Project Manager-KITAB based in East Field Office


To lead and manage a project on that aims to transform the book market in Nepal through a technology-enabled market solution that will improve access to, quality and utilization of books through a more efficient supply chain, a digital marketplace linking schools to publishers & a social network connecting teachers & a book purchase tracking system to support school progress.

The intervention uses Result Based Financing (RBF) to strengthen the education system by compelling all stakeholders to align and support the achievement of existing education standards. Specifically, the project uses RBF to incentivize publishers, printers, local education authorities, and schools.


Project management

  • Ensure that the project commences on time, delivers the results as per the approved plans & budgets, and is implemented as per the quality benchmarks, industry standards, donor guidelines and requirements, government regulations, and organizational policies and procedures.

  • Lead the overall district level strategic, financial, and operational planning, including the annual work planning process, budgeting, and development of an appropriate project exit strategy.

  • Lead the overall baseline, monitoring, evaluation, beneficiary management and accountability processes. Ensure MEAL mechanisms are established and robust, and learning is incorporated into programming and implementation.

  • Provide overall managerial leadership to, and ensure technical leadership and competency in KITAB project offering the necessary support to the East Field Office Education team.

  • Oversee the timely submission of all deliverables to management, donors and sponsors, including regular reports (monthly, quarterly and annually), financial reports, and other reports and key documentation as required.

  • Ensure the field visit of at least 50 schools per month within the districts to ensure that the project is within the scope.

Project Monitoring and Evaluations

  • The project reviews and endline evaluation are carried out according to the schedule.

  • Develop, apply and ensure appropriate tools and strategy to monitor the progress, quality and impact of the project targets

  • Physically verify and do regular field visits.

  • Effective use of monitoring tools, the online digital platform, , remote management tools promoting the use of virtual means

Partnership Management

  • Lead the management of partner NGOs’ performance to ensure that project results are delivered as per the agreed MOAs, plans, budgets, quality benchmarks, donor guidelines and requirements, government regulations, and organizational policies and procedures.

  • Ensure adequate strengthening of partner NGOs’ management, technical and functional capacity to achieve projects’ deliverables.

  • Ensure that regular and timely meetings with partner NGOs take place as per expected requirements, corrective actions from project monitoring and tracking are taken, and action plans are followed up.

  • Facilitate the district level requirement for selection of partner NGOs.

  • Provide project stakeholders with comprehensive documents and each stakeholder clarified on their role and responsibilities.

  • Review monthly progress and plans of implementing partners

  • Provide necessary support for planning, monitoring and implementations of project activities

People Management

  • Manage and lead the project team

  • Manage performance of staff through provision of timely and ongoing feedback, regular one-on-one performance conversations, as well as quarterly setting of performance scorecard and performance review

  • Lead the recruitment process in the Project team, consultants to manage the project

Capacity Building

  • Facilitate and ensure capacity building of project team and implementing partners to have enough capacity/necessary skills to deliver their roles and responsibilities.

  • Equip relevant staffs and partners with project requirements and compliances.

  • Contribute and support for similar project development process, if necessary.

  • Work with government education stakeholders and facilitate capacity building especially in the digital platform, technologies used in the KITAB project.

  • Coach and equip the team on Results Based Financing approaches

Networking and Advocacy

  • Develop a project brief and disseminate to relevant stakeholders.

  • Develop strategic relationship and partnership with key stakeholders at National, Regional and District Level.

  • Serve as a resource person for disseminating knowledge and skills to GO/NGO and other institutions for WVIN profiling.

  • Establish adequate referral linkage of project target groups with the appropriate service providers, policy makers and other stakeholders. Educate on the key advocacy issues and plans to NGOs and other relevant departments of WVIN.

  • Have an intact information of all community schools of Morang and Sunsari and maintain best working relationship with them.

Financial Management/Policy adherence

  • Monitor monthly actual expenditures and compare them with the implementation model, budget requirements, review the budget if needed.

  • Ensure that the milestone payments are as per the result based financing principles.

  • Ensured 100% compliance of procurement policy both in WVIN and from the grant funder.

  • Ensured 100% compliance to Child Protection Policy.

  • Internal control mechanisms are in place.

  • Obtained Limited Risk in the Internal and GC audit.

Documentation and Reporting

  • Collect, write, and share at least five case studies/good enough practices.

  • Prepare at least a one video per month illustrating project impact.

  • Monthly, quarterly, semi-annual, annual and other program and financial reports prepared and in placed and documented in time aligning with project design and donor requirement.

  • Maintain beneficiary records

  • Prepare or present progress and completion reports.

  • Maintain project database management as per requirement (in Horizon, Hard copies, Soft copies)

  • Qualitative reporting and implementations models ensured.

  • Capture evidences (such as media coverage, visibility materials, and success/change stories) of good practices in regular basis.

  • Dissemination of lessons learnt and best practices from major program interventions


  • Anything else requested by the line manager to support the quality of programming for WVIN

Education and Experience Required:

  • Bachelors (Preferably Masters) degree in Education, Social Science or relevant discipline

  • Demonstrated depth of experience and effectiveness preferably in an NGO context in working with community/grassroots people and organizations, specially focus on classroom interventions, early grade reading, ICT interventions.

  • Extensive experience and recognized expertise in models and methods of training, facilitation and capacity building, Project Management and organizational development for staffs, communities and government stakeholders.

  • At least 5 years working experience in national and/or international NGOs.

  • Experience on working on Result-based financing and/or contract-based projects

  • Preferred working experience with World Bank

  • Thorough understanding and experience about Nepal Government’s strategies, policies, guidelines on early grade reading and ICT policies.

Monitoring, Evaluation, Accountability & Learning Advisor -OVC

Subject to Donor Award and Approval

Reports to the Chief of Party

Purpose of Position

To lead the establishment and maintenance of an effective reporting, monitoring, evaluation, accountability and learning system, of the OVC Program. She/he will ensure that the OVC project complies with all USAID reporting requirements for performance monitoring and evaluation and serve as the technical expert in all matters pertaining to evaluation, monitoring, program review, and other performance standard requirements relating to the USAID PEPFAR reporting strategy.

Major Responsibilities

Technical and Leadership Support, 30%

  • Develop and update framework and system for Grant’s MEAL in accordance to the design document, donor requirements and World Vision Requirement

  • Oversee and coordinate execution of key M&E components (assessment, design, implementation, baseline, monitoring, evaluation, transition, learning and documentation) across the sub-grantees with particular focus on results and impacts as well as lesson learnt

  • Participate in development of the annual work plan and budgets, ensuring alignment with technical approach

  • Take lead in conducting periodic peer reviews to check for alignment and compliance to USAID and WV Partnership standards

  • Ensure that Sub grantees demonstrate required MEAL capacity and ensure that core information for grant management, partners, and funding agencies is available.

  • Identify MEAL requirements that require consultancy or partnership, planned for and executed effectively.

  • Put in place business process and guidelines to facilitate regular monitoring, tracking and evaluating the performance of sub-grantees.

  • Conduct readiness assessment: the incentives at the system level, the beneficiaries and existing capacity

  • Identify the need and draw up the ToRs for specific studies and action researches; procure, guide and supervise consultants or organizations that are contracted to implement special surveys and studies required for evaluating grant effects and impacts

  • Model a high standard of personal Christian leadership, ministry and integrity through lifestyle and work relationships support spiritual development of his/her team.

Quality Assurance and Reporting, 30%

  • Ensure the successful development, elaboration and roll out of implementation strategies and operational guidelines

  • Coordinate and ensure timely submission of a quality and comprehensive progress report

  • Guide staff and sub-grantees/implementing partners in preparing their progress reports in accordance with approved reporting formats and ensure their timely submission.

  • Coordinate review and provision of timely feedback to the sub-grantees/implementing on the regular statutory reports

  • Prepare consolidated progress reports for grant management including identification of problems, causes of potential bottlenecks in the project implementation, and providing specific recommendations

  • Undertake regular visits (including occassional integrated missions) to the field to support implementation of MEAL and to identify where adaptations might be needed

  • Ensure internal control systems are implemented to mitigate risks and ensure accountability that will result in good audit ratings

Capacity Building and guidance, 20%

Organize (and provide) refresher training in MEAL for grants staff, implementing partners, local organizations and primary stakeholders with view of strengthening local MEAL capacity

  • Ensure the consolidation of a learning culture - based upon evidenced-based best practices and industry standards - to enable project staff to achieve and/or surpass established targets and standards and;

  • Impart appropriate mentoring, coaching and supervision in order to equip, motivate and empower technical specialists in the area of M&E.

  • Clarify M&E responsibilities of different project personnel and provide requites ongoing coaching and guidelines.

  • Guide staff and sub-grantees to identify and resolve issues and challenges in monitoring systems, using ongoing mentorship and coaching approach

  • Ensure timely communication, documentation and publication of MEAL findings and lessons at all levels and disseminate for timely utilization and decision making

Networking and Strategic Engagements, 15%

  • Engagement with the government (Health Ministry department) to ensure that data sharing and learning practices are in harmony

  • Ensure active involvement of stakeholders in iterative MEAL process as appropriate

  • Network with external and WV internal partners to promote learning and achieve M&E excellence

  • Ensure effective engagement with Government departments, Regional technical/sector representatives.

  • Resource mobilization support through provision of valid evidence

Others 5%

Knowledge, Skills and Abilities

  • Minimum of a Master’s Degree or higher in Public Health, or other relevant Social Sciences discipline

  • Minimum of six (6) years working in monitoring, evaluation and research in the public health field, with progressively increasing level of responsibility.

  • Experience working with multiple stakeholders and familiarity with PEPFAR indicators and reporting requirements

  • Demonstrated expertise in rigorous quantitative and qualitative research and analytical methods including research/study design and implementation, design and data analysis, rapid appraisals, etc.

  • Demonstrated hands-on practical experience setting up and managing Monitoring, Evaluation and Research (MER) Systems for Health Programs in developing countries.

  • Demonstrated knowledge of management information systems (MIS).

  • Excellent report writing, analytical and communication skills, including oral presentation skills, knowledge management and dissemination of research findings (in English).

  • Statistical training certification especially on data analysis, advanced excel, SPSS, On-line data collection platforms

  • Experience in building capacity/Training of staff on relevant technical fields and especially on MEAL;

  • Familiarity with and a supportive attitude towards processes of strengthening local organizations and building local capacities for self-management

  • Willingness to undertake regular field visits and interact with different stakeholders, especially primary stakeholders

  • Experience in production of high quality briefs and reports

  • Experience in publications of articles/journals

  • Health related action research experience

  • Project Management certification (PMP1 or PMD 2) is an added advantage

  • Strong leadership and management skills

  • Ability to take initiative, solve complex problems, exercise independent judgment
