Senior Program Officer - IRDM

Location: Colombo

Job Profile

The Program Officer is responsible for managing new funding acquisition and contract management and reporting for a portfolio of multi/bi-lateral institutional and private non-sponsorship (from WVI Support Offices and private entities, such as foundations) donors to enable World Vision Lanka’s strategic objective to develop diversified and sustainable funding. Under the overall guidance of the Director – Grants Acquisition and Management, the Program Officer will be responsible for proactively managing four key areas within their assigned donor portfolio.

In order to be successful in this role, the ideal candidate would have demonstrated experience leading proposal development and PCM processes. The position follows the overall fund acquisition strategy of the GAM department and is embedded in the World Vision Lanka strategy. The Program Officer is expected to confidently communicate and represent the WVL grants strategy and may be required to take on additional tasks to ensure the smooth functioning of the Department.

Major Responsibilities

  • Develop and acquire new funding opportunities (50%). The Program Officer will proactively identify new, relevant funding opportunities for WVL, and will provide a clear ‘win strategy’ for WVL to compete for the funding. S/he will lead the internal Bid Team, SO and partners (where relevant) throughout the proposal development process, ensuring the delivery of a high quality and timely submission to the donor.

  • Effective Project Cycle Management (PCM) (30%). The Program Officer is responsible for deepening and strengthening a sustainable and impactful grant-funding base; as such, s/he will be the organizational focal point for coordinating PCM processes, from inception to final reporting, providing tailored advice to guide effective operationalization/implementation, monitoring the health and performance of projects through the development and utilization of appropriate grant management systems and close liaison with program teams.

  • Build and maintain effective professional relationships (10%). To be effective in this role, the Program Officer will be required to develop and maintain effective working relationships, both internal and external, including within other departments, with key SO focal points, donors, and partner organisations. The Program Officer will represent WVL and the GAM department professionally in all interactions.

  • Develop and strengthen internal processes for effective grant acquisition and management (10%). The Program Officer will have good working knowledge of WVL business systems and processes so as to work efficiently and effectively with other departments. S/he will proactively identify opportunities for improving GAM systems, tools and processes so as to contribute to overall department and organizational efficiencies and effectiveness and will provide periodic input into developing work flows, tools and processes for other departments where there is intersectionality with GAM.

Required Qualifications, Experience & Competencies

  • Bachelor’s degree in a relevant field (e.g. international or development studies; economics; social science disciplines; etc)

  • Demonstrable at least 1- 2 years of experience in developing and designing successful proposals for institutional funding

  • Demonstrated understanding of project logic development

  • Excellent English communication skills (oral and written). Working knowledge of Tamil and/or Sinhalese will be an asset

  • Experience in successfully managing communications and relationships with institutional donors

  • Demonstrable prior successes in Project Cycle Management (PCM) and overseeing grant processes through log frame, budget, progress monitoring

  • Demonstrable understanding of community development processes, inter/national frameworks and principles

  • Project planning and project team leadership

  • Management of complex government/institutionally funded programs/projects

  • PCM training or certification

  • Understanding of monitoring/evaluation frameworks

Micro/Small/Medium Entrepreneur (MSME) Field Officer

Job Profile

The MSME Field Officers will facilitate (in assigned geographical area) the implementation of the Global Program to develop livelihood for poverty affected population through a multi-sectoral established and monitored waste management system (PHINLA) Project.

MSME Field Officers will be directly supervised by MSME Specialist, and will be responsible for the implementation of this project in collaboration/partnership with the with public and private companies, local communities and other stakeholders, and would work directly with beneficiaries to support the development of their business plans and entrepreneurship.

Responsibilities

  • Provide support to the project implementation

  • Network, coordinate, collaborate and mobilize partnerships

  • Monitor, Report, Project evaluation and Audits

  • To contribute to implement the WVL Strategic Plan

Required Qualifications, Experience & Competencies

  • A Diploma or Bachelor’s degree in Agriculture, Social Sciences or equivalent in experience

Technical Specialist – Waste Management & Micro/Small/Medium Entrepreneur (MSME) Development

Base Location– Ja Ela

Job Profile

The Waste Management MSME (Micro/Small/Medium Entrepreneur) Development Specialist will provide technical guidance, oversight and quality assurance for the effective implementation of the livelihood and enterprise development initiatives of the ‘Global Program to develop livelihood for poverty affected population though a mulita-sectoral established and monitored waste management system (PHINLA)’ project.

S/he will oversee the capacity building of MSMEs to build up sustainable businesses and will mentor MSMEs in all aspects of business set up and expansion as a result of the project’s focus on effective waste management. The MSME Development Specialist will support MSMEs with capacity assessments, business registration, business planning, production capabilities, target monitoring, market linkages and problem solving. Based on market analysis, the MSME Development Specialist would strengthen and scale up microbusinesses through value chain development.

The MSME Development Specialist would be reporting to the Project Coordinator – Enterprise Development. On the third year of the project implementation, the Project Coordinator – Enterprise Development would discontinue and there onwards the MSME Development Specialist would also act as the lead person for the WVL’s project team. It is expected that on the third year of the project, much of the initial tasks of the MSME Development Specialist would be completed and therefore would have necessary time to take on the new lead role.

Major Responsibilities

  • Leadership, MSME set up and project implementation - Implement market-based livelihood activities that are tailor-made and that which are targeting different beneficiary categories, MSMEs successfully established and sustained as per project’s plans.

  • Technical input and competency development - Livelihood Development Plans established and enforced (that focus on Family level challenges, needs and opportunities on livelihood and help prioritize the most effective, efficient and sustainable methods).

  • Knowledge management - Knowledge management and documentation, Application of the learnings in the execution of the project plans.

  • Financial monitoring - Budget management as per project plans. (No significant over/under spending) Project staff follow the financial procedure and adhere to Grant standards.

  • Collaboration, partnerships and networking - Better network is developed for the enhancement and sustainability of Livelihood and MSME development, Strengthened partnerships and networks for marketing facilities.

Required Qualifications, Knowledge Experience & Competencies

  • Master’s degree in economic development, community development or business administration with 1 year experience in the production management or Bachelors’ degree in Business or economic field with 5 years’ experience in similar capacity.

  • Business facilitation and innovative skills and possession of business training license is preferred.

  • Ability to provide management and technical support to enhance the marketing component of the project focus.

  • Experience in setting up MSME’s and guiding them for growth.

  • Experience in community engagement in the areas of waste management and livelihoods.

  • Experience in corporate business management, particularly managing line production, such as garment manufacturing, tea processing.

  • Experience in material production and production equipment maintenance would be preferred.

  • Experience on building community market linkages.

  • Knowledge and experience of Grant funded projects would be added advantage.

  • Knowledge and experience in the production line management

  • Experience in leading teams on development programmes.

Project Coordinator - Enterprise Development - WVL

Base Location– Ja Ela

Job Profile

The Project Coordinator – Enterprise Development is responsible for the direct management of WVL staff and the overall implementation of the livelihood-generating components of the ‘Global Program to develop livelihood for poverty affected population though a mulita-sectoral established and monitored waste management system (PHINLA)’ project.

S/he will work closely with the Project Coordinator – Waste Management (of the Project’s main partner in implementation) to identify and maximize opportunities for livelihoods and enterprise development. The project shall be implemented in the agreed locations in accordance with Grant contract and compliance to achieve the overall project goal.

Responsibilities

  • Leadership and People Management - Ability to Lead and Manage people efficiently and effectively.

  • Networking and Liaison – Maintain high quality relationships and networks between Project operations and relevant Government agencies, WVL Area Programmes, local and international NGOs, other civil society groups and international consultancy agencies, Support to be made available for program goals and implementation by key stakeholders.

  • Quality Assurance - Effective and efficient project management and implementation. Project progress, lessons learnt, best practices, etc. are captured and disseminated as necessary.

  • Grant Compliance - Adequate knowledge on policies, procedures and standards of the grant and systematic information management.

  • Financial Accountability - Grant is delivered on time and within allocated budget. Financial reporting is accurate and delivered on time. Audit reports indicate low risk findings. All program expenses are compliant with WV and donor requirements.

  • Reporting - All reports are prepared/reviewed in a timely manner with quality assurance. Strong working relationships with relevant internal key stakeholders.

Required Qualifications, Experience & Competencies

  • A Bachelor's degree in Economic Development, Social Sciences, International Development Studies or Community development.

  • Knowledge and experience in capacity building for local stakeholders/partners.

  • Knowledge of and familiarity with international assistance program requirements, preferably [BMZ] and/or other funding agencies (Global Fund and other multilateral agencies); their policies and regulations.

  • Experience in program implementation, community mobilization and participatory approach would be an advantage and experience of working with ethnic minorities is preferred.

  • Experience in training and facilitation

  • Ability to provide management and technical support to enhance the marketing component of the project.

  • Experience in enterprise development specially targeting the beneficiaries from the vulnerable population.

  • Basic knowledge and understanding on gender and disability and other vulnerability factors in community.

  • Demonstrated leadership skills, including leading, building, and supporting a team with diverse roles and capacities.

Senior Director – Water, Sanitation and Hygiene (WASH)

*Position Location: Any country within Africa where WVI is registered to operate; preference given to countries where WVI is currently conducting WASH projects.

PURPOSE OF POSITION:

World Vision (WV) believes that every child deserves clean water, proper sanitation and dignified hygiene. In fact, in 2015 WV formalized this by making a bold commitment: to reach everyone, everywhere we work with clean, safe water, dignified sanitation and appropriate hygiene behavior by 2030. With teams in more than 50 countries, this year WV has made great strides towards that audacious goal: 1.6 million people reached with sanitation, 3.2 million people benefiting from programming that improved their hygiene and 4.7 million people provided with access to clean drinking water.

The Senior Director of WASH provides strategic leadership and direction for the WASH field operations to maximize the WASH contribution to child well-being, the Sustainable Development Goals and to ensure operational performance that meets the sector standards and donor expectations. This position ensures effective partnership with WV field teams, the donors and other partners. The role strengthens WV operational effectiveness and reputation, creates and strengthens strategic partnerships, networking, and innovative approaches and strengthens and mobilizes the community of practice to execute programming that demonstrates evidence of efficiency and impact, enhance global WASH reputation, influence, and thought leadership. The role will collaborate with the WVUS Director of WASH and WVI Global Sector Lead for WASH. The location of this position is continental Africa. The specific location in Africa is negotiable.

KEY RESPONSIBILITIES:

Set Strategic Priorities:

  • Ensures quality WASH programming that is equitable and sustainable.

  • Develops annual WASH Business Plans with the Regional WASH Directors, Support Offices and National teams.

  • Ensures integration of WV distinctives and ethos in WASH implementation.

  • Ensures alignment of WASH programming with global sector approaches and project models.

  • Ensures overall compliance with WVI Partnership standards and industry standards.

  • Oversees the quality and coverage of WASH programming.

  • Champions cross-sector collaboration for integration of WASH programming with other sectors.

  • Provides leadership and mentoring for WASH field teams, and supports the WASH Capacity Building Plan.

Provide Operational Accountability:

  • Ensure accountability of national and regional portfolios to deliver WASH outcomes as defined in Business Plans.

  • Ensure donor promises are met or exceeded.

  • Measure extent to which resourcing opportunities meet WASH operations needs and impact child well-being.

  • Ensure high quality technical support is provided to National Offices on the development of Technical Approach and Technical Programs to address WASH needs.

  • Ensure effective implementation of 14-Country Response Plan recommendations in WASH programming.

Internal and External Engagement:

  • Maintains effective and strategic relationships with Regional Office WASH Managers, WASH Sector Lead, and major WASH Support Offices to assure WASH service quality and meet donor expectations.

  • Assures quality programming and evidence of impact in WASH field operations to position WV as the NGO of choice with potential and key partners, donors and stakeholders.

  • Championing WASH campaigns and resource acquisition in the field.

  • Champion the annual/biannual WASH Forum to celebrate impact and innovation in WASH and to leverage funding opportunities with donors and partners.

  • Determines the technical capacity needs for the Field WASH teams.

KNOWLEDGE, SKILLS & ABILITIES:

Required:

  • Master’s degree required in international relief and development, behavior change, engineering or business, plus related professional work experience.

  • Excellent in written reporting and in verbal communication in English.

  • Strong experience and proven skills in leading a team of technical professionals.

  • Leader with minimum 10 years’ experience designing and leading WASH programming in the developing world.

  • In-depth knowledge/expertise in WASH programming including evidence based best practices.

  • Strong relational and networking skills, demonstrated ability to supervise teams, and significant experience engaging with donors and fundraisers.

Preferred:

  • Strong experience working with and managing large grant portfolios for foundations, bilateral and multilateral donors.

Global Director, Humanitarian Operations

*Position to be located within a jurisidiction (country or U.S.State) where WVI is registered to operate.

PURPOSE OF POSITION:

The Global Director of Humanitarian Operations plays a critical leadership role to ensure that the World Vision international Partnership is equipped to prepare for and respond to humanitarian emergencies and to oversee & support WV’s portfolio of major humanitarian responses, which in FY18 enabled WV to reached 14 million people with humanitarian assistance in response to 140 disasters in over 40 countries, and totaled $692 million, over a third of WV’s total ministry spend.

The role set’s WV’s disaster management standard, leads WV’s global surge capacity and capability development, matrix manages Regional Humanitarian Directors & national Emergency Response Directors and oversees $2 million of pre-positioned emergency supplies and our $7 million emergency preparedness & response fund.

BACKGROUND/CONTEXT:

  • Humanitarian crises are affecting more people and for longer. Driven by conflict, climate change and disaster over 130 million people worldwide need humanitarian assistance and protection just to survive. The number of active emergencies with an international response has doubled in a decade. Conflict related crises are increasingly protracted, with average emergency responses lasting 7 years and 60% of people receiving humanitarian assistance doing so for 5 years or more.

  • For children facing emergencies these large scale, protracted humanitarian crises means that much of their childhoods are too often scarred by violence, long term displacement and disrupted education with their psychosocial needs increasingly recognized. After years of decline global hunger is growing again. From 2015-17 the number of people experiencing crisis-level food insecurity or worse increased from 80 to 124 million.

  • Humanitarian principles are under attack and the international humanitarian system is changing. Aid work should be protected under international law, yet hospitals are bombed, aid workers targeted and civilians starved by armed groups. Despite growing humanitarian funding (from US$4 billion in 2005 to $15 billion in 2018) a huge funding gap remains, of around 40% in most emergencies.   • Responding to the needs of vulnerable children in humanitarian emergencies has been central to World Vision’s identity and ministry since our founding.   • In FY18 World Vision reached 14 million people (incl. 10 million children) with humanitarian assistance in response to 140 disasters in over 40 countries. Disaster Management ministry totaled $692 million, over a third of WV’s total ministry spend.

KEY RESPONSIBILITIES:

  • Monitor and support new and evolving humanitarian emergencies and WV responses. Participate in emergency declarations, advising on strategy & identifying where global capacity is needed to supplement local, national and/or regional capacity.

  • Lead and manage WV’s global Humanitarian Operations (HOps) Team and matrix management to Regional Humanitarian Directors & national/local Emergency Response Directors.

  • Setting and upholding World Vision’s standards for disaster management.

  • Build and monitor WV’s Disaster Management capabilities at national, regional and global level.

  • Develop, maintain and deploy WV’s global rapid response and pre-positioning capacity: leading WV’s Global Rapid Response Team & overseeing WV’s pre-positioned emergency supplies and emergency preparedness & response fund.

  • Position World Vision as a leading humanitarian agency, overseeing WV’s relations and engagement with UN OCHA and engaging regularly with sector peers.

  • As a member of WV’s global Disaster Management executive team, contribute to the strategic direction and effective functioning of the Disaster Management team.

KNOWLEDGE, SKILLS & ABILITIES:

Required:

  • Bachelors-level degree in International Studies.

  • Leadership and senior management experience in a complex global organisation.

  • Minimum of 10 years operational and management experience in the humanitarian sector, including at field level in major emergency responses.

  • Extensive knowledge of the international humanitarian sector (including standards, systems and actors) and strong track record of relationships and external engagement in the sector.

  • Verbal and written fluency in the English language.

Preferred:

  • Master’s Degree in International Studies with focus on humanitarian action.

  • Leadership and management development studies.

  • Humanitarian studies and/or humanitarian leadership development.

  • Effective communications – written and spoken with media, public presentations etc.

  • Technical skills and experience in relevant area (e.g., programmes, logistics, security. management, humanitarian protection, accountability, technical sectors [e.g., WASH]).

  • Some proficiency in other languages (e.g., French, Spanish, Arabic, Portuguese).

  • Experience working in a range of international and cultural settings and at global capital level.

  • Management of a dispersed geographic team.

  • Financial and budget management.

  • Risk management in humanitarian settings.

Work Environment:

  • The position requires ability and willingness to travel internationally up to 40% of the time. This will include insecure areas and locations where basic services are damaged or limited as well as high level external representation in global humanitarian capitals such as Geneva and New York. Some travel may be at short notice if needed in response to humanitarian emergencies and on rare occasions may need to be prolonged for up to several weeks. A day-to-day working base could be from a WV office and/or home office environment, preferably from a well-connected international travel hub location. During home/office working times, extensive virtual/online interaction across several international time zones would be common so flexibility in daily working hours and routine is both possible and necessary.

Job Profile

The Sponsorship Assistant will assist the Sponsorship Operations Team in systemizing donor correspondence effectively, ensuring the well-being of sponsored children in line with World Vision standards, while providing a high quality service to sponsors.

The duties will include data entry, translation and dispatch of the relevant correspondence and other material to the field offices and the maintenance of accurate records of the dispatched correspondence.

Required qualifications, experience & competencies

  • Minimum GCE Advanced Level. Diploma/Degree in any relevant discipline preferred

  • Experience in an INGO or similar agency will be an advantage.

  • Good coordination and analytical skills

  • Good communication & presentation skills

  • Experience working with children is essential

  • Excellent oral and written communication in English & Tamil/Sinhala

  • Competency in the use of Microsoft Office including Word, Excel and Power Point
