Office Administrative Manager

* This job is a local position to be based in Singapore ONLY.

JOB PURPOSE

Responsible for efficient functioning of Singapore Regional Office through providing administrative support to ensure efficient operation of the office. Supports managers and employees through a variety of tasks related to organization and communication. Responsible for confidential and time sensitive material. Familiar with a variety of the office administration concepts, practices and procedures.

Ability to effectively communicate via phone and email ensuring that all Administrative duties are completed accurately and delivered with high quality and in a timely manner. Rely on experience and judgment to plan and accomplish goals and a wide degree of creativity and latitude is expected. May direct and lead specific projects

MAJOR RESPONSIBILITES

- Government, Staffing & Office Administration (60%)

Office Administration

Manage administrative and logistics matters of the n Asia Pacific Regional Office (APRO) in Singapore and ensure smooth functioning

Manage contracts for Regional Office maintenance such as lighting, air-conditioning, water dispenser, coffee machine, internet services, telephone services and other housekeeping matters

Ensure all office equipment are working properly and there is enough office and pantry supplies

Coordinate office events, conferences, meetings and workshops.

Procure goods and services as needed in compliance with application policies and procedures

Work with Regional Supply Chain Director and Global Procurement for International Purchases

Track and maintain asset and equipment list

Coordinate with IT on setting-up of new/spare laptop for staff as needed

Staff Matters

Manage visitors movement to the office and make sure that necessary logistical arrangements are handled

Monitor staff movement to ensure compliance with local legal requirements (example. COVID19 restrictions)

Arrange temporary accommodation and help with housing as needed for regional/global International Assignees

Government/External Liaison

Be the principal liaison for Ministry of Manpower and other relevant ministries of the Singapore Govt. and ensure compliance with Singapore laws and regulations related to work place

Responsible for obtaining and renewing on time passes/permits/certification for Regional Office (RO) employees based in Singapore in compliance with local laws

Liaise with Insurance providers on all staff insurance claims for APRO staff based in Singapore

Liaise with SG Govt. for local government staff benefits

Update staff with all the latest changes on local regulations and requirements

- Project Management (30%)

Coordinate with Regional Finance Director the annual survey for Global Real Estate and Global Insurance.

Participate in Crisis Management Team meetings for any administrative support

Execute projects assigned by Senior Director Operations.(SDO) This would include interface with Regional Directors, other stakeholders, and project teams to execute the project activities and ensure communications with stakeholders and Senior Leadership Team (SLT) regarding the status of projects.

Collaborate with the Regional Security Director and provide support to risk management and security related to the RO

Coordinate at the regional level issues related to Fleet Management

Carry out additional responsibilities and projects assigned by either SDO

- Faith and Development (10%)

Working with Faith and Development Director, Asia Pacific, on devotion curriculum, structure and format.

Co-lead planning and coordination of Day of Prayer.

Purpose of Position:

To promote brand, trust and reputation of World Vision in Singapore through digital communications and implement strategic initiatives, coordination, management and delivery of the World Vision Singapore integrated marketing and strategic communications efforts.

Regional Advisor, Faith & Development

Note: Position to be determined by home country of successful candidate in Asia where WVI is registered to operate.

JOB PURPOSE

Provide strategic support, advice and guidance to Field Offices for strategy, contextualization and implementation of the integration of faith in programming and practices

in the South Asia and Pacific region.

-Engage with regional faith based and non-faith based entities (including Church bodies, FBO, other stakeholders) in innovations and collaborations that will impact field

practices on the integration of faith perspectives in community development and disaster responses in Asia.

MAJOR RESPONSIBILITES

Strategy, Development and Refinement of Integrated Programmes (45%)

a.Provide strategic guidance to the Region and Field Offices in integrating Faith & Development in Strategies, Business Plans, Child Wellbeing Reports.

b.Provide guidance and contribute to the development and practice of contextualised Faith & Development models and approaches that are integrated with Development, HEA and

Advocacy to enhance the well-being of children

c.Advice, guide and provide recommendations to t Field Offices on partnership aligned tools and guidelines for integrating faith perspectives in the development of technical

approaches and programmes in Health, Child Protection, Education, Economic Development, People and Culture, HEA, Advocacy, LEAP / TD, etc.

d.Advice and support Field Offices in the design, implementation, monitoring, evaluation and learning on context appropriate models and approaches for Faith & Development in

programmes.

e.Supports the development, implementation and monitoring and evaluation of the Regional Faith & Development strategy and business plan.

Resource Development and External Engagement (20%)

a. Build relationships and engage with regional entities external to World Vision for possible partnerships in projects and programmes that support the integration of Faith

& Development in the South Asia and Pacific Region.

b. Work with Support Offices to strengthen the integration of Faith& Development in projects and programmes in the South Asia and Pacific Region.

c. Develop and strengthen processes for collaboration, partnerships and accountability for the engagement of faith perspectives in projects and programmes within WV and with

external organisations.

d. Explore and develop multiple resource streams for matters related to strengthening faith perspectives in the region, eg, spiritual formation, holistic development,

integration of faith in development work, understanding and working with churches and different faith groups, spiritual nurture of children.

e. Forge regional partnerships with FBOs and others in F&D initiatives and programmes.

Knowledge Management (20%)

a. Assist the process of continuous learning related to Faith & Development and its integration with other lines of ministries, sectors and themes.

b. Facilitate mutual learning of Faith & Development among Field Offices within the region.

c. Assist in the coordination of regional Faith & Development forum and networks.

d. Facilitate the documentation and sharing of Faith & Development promising practices and contribute to the community of practice internally and externally.

e. Support research and strengthen empirical evidence on the contribution of faith to improved outcomes for children.

Internal Liaison and Coordination (15%)

a. Support the Faith & Development Director in the development of models, tools, and resources in: (1) Reinforcing our Christian foundations, identity and witness;

(2) spiritual formation of staff; (3) Partnership with churches; (4) Interfaith understanding and cooperation; (5) Integration of faith and work; (6) Spiritual Nurture of

Children

b. Participate in and coordinate regional working groups and networks related to Faith & Development as deemed necessary by the Regional Faith & Development Director.

c. Liaise with other sectors in integrating faith perspectives in appropriate and relevant ways.

KNOWLEDGE, SKILLS AND ABILITIES:

Required Professional Experience:

  • At least 4 years’ experience working in community development, organizational development, and related fields.

  • Demonstrated skills in engaging with internal and external entities in programme and project resourcing, design, implementation, monitoring.

  • Proven ability to work in diverse cultural and faith contexts and with people of different faiths

  • Good understanding of the Christian perspectives and rationale for engaging in community development and humanitarian response

Required Education, training, license, registration, and certification

  • Tertiary qualifications in Theology, Social Sciences or International Studies, Development Studies or Business related degree with experience in the social sector

Customer Success Analyst

PURPOSE OF THE POSITION:

The Customer Success Analyst role is a position with the Customer Success team of WV United.

WV United is responsible for United 4, a new digital platform for web marketing and supporter experience.

The goal of the Customer Success team is to achieve growth in monthly recurring revenue for WV Offices on the United 4 platform, through

their online marketing assets such as their website, initially, and at subsequent stages, through email and social media.

The Customer Success Analyst (CSA) provides support to WV Offices (Customers) on the United 4 marketing platform, enabling its successful

deployment, to power their online marketing assets.

This role would involve close collaboration with colleagues across functional areas and working in an agile environment:

  • Collaboration with the United 4 Development Team, the United 4 Product team and Writers and Editors in WV Offices, particularly in the Asia Hub on the United 4 platform.

  • Disciplined approach to time management, aligned with agile work methodologies.

KEY RESPONSIBILITIES:

Customer Support/Problem Solving:

  • Provide technical support to Customers of United 4, replying to inbound queries via email or AskGabi, within committed SLAs.

  • Create Knowledge Base articles to enable self-service by Customers and identify the need for new articles from in-bound queries.

  • Identifies, investigates, resolves and escalates problems.

  • Gathers data to support recommendations to address problems.

  • Procures technical assistance to help in problem resolution.

Platform Performance:

  • Monitor performance of the platform to proactively support customers of any problems that they may encounter.

Grants Compliance Director

PURPOSE OF THE POSITION:

The Grants Compliance Director will lead the efforts, across the partnership to assure WVI is managing the supply chain related risks of all types of grants effectively. This includes close coordination with donors, support offices, global, regional and national office supply chain teams and other stake holders all levels. In addition, this role will be leading Supply Chain Data Analysis and have input to the management of supply chain governance documents (Supply Chain Policies, Processes, SOPs and Business Rules) including assessment of their applicability, identification of gaps, managing exception approval process.

Increased attention to grants helps achieve World Vision’s Strategic Mandates 2 & 3 (Strengthening Grass Roots Capacity, and Growing Resources). It is important to manage grants in compliance with donor regulations and ensuring timely delivery of project activities. Accordingly, Global Supply Chain has a clear mandate to set strategies, policies, standards, controls and especially capacity building of National Office Supply Chain teams

KEY RESPONSIBILIES:

Business Requirements:

  • Proactively engage with Donors, Support Offices (SOs), GAM Teams, Finance Business Partners and other stakeholders ensuring good coordination, adequate information sharing, embedding the Supply Chain Management function in the Grant Acquisition and management process.

  • Engage with GAM Team in annual grant forecasting, review the progress of grant pipeline plans and identification of future trends and functional needs / readiness.

Donor Procurement Governance Management:

  • Provide orientation to Donors & SOs program officers regarding WVI Supply Chain Management Governance Documents & Tools. (Policies, Processes, SOPs, Business Rules and ProVision environment).

  • Identify gaps between WVI & Donor policies and procedures, evaluate the impacts and mitigate risk.

Training and Capacity Building:

  • Lead & coordinate initiatives on grant capacity building in collaboration with various Support Offices and Regional Offices, Capacity Building Working Group, Finance Business Partners and other Stakeholders.

  • Review effectiveness of current staff capacity building models, seek to replicate best practices.

  • Maintain key WV grant resources, materials and databases.

  • Maintain a roster of grant certified staff and coordinate deployment of staff as needed.

  • Mentoring of Regional Grants Supply Chain Management point persons on grant management.

Monitoring Tool of Grant Execution:

  • Coordinate with Global Centre Financial Reporting and Business Intelligence Team in developing a Global Grant Performance Dashboard.

  • Globally rollout such monitoring tool at Regional Office (RO) and National Office (NO) level.

Control and Compliance:

  • Provide leadership in evaluating potential risk exposure in grants management & develop annual risk mitigation plans.

  • Coordinate with SO/Regional grant staff in developing strategies to address high priority areas.

  • With particular focus on Global Fund grants, develop initiatives to ensure adequate oversight of multi-lateral funding not assigned to SOs.

  • Evaluate risks exposure on new operational delivery models with close collaboration with Finance Business Partner and other Stake Holders. (Cash programs – cash vouchers, E-wallets, Implementing through Partners).

  • Recommend innovative solutions and tools to continuously improve grant supply chain management and adapt to the rapidly changing grant landscape.

  • Resolve/address short-term issues and action items regarding grant compliance coming from grant stakeholder groups.

Global Supply Chain Management Documentation Management:

  • This role will be leading the Supply Chain Management Data Analysis and have input to the management of Supply Chain Management Governance Documents (Policies, Processes, SOPs and Business Rules) including assessment of their

  • applicability, identification of gaps, managing exception approval process.

KNOWLDGE, SKILLS & ABILITIES:

A minimum of 5 years supervisory experience working with Non-Governmental Organisation’s grants management teams and or Donor grants management teams.

Understanding of NGO cross cultural environment and commercial and legal risks in NGO working contexts.

Proven experience at Strategic Leadership level (preferably in Supply Chain Management) with working experience in grant related projects.

Degree in Supply Chain Management or Commerce or Law or equivalent professional qualification. Post graduate qualifications and or CIPS certification will be looked upon favorably.

Preferred Skills, Knowledge and Experience:

Substantive experience working in the INGO sector dealing with multiple donor funds and meeting different donor requirements.

CIPS, Legal or Commercial Contracts experience.

Demonstratable experience in successful leading initiatives related to compliance and capacity building.

Demonstrated ability to work with a diverse group of stakeholders to reach consensus and execution of plans.

Senior Advisor, Marketing Development

PURPOSE OF THE POSITION:

Strengthening and Optimising Our Revenue Base strategic initiative is one of nine initiatives in this second phase of Our Promise, entitled Going Further. It works alongside three of the other strategic initiatives which together respond to our strategic imperative – Deliver high quality, sustainable funding to the field. The goal of this initiative is to pick up the pace of achieving the Our Promise private revenue mix by deepening fundraising capabilities in high potential markets and aligning fundraising investment globally with opportunity and return across markets.

This role will have a significant impact on leading the design and implementation of multi-year investment plans with high potential markets with capability/scale limitations. The objectives of the investment are to validate and learn World Vision’s investment approach in market growth and capture private revenue potential at high Return on Investment (ROI). This role will be responsible for deepening their marketing and fundraising capabilities in-market and integrating marketing best practices to accelerate their private revenue growth. Working with Marketing leaders, the role will be accountable for leading the development and implementation of the investment plan that delivers high ROI and deepen marketing capabilities of the selected high potential offices.

KEY RESPONSIBILIES:

  • In partnership with Marketing Lead of the selected markets co-develop a multi-year investment plan that builds local marketing capacities and, above all, capture high ROI private revenue potential to increase private revenue mix.

  • Co-execute the plan to fill gaps with Marketing Leads of the selected markets to ensure best practices are scaled with the adequate level of investment. Agree on key milestones and key success metrics.

  • Ensure the capacity needs of the fundraising offices are central to the co-development and co-implementation of investment plans to achieve the primary investment objectives— 1) validate and learn from our approach to invest in market growth, to be applied in additional high potential markets in the future and 2) capture private revenue potential in these markets at strong ROI.

  • Motivate and inspire others, from team members to executive level, by communicating the goals of the Strategic Initiative through the successful execution of the investment plan.

KNOWLDGE, SKILLS & ABILITIES:

  • 8-10 years in Marketing or fundraising functional areas, including 3 years in Marketing leadership roles of digital marketing or lead generation.

  • Extensive experience leading teams to develop and deliver best in class fundraising practices.

  • Experience working with marketing, brand and product managers to drive marketing strategy, vision, execution and results to achieve business objectives.

  • Experience collaborating with fundraising Subject Matter Experts to support the implementation of investment plans that consistently meet budget/time expectations.

  • Exceptional relationship and influencing skills, able to win the confidence of a broad range of different stakeholders including leaders from a variety of cultural and professional backgrounds, and developing high-performing virtual global teams.

  • Significant experience leading change in a complex environment.

  • Bachelor’s degree in Marketing, Business Administration or a related field is required; Master’s degree preferred.

Senior Director Shared Services

PURPOSE OF POSITION:

The Senior Director, Shared Services (SD SSC) works with the Chief Administrative & Finance Officer (CAFO) to transform and execute business processes in World Vision's Shared Services Centers. This Senior Director will oversee the operations and teams of the various WV Shared Services Centers.

He/she will develop a global team, providing leadership and direction to this team, which will lead World Vision International on a global basis in finance and procurement process transformation. The SD SSC is responsible for creating an environment in which problem identification and solutioning occur in an innovative and collaborative fashion. He/she is focused on deliverables and the customer, ensuring effective and efficient progress is made toward targets and goals, being financial and solution oriented.

He/she will provide leadership for the business transformation from influencing during the discussion phase, to development, implementation and overseeing a team to conduct the related training. This will be in the areas of business process transformation improvement, standardization and simplification of processes towards the development of best in class end-to-end business processes. Key levers are standardization, consolidation, automation, and process improvements to drive strengthened internal controls, customer service, cost and productivity improvement.

To accomplish all this, the SD SSC must develop a team with strength in both verbal and written communication, ability to work successfully in a virtual environment, and with the ability to build/develop relationships in a global multi-cultural environment.

The SD SSC will lead the identification, development and execution of process improvement program initiatives supporting the global strategic objectives of the SSC organization. He/she will hold direct accountability for leading the establishment and achievement of industry and best-in-class benchmark performance metrics (KPIs) in conjunction with functional leaders across regions. The SD SSC will influence peers and Executives across organizational lines to take action on strategic initiatives or process changes both before implementation of the SSC in their region and in the midst of the SSC project for their region.

Candidate needs to be willing to travel on a global basis up to 50% of the time.

RESPONSE DIRECTOR PURPOSE:

The Response Director (RD) has primary responsibility for directing the response from strategy to implementation, inclusive of performance and oversight of all aspects of the response. KEY RESPONSIBILITIES:

RESPONSE OPERATIONS DIRECTOR PURPOSE:

Response Operations Director leads the Operations team and oversees the implementation of the response activities. He/she transforms the response strategy into implemented reality, managing day-to-day sector activities and providing technical guidance to the Programmes team for design and programme quality.

KEY RESPONSIBILITIES:

RESPONSE PROGRAMMES DIRECTOR PURPOSE:

The Response Programmes Director oversees/leads the Sector Programming Team, including Program Officer(s), Design Monitor Evaluation (DME), Humanitarian Accountability and Information Management. The Programme Director supports the Response Director (RD) and Operations Director (OD) in designing the response strategy and operations plan and works in close coordination with both.

  • Ensure the overall programme design incorporates international humanitarian standards and WV guidance and standards and indicators (i.e. Sphere, DADDs, CWBOs, PAF, etc).

Oversee implementation of the programme monitoring system:

The Response Programmes Director will ensure that the DME team undertake the following activities:

  • Develop and implement the programme monitoring system which integrates programme and project requirements.

  • Prepare Indicator Tracking Table (ITT) monitoring reports and share with Operations on a monthly basis.

  • Collaborate with Information Management and Humanitarian Accountability (HA) to provide summaries of community based data and share with Operations and management to support programme adaptation and improvement.

Ensure implementation of baselines, evaluations, reviews and learning events for continuous improvement:

The Response Programmes Director will ensure that the DME and HA teams undertake the following activities:

  • Conduct real time evaluation (RTE) during the first phase of the response.

  • Plan and implement real time learning event (RTLE) with Region and H-LEARN and monitor implementation of resulting plan of action.

  • Plan and manage project/programme baselines, evaluations and reviews to meet donor and organizational requirements.

  • Communicate baseline, evaluation and review findings with response staff and communities.

  • Develop Plans of Action that address evaluation, review recommendations and monitor implementation.

Ensure establishment of response information management system to meet response needs:

The Response Programmes Director will ensure that the Information Management team undertake the following activities:

  • Assess programmatic information needs of internal and external stakeholders.

  • Design and maintain information management system with Information and Communication Technology.

  • Contextualise protocols for internal information sharing with relevant functions. Agree on common information sharing protocols with external stakeholders and RD.

  • Ensure compilation and analysis of relevant information to inform response design, programme management, operational improvement and promote learning.

  • Share programme information with internal and external stakeholders on a regular basis to meet their information requirements.

Oversee development and implementation of community consultation and information provision mechanisms:

The Response Programmes Director will ensure that the HA team undertake the following activities:

  • Design and implement community consultation processes to ensure understanding of World Visions role, planned interventions and provide opportunities for input and feedback into programme and project designs.

  • Design and implement Information Provision plan to ensure that accurate and reliable information about the programme is made available and shared with communities in a timely and accessible manner.

Establish and support implementation of complaint and feedback mechanisms:

The Response Programmes Director will ensure that the HA team undertake the following activities:

  • Document, implement and monitor complaint and feedback systems to ensure timely responses to communities.

  • Consolidate and analyse community complaint information to inform Operations and response management of key issues raised by beneficiaries.

  • Coordinate Humanitarian Accountability planning and learning with other accountability focused INGOs and LNGOs.

KNOWLEDGE,SKILLS & ABILITIES:

Required:

  • A minimum of 3-5 years in leadership role in the humanitarian assistance and development sector, with a significant portion of this in INGOs.

  • Demonstrated understanding of key humanitarian principles, standards and best practices.

  • University degree in Humanitarian Studies or relevant field. Masters degree preferred.

  • Experience in program management and implementation of multi-sectoral emergency response projects.

  • Intensive experience in leading a multi-cultural team of professionals.

  • Experience working in a cross-cultural environment.

  • Experience working in war zones / fragile contexts.

  • Experience in engaging with governmental institutions and multilateral agencies.

  • Experience in managing humanitarian operations that facilitate innovation and calculated risk taking.

  • Work experience as Program Officer at least for 1-3 years in a country other than the home country.

  • Strong team leadership skills.

  • Emotional Intelligence (self awareness, managing emotions and those of others, remaining calm/composed, dealing with ambiguity and change).

  • Understand Humanitarian Industry and have proven experience within a relief setting.

  • Effective in written and verbal communication in English.

  • Ability to express ideas and concepts clearly and persuasively with senior internal and external stakeholders.

Preferred:

  • Previous experience working in complex emergency/rehabilitation settings.

  • Experience coordination with INGOs and other key stakeholders-High degree of negotiation and persuasion skills.

  • Ability to work with a reasonable level of comfort in high tension and high security risk situations.

  • Ability to maintain performance expectations in diverse cultural contexts psychologically stressful environs and physical hardships.

  • Ability to facilitate the creation of cross-functional project teams and the development of national strategies.

Work Environment/Travel:
