Design Monitoring and Evaluation Officer

DME OFFICER -ECHO Disaster Risk Reduction PROJECT

Purpose of the position

The Monitoring and Evaluation Officer in close coordination with the M&E Assistants, Field Officers, and under the supervision of the Project Manager will ensure the monitoring and evaluation of the indicators, results and impacts of the project while using his/her knowledge and professional experience. It will guarantee the basis for decision making on the modifications and improvements necessary for an effective management of the project. It will be the technical point of reference for M&E and programmatic issues ensuring compliance with the guidelines of World Vision and ECHO M&E system. The M&E Officer will be responsible for developing, monitoring, tracking, reviewing and updating project-monitoring tools, M&E plan and ensuring that the project indicators are measured. The M&E officer will conduct regular supportive supervision with M&E Assistants to monitor data quality. Will maintain progress on targets, keep all the project data and reports and document all promising practices and learning. The incumbent will be based in Maseru with limited travel to implementing areas and will supervise two field based M&E Assistants.

MAJOR RESPONSIBILITIES

1. Strengthen the capacity and technical monitoring in M&E of the M&E Assistants

End results expected

Provide capacity transfer to M&E Assistants to improve their M&E systems and fully support all program M&E related functions.

Provide technical support to M&E Assistants to establish a strong information management system.

Revise / design and disseminate monitoring and reporting tools that respect the standards of WV and ECHO

Provide technical assistance and capacity development needed by M&E Assistant to strengthen M&E activities

2. Coordinate the implementation of the essential processes and mechanisms of the program performance and impact monitoring and evaluation strategy and guidelines.

Ensure compliance of the monitoring and evaluation system with the rules and guidelines of WV and ECHO.

Ensure the quality of the performance indicator levels on the program by conducting, on a periodic basis, data quality assessments.

Carry out regular joint monitoring visits to the field to ensure the rapid and efficient implementation of the program vis-à-vis approved plans, with the participation of M&E Assistants and operations staff.

Ensure that the program monitoring and evaluation process is led and implemented by the M&E Assistants and operations field teams in accordance with quality standards and Humanitarian guidelines.

Work closely with M&E Assistants to monitor progress, including routine monitoring and updating of ITT, work plans, risk management plan, M&E plan

3. Oversee and ensure the quality preparation of required project reports (quarterly, mid-term and final) or any other required report) to the Support Office/ donor

End results expected

Work closely with M&E Assistants and operations staff to ensure effective monitoring, timely reporting and analysis of program results.

Ensure that the lessons learned in the recommendations for improvement incorporated in the program management reports are implemented by the field officers.

Ensure regular communication with M&E Assistants and ensure that all program management reports are of high quality, respecting timeliness, accuracy and availability of required supporting documents.

4. Ensure knowledge building and sharing, and performance management in the area of planning and M&E

Supervise, energize and motivate the program M&E team and ensure staff capacity building in the area of work.

Periodically conduct intentional learning and reflection sessions to ensure program quality, impact and sustainability.

Develop M&E knowledge tools based on lessons learned, experiences and data generated by program implementation while making strong contributions to WVI DRR knowledge networks and communities of practice.

5. Supervision of M&E staff

Monitor the achievements and evaluate the performance of M&E staff.

Provide high quality leadership that can ensure a great culture of performance management, open and reliable relationship between staff members, integrity to facilitate harmonious and mutually accountable relationships between team members.

Ensure the development of strong potential successors within the M&E team.

Minimum education, training and experience requirements to qualify for the position:

academic requirements (if applicable), technical skills, or other knowledge required as a minimum qualification for this position.

Hold a bachelor's degree in statistics, Management of Information Systems and / or related disciplines.

Additional experience:

Have at least 3 years of experience in program management and implementation of multispectral projects

Have a very good knowledge of project monitoring and evaluation, in other words, good experience in writing monitoring and evaluation tools (Logical framework, monitoring plan, detailed implementation plan, etc.).

Have knowledge of Disaster Management and competence in disaster surveillance.

Have solid experience in M&E of disaster preparedness programs in which systematic input, output and process data has been collected and used to guide programming.

Have a very good experience with the Grants of donors.

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training

Experience: 2-3 years professional experience in Design, Monitoring and Evaluation with an NGO or donor.

Direct M&E experience with EU programming is preferred.

The position is contract based (End of contract 30th November 2021)

Director of Global Compliance

PURPOSE OF POSITION:

In connection with the Enterprise Risk Management (ERM) group, this position provides leadership for the WVI global compliance function. The Director will be expected to understand and evaluate WVI’s unique organizational environment, and apply a deep understanding of technical compliance principles to establish a recently developed function that will deliver an effective organization-wide compliance program. To accomplish these goals, the Director will need to possess a strong understanding of compliance best practices, and be able to exhibit creativity and strategic thinking in designing and implementing a framework that will enable the organization to effectively identify and manage its

internal and external requirements. The Director will be expected to act as a champion for fostering a culture of compliance in the organization. In particular, challenging existing negative perceptions of the compliance field, and demonstrating the benefits and value that a compliance practice can bring to WVI. This will include driving adherence to policy management standards, chairing the policy oversight committee, and advising stakeholders on policy development and revision. This role will also advise and support mandatory employee compliance training programmes ensuring a high degree of quality. This role will lead and support a network of Compliance Champions throughout the

organization who will act as focal points for their individual offices in leading the implementation and maintenance of local compliance functions and a compliance framework and monitoring tool.

KEY RESPONSIBILITIES:

  • Chair the policy coordination committee and act as a subject matter expert on policy management standards to ensure existing and new policies are in alignment.

  • Partner with a wide range of stakeholders and policy owners to advise on policy management and development best practices.

  • Maintain a network of partners and compliance champions throughout the organization to implement and support the Field Office Compliance Framework and monitoring tool.

  • Act in an advisory capacity to ensure employee training programmes and communications are effective at educating employees on expected behaviours.

  • Develop and deliver regular reporting to senior leadership and/or the Board on the effectiveness of the compliance program, highlighting any significant gaps requiring intervention.

  • Within the context of NGO Compliance practitioners and networking groups, act as a leader in developing sharing innovative best practices in place in World Vision.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Bachelor degree in finance, business, project management, security or related discipline.

  • Minimum of 8 to 10 years of work experience leading a compliance programme or related function.

  • Membership in a global compliance institute/organization.

  • Well-developed verbal and written communication skills.

  • Experience in developing and implementing strategies that produce results.

  • Demonstrated leadership skills in setting strategic goals, measures of success and priorities.

  • Ability to understand and align cross-functional strategic priorities.

  • Knowledge and experience in managing a compliance function.

  • Ability to effectively engage with executive level management in championing compliance and implementing it as relatively new discipline in the organization.

  • Experience in managing stakeholders and business units to achieve results.

Preferred Skills, Knowledge and Experience:

  • Externally recognized compliance certification or qualification preferred.

  • International and/or prior experience working with an INGO.

Work Environment/Travel:

  • The position requires ability and willingness to travel domestically and internationally up to 25% of the time.
