Regional Audit Manager (RAM), Swaziland

PURPOSE OF POSITION:

Provide Strategic leadership to the Regional Audit Team within the portfolio of National Offices to be assigned, in the provision of independent objective assurance and consulting activity of the portfolio’s operations. This advisory role includes but is not limited to providing advice on risk management, internal controls systems and their impact on the operations of the organization.

Supervise a team of Regional professional auditors and provide reasonable assurance to regional and national senior management that controls are adequate to mitigate high and medium risk to the Partnership.

Provide audit quality assurance by reviewing the audit work of the Regional audit team in his/her portfolio, including issue of audit reports to the respective National Office (NO) portfolio Senior Leadership and to the Audit committees (as applicable).

MAJOR RESPONSIBILITIES:

Leadership of Audit Engagements:

  • Provide technical guidance and direction in the Annual Audit Planning Process using risk analysis techniques and tools, and develop annual audit plans for discussion, review and approval by the Regional Audit Director (RAD), NO portfolio.

  • Leadership and with the Board Audit Committees (BACs) within the portfolio (as applicable).

  • Provide leadership and supervise the performance of audit engagements’ planning, field work, and audit reporting; ensuring that the audit process is aligned and supports strategy delivery in the assigned NO portfolio within the region.

  • Foster effective engagement with the National Directors, Senior Leadership Teams (SLTs) and BACs (Intermediate, Advisory Council meetings, as applicable) in the NO portfolio (as applicable) on the performance of the Audit Team in the assigned NO portfolio. This is to be done through quarterly participation at BACs for the NO portfolio assigned.

Quality Assurance:

  • Perform quality reviews of risk-based integrated audit (RBIA) assignments and provide guidance to the Senior Internal Auditor (SIA) regarding:

  • Quality audit standards to be observed and maintained by all auditors in the course of their work.

  • Provide on-the-job technical support during field work with the team members and on site review as necessary.

  • Maintain an audit presence and history of audits per project/grant as needed based on available resources and use of Governance Risk and Compliance Software (GRC).

  • Lead the audit team in following up evidence of implementation of audit findings as per auditee “audit implementation plan’’ to ensure audit matters arising are fully resolved.

People Management and Professional Development:

  • Responsible for the daily supervision of audit staff and responsible for the development of audit staff and the completion of performance evaluations.

  • Maintain Continuing Education (CPE) by attending online courses or professional seminars and trainings. The incumbent should maintain a minimum of 40 units per year.

Other:

  • Participate as an advisor of the NO Integrity and Protection Hotline (IPH) and Enterprise Risk Management committees in assigned country portfolio.

  • Support and implement the Global Internal Audit (GIA) initiatives deemed to increase the internal audit team effectiveness and efficiency.

KNOWLEDGE, SKILLS & ABILITIES:

  • Bachelor degree in Audit, Accounting, Finance or related field.

  • Professional audit certifications (ACCA/CPA/CIA/CISA/ACFE) finalized or in advanced stage of certification process.

Humanitarian Programme Director

PURPOSE OF POSITION:

The Program Director’s primary role (50%) is deployment to humanitarian emergencies to lead the Programming team which consists of Programme Officer(s), MEAL (DME, Accountability & Learning) and Information Management. In responses, the Programme Manager serves on the Senior Leadership Team and leads the design of the response strategy and operations plan with the Response Director as well as the functions reporting to his/her position.

Outside of responses, this position will lead the following in collaboration with the other Programme Director:

  • Key programme strategic initiatives that link global strategy with field practice.

  • Build capability in the organization to deploy and undertake programming function in responses.

  • Serve as a senior member of the Strategy, Effectiveness and Digital Capabilities Team and be a primary point of integration across other functions on the team in responses.

KEY RESPONSIBILITIES:

Deploy and lead the programming function in humanitarian emergencies to achieve the following:

  • Establish, resource and staff the programmes unit which consists of programming, MEAL (DME, Accountability, Learning), and Information Management functions.

  • Facilitate programme planning process to ensure alignment with context, humanitarian needs, response strategy as well as operational feasibility and technical quality.

  • Donor liaison and advocacy is undertaken to resource operations plan.

  • Support Finance in the allocation and tracking of response funding to ensure response priorities are funded.

Senior Director, Social Mobilization

This position is responsible for and has oversight of developing and implementing a successful social mobilization strategy for World Vision globally.

This position will develop the systems, structures, partnerships, technology and operating models for the delivery of a social mobilization strategy that engages the public, children, partners and community members to shifts attitudes & behaviours and drive courageous action in support of policy change, and implementation, of child rights, the global campaign It takes a world to end violence against children and Agenda 2030.

The Senior Director of Social Mobilization will develop strong internal and external networks and collaborate closely with marketing, communications, policy & advocacy, campaigners and child and youth participation experts at the global level and across all World Vision Support, Field and Regional Offices to significantly raise the public profile of our efforts offline and online. This includes leadership of global mobilization efforts, support for local and national campaign and mobilization strategies, fostering citizen and youth movements, development of compelling public engagement content and meaningful supporter and community actions. In addition, this position will deploy new technologies to drive engagement and reach new audiences (especially millennials), strengthen loyalty and involvement of existing supporters.

The Senior Director will be part of the Advocacy & External Engagement (A&EE) Leadership Team, manage a team of public engagement, mobilization and child participation experts, develop and monitor the team strategy and workplan as well as manage budgets and relationships with external agencies.

Senior Director, External Engagement

PURPOSE OF POSITION:

The Senior Director, External Engagement provides overall leadership, coordination and alignment of global level external engagement, seeking to achieve influence, support income and ultimately to impact external targets in support of WV objectives for children as articulated in Our Promise. The Senior Director will develop and deliver annual plans that maximize the external engagement of Senior leaders, sector and thematic experts, policy advisors and children. The Senior Leader leads and facilitates the External Engagement (EE) Advisory Group for aligned and impactful external engagement across the Global Centre, including through analysis and prioritization of external stakeholders and partnerships, and through regular reporting, innovation and excellence. The Senior Director leads the alignment of EE in WV Global Capitals, leads a team of EE advisors (including in the Global Capitals) and ensures that WV voices are addressing the most important and impactful stakeholders, forums and processes in support of the rights and well being of children, especially the most vulnerable. The Senior Leader will support strong external engagement across all entities of the Partnership, including support to Regional Advocacy Directors in their EE planning. S/he will support Senior WV leaders, including the President, in their participation in major multilateral events and dialogue with external bodies.

MAJOR RESPONSIBILITIES:

Develop and deliver a global External Engagement agenda focused on the rights of children and the achievement of priority Sustainable Development Goals (SDGs) External Engagement agenda provides the best opportunities for WV to advance its external objectives and positively impact the lives of most vulnerable children.

Director, Local-to-Global Advocacy & Impact

PURPOSE OF POSITION:

The Director, Local-to-Global Advocacy & Impact, provides overall leadership for ensuring that WVI’s advocacy and external engagement is joined-up from the local, national and regional levels through to the global level. She/he reports to the Partnership Leader for Advocacy and External Engagement (A&EE). In cooperation with the Regional Advocacy Directors and the rest of the GC A&EE team, the Director ensures that the WV-wide advocacy change agenda is focused on, and contributing to, the SDGs as articulated in WV’s Global Impact Framework and Our Promise. She/he has the ultimate responsibility of maintaining the communication between GC A&EE and the Field on all aspects related to WVI advocacy priorities and agenda. Additionally, the Director works with the Regional Offices toward the development, use, and the representation of WVI’s Local Level Advocacy results and citizens generated data on the global agenda. As part of the A&EE Leadership Team the Director contributes to increasing WVI’s positioning as a thought leader on participatory development and helps maintain a close coordination between the global priorities and the identified local level gaps.

Director, Global Campaigns

PURPOSE OF POSITION:

The Director, Global Campaigns will report to the Partnership Leader, Advocacy & External Engagement, providing leadership to World Vision’s global campaigns. This position is responsible for and has oversight of developing and implementing a successful Campaign strategy, change agenda and annual campaign plan for the global It Takes a World to end violence against children campaign and subsequent campaigns.

The position involves exceptional influencing, collaboration and stakeholder management expertise to galvanise strong internal and external support for the campaign and drive collaboration across World Vision offices, sectors and Disaster Management, along with policy, external engagement, social mobilization, knowledge management, research and evidence and communications to deliver on the 4 external campaign objectives. In addition, the Campaign Director is responsible for briefing and supporting the engagement of Senior Leaders in the campaign, reporting on key metrics and sharing knowledge and good practice across the Partnership, including an external evaluation of the campaign.

The Campaign Director will also be responsible for alignment and capability across 70 national campaigns as well as directly coordinating the global level aspects of the campaign and working to significantly raise the public profile of our global campaign efforts. This position requires high level partnering ability as well as an ability to engage with key global institutions, United Nations (UN) bodies, governments and CSO partners.

MAJOR RESPONSIBILITIES:

Strategic Leadership and Operational Accountability:

  • Develop global level advocacy and campaigns strategies, focusing on the It takes a world to end violence against children campaign.

  • Galvanise internal support and whole of Partnership participation in the campaign; support and brief Senior Leaders.

  • Coordinate the EVAC campaign at the global level, and engage and coordinate Support & Field Office campaigns in alignment with global campaign objectives.

  • Provide oversight to major policy and advocacy initiatives and ensure compliance with WVI advocacy and campaigns standards, protocols and policy.

  • Strengthen local to global campaign model.

  • Lead external evaluation, reporting and learning for global campaigns.

Coordinate Advocacy and External Engagement for Campaign:

  • Coordinate strategic engagement with global institutions, particularly around key moments.

  • Build strategic partnerships with civil society, donors, UN entities, FBOs and other organizations to enhance collective response.

  • Collaborate with internal and external partners to significantly raise the public profile of the campaign, including global mobilization efforts.

  • Support media, social media, online platforms and public and supporter engagement and mobilization.

  • Represent WV in global, regional and national advocacy and campaigns events, conferences, fora, seminars and technical working groups.

Campaigns Management:

  • Develop the EVAC change agenda, campaign and implementation plan, along with annual workplans for global campaign efforts.

  • Ensure implementation of campaign plans and strategy.

  • Coordinate global engaement and high profile events.

  • Ensure that children’s voices are represented through local level advocacy efforts and local-national-global linkages.

Management of cross-functional staff contributing to campaigns:

  • Planning, coordination and leadership of staff from all functional areas critical to deliver to campaign.

  • Support development and review of Performance agreements for staff contributing to campaigns.

  • Develop service-level agreements and service contracts.

Collaboration and cross functional work:

  • Establish, lead and participate in global advocacy and campaigns coordination work.

  • Collaborate with A&EE teams and key WV functional departments such as marketing & communications, Gobal Field Operations to deliver campaign objectives.

  • Collaborate with other units to leverage the impact of advocacy and campaigns work in the NO/RO/SO offices.

KNOWLEDGE, SKILLS & ABILITIES:

  • Degree in either human rights, social marketing, law, international relations, development, social studies, or related field.

  • 10 years of experience in advocacy and campaigns work in developing and developed countries.

  • In depth knowledge of advocacy and child Protection, child rights or the SDGs.

  • Excellent communication (written and oral) and interpersonal skills, particularly in a cross-cultural environment.

  • Excellent collaboration and negotiation skills.

  • Strong planning and organizational skills and ability to prioritize multiple activities.

  • Ability to influence internal and external stakeholders and represent WV, particularly with donors and partners.

  • Experience in leading campaigns.

  • Proven advocacy experience on Child Protection issues.

  • Experience in programme management.

  • Proficient in English language, second language desirable.

Senior Director, Research, Innovation and Capacity

PURPOSE OF POSITION:

The Senior Director Research, Innovation and Capacity provides overall leadership on developing and delivering on a coherent research agenda to inform WVI’s evidence-based policy work, positions, advocacy and external engagement. In doing so the Senior Director guides full use of the existing resources developed by field offices (Program and citizen-driven data; vulnerability maps, CVA databases, CWB reports, Horizon), by other WV teams (Global Impact) or by external stakeholders. The role is also responsible to create the mechanisms needed for the appropriate identification and support of innovations in research methodologies, policy work, as well as the relevant external trends, to advise

the Policy development group. Additionally, based on the identified gaps, solutions, innovations and trends, the Senior Director will support the development of the advocacy, policy and external engagement community of practice that will be responsible for the knowledge management and the internal communication of the relevant content.

The Senior Director for Research, Innovation and Capacity reports directly to the Partnership Leader, Advocacy and External Engagement and is part of the A&EE Leadership Team.

MAJOR RESPONSIBILITIES:

Develop and deliver a global research agenda that informs WVI’s evidence-based policy, positions, advocacy and external engagement, ensuring Partnership-wide alignment around the identified trends, gaps and industry innovations.

Liaise with academic partners, research institutions, on policy related research to build World Vision's evidence-based public policy contents.

Identify, build external relationships and networks; develop effective partnerships with leading research institutions and international research programs, government agencies.

Collaborate with universities and research institutions to build new body of evidence to enact policy changes.

Lead and oversee the quality of our advocacy research, and ensure the coordination with the overall research agenda.

Positions the right evidence (research, innovations from the field, trends, etc.) in support of our agreed-upon strategic priorities for Advocacy and External Engagement and in line with the Global Impact Framework.

Management of the Research, Innovation and Capacity team.

Create a functional mechanism for the identification of innovation and external trends in WVI and the industry.

Provide overall leadership for Knowledge Management in Advocacy and External Engagement.

KNOWLEDGE, SKILLS & ABILITIES:

  • Masters degree in International Affairs, Public Policy, or other relevant field.

  • Minimum 7 year leadership experience working in child rights, international development/humanitarian field and/or government or multilateral context.

  • Strong research experience, including knowledge of citizen driven accountability, participatory community based methodologies and child rights and participation in assessing evidence and impact.

  • Significant field experience and/or understanding in international development or humanitarian contexts.

  • English language fluency.

Senior Director, Public Policy

PURPOSE OF POSITION:

The Senior Director, Public Policy will provide overall leadership in the World Vision Partnership to the development and advocacy application of public policies directed at policy change by governments, multilaterals, global forums and processes at national, regional and global levels. All public policy will be designed to support the achievement of the rights and well-being of children, especially the most vulnerable. The Senior Director, reporting directly to the Partnership Leader, Advocacy & External Engagement (A&EE), will lead a team of policy advisors and will convene policy and advocacy advisors from World Vision entities to develop and deliver a global policy change agenda. Such policy

will be developed based on field evidence and research and will address priority, child focused themes. The Senior Director is the caretaker of public policy for the World Vision Partnership and will ensure that all new policy positions and policy documents are in alignment with existing positions and flow from the WVI Board Advocacy for Justice policy.

MAJOR RESPONSIBILITIES:

  • Develop and deliver a coherent and impactful global policy change agenda in line with Our Promise.

  • Policy change agenda leads to strong policy products that impact the achievement of rights for vulnerable children at national, regional and global levels.

  • The policy agenda focuses on the rights of children and the achievement of priority Sustainable Development Goals (SDGs), and demonstrates direct contribution to WVI’s Global Impact Framework.

  • Ensure all new policy positions and policy documents are in alignment with existing positions and flow from the WVI Board Advocacy for Justice policy.

  • Coherent, consistent and bold World Vision policy ensuring the World Vision Partnership speaks with one voice for the rights of children.

  • Mechanisms are in place for the consultation, coordination and contribution by different internal stakeholders to the overall global policy agenda.

  • Represent World Vision, and/or support representation of World Vision leaders at priority external forums, events, networks and other processes to promote agreed policy positions.

Director of Collaboration

PURPOSE OF POSITION:

The Director role is responsible for managing and maintaining global IT processes and standards relevant to their area. This position manages multiple IT processes within one functional area and provides IT services to one or more regions globally.

Individuals within the IT leadership job family have responsibility for activities that contribute to planning, creating and implementing an IT vision and strategy aligned with the company’s strategic business plan. They oversee the development of corporate standards, technology architecture, technology evaluation and transfer. They manage small to large teams of people responsible for developing and delivering IT solutions for the business and customers. Each role within this job family provides technical and business leadership to their organizations as well as to the business.

IT Leaders are also responsible for analyzing trends in technology, assessing the impact of emerging technologies on the business, providing solutions to address technology and business issues, and managing financial resources while ensuring the development of high-quality technology solutions. These solutions must be developed at the best possible cost and be aligned with customer and business needs while establishing relationships with employees and key internal and external stakeholders. They are also responsible for participating and leading the development of an IT governance framework that defines the working relationships and sharing of IT components among various IT groups within the organization.
