MEAL Officer Grants (Monitoring, Evaluation, Accountability & Learning)

Location – Colombo with travel

Job Profile

Working under the direct supervision of the MEAL Manager & in collaboration with the grant project implementation teams the MEAL Officer, will ensure the development and implementation of an effective and coordinated MEAL framework & system for World Vision Lanka(WVL) Grants & Private Non Sponsorship (PNS) projects within his/her portfolio in line with organizational standards, policies & procedures & donor specific requirements. He/She will develop & execute grant/donor specific MEAL design, methodologies & play an advisory role in advocating best practices and provide strategic guidance to project teams in the implementation of multi-sectoral programs across the country.

As a key contributor to the Grant Acquisition & Management (GAM) team the position will play a vital role in enabling rigorous accountability for performance for WVL projects & the development of an evidence base to strengthen program practices, project proposals in line with WVL programmatic priorities for the well-being of children in the communities we serve.

Major Responsibilities

Design & implement project/donor specific MEAL Systems for Grants & Share lessons learnt with project Teams- 60% of time

  • Lead the design of MEAL systems and processes at project level (for all grants across the country), conducting independent research to create relevant SMART systems aligned to best practices for grants and multi-sectorial technical areas where necessary.

  • Responsible for leading planning and implementation of all MEAL activities at for 40%-60% of the WVL grant portfolio (% may vary based on units caseload)

  • Responsible for ensuring implementation of MEAL frameworks by project teams at each individual project level (Provide follow-up, set timelines, hold teams accountable, back stopping support field level data collection).

  • Conduct frequent field visits to assess the effectiveness of project and monitor progress in close collaboration with grant project implementation team.

  • MEAL systems and adoption of WVL MEAL strategy at the grant level, providing tailored advice to improve quality, compliance and to strengthen systems.

  • In an effort to support WVLs transition to Horizon systems, conduct quality checks to validate H3 system data on a regular basis and provide instructions/guidance to relevant teams to meet gaps in knowledge base maintenance.

  • Contribute to GAM efforts to support a culture of review, reflection, learning and compliance across all grants

  • Lead in analyzing MEAL findings and contribute findings to preparation of reports, publications and other documents.

  • Provide clear and goal-oriented guidance to project teams to ensure implementation of MEAL processes

  • Any other duties as assigned by the MEAL Manager according to the evolving requirement of the GAM team.

Develop quality proposals for successful bids working with relevant stakeholders effectively - 35% of time

  • Promotion of a positive team culture rooted in knowledge sharing and evidenced practices that generate successful bids for WVL program priorities

  • Ensure project teams are capacitated on donor/grant relevant MEAL process, systems and standard (grant projects) by developing and delivering donor/grant relevant capacity building trainings to all project teams

  • Lead design workshops, develop TOC and logical frameworks for new proposals and projects designs. Liase with responsible staff within the GAM department, Operations and Finance to integrate TOC/Logical frameworks with project budgets and narratives.

  • Provide project-level leadership in developing evidence based strategies for grants across the country

  • Escalate challenges and identified bottlenecks in grant portfolio to department heads to ensure timely and compliant project implementation

  • Plan and host donor visits in relation project monitoring and evaluation as required

Ensure quality programming in compliance with WV policies, procedures & legislative/statutory requirements while work towards professional & personal capacity enhancement relevant to the position- 5% of the time

  • Increasing demonstration and understanding of and commitment to World Visions Core Values in the approach to work and relationships.

Required qualifications, experience & competencies

  • Bachelors degree Social Sciences/Development Management/International Development/Statistics or relevant field from a recognized university.

  • Minimum of 5 years experience in MEAL, research, statistical analysis with at least 3 years in community development with hands on experience in handling baseline, impact evaluation & related research exposure preferred

  • An analytical mindset with experience in evidence based impact analysis that will support the development of an effective & efficient MEAL system

  • High level computer skills including data entry and using various MS applications such as MS Word, PowerPoint and Excel, including the use of formulae and data analysis functions & macro, and the preparation of pivot tables, charts, and tables.

  • Able to handle digital base data collection tool development and data collection Ex-ODK, Tangarine

  • Excellent communication skills, both oral and written, reporting in English and at least one of Sinhala/Tamil.

  • Understand poverty issues, development theories and holistic development preferred

  • Excellent Computer skills in MS office, SPSS, Epi info and other statistical packages

  • A team player with demonstrated collaboration skills &the ability to mobilize and work as part of a diverse team to achieve desired goal

Job Profile

Working under direct supervision of the Senior Manager – Corporate Partnerships and Local Fund Raising, the National Resource Development (NRD) Coordinator will manage all local fund raising initiatives, campaigns, and events raising WVL’s profile with schools, churches, high-net-worth individuals, etc. The NRD Coordinator will help to create and implement the strategic-development plan that will allow WVL to continue to cultivate, diversify and grow its local donor network.

Key Responsibilities:

  • Develop and execute a national resource development plan for World Vision Lanka(WVL) & help raise the organizational profile with potential donors, individuals /partners for national resource development

  • Conceptualize & roll-out appropriate fund-raising campaigns & events to secure regular & diversified donors across diverse sectors to support WVL programs across the country

  • Pursue national resource development opportunities/relationship building with Schools, churches, individual donors & like-minded partners with a view to expanding the donor networks/resource base of WVL

Job Profile

The Partnerships Officer – Corporate Engagement will lead and be responsible for end-to-end management of the corporate partnerships’ portfolio of World Vision Lanka (WVL). Reporting to the Senior Manager Corporate Partnerships & Local Fund Raising, the Partnerships Officer – Corporate Engagement will manage relationships with existing corporate partners and seek out strategic opportunities to further strengthen these relationships, as well as acquire new corporate partners to meet the strategic objectives of the Corporate Partnerships team and WVL. The position will identify, pursue, and negotiate financial and non-financial partnerships with a range of partners within the corporate sector, monitoring and reporting on the implementation of projects within these partnerships, and expanding these partnerships. This position will also assist in connecting the communities WVL works in to corporate partners to ensure sustainability of the projects WVL implements.

Key Responsibilities:

  • Acquiring new corporate partners to meet the targeted funding requirements of the Division by engaging with the corporates in the form of strategic partnerships, Corporate Social Responsibility(CSR) and Business to Business (B2B) partnerships

  • Conflict resolution and problem solving – through effective communication, engagement & negotiation effectively manager internal & external stakeholders analyse risks during proposal/project development & implement phase and develop proactive & creative strategies to identify & mitigate risks/address issues

  • Managing key relationships through continuous follow-up and aiming to retaining key contacts through regular and continuous communications- Build strong relationships with CSR managers and marketing teams of corporates to initiate partnerships and sustain relationships

  • Project monitoring & reporting - Monitor project progress for compliance and quality within agreed standards & timelines & submit project progress reports to the corporate partners/relevant stakeholders while working closely with project operations teams, technical experts & the relevant stakeholders.

Required Education, Knowledge, Skills & Experience

  • Diploma/Degree in Business management or Marketing or related field

Vacancy Programme Coordinator

Location – Wennappuwa

Job Profile

This position will serve as the primary link between community, local partners, Area Program (AP) team and Technical staff to facilitate the implementation of technical projects and Community Engagement & Sponsorship Plan (CESP) towards the improved and sustained well-being of children while focusing the Most Valuable Children in the assigned communities.

Major Responsibilities

1. Effective Implementation of Technical Projects-Program Management in assigned communities.

  • Work closely with Zonal Technical Coordinators to introduce and build capacity for local partners on technical project models, guidelines, tools

  • Facilitate the implementation of technical projects in the PFA including project models in alignment with the standard the standard guidelines and tools

  • Work closely with TPC and technical local partners to facilitate the supportive

  • supervision process in assigned communes to ensure technical quality of the project models

  • Mainstream Cross Cutting Themes (CPPa, gender, environment, disability) in all project activities whenever appropriate

  • Document best practices and advocate for the replication of technical project

  • models to larger scale

  • Monitor and report (ITT and narrative) on the progress of Technical Projects

  • (monthly, Mid-year, annually)

  • Facilitate communities and partners to participate in the baseline survey and evaluation in assigned communes.

  • Raise awareness of local partners and community in assigned commune on WVs

  • Christian identity and values, child focused and community based development approach

Director – Grants Acquisition and Management, Sri Lanka

PURPOSE OF POSITION:

This position is responsible for providing strategic and technical leadership to World Vision Lanka (WVL) to acquire grant and private non-sponsorship funding, with the aim to grow and diversify WVL’s funding base. A core part of this strategy is for the Director, Grants Acquisition and Management (GAM) to establish strong relationships with external parties, including Donors, Government Entities, UN Agencies, INGOs, and Support Offices. This position will move WVL towards being a priority INGO in Sri Lanka for donor agencies and facilitate collaborative partnerships around grants with other entities. In the role of leading GAM, this position will work closely with the National Director to establish and grow relationships and drive strategic investments through regular business planning. This position will also work closely with the Director of Operations and Director of Effectiveness, Evidence and Impact to ensure grants and PNS are aligned to WVL’s capabilities and technical directions.

This will involve the coordination of key departments in the National Office (NO) and Regional Office (RO) as well as drawing on resources from the South Asia Pacific Office, the WV Technical Services Organisation, and Support Offices.

To ensure learning and improvement, the position will ensure successful and non-successful proposals are reflected on and improvements made.

The Grants Acquisition and Management will work closely with Operations Managers to monitor the success of grants. While Operations is responsible and accountable for grants implementation to meet donor requirements, the GAM Team will manage all communication and reporting to donors, as well as advise Operations Team on donor compliance requirements and key contractual milestones. The GAM Team will work closely with Operations to advise on under-performing grants and develop corrective actions plans.

The GAM Director will work closely with the Operations Director to support grant management capacity building within the WV Lanka team. The Grants Acquisition and Management Team will develop and maintain oversight over grant management tools and capabilities across the organization. This will entail working with Team Leaders to ensure systems, people, and tools are in place that promotes excellence in grant implementation and management.

The role will provide critical support to the National Director in strengthening his/her ability to engage all stakeholders effectively, and will support all other key ministry areas for effective program implementation and enhance quality of ministry. He / She will provide leadership in enhancing WV Lanka’s public visibility, reputation and brand name recognition. He / She will also serve as a member of the Senior Leadership Team of WV Lanka, and as such provides strategic leadership to the office both in the capacity of GAM and in the management of the office more broadly.

This position is based in Colombo with travel to field locations in the country.

PURPOSE OF POSITION:

As World Vision’s Sponsor Engagement Special Projects Leader, you will facilitate successful outcomes that improve business function. You will lead the delivery and management of innovation projects, collaborate with diverse sets of stakeholders, and continually assess and adapt work to make projects more effective – all with aim of making the World Vision sponsors’ Experience rewarding and fulfilling.

The key responsibilities for which you will take ownership in this role are:

  • Collaborating extensively across the World Vision Partnership to influence change processes.

  • Leading the development, testing, implementation and mainstreaming of innovations to the World Vision sponsors’ experience.

Response Programmes Director

PURPOSE OF POSITION:

The Response Programmes Director oversees/leads the Sector Programming Team, including Program Officer(s), Design Monitor Evaluation (DME), Humanitarian Accountability and Information Management. The Programme Director supports the Response Director (RD) and Operations Director (OD) in designing the response strategy and operations plan and works in close coordination with both.

The Response Programmes Director is responsible to manage grant acquisition, assessments, monitor and humanitarian accountability and liaises with Support Offices (SOs), and international donors.

Response Programmes Director is part of the Response Senior Leadership Team. Response Programmes Director will coordinate/advise with Response Director (RD)/Senior Leadership Team (SLT) go or no go for proposals.

KEY RESPONSIBILITIES:

Establish, lead, resource and staff the programmes unit to meet response needs:

  • Lead team/individual development and provide direction and support as needed to enable effective performance.

  • Contribute to National Office (NO) capacity building in the area of emergency response in coordination with NO leadership and Human Resources (HR).

  • Determine Programmes organisational structure and staffing plan with HR.

  • Work with HR to recruit and deploy Programmes staff and plan for capacity development.

  • Ensure Programmes staff handovers are conducted.

  • Develop Programmes budget in coordination with Finance.

  • Support RD and Finance in developing Response Budget, ensuring strong alignment and coordination with Operations team during budgeting and budget management process.

Lead the programme planning process to ensure alignment with context, humanitarian needs, response strategy as well as operational feasibility and technical quality:

  • Support development of operational intent plan to align with funding allocations ensuring operational feasibility and

  • Support Sectors and Operations Director to draft response plan.

  • Work with Grants, Acquisition and Management (GAM) to coordinate grant acquisition.

  • Write Operational Intent inclusive of targets.

  • Prepare project RACIs (responsible, accountable, consulted, informed) for new grants.

Oversee donor liaison and advocacy is undertaken to resource operations plan to address humanitarian needs. The Response Programmes Director will ensure that the GAM team undertake the following activities:

  • Monitor and analyse donor opportunities to ensure they align with operational intent.

  • Communicate humanitarian needs identified through assessments, monitoring data and community feedback to in-country donors and Support Offices International Programmes Groups.

  • Represent World Vision with potential donors (ECHO, DFID, EU, OFDA, etc.) including bilateral, multilateral and corporate.

  • Collaborate with Advocacy to influence donor funding strategies when appropriate.

  • Liaises with SOs regarding donor priorities and opportunities for funding.

  • Support Finance in the allocation and tracking of response funding to ensure response strategic priorities are funded and effective leveraging of available funding.

  • Support mapping of all funding sources with Finance.

  • Support funding allocation process (Private Non Sponsorship & grant opportunities) in coordination with Finance, Response Director and Operations to reflect response strategic priorities, operational realities and ensure compliance with relevant funding regulations.

  • Support Finance to track donor funding allocation and commitments to ensure response strategic priorities are funded.

  • Oversee development and submission of project proposals to donors to resource operations plan.

  • Develop project proposals with Operations, Advocacy, Finance and relevant Support functions and ensure stakeholders have the opportunity to review proposals and raise issues prior to submission to donors.

  • Ensure proposals are aligned with the operational plan, sector DADDs and standards.

  • Ensure proposals are aligned with accountability standards and basic DME requirements.

  • Maintain donor and SOs communications to facilitate funding acquisition.

  • Support Finance to ensure an up-to-date funding matrix.

Ensure support for Finance to establish grant management system to guarantee fulfillment of donor requirements:

  • Support Finance to conduct grant orientation or grant start-up workshops for relevant staff.

  • Plan and manage donor reporting to ensure that all donor requirements are met.

  • Support Finance with monitoring of grants for compliance with grant requirements.

  • Oversee planning, implementation, analysis and sharing of findings from assessments and program monitoring.

The Response Programmes Director will ensure that the DME team undertake the following activities:

  • Design and implement community consultation processes to ensure understanding of World Visions role, planned interventions and provide opportunities for input and feedback into programme and project designs.

  • Design and implement Information Provision plan to ensure that accurate and reliable information about the programme is made available and shared with communities in a timely and accessible manner.

Establish and support implementation of complaint and feedback mechanisms:

  • Document, implement and monitor complaint and feedback systems to ensure timely responses to communities.

  • Consolidate and analyse community complaint information to inform Operations and response management of key issues raised by beneficiaries.

  • Coordinate Humanitarian Accountability planning and learning with other accountability focused INGOs and LNGOs.

Response Director

PURPOSE OF POSITION:

The Response Director (RD) has primary responsibility for directing the response from strategy to implementation, inclusive of performance and oversight of all aspects of the response. She/he should develop and maintain an efficient, cohesive team, while ensuring effective coordination and relationships with the other agencies, officials, beneficiaries, donors and all areas of the Partnership.

KEY RESPONSIBILITIES:

Develop and monitor implementation of response strategy that addresses WV strategic goals to meet humanitarian needs:

  • Lead response strategy development with National Director (ND), Regional Leader (RL), Partnership Executive Team

  • (PET) and other senior stakeholders.

  • Ensure primary and secondary information on needs inform strategy formulation.

  • Ensure context analysis informs strategy development.

  • Consult with ND and RL to ensure National Office (NO) strategy and plans (including Child Wellbeing targets) are taken into account in

  • response strategy formulation.

  • Ensure strategy aligns with anticipated capacity.

  • Monitor appropriateness of strategy in addition to implementation of strategy and transition plans.

Ensure response is staffed to meet response needs:

  • Lead team/individual development and provide direction and support as needed to enable effective performance.

  • Contribute to NO capacity building in the area of emergency response in coordination with NO leadership and Human Resources (HR).

  • Determine response organization structure with ND and HR.

  • Conduct high-level workforce planning with HR and mobilise surge functions as required.

  • Create and maintain collaborative relations and where appropriate partnerships with government, other NGOs, UN

  • Participate in consortium meetings and Response related national coordination meetings.

  • Ensure World Vision is represented at relevant technical and coordination mechanisms in-country.

  • Serve as an organizational spokesperson for media interviews, advocacy initiatives and other public events.

Develop and plan response to achieve response strategy goal and objectives:

  • Provide oversight to funding allocation (i.e. Private Non-sponsorship or PNS, grants, etc) to ensure alignment with

  • strategy and humanitarian needs.

  • Ensure response programme development meets World Vision and international standards.

  • Ensure that adequate funding to address humanitarian needs is acquired.

  • Ensure Advocacy staff are empowered to integrate advocacy across sectors and to develop child-focused advocacy positions which are aligned with strategy and organisational priorities, in strong alignment with NO and Response

  • Operations teams.

  • Facilitate the signing of MOUs and contracts, with donors, Support Offices (SOs) and other relevant stakeholders.

  • Ensure appropriate waivers are in place to facilitate timely response implementation.

Implement response programme in accordance with commitments to meet international and WV standards:

  • Ensure that accessible beneficiary feedback mechanisms are established and functioning.

  • Ensure staff establish community accountability methods across all of the response program.

  • Monitor and identify risks to programme quality and coordinate resources to address them.

  • Ensure that all programmes are implemented, monitored and evaluated according to set plans and that agreements

  • with donors, SOs and other stakeholders are adhered to.

  • Ensure internal response coordination & information sharing mechanisms are functioning.

Ensure that response staff have appropriate housing, offices and information/communication systems:

Work Environment:
