Position: Business Support Services Director

Reporting to: The National Director

Location: Lusaka, Zambia

Purpose of the Position: To oversee performance in organizational development, transition management, and support services, namely Supply Chain Management, Security, IT, general Administration, Risk, and Partnerships. To offer support to the National Director in providing strategic oversight and implementation of mission-critical initiatives within the country office's support services function. To ensure quality performance across WV Zambia's support services areas to deliver appropriate organizational transformation, spearhead rolling out new business support systems and processes. Specifically s/he will ensure quality performance by Supply Chain and logistics, IT, Safety and Security, Office Management, risk management functions and will champion implementation of organizational performance improvement plans and change management agenda. The role will also troubleshoot systems related blockages that affect WV Zambia's ability to meet organization performance indicators in support services. As team builder s/he will collaborate with departmental heads to ensure quality and timely provision of support services across departments and the various layers of WV Zambia structures.

Major Responsibilities:

Leadership and Capacity Development

  • Provides strategic and advises Senior Leadership Team (SLT) on operational issues affecting World Vision Zambia program delivery and overall operations.

  • Profiles Risk management logistics and Supply chain, Security and office administration as strategic functions, and represents them the SLT.

  • Identifies support service team requirements and gaps across programs, including Grants.

  • Assesses team capacity in IT and SCM and all support services to ensure the Ministry's best value is provided.

  • Lead in developing, implementing, and reviewing the policies, standards, and procedures for Procurement, Administration, Fleet, Safety, and Security to ensure they are aligned to WVI set expected standards, policies, and procedures.

  • Leading the planning and implementation of annual insurance survey for World Vision Zambia

Supply Chain Management

  • Develops a logistics and supply chain strategy for WV Zambia that will drive implementation of the World Vision National Strategy and Promise 2030

  • Develops a framework to ensure a strategic and collaborative supply chain philosophy is adopted across all Zambia projects.

  • Undertakes strategic supplier relationship management and form a strategic relationship that will yield cost efficiencies and effectiveness.

  • Ensure understanding of supply chain management procedures and donor requirements.

  • Prepares requests for waivers and derogations for submission to donors.

RISK Management

  • Works closely with the National Director and the Risk and Compliance Manager to Identify risks of fraud and corruption in areas of responsibility and set up preventive/mitigation and control measures

  • In collaboration with the National Director and the SLT, sensitize staff on risks of fraud and corruption

  • Alerts the National Director of fraud and corruption and proposes corrective measures

  • Puts in place ex-ante control mechanisms to assess the company compliance and risk level, anticipate and rectify operational issues before they are captured as qualified opinions in management audit reports.

  • Implements and follows up on a recommendation from Audits.

Information Communication Technology (ICT) Management

  • Ensures forward-looking information and communication management and supervision of the ICT team focusing on achieving results.

Fleet Management

  • Develop and implement the procurement and replacement plan for the fleet for World Vision Zambia

  • Guide the standardization and enforcement of fleet management procedures, guidelines and processes and implementation of a life-cycle management system including cost-effective fleet insurance, contracts, and pro provision of a reliable transport system to support the implementation of the security management plan

  • Analyze and disseminate fleet management system information and reports and make recommendations on vehicle disposal and replacement in accordance with the World Vision Zambia disposal policy

Security Management

  • Lead in the development and implementation of fleet and security management strategies, including security assessments in alignment with World Vision policies

  • Advise SLT on security issues as they arise and guide management and staff as appropriate

General Office Administration

  • Provides policy guidance and general administrative function, including office space and equipment, acquisition and distribution of furniture and equipment, and office supplies.

  • Develop standards for existing and future facilities and guidelines for the ongoing management of World Vision Zambia premises in all operational areas.

  • Establish quality maintenance and service standards for World Vision Zambia.

  • Monitor office and accommodation space allocations, office supplies, rental and cost-sharing agreements

  • Champion organizational development and change management across support services functions at the National Office, Zonal, and District levels.

  • Anchors WV Zambia’s participation in regional initiatives, such as shared services, Hub formations aimed to improve ministry impact.

  • Interfaces with People & Culture on creating a sustainable balance between structural and programme needs.

  • Conducts cost-benefit analysis of transitions and advises management on appropriate action.

Business Systems Implementation and Reviews

  • In collaboration with functional heads, facilitate an end-to-end business process review across all functions, including SCM, Finance, and People & Culture to ensure efficiency and effectiveness.

  • Identify system, structural and procedural-related bottlenecks and take the decision to address systems and procedures related delays.

  • Reviews support services policies such as per diems, fleet and travel, security, and office management and ensure they effectively facilitate project delivery.

  • Interfaces with staff across different functions to continually get feedback on systems performance, their efficacy, identify pain points.

  • Oversees implementation and roll-out of new systems in Supply Chain Management and IT and Risk Management

  • Identifies project managers and focal persons for new initiatives and ensures adequate capacity building.

  • Reviews and monitors system implementation, time frameworks and makes decisions on actions to ensure systems projects remain on track.

  • Interfaces with other Southern African Regional countries to get support on business processes and methodologies such as breakthrough and the 6 Sigma.

  • Keeps track of the WV Zambia cost-effectiveness and cost-cutting plan and keeps teams engaged with action plans

Team Collaboration and Compliance Across Departments

  • Reviews KPI reports, MMR and FFR reports from departments and engages respective leadership on remedial actions for all support related challenges.

  • Convenes joint sessions involving support services and programs to ensure collaboration and joint planning.

  • Reviews partner due diligence reports and recommends to Senior Leadership Team.

  • Consolidate reports from risk management and internal audit to ensure timely implementation.

  • Follows up on behalf of National Director implementation of investigation recommendations with SLT members in charge

  • Reviews and approves payment vouchers, contracts and Payroll payments on behalf of National Director in her or his absence

Qualifications: Education/Knowledge/Technical Skills and Experience:

  • Masters Business studies, Finance, IT, HR and OD, an MBA or equivalent is preferred

  • At least 5 years’ progressive experience working in leading change as well as leading senior level teams across functions finance, logistics, supply chain, Risk IT and security management.

  • Experience in change management and organization development, business process reengineering. Six sigma training and certifications an added advantage

  • Ability to maintain effective working relationships with all levels of staff and public

  • Deep knowledge related to Ethics and Compliance.

  • Demonstrated ability in drafting technical communications and writing management reports.

  • Comprehensive knowledge of risk management practices and principles

  • Extensive experience in risk-based internal audit with strong knowledge and understanding of governance practices.

Position: Project Manager –UPLIFT Project

Reporting to: Associate Director –Grant Management

Purpose of the Position:

To provide expert and experienced technical oversight and guidance to the Urban and Rural Programme for Learners’ Inclusion, Foundation and Transformation through Education Action (UPLIFT- Education Project). The overall goal of the UPLIFT-Education project is to contribute to the empowerment of children and youth in Zambia through increased access to inclusive and quality education.

Major Responsibilities:

  1. Technical Programme Support

  • Ensure project implementation is in line with the Ministry of General Education (MoGE) National Strategies and relevant standards and policies.

  • Collaborate with key education system actors for effective implementation of the UPLIFT project.

  • Assess and support quality activity implementation of the project to ensure that the Programme is within scope, time and budget.

  • Ensure recommended project models are contextualized for effective implementation.

  • Ensure close collaboration of the consortium (World Vision Zambia being the lead, FAWEZA as Co-Applicant and World Vision Australia (WVA) as Associate

  • Support the design and implementation of project interventions.

  1. People Management

  • Facilitate Training of Trainers (TOT) of partners, WVZL and FAWEZA project staff, and other stakeholders to ensure effective implementation of the project.

  • Support staff orientation and participate in building capacity of technical staff through coaching and mentoring for increased/enhanced competency

  • Provide input in performance appraisal of Programme staff for increased accountability

  1. Networking, Collaboration and Liaison

  • Represent WVZL in various key meetings including Ministry of General Education’s Education Work Group, Joint Annual Review Meeting (JAR), and other meetings for alignment of National priorities.

  • Build and maintain relationship with internal and external partners/stakeholders for enhanced collaboration and sustainability

  1. Programme Effectiveness and Quality Assurance

  • Utilize and adapt learning from monitoring and evaluation processes to inform programming.

  • Consolidate and review monthly, quarterly and annual reports for timely submission.

  • Collaborate with MoGE teams in program design: adaptation, implementation, learning and knowledge management, documentation, evaluation and transition.

  • Document and share project lessons and promising practices with partners and stakeholders.

Qualifications: Education/Knowledge/Technical Skills and Experience:

  • Master’s degree in Education or relevant field with minimum 3 years’ experience in relevant field.

  • University Degree in Education or relevant field with minimum 5 years’ experience in relevant field.

  • Experience in a complex, international organization preferably NGO context

  • Proven skills and experience in Project Management and Programme Development is preferred

  • Experience in Project Design, Implementation, Monitoring and Evaluation and Report Writing is essential

  • Experience in managing a similar project funded by European Union Preferred

  • Substantial experience managing Education projects

The Monitoring and Evaluation Officer will be responsible for functional Monitoring, Evaluation, Accountability and Learning (MEAL) system at field level. He/she will assist the Nutrition Coordinator in providing support to District Nutrition Coordinating Committee (DNCC) and Ward Nutrition Coordinating Committee (WNCC) in data management. Moreover, he/she works with the direct supervisor in the coordination and/or the implementation of projects’ baselines and evaluations, as well as the implementation of standardized Monitoring and Evaluation processes and tools for all sectors at field level. Major Responsibilities:

  1. Monitoring Framework

  • Develop and implement MEAL Framework requirement according to EU standards.

  • Develop Indicator Detailed Sheet, Data collection tools, database

  • Develop M&E, costed, work plan

  • Develop and implement routine monitoring data flows and monitoring systems in collaboration with FAWEZA

  • Ensure staff capacity on all appropriate levels in monitoring in data monitoring, utilization of tools and database management, outcome and process monitoring studies

Position: Project Manager – Scaling Up Nutrition 2 (SUN 2) Project

Reporting to: Grants Management Associate Director

Location: Lusaka, Zambia

Purpose of the Position: To provide overall leadership and management oversight on the SUN 2 Project in three districts, including effective coordination with other actors, timely implementation of program activities, and effective response to emerging nutrition needs. The role ensures implementing the project’s components, including needs identification, new programme development, budget management, detailed implementation planning, procurement, and staff management. The Project Manager will directly support District Nutrition Coordinators in coordination, planning, monitoring, data management, and reporting in three districts. The incumbent will maintain working relationships with the Ministry of Health & community authorities, and other key stakeholders at the Provincial level. The PM will actively engage in nutrition meetings and other relevant technical working groups.

Major Responsibilities:

  • Provide overall oversight on implementing the SUN 2 project as per the agreed work plan in the approved Project Documents with UNICEF.

  • Manage and Support the development of Detailed Implementation Plans and coordinate implementation of tools, models, and other guidelines in line with core programme models.

  • Manage quality and timely implementation and monitoring of the project within scope, time, and budget.

  • Ensure adequate tracking of project budget expenditure in line with KPIs and donor guidelines

  • Ensure project implementation aligns with the Ministry of Health (MoH) standards and other National Strategies and guidelines on Nutrition.

  • Coach and provide capacity building for project staff on output level monitoring, data collection and data entry for pre-post tests

Qualifications: Education/Knowledge/Technical Skills and Experience:

  • Bachelor degree in statistics, physical, biological or social sciences.

  • At least two years hands on experience in monitoring and evaluation of programs, preferably related to Reproductive Maternal Neo Natal Child Adolescent Health and Nutrition (RMNCHAN), Water, Sanitation and Hygiene (WASH) or Food Security programming

  • Ability to think logically and systematically and have good organizational skills

  • Any training in statistics and or experience in statistical analysis is an added advantage.

  • Experience in using Microsoft Office (Word, Access, Excel)

  • Experience in using database and statistical software such as Epi lnfo, SPSS, ENA for SMART, etc.

Position: Project Coordinator – Scaling Up Nutrition 2 (SUN 2) Project

Reporting to: Project Manager

Purpose of the Position: To coordinate Scaling Up Nutrition 2 (SUN 2) at the district level and provide technical and strategic guidance to the planned nutrition program (SUN 2) activities in the health facility and community. The job holder will provide support and guidance to the National Food and Nutrition Commission (NFNC), the District Nutrition Coordinating Committees (DNCC), the Ward Coordinating Committees (WCC), the line Ministry Departments, and other stakeholders at the district level on the project planning and implementation. He/She will work in close collaboration with the Project Manager, Health/Nutrition/WASH/ SEED specialists

Major Responsibilities:

Technical Oversight and Support

  • Support the Project Manager to develop quality field implementation plans in collaboration with DNCC and WNCC members

  • Jointly develop and implement a capacity building plan for volunteers in the Care Group Model,

  • Coordinate with authorities and other nutrition agencies for implementation of nutrition program activities

  • Facilitate training for partner staff and volunteers staff on Care group model and homestead food production in collaboration with NFNC, MoH, MoA, and UNICEF

  • Ensure the quality implementation of the Scaling Up Nutrition project in close collaboration with the district NFNC officer in the assigned district

Programme Effectiveness and Quality Assurance

  • Participate and review data collection tools with the Project Manager to generate lessons learnt for programme improvement.

  • Work closely with the M&E officer to ensure clear understanding, tracking, and capturing project indicators and quality reporting.

  • Utilize and adapt to learning from monitoring and evaluation processes to inform programming.

  • Consolidate and review monthly, quarterly, and annual reports for timely submission.

Qualifications: Education/Knowledge/Technical Skills and Experience:

Major Responsibilities:

Program Development and Implementation

  • Provide technical support to the scaling up of ZEST activities and ensuring alignment with Project Strategy

Major Responsibilities:

Technical Programme Support

  • Provide technical support to area programmes in designing information, education, and communication material messages for maternal newborn and child health nutrition implementation.

Director of Global Compliance

PURPOSE OF POSITION:

In connection with the Enterprise Risk Management (ERM) group, this position provides leadership for the WVI global compliance function. The Director will be expected to understand and evaluate WVI’s unique organizational environment, and apply a deep understanding of technical compliance principles to establish a recently developed function that will deliver an effective organization-wide compliance program. To accomplish these goals, the Director will need to possess a strong understanding of compliance best practices, and be able to exhibit creativity and strategic thinking in designing and implementing a framework that will enable the organization to effectively identify and manage its

internal and external requirements. The Director will be expected to act as a champion for fostering a culture of compliance in the organization. In particular, challenging existing negative perceptions of the compliance field, and demonstrating the benefits and value that a compliance practice can bring to WVI. This will include driving adherence to policy management standards, chairing the policy oversight committee, and advising stakeholders on policy development and revision. This role will also advise and support mandatory employee compliance training programmes ensuring a high degree of quality. This role will lead and support a network of Compliance Champions throughout the

organization who will act as focal points for their individual offices in leading the implementation and maintenance of local compliance functions and a compliance framework and monitoring tool.

KEY RESPONSIBILITIES:

  • Chair the policy coordination committee and act as a subject matter expert on policy management standards to ensure existing and new policies are in alignment.

  • Partner with a wide range of stakeholders and policy owners to advise on policy management and development best practices.

  • Maintain a network of partners and compliance champions throughout the organization to implement and support the Field Office Compliance Framework and monitoring tool.

  • Act in an advisory capacity to ensure employee training programmes and communications are effective at educating employees on expected behaviours.
