent to the Local Fund Agent (LFA).

Ensure adherence to the WV-Global Fund agreement:

  • Understanding of the WV-Global Fund agreement, including the distinctive roles of WVNICA, WVUS and WVI.

  • Positive, healthy, communicative relationships established and fostered with all members of the WV team (to include WVNICA, WVUS and WVI); promotion of such relationships to peers and team in WVNIC (“One World Vision”).

  • Collaboration with WVUS and WVI to compile rendering of accounts for the Global Fund.

  • Monthly follow-up with technical staff, Sub-Recipients (SRs), and any other necessary parties to observe if the HIV & TB Performance Framework is being fulfilled.

  • In coordination with local People & Culture WVNIC and WVUS, timely and appropriate contracting processes.

In conjunction with the Global Fund, and as supported by WVUS, ensure robust and timely programmatic and budgetary progress, including proper environment and internal control actions/activities performed by the sub-recipients of the HIV & TB grant:

  • Structured, deliberate follow-up and monitoring of monthly/quarterly/annual goals and objectives of sub-recipients.

  • Follow-up around contract performance, use of the SR manual and action plans based on SR audits.

  • Compliance with Finance, Supply Chain and Legal Policies and Procedures – across all stakeholders (WVNICA, WVUS, WVI, CCM, Global fund), ensuring on the part of the Management Team and SRs.

Maintain strategic relationships with the CCM, and other in-country institutions engaged in gathering of information and implementation of HIV & TB:

  • Actions are coordinated with the CCM to update: List of health supplies, country strategic plans and evaluation of HIV & TB plans.

  • Capacity of SRs built in financial management , program management, monitoring and evaluation and financial and programmatic reporting, among other things, in order to achieve project goals.

  • Advocacy for public policies and private initiatives on health projects related to the project, specifically related to health access for key populations and human rights.

Follow and implement WV Child Protection Policy:

  • Ensure that World Vision is a safe organization for children.

Participate in the national-level emergency response team in case of emergency situations:

  • Participate in humanitarian response operations in case of national-level emergencies.

  • Collaborate with CCM in the annual update of the Country Contingency Plan.

  • Ensure submission of COVID19 monthly updates to the LFA.

Identify or participate in the raising of funds for health programming:

  • Identify potential leveraging of funds at the National Office level.

Encourage staff care and wellbeing by fully complying with WV policies and protocols in close coordination with People and Culture unit:

  • Take an active role in devotionals and other activities that promote spiritual growth.

  • Support and ensure personal and institutional-level staff care and wellbeing initiatives.

  • Treat all members of WVNICA, WVUS, WVI, CCM and Global Fund with respect and patience, based on mutual Christian values.

KNOWLEDGE, SKILLS & ABILITIES:

  • Minimum of eight years’ experience in international development, with a focus on public health and infectious disease management or in the administration of complex, public health projects in low- and middle-income country contexts and complex operating environments.

  • Minimum of five years’ experience managing programs in Latin America , preferably in Nicaragua.

  • Experience with national programs funded by international cooperation mechanics.

  • More than five years direct experience working with the Global Fund in some capacity (as staff, consultant, or in a national program); in-depth knowledge of Global Fund’s mission, structure, and systems.

  • Proven experience in project design and operation, monitoring and evaluation, and strategic planning.

  • Demonstrable experience in managing and reporting on multi-million dollar budgets.

  • Demonstrable experience working with sub-grantees in financial and programmatic reporting.

  • Knowledge of HIV and TB prevention and care.

  • Experience interacting with diverse stakeholders, from beneficiaries to government officials.

  • Experience working in politically sensitive environments.

  • Master’s degree or higher in Public Health, Health Economics, Public Administration, Project Management, Business, or related field (required).

  • Specialized certificates in HIV, TB, program management, human rights, policy, or related fields (preferred).

  • Fluent in Spanish, both written and spoken (required).

  • Proficient in English, both written and spoken (required).

  • General comfort level with technology is required with proficient in Microsoft Office, including Word, Excel, SharePoint and PowerPoint expected (familiarity with Salesforce, Google Drive, Drop Box, Zoom/MS Teams preferred).

The P&C Director is responsible for the direction, coordination, management and evaluation of the human resources functions and activities for the human resources department, in support of the mission, goals and objectives of World Vision Senegal. Additionally, in conjunction with the Senior Leadership Team, the P&C Director serves in a leadership role to provide strategic and technical human resources services and guidance to all parts of World Vision Senegal.

Director, Sponsorship Marketing

PURPOSE OF POSITION:

The Sponsorship Marketing Director heads up the strategic direction of World Vision’s sponsorship marketing and customer experience to sponsorship target audiences globally and is responsible for growing sponsor acquisitions in order to return sponsorship fundraising income to growth (currently at $1bn annually).

In close collaboration with global stakeholders and 30 local fundraising offices, this role will provide global leadership and coordination to sponsorship audience targeting, lead nurture and channel strategies, as well as testing and scaling of the repositioned sponsorship marketing offer variations and the proven, acquisition-driving best practices in order to reach, cultivate and convert an increasing number of high-quality sponsorship acquisitions.

The ideal candidate is someone with a strong consumer marketing and fundraising background, sound proof of successful acquisition of new customers at scale and a deep knowledge base of how World Vision sponsorship program works, to ensure the balancing of audience needs and expectations with our field work goals and realities.

KEY RESPONSIBILITIES:

Provide global leadership and governance to sponsorship acquisitions:
