Accounts Assistant

Job Profile

This position is required to provide financial services to World Vision Lanka (WVL) Field Projects ensuring high quality, accuracy and consistent Financial support and support the financial procurements to achieve its optimal usage and the eventual reporting to WVL management and stakeholders. Ensure Payment process is smooth and day to day Financial Operational Procedures such as planning, implementation, monitoring, evaluation and Project closure and audit, etc. are conducted in timely manner and in line with WVL Policy and Procedure as well as Field Financial Manual (FFM).

This person provides finance support to the Accountant who is handling more than USD 1000,000 budget.

Major Responsibilities

  • Assist Area Programme (AP) Manager and AP/Cluster Accountant to carryout day to day finance activities to ensure smooth functioning of AP operations.

  • Ensure arithmetic accuracy & completeness of Transaction process in APs.

  • Assist requestors to Check the accuracy of the invoice, purchase order, advances & Goods Received Note (GRN)s process.

  • Proper documentation and filing (Including asset administration at the projects).

  • Ensure financial reports are prepared and presented as guided by AP /Cluster /Regional Accountant and provide information to the AP team as required.

Required qualifications, experience & competencies

Monitoring, Evaluation Accountability & Learning (MEAL) Coordinator

Location - Killinochchi

Job Profile

The Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator is responsible for providing technical support by developing a comprehensive MEAL system enabling World Vision Lanka (WVL) programs to demonstrate the impact of its programs while ensuring greater accountability. S/he will harmonize the MEAL approaches to ensure mission efficiency and compliance with World Vision’s MEAL standards, guidelines, and procedures while providing technical support to design methodologies in ensuring the availability of valid and reliable information at the Area Program (AP). The position will also play an important role in data quality by designing a MEAL system, procedures and Global MEAL Guidelines to harmonize data across different projects. The MEAL Coordinator will provide technical support to the program and build capacity of the Area Program through harmonizing learning and knowledge sharing.

Major Responsibilities

  • Lead the formulation and roll out of the project’s Monitoring & Evaluation (M&E) plans in line with the broader Technical Program objectives.

  • Ensure that all project indicators are tracked in a database on a regular basis, using the stipulated baselines, means of verifications and data sources in the project framework.

  • Regular analysis of monitoring data.

  • Work closely with Area Program (AP) teams and partners to strengthen systems for qualitative data gathering and analysis.

  • Undertake regular visits to the field to support implementation of results-based project monitoring.

  • Compile project and field-based data and analytical information for the preparation of donor reports.

  • Develop visual presentations aids of data trends and/or results to be incorporated into reports, knowledge and/or outreach products.

  • Responsible for the baseline and evaluation study the AP (sample selection, data collection, data entry, data analysis, reporting, etc.)

Development Facilitator

Job Profile

The Development Facilitator

  • Works within communities to enable mutual transformation in the lives of children, families, supporters, partners and World Vision (WV) staff.

  • Serves as a catalyst, partnership broker, and capacity builder of local partners in facilitating the emergence and strengthening of community-led initiatives to improve and sustain the well-being of children and their families.

  • Manages Technical Project in respective Primary Focus Areas, including annual planning & budgeting as well as implementation, regular monitoring and reflections.

Major Responsibilities

  • Ensure effective communication of World Vision’s identity, mission, vision, values and approach to development.

  • Develop and maintain a strong understanding of the local context, including government perspectives and plans and ensuring all voices are heard, especially those of children and youth, including the most vulnerable.

  • Mobilize and support the creation, mobilization and strengthening of community groups and key stakeholders which catalyze community engagement to improve child well-being.

  • Build close relationships and actively learn within partner communities, through home visits, community immersion and attend community social events, etc.

Required qualifications, experience & competencies

  • At least 3 years of experience in Community Development, Programme / Project Coordination in an international organization preferably in the INGO context.

  • A Bachelor's degree in Social Sciences, International Development Studies, Community Development or any other relevant field or a Degree / Diploma - WV facilitated Learning For Transformation affiliated to GULL university, California

  • Experience in capacity building for local stakeholders/partners.

  • Experience in working with children.

  • Basic knowledge and understanding of key aspects of development work; including child protection, nutrition /health, livelihoods, resilience, advocacy, cross-cutting themes (e.g. gender, environment, disability, child participation).

  • Skills in facilitation of development processes, including organization, mobilization and influence of partners (especially at commune level) and partnering among different development partners.

Field Operation Manager – iLIVE ANCP

Job Profile

World Vision (WV)’s Sri Lanka Gender and Disability Inclusive Economic Development Project, supported by the Australian Government, aims to increase incomes by 30% of 8,000 vulnerable people including Persons with a Disability (PWDs) and women in Northern and Eastern Provinces in Sri Lanka by 2021. The project will reach an additional 16,000 community members through awareness raising activities aimed at changing attitudes on disability and gender.

This position is required to provide overall leadership and management to the grant project implemented in eight locations in the North & East in accordance with Grant contract and compliance to achieve the overall project goal.

Major Responsibilities

  • Direct grant implementation, ensuring that all strategic objectives are met through proper design, staffing, implementation and quality assurance

  • Supervise, coach and mentor the project staff to ensure high quality performance towards achieving the project goals

  • Develop Networks and relationships with relevant Government Departments, International consultants and World Vision Lanka (WVL) Single/Cluster Programmes and departments to obtain necessary services for project implementation

  • Facilitate donor and stakeholder field visits and ensure appropriate donor visibility as per visibility guidelines

The Sponsorship Coordinator provides specialised support for the implementation of sponsorship operations within the area programme. Administration & Logistic Officer

Job Profile

The purpose of this position is to support the Program teams to carry out activities in a timely manner while ensuring quality Administration & Logistic services and efficient utilization of resources in compliance with applicable standards.

The position will also be in charge of vehicle maintenance as per the World Vision Lanka (WVL) vehicles polices. Furthermore, the Admin & Logistic Officer is responsible for the delivery and execution of Admin & Logistic processes across all assigned categories. The position will also ensure that transactions and supplier relationships are implemented in line with WVL standards.

While ensuring smooth operation retests based on service, accommodation, quality and other applicable criteria to meet Program(s) Operation needs, the Admin & Logistic Officer will also provide administrative and logistical support and services to meet the service level agreement.

Major Responsibilities

  • Liaise with the landlord of the office premises and other operational contacts such as janitorial services, security company, courier services etc. in keeping the office fully functional.

  • Purchase and distribute office stationeries/refreshments and maintain records.

  • Ensure functionality of telephone, intercom & internet system with the support of service providers and National Office IT department.

  • Support Sponsorship related work (Posting letters, courier) and record keeping.

Specialist – Corporate Security & Enterprise Risk Management (ERM)

Location – National Office, Colombo

Job Profile

The purpose of the position is to provide strategic leadership & management of Corporate Security and Enterprise Risk Management (ERM) functions in World Vision Lanka (WVL) in line with ministry standards. This includes ensuring the adoption of Corporate Security policies and procedures in compliance with generally accepted international standards and WV Partnership policies, guidelines and standards.

Major Responsibilities

  • Provide technical oversight to the security focal point(s) in the country

  • Act as the point of contact for all safety and security related incidents, providing immediate support and coordination during and post incidents, otherwise supported as directed and instructed by the Director Finance & Support Services or Regional Security Director (RSD)

  • Ensure that safety and security measures are in place with timely updates

  • Escalate all security related incidents to the management as and when required

  • Mitigation of operational risks for ministry effectiveness by establishing security systems and mechanisms for institutionalizing an organizational culture and practice of safety and security

  • Develop Context Risk Rating for the Colombo Office and all Designated Security Zones (DSZs)

  • Relevant Bachelor’s degree in Security Management, Risk Management, or Emergency Management or other management discipline

  • A good network of contacts in academia, government or humanitarian security fields

  • Understanding of implementing Core Security Requirements, Minimum Operating Security Standards or equivalent

  • Working knowledge of security risk assessments, security planning and crisis management within the humanitarian context

The Development Facilitator

  • Works within communities to enable mutual transformation in the lives of children, families, supporters, partners and World Vision (WV) staff.

  • Serves as a catalyst, partnership broker, and capacity builder of local partners in facilitating the emergence and strengthening of community-led initiatives to improve and sustain the well-being of children and their families.

  • Manages Technical Project in respective Primary Focus Areas, including annual planning & budgeting as well as implementation, regular monitoring and reflections.

Major Responsibilities

  • Ensure effective communication of World Vision’s identity, mission, vision, values and approach to development.

  • Develop and maintain a strong understanding of the local context, including government perspectives and plans and ensuring all voices are heard, especially those of children and youth, including the most vulnerable.

  • Mobilize and support the creation, mobilization and strengthening of community groups and key stakeholders which catalyze community engagement to improve child well-being.

  • Build close relationships and actively learn within partner communities, through home visits, community immersion and attend community social events, etc.

  • Ensure programme quality through effective planning, implementation and monitoring with communities and partners.

  • Document and submit progress, lessons learnt and most significant change stories through community reflection for monthly, semi-annual and annual reports to relevant management and donors.

  • Conduct community awareness on sponsorship for new programmes.

  • Ensure effective and efficient utilization of resources and maintain high standards of stewardship and accountability.

  • Lead implementation of technical projects within the allocated primary focus area within the stipulated time and ensure proper budget utilization and spending in accordance with WV policies, standards and procedures.

  • Increase self-development for task performance with systematic planning through training, experience sharing, exposure visit, lessons learned, etc.

Required qualifications, experience & competencies

  • At least 3 years of experience in Community Development, Programme / Project Coordination in an international organization preferably in the INGO context.

  • A Bachelor's degree in Social Sciences, International Development Studies, Community Development or any other relevant field or a Degree / Diploma - WV facilitated Learning For Transformation affiliated to GULL university, California

  • Experience in capacity building for local stakeholders/partners.

  • Experience in working with children.

  • Basic knowledge and understanding of key aspects of development work; including child protection, nutrition /health, livelihoods, resilience, advocacy, cross-cutting themes (e.g. gender, environment, disability, child participation).

  • Skills in facilitation of development processes, including organization, mobilization and influence of partners (especially at commune level) and partnering among different development partners.

  • Demonstrated capacity in project management, with conceptual understanding and required competency in Design, Monitoring & Evaluation (DME) functions (e.g. Facilitate monitoring processes with partners and community, analyse and interpret monitoring data).

  • Networking, negotiation and partnering skills.

Job Profile

The Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator is responsible for providing technical support by developing a comprehensive MEAL system enabling World Vision Lanka (WVL) programs to demonstrate the impact of its programs while ensuring greater accountability. S/he will harmonize the MEAL approaches to ensure mission efficiency and compliance with World Vision’s MEAL standards, guidelines, and procedures while providing technical support to design methodologies in ensuring the availability of valid and reliable information at the Area Program (AP). The position will also play an important role in data quality by designing a MEAL system, procedures and Global MEAL Guidelines to harmonize data across different projects. The MEAL Coordinator will provide technical support to the program and build capacity of the Area Program through harmonizing learning and knowledge sharing.

Major Responsibilities

  • Lead the formulation and roll out of the project’s Monitoring & Evaluation (M&E) plans in line with the broader Technical Program objectives.

  • Ensure that all project indicators are tracked in a database on a regular basis, using the stipulated baselines, means of verifications and data sources in the project framework.

  • Regular analysis of monitoring data.

  • Work closely with Area Program (AP) teams and partners to strengthen systems for qualitative data gathering and analysis.

  • Undertake regular visits to the field to support implementation of results-based project monitoring.

  • Compile project and field-based data and analytical information for the preparation of donor reports.

  • Develop visual presentations aids of data trends and/or results to be incorporated into reports, knowledge and/or outreach products.

Administration & Logistic Officer

Job Profile

The purpose of this position is to support the Program teams to carry out activities in a timely manner while ensuring quality Administration & Logistic services and efficient utilization of resources in compliance with applicable standards.

The position will also be in charge of vehicle maintenance as per the World Vision Lanka (WVL) vehicles polices. Furthermore, the Admin & Logistic Officer is responsible for the delivery and execution of Admin & Logistic processes across all assigned categories. The position will also ensure that transactions and supplier relationships are implemented in line with WVL standards.

While ensuring smooth operation retests based on service, accommodation, quality and other applicable criteria to meet Program(s) Operation needs, the Admin & Logistic Officer will also provide administrative and logistical support and services to meet the service level agreement.

Major Responsibilities

  • Liaise with the landlord of the office premises and other operational contacts such as janitorial services, security company, courier services etc. in keeping the office fully functional.

  • Purchase and distribute office stationeries/refreshments and maintain records.

  • Ensure functionality of telephone, intercom & internet system with the support of service providers and National Office IT department.

  • Support Sponsorship related work (Posting letters, courier) and record keeping.

  • Maintenance of office equipment and overseeing repairs.

  • Ensure functioning of the office security system and key management.

  • Valid driving license (added advantage for heavy vehicle license)
