PURPOSE OF THE POSITION:

The purpose of this position is to assure WVI management on the effectiveness of its risk management, control and governance processes and to provide advice to accomplish its aspirations and goals by:

  • Leading Risk Based Integrated Audit (RBIA) of Support/National/Regional Offices and Global Centre Functions: The scope includes the audit of key functions such as Marketing & Fundraising, Program/Operational effectiveness, Governance, and other ministry functions such as P&C, Supply Chain, Finance, Strategy etc.

  • Leading Thematic Audits in a particular theme or risk, e.g., safeguarding, supply chain management, cyber security, that may cut across all entities in the Partnership.

  • Providing advisory services to the Partnership and Business leaders on key organizational changes or initiatives aimed at minimizing threat to the achievement of ministry objectives.

  • Promoting good stewardship over funding received among key stakeholders of audited entities to ensure alignment with WVI standards.

The incumbent will also be instrumental in rolling out and streamlining GIA strategic initiatives aimed at improving the effectiveness and efficiency of its assurance and advisory services. Thus, the position is responsible and accountable for:

  • Leading audit teams, training and building capacity of the auditors assigned on GC audit assignments.

  • Effective engagement and collaboration with the audit clients.

  • Recommending changes to the GIA’s audit procedures and/or tools based on knowledge generated by the GC audit teams.

  • Persuasive and timely communication of risks to the audit client and WVI management.

  • Promoting a Christ-centered internal audit environment.

KEY RESPONSIBILITIES:

Assurance:

As an ambassador of GIA and a Trusted Advisor, this role is to lead audit engagements. This involves:

  • Planning: Identify key risk areas through engagement and collaboration with key stakeholders, business owners, and the senior leaders to determine the scope of the audit.

Audit Work (including Thematic Audits):

  • Determine the time and staffing needs based on scope of audit

  • Engage with the business owners and the senior leadership team of the auditee to gain deeper understanding of the risks and plan audit tests.

  • Guide and lead the team of auditors to ensure quality and timely execution of audit activities.

  • Maintain positive relationships throughout the audit process through open and effective communication.

  • Review the work of audit team to ensure that all work performed meet standards of GIA and capitalizes on opportunities for efficiency.

Reporting:

  • Report timely the audit findings and recommendations identifying the root causes and risks.

Advisory Services:

  • Advise partnership and business leaders on effective risk mitigation through advisory reviews of key organizational changes/initiatives.

  • Involve at the initial planning meetings, especially when risk identification and mitigation are being discussed.

  • Perform advisory review within three or six months of the implementation of the initiative or change.

Process Improvement & Simplification:

  • As a change agent for improving processes and simplifying operations, this position shall:

  • Develop a keen understanding of clients’ business needs, including key goals, risks, and procedures to ensure continuous improvement of each audit engagement.

  • Create a culture of continuous improvement where each team member is empowered to identify areas of improvement within GIA standards.

  • Recommend to GIA leadership weaknesses in GIA procedures, tools and services to make the process simpler and effective.

  • Identifying trends through analysis of recurring audit issues to be highlighted to the partnership leaders and process owners.

Professional Development & Quality Assurance:

  • The position will ensure that the audit team maintains professional proficiency while assisting the GIA leadership with special tasks:

  • Performing audits and investigations assigned by GIA leaders, including consulting engagements or specialized reviews, and providing assistance to external auditors whenever needed.

  • Providing continuous feedback to local auditors after each engagement based on review of performance, ensuring that each team member has adequate opportunity for individual and professional development.

  • Monitoring to ensure compliance with IIA standards for Continued Professional Education (CPE) hours.

  • Promoting a Christ-centered internal audit environment by ensuring that significant team building and spiritual development activities are shared by the audit team.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Minimum of 5-7 years audit experience.

  • Experience on Enterprise Risk Management, IT audits, Fraud Examination, Marketing & Fund Raising.

  • At least 3 years of risk-based audit experience.

  • Proven experience to produce quality outputs under pressure.

  • Good knowledge of World Vision’s structure, regulations and operations.

  • Cross-cultural working experience.

  • Bachelor's degree in accounting, finance or other relevant field.

Title: Sponsorship System Operator

Purpose

To perform daily inputting and updating of sponsorship information in Horizon SSUI, generate and analyse reports to inform programming and to provide support in sponsorship business processes to the ADPs in the Cluster.

Major Responsibilities

1. Enter and monitor all data emanating from ADPs into Horizon SSUI. Among those data there are:

  1. New Registered Child record,

  2. Partnership Holds and child information updates,

  3. Presence, participation and support,

  4. RC records dropping,

  5. Drop of any dead RC records within 5 business days according to standards,

  6. CWB case management.

2. Process and Transfer RC photos and videos through Horizon SSUI.

3. Enter and monitor ordinary mails (Sponsor Letter, Sponsor e-letter and Child Reply), GNs, Queries, ILs, Christmas Cards and APRs into Horizon SSUI.

4. Ensure quarterly GN reconciliation is done between ADPs and Support Offices and between ADPs sponsorship Horizon SSUI and finance SUN system.

5. Generate weekly Horizon SSUI reports on Partnership Holds, Child wellbeing, correspondences, queries, GNs and ILs and share with Cluster team for necessary actions.

6. Print and collate labels for all correspondences coming in/from ADP and process for mailing.

7. Ensure all partnership initiatives, audit and evaluation recommendations are implemented within deadlines.

8. Manage RC data discrepancies between ADPs Horizon SSUI and Server at GC level.

9. Ensure and follow up the security, confidentiality and transmission of system data and RC data according to standards with the support of ICT and NO Sponsorship Staff.

10. Support program activities in the Cluster through the monitoring of children, organization of sponsor visits, capacity building of partners in alignment with the child protection policy.

Qualifications: Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

  • Educational level required: BA /BSC Degree in Economics, Agriculture, Business Administration, Development studies /planning, Social Science disciplines or related field.

  • Good written and oral communication level in French and English.

  • Technical Training qualifications required:

- Knowledge of child rights, policies and standards in Mali and in World Vision partnership.

- Knowledge of child protection and sponsorship policies.

  • Experience:2 years in a similar position in development programs is preferred.

Other Competencies/Attributes:

  • Perform other duties as required.

PURPOSE OF POSITION

The position leads the development of overall DR Congo Education Strategy which aims to impact the most vulnerable children in DRC. Leads the implementation of the DR Congo Education strategy, providing technical support concerning Education components to all programs, ensuring quality of Education programs/project models and building capacity of projects and partners staff.

MAJOR RESPONSIBILITIES

  1. Technical Leadership

  1. Assist in the development of overall National Office strategy, ensure Education priorities reflected in national strategy

  2. Lead development or refreshment of Education technical approaches and technical programme ensuring alignment with NO strategy and regional and global education priorities and cross sectorial considerations

  3. Lead the development of Education technical guidance ensuring relevant education approaches for the variety of operational contexts where WV operates (fragile and non-fragile)

  4. Lead the ongoing improvements to Education Technical Approach design to ensure it remains relevant to context, incorporate innovation.

  5. Unsure that the relevant Education project models are selected for the APs (Area of Programme)

  6. Unsure that Education project models are properly implemented and respond to standards

  7. Ensure that all project models modules are available and the cluster Education technical specialists are trained on them

  8. Remain up to date with Education research, policy, guidance and initiatives and ensure dissemination at NO (National Office) level and at Cluster and AP levels

  2. RESPONSABILITES GENERALES :

    A. LEADERSHIP TECHNIQUE

    1) Aider à l'élaboration de la stratégie globale du Bureau national, veiller à ce que les priorités de l'éducation soient reflétées dans la stratégie nationale

    2) Diriger le développement ou le rafraîchissement des approches techniques de l'éducation et du programme technique en veillant à l'alignement sur la stratégie NO et les priorités régionales et mondiales de l'éducation et les considérations intersectorielles

    3) Diriger le développement des orientations techniques de l'éducation garantissant des approches éducatives pertinentes pour la variété des contextes opérationnels où VM opère (fragile et non fragile)

    C. ÉLABORATION, DIFFUSION ET GESTION DES CONNAISSANCES SUR L'APPRENTISSAGE ET LES DONNEES FACTUELLES

BUT DU POSTE :

Le poste de Child Wellbeing Tracking Officer vise soutenir la maximisation de la contribution au bien-être de l'enfant en mettant en place des mécanismes et des normes de gestion des connaissances, en analysant et en améliorant les processus opérationnels de programmation, en soutenant la contextualisation et la mise en œuvre de nouvelles initiatives et en promouvant l'apprentissage et l'innovation.

RESPONSABILITES GENERALES

  1. Gestion des systèmes Horizon et stockage des données

    S'assure qu'Horizon est mis à jour pour tous les ADP et que les informations sont partagées pour la prise de décision.

    Assure régulièrement le suivi des mises à jour du système / de l'application et met à niveau le système en conséquence.

  2. Gestion du système de parrainage et de ses performances

POSITION TITLE: FINANCE MANAGER

LOCATION: NATIONAL OFFICE (HARARE)

Purpose of the Position:

To manage the financial transactions, treasury, financial accounting, financial reporting aspects and the day to day running of the finance function of World Vision Zimbabwe (WVZ) at the National Office. To ensure that all the technical aspects of financial accountability are functional, coordinate all systems and procedures in accordance to World Vision International (WVI) Field Financial Manuals, financial and non-financial WV policies and procedures, Generally Accepted Accounting Principles (GAAP) and International Accounting Standards (IAS)/International Financial Reporting Standards (IFRS), as applicable.

Major Accountabilities/Responsibilities:

Financial Reporting

  • Oversee the production of monthly Consolidated Financial Reports for the entire office in ensuring that reporting deadlines are met and financial information has integrity and is in accordance with World Vision Field Finance Manual, IFRS and Cost Allocation methodologies.

  • Ensure that there is a seamless integration of systems between Technical Development (TD) (development sponsorship accounting) and Humanitarian Emergency Assistance (HEA) (grant accounting)

  • Compiling of Finance Divisional Monthly Management Report for input in National Office report to regional office

  • Compiling of external audit financial statements to ensure positive audit opinions are passed by auditors, compliance with accounting standards and WVI policies. Prepare financials for Annual report for statutory, public and donors requirements.

  • Manage the annual year end processes to ensure compliance with Global Centre year end memos for closure of financial year books in accordance with WVI FFM IAS and IFRS to ensure year end processes and financial reports reflect a true and fair view of financial position of the office, in compliance with Support Office carry forward Partner Budget and Actual System (PBAS) processes.

  • Ensure that all financial transactions are in accordance to WVZ financial policies, guidelines, and internal controls and minimize risk exposure and losses for the office.

  • Review monthly payrolls before payment to ensure accuracy, proper charging to cost center and compliance to Zimbabwe Revenue Authority (ZIMRA) regulations and local and global Human Resources (HR) policies.

Treasury Management

  • Manage the treasury function of WVZ by ensuring appropriate liquidity levels are maintained for all off shore and in-country bank accounts, manage investments to ensure smooth implementation of ministry by both HEA and TD projects/grants.

  • Financial Risk Management in the areas of treasury management and foreign currency exchange in order to minimize financial losses i.e. foreign exchange losses and funding losses through implementation of appropriate hedging techniques.

  • Manages funding downloading process for currency conversions processes in accordance to approved funding structures and banking regulatory framework to ensure optimum exchange rates are obtained for currency exchange.

  • Transmission of Global Center payments to ensure adherence to Global Treasury guidelines and resolving of related queries.

  • Manage the investment of severance, Emergency Response and Disaster Management (ERDM) and self-insurance funds at Global Centre by ensuring that all provisions are adequately funded.

  • Mange the inter World Vision office transaction through the review, approval of Pre approvals and settlement advices on the Settlement Advice (SA/Inter-office) database on a daily basis.

Financial Management

  • Ensure financial systems and controls are established and maintained in order to provide appropriate levels of security and controls over financial resources of the organization.

  • Provide technical financial support to cost centre heads in interpretation of financial statements, risk assessments, budget spending to aid decision making and enhance ministry.

  • Daily approval of Payment Requests, Journals and procurement documentation in accordance to Field Financial Manual (FFM), WV policies and GAAP accounting standards to mitigate against transactional risks

  • Explore ways of reducing operational costs by leveraging cash resources without compromising ministry.

  • To ensure WVZ is responsive in providing feedback and responses to Global Treasury and Global Financial Solutions (GFS) on financial reporting and treasury issues.

  • Ensure the spending and funding draw downs of WVZ is in accordance to PBAS committed funds at any time.

Financial Planning and Control

  • Consolidating of the entire WVZ budgets including Support Cost budgets in accordance to Cost Allocation Policy (CAL) budget guidelines and conduct budgetary review for cost centre budgets and providing budget justifications to Resource Working Group (RWG).

  • Advice executive and management on the monthly budget trend analysis and budget projections in order to mitigate against potential budget overruns.

  • Ensure that the office spending is within the budget guidelines from the Regional Working Group and PBAS commitments.

  • Oversee and approve the budget request and commitments of office budget on PBAS and that budget carry forward are accurately input on PBAS.

Financial Analysis

  • Perform financial analysis on WVZ financial performance for executive strategic decision making and other analysis that have financial implication to other departments at National Office e.g. People & Culture / Human Resources, Operations etc

  • Perform economic reviews and outline impact on the organization to assist executive and management in accomplishing business objectives.

  • Assist with cost centre resource allocation; cost and efficiency of WV operations; and numerical analyses at national and project levels

Risk Management

  • Review and monitor financial procedures, internal controls, policies and manuals as well as improve on financial systems, procedures and internal controls and advice Finance Director on policy changes to mitigate against weaknesses in control environment.

  • Ensure implementation of internal controls and compliance to ensure that WVZ does not violet stewardship in ministry delivery.

  • Coordinate and facilitate all financial audits in ensuring that there is smooth running of Internal, External and Partnership audits, Year-end processes by ensuring that no adverse audit results and that audit recommendations are implemented.

  • Advice executive on regulation and government policy changes that impact the organization.

Grants Management and Resource Mobilisation

  • Provide financial leadership to all Grants implemented in the North, new and current, and these include: Cyclone Idai, WFP, Enterprise, ECHO, ADH, FAO, UNHCR (Tongogara Refugee Camp) grants etc

  • Manage Grants to comply fully with reporting, audit, compliance, budgetary and closeout requirements in this final year of implementation.

  • Maintain reasonable oversight on Sub Recipients’ financial management and compliance through quarterly financial support visits, field visits, meetings and desk review of financial reports.

  • Close out Sub Recipients under the grant in accordance with WV policies and donor regulations.

  • Support resource acquisition efforts through participating in proposal development process, including proposal development (budgeting) and go/no go decisions.

Capacity building

  • Staff supervision, mentoring and capacity building to ensure the technical capability is as per global and local context.

  • Assist in recruitment and retention of finance staff in WVZ.

  • Conduct coaching for performance for finance staff at the National Office to ensure Key Performance Indicators are attained.

Knowledge, Skills and Abilities:

  1. Bachelor’s degree in Accounting, Finance, or Business Administration, or a related field.

  2. MBA in Finance, Masters in Business Leadership(MBL), MSC in Finance/Accounting/Auditing will be an added advantage.

  3. CA, CPA, ACCA or equivalent preferred

  4. Minimum 5 years of experience in finance position with medium business/medium NGO/government agency

  5. Minimum 3 years of experience in finance management leadership position

Grant Finance Officer

The ‘Landscapes and Environmental Agility across the Nation (LEAN) project will be implemented by World Vision Ghana (WVG) together with Rainforest Alliance, EcoCare and Tropenbos Ghana with funding from the European Union.

The overall objective of the project is to directly contribute to the national efforts of conserving biodiversity, improving livelihoods of smallholder farmers, increasing climate change resilience and reducing emissions from land use changes in the savannah, high forest and transition zones of Ghana.

World Vision Ghana will work with stakeholders to reduce land degradation, prevent forest loss and increase productivity, climate change resilience and natural resource conservation through training and mentoring of smallholders on FMNR, SLM, CSA, SFM practices, and sustainable natural resource regeneration and management in two districts of Kassena-Nankana West and West Gonja Districts of Ghana

Major Responsibilities:

Planning, Budgeting, Procurement

  • Contribute to project planning and budgeting by providing inputs

SomReP Design, Monitoring & Evaluation Manager, WV Somalia

PURPOSE OF THE POSITION:

The Monitoring & Evaluation (M&E) Manager will report to the Head of Quality Assurance, M&E and Knowledge Management (KM) for SomReP and will be responsible for the oversight and management of the overall workflow and quality of outputs of all assigned M&E staff under his or her direction. S/he will be responsible for the direct supervision of 1 M&E Officers and the quality and products of their work.

To develop, lead, and manage joint M&E framework for the Somalia Resilience Programme (SomReP) consortium. The M&E Manager will develop and implement an organization-wide strategy in design, monitoring and evaluation, including quality program development and reporting. The M&E Manager will work to ensure the provision of capacity building and coaching to program staff within the 7-consortium partner NGOs to help them move through the donor program/project cycle. In addition the M&E Manager will hold overall responsibility to ensure that all program data is collected efficiently, cleaned, uploaded to the data catalogue and harmonized with existing datasets. This data includes indicator monitoring and tracking data, annual resilience measurement data and other data specific to certain initiatives such as that required for Food Security and Nutrition Analysis Unit (FSNAU) assessments and the performance of Early Warning Early Action (EWEA) system.

Research to inform programme approaches is a key aspect of SomReP’s work. Under the leadership of the Head of Quality Assurance the M&E Manager will work to ensure the delivery of quality Research products, supporting the development of strong research protocols, Baseline and Endline tools as well as development and review of the reports.

KEY RESPONSIBILIES:

Under the strategic direction of the Head of QA, M&E and KM for SomReP:

  • Ensure maintenance of the Consortium M&E system including conducting reviews of progress against bench marks, facilitating consultations and trainings, and coordinating reviews and updates.

  • Develop, implement and promote SomRep’s shared M&E framework and implementation strategy.

Lead and train partner NGO teams (Programe and DM&E) in coordinating and implementing DM&E plans for all projects to build knowledge, attitudes, skills and behaviors around DM&E standards.

Support region specific and consortium level research assignments, responsible for management and delivery of all project M&E deliverables, including all elements of research protocol design, survey design, analysis and report writing.

These products will include qualitative and quantitative survey tools, sample frameworks and reports for baselines and annual measurement surveys as well as routine indicator tracking outputs.

Manage project workflow for M&E officers and teams (if required), pro-actively work to align team capacities with project requirements and ensure that performance reviews are conducted.

Work with other members of the SomReP technical unit to ensure M&E needs for programme development initiatives e.g proposals, grant applications are adequately supported: log frames, Theory of Change, Indicator trackers and results frameworks and other project documentation are in accordance with donor and WV M&E formats and standards.

World Vision Eswatini (WVE) has operations in all 4 regions of the country with programs in 23 of the 59 Constituencies. World Vision Eswatini began in 1992 as an emergency relief organization before transitioning to transformational

Chief of Party - Global Fund Project Malawi

PURPOSE OF THE POSITION:

The Chief of Party (CoP) provides oversight and technical leadership, administration, fiscal management, and grant and contract administration and management, assuring quality, impact and cost effectiveness of the Program. The position serve as the principal institutional liaison to the donor and local government entities. The CoP ensures an integrated vision among different components and implementing partners, and a focus on achieving the results as defined in the grant contract with the donor and promote an atmosphere of trust and mutual respect. The position have an overall responsibility of managing all staff of the Global Fund Unit (PRMU). The CoP will work collaboratively with Ministry of Health (MoH) of the Government of Malawi, the Country Coordinating Mechanism (CCM) , The Global Fund Country team and all other stakeholders. He will manage the Global Fund (PRMU) to ensure timely and effective engagement with all stakeholders as well as efficiency, quality and timeliness of all products and activities generated under the program.

KEY RESPONSIBILIES:

  • Lead Malawi Global Fund HIV/AIDS, Tuberculosis and Malaria Principal Recipient Management Unit (GF PRMU), establish a clear visionof excellence, manage program team and ensure exceptional performance by allstaff of the GF PRMU.

  • Act as the primary program contact to the donor and other local and international stakeholders responsible for addressing all program-related matters.   • Extensive experience in leading and managing of large (budgeted at $US10M or more) healthprojects,especiallyHIV/AIDS, tuberculosis, malariaandotherpublichealthprograms,anddealingwithinternationalpartners the Global Fund, USAID, DFID, EU or other bilateral-funded projects.

  • Knowledge of development issues, trends, challenges, and opportunities and implications to community development, particularly public health.

  • In-depth knowledge of matters related to HIV/AIDS, tuberculosis and malaria transmission, prevention, treatment and care and strategies to reach the Key Populations and toinfluence policies and decisions.

  • A minimum of a Master’s degree or higher in PublicHealth is required (Master’s degree in Business Administration is preferred).

  • Hands on experience in implementing large-scale HIV/AIDS, tuberculosis, malaria or other infectious diseases programs.

  • Demonstrated experience as development professional in planning, implementing, monitoring and evaluating programs and managing pool of technicalsupport.

  • Knowledge of gender issues in health programming.

  • Hands on experience in health system strengthening program implementation is desired.

  • Fluency in English Excellent oral and written communication skills in English.

Preferred:

  • Ability to develop and monitor a dynamic partnership and constructive working relationships with all stakeholders, including civil society organizations (CSOs) and decentralized government agencies and service providers.

  • Experience with The Global Fund program management is preferable.

  • Proven ability to use, analyze and interpret complex sets of information for informed and evidence-based decisionmaking.

  • Proven ability to prepare reports, perform strategic program analysis, briefing notes and clear communication with stakeholders on the Program progress:

  • Demonstrated ability to take responsibility, make strategic, technically and politically sound decisions and monitor their execution in a timely and efficient manner:

  • Proactively and in timely manner identify the Program needs and propose effective and efficient solutions to address the needs and bottlenecks during the Program implementation.

Work Environment/Travel:

  • Willingness and ability to travel 30% locally and internationally is required.
