Minimum Eligibility Requirements for all Emergency Response Roster Positions:

  • 5+ years of cross cultural humanitarian emergency experience outside of your home country.

Resource Acquisition Manager, WV Haiti

PURPOSE OF POSITION:

The Resources Acquisition Manager contributes to the fulfillment of the Resources Development Department’s goal and objectives with special focus on special projects and grants. Under the supervision of the National Director, the overall responsibility includes management of the Resources Development function of the Haiti program, networking, donor relations and coordination of proposal writing.

MAJOR RESPONSIBILITIES:

  • Identify institutional donors and opportunities and lead in the development of concept papers and prepare proposals to major donors (International governments, multi- and bi-lateral donors, private international foundations, and WV Support offices) as required.

Conduct external engagement and positioning in her/his efforts to:

  • Develop and enhance the relationships with the donors over time to improve chances of success and develop actions to grow and ensure retention of donors/sponsors to increase the raising of financial resources.

  • Represent WV and networking with the Consortium of Humanitarian Agencies, all multi-lateral and bi-lateral agencies and international NGOs, consortium of NGOs, and local donor delegations, forums and consortium.

  • Promote the development of strategic alliances and relationships with other NGOs, UN agencies and others bilateral and multilateral agencies through report and information exchange and learning.

  • Ensure that grants and PNS are properly planned and implemented to meet agreed upon result, timeline and budget indicators.

Deputy Chief of Party, WV Haiti

*Position is contingent upon funding and donor approval.

PURPOSE OF POSITION:

World Vision is seeking a Deputy Chief of Party (DCoP) for an anticipated 3-year Global Fund (GF) funded HIV/TB and Malaria program.

The Deputy Chief of Party (DCOP) is responsible for the management of the project, including grant implementation, financial accountability, staffing, planning and reporting as assigned by Chief of Party (COP) The Deputy COP has responsibility for overall project operations. S/he should be familiar with the technical components of the project and the required support services. The Deputy CoP/PD ensures that grants operations and sub-grantee management activities are in full compliance with GF regulations and aligned to NO operations. Upon CoP request, the Deputy CoP would represent the grant to donors and other stakeholders. The DCoP will be directly reporting to the Chief of Party.

MAJOR RESPONSIBILITIES:

Oversee Project Operations:

  • Direct and oversee World Vision's work in the GF program, ensuring that all program goals are met.

  • Manage grant budget within approved spending levels.

  • Identify issues and risks related to program implementation in a timely manner, and suggest appropriate program adjustments to the Chief of Party.

  • Ensure grant/project expenses are reasonable, allocable, prudent and spent in accordance with donor rules and regulations to ensure clean audits.

  • Oversee supply and equipment acquisition, disposition, and management in compliance with WV internal and GF requirements.

People Management:

  • Organize and direct the work of grant staff and short-term advisors, set individual performance objectives cascaded from project objectives to all staff hired in the project.

Chief of Party, WV Haiti

PURPOSE OF POSITION:

The Chief of Party (CoP) for the Global Fund (GF) HIV/TB program will be responsible for the overall leadership and oversight of the program. The CoP will have a keen understanding of the unique political dynamics and work carefully and collaboratively with the Ministry of Health, Government of Haiti, and all stakeholders. The CoP will manage a team of senior staff and ensure quality, timeliness, and efficiency of all products and activities generated under the grant.

MAJOR RESPONSIBILITIES:

Leadership and Technical Guidance:

  • Ensure the World Vision International (WVI) Haiti, the Global Fund (GF) Program is both disbursement ready and implementation ready by leading and coordinating the essential documentation package (including but not limited to Performance

  • Framework; Detailed and Summary Budget; Health Product Management Template and Implementation Arrangement Map) is developed in timely manner and to the highest quality as per the Operational Policy Notes; that the Program’s strategic objectives, targets and budget are fully aligned with the highest technical quality standards for the program implementation.

  • Provide ongoing guidance and technical oversight to members of the GF Program Management Team, subrecipients, and other stakeholders, including building and strengthening their capacities while monitoring their performance on an ongoing basis.

  • Provide high quality technical leadership and oversight to the program, ensuring that program team and SR are familiar to program content, aligned with the agreed program design and targets as per the Performance Framework.

  • Ensure that all relevant technical materials are made available and disseminated in timely and efficient manner.

  • Develop and maintain effective management relationship and partnership with SRs, beneficiaries and Civil Society, and all the key strategic partners: MSPP, PEPFAR, UN, WHO, USAID, CCM, LFA and other stakeholders.

  • Ensure that program implementation follows WVI and the GF latest operational notes, administrative policies, procedures and regulations.

Program Quality:

  • Develop and review in a timely manner the annual, semiannual, and quarterly work plans for Program implementation. Sustain regular and quality reporting of grant implementation progress as per the grant Performance Framework and the Program Implementation Work Plan; develop and submit in a timely manner quality and accurate Program Update/Disbursement Requests (PU/DR) to the LFA and Global Fund.

  • Ensure there is a well-developed Monitoring and Evaluation (M&E) system consistent with the grant and able to track and evaluate key interventions, assist in identifying gaps for decisions making, lessons learnt sharing and also to build an evidence base of operational research and surveillance. Ensure all program monitoring tools and systems are in place to support high quality implementation by partners.

  • Ensure the monitoring system is robust enough to identify gaps in the standards of delivery of the program by partners.

  • Oversee that the program’s monitoring and evaluation system is developed and well aligned with the national M&E system, and ongoing data analysis is conducted to measure grant implementation performance.

  • Ensure that the M&E system is aligned with the GF and National M&E frameworks.

  • Ensure that the M&E system provides basis for informed and evidence supported management decisions throughout the program implementation and as recommended in line with the GF performance based funding principles.

  • Ensure that research/studies/ assessments are conducted to capture evidence of impact and best practices, and the results and lessons learned are disseminated in timely manner among all stakeholders.

Grant /Finance Management and Compliance:

  • Direct the timely development of the Global Fund grant program budget and monitor its execution on an ongoing basis so the compliance with WV’s contractual obligations is maintained over the entire period of the Program implementation and as recommended in line with the GF grant budgeting and performance based funding principles.

  • Oversee and Monitor the control of expenditures within the budgets.

  • Oversee the appropriate implementation, monitoring of sub-grants to all SR, ensuring compliance all GF regulations and procedures.

  • Oversee all procurement and supply chain management activities to ensure they are well coordinated with national partners and implemented systematically in compliance with WHO, Global Fund, and national protocols and guidelines.

  • In line with the WVI Risk Management policies and the GF recommendations ensure development of realistic and robust risk management matrix and Contingency Plans to ensure the program implementation integrity and continuity as necessary.

Staff Management and Capacity Building:

  • Lead the Program Implementation Team in fulfilling WVI’s core policies including Child Protection, gender equality, diversity and inclusion as well as health and safety.

  • Ensure a high performing and motivated Program Management Team is sustained with clear objectives, implementation strategies, and Key Performance Indicators (KPIs). Meet staff support and professional development needs for improved staff performance. Conduct periodic individual and team performance reviews to ensure they meet both WVI’s and the GF standards, policies and procedures, and technical quality implementation.

  • Provide guidance, mentor and management tips to all GF Program Implementation Team staff to ensure timely achievement of program targets.

Networking and Representation:

  • Closely coordinate and collaborate with the Local Fund Agent (LFA), Country Coordinating Mechanism (CCM), the Global Fund Country Team, and implementing partners, as appropriate.

  • Present WVI as the PR, interact, build and nurture effective working relationship with GF country team and specifically with the Country Portfolio Manager.

  • Serve as a resource person for disseminating knowledge and skills to GOH, SR and other institutions as needed.

  • Develop and maintain professional and institutional relationship with government ministries, GF, as appropriate through sharing of reports, concerns, updates and being transparent in the management of the grant.

  • Represent World Vision as PR, developing and sustaining work relationship with internal/external stakeholders of WVI Haiti.

  • Represent WVI as the PR, with INGO, strategic partners such as MSPP, UN, WHO, PEPFAR, technical working groups, Health sector working groups/ committee.

Coordination:

  • Establish and maintain effective working relationships and communication with various departments of the WVI Haiti Country Office, WVI Regional Office, WV Support Offices, as well as the WV Global Center. Provide regular updates and recommendations related to Program implementation to the National Director and WVI Senior Leadership Team as appropriate. As per the donor and the WVI Haiti National Director’s determination, any additional tasks are completed effectively and in a timely manner.

  • Coordinate with and update WVUS, Senior Leadership Team on the GF grant status and performance on a regular basis.

  • Work in close coordination with WVUS team and Operation department to ensure smooth implementation of the GF program.

  • Proactively raise any concerns/ issues to WVH leadership and WVUS for quick and effective solutions.

  • A minimum of a Master’s degree in Public Health and/or a Degree in Health Economic, Medicine, and/or project management or a post-graduate degree in a similar related field.

  • At least 8 years’ experience in the management of or in the administration of large and complex health projects at the national level; minimum 5 years in a senior management position, supervising senior staff, in an international or multicultural environment at the national level.

  • At least 5 years’ hands on management experience and thorough technical knowledge of HIV/TB project /program at the national or international level is required.

Purpose of Position

To lead a consortium of NGOs including ICRAF, CRS, TNC and Just Digit, private sector institutions and respective County Governments in the implementation of “Restoring Land and Livelihoods across East & Southern Africa’s Savannah” Program, that targets communities living in five ASAL counties of Narok, Kajiado, Garissa, Isiolo and Marsabit in Kenya. It will involve engagement with partners and the donor to ensure that the project outcomes are achieved, risks are managed and evidence of best practice and learning from the Program are identified and shared.

Major Responsibilities

Strategic Leadership and Management (40%)

  • Provide effective, innovative and strategic leadership and direction to the Program Management Unit (PMU)/Secretariat, Project Managers and Field officers.

  • Provide leadership, supervision, and oversight to improve the performance of all activities, ensuring efficient and effective Program implementation including the timely completion of high-quality work plans, accurate reports, and other mandated deliverables by all consortium partners.

  • Develop appropriate implementation strategies for the Program.

  • Provide strategic advice on changes and improvements where needed.

  • Work with the team in preparing project work-plans with clear objectives and achievable benchmarks, reflecting strategic long-term and short-term priorities.

  • Regularly review the program strategy to ensure relevance and enhance the Program impact by suggesting appropriate alternative strategies and changes to the technical working groups.

  • Ensure all Program-based needs and requirements are timely and efficiently shared with support services for best coordinated implementation.

  • Ensure that the implementation of the Program is in compliance with the donor, GoK, WVK and other partners’ acceptable standards and norms.

  • Ensure timely surveys of the Program and dissemination of findings to all partners including GoK and the Donor while ensuring streamlining implementation in respect to the outcomes of the survey.

  • Develop, with support of other consortium members, a detailed plan that will support delivery of the Program objectives throughout the Program period.

  • With support from the MEAL Coordinator, lead the planning, implementation and budgeting of the Program activities.

  • Organize annual review meetings for planning and monitoring of Program activities.

  • Ensure monthly and quarterly reporting to the donor, government highlighting implementation status, challenges and key plans for the following months in an acceptable format or a format agreed/provided by the parties.

  • Ensure that partner agencies submit timely and quality periodic and annual reports and plans as required by the donor.

Financial & Operational Compliance (15%)

  • Ensure Program quality adherence, contractual compliance and timely reporting.

  • In collaboration with the Grant Finance Manager, take responsibility for Program expenditure, financial accountability and planning requirements, and provide a high level of support to processes and procedures.

  • Monitor the overall financial integrity of Program funds through grant management, monitoring and evaluation.

  • Ensure operational standards of the Program are maintained leading to acceptable audit performance

  • Ensure implementation of risk and audit recommendations.

  • Provide capacity building to the Program staff to strengthen the organizational practices that result in successful financial and operational audit scores and take lead in the implementation of audit recommendations as per the findings.

Engagement Networking and Advocacy

Represent the project in stakeholder meetings at National and International level county levels in collaboration with the Regional manager/County and National coordinators.

Knowledge, Skills and Abilities

  • Advanced degree in social sciences such as Social Work, Gender Studies, Development Studies, Community Development, International Studies, Sociology or their equivalent.

  • At least 5 years’ experience in Gender and Disability programming with specialization in Environment and Natural Resource Management.

  • An understanding of Human Rights and specifically Women and Child rights including CEDAW and Social Justice Issues and gender equity.

  • Demonstrated ability to ensure gender integration in project design, implementation and ME.

  • Effective English oral and written communication skills; ability to interact professionally in English.

  • Good understanding, Gender and social inclusion, priorities, approaches, standards and guidelines/ international best practices.

  • Proven track record as a staff and community trainer and capacity builder in Gender and Development,

  • Demonstrated analytical and advocacy skills on gender issues especially with regard to policy advocacy in line with CEDAW and BPFA.

Purpose of Position

The Project Officer Grant support will, under the direction of the Program Director, provide operational and administrative assistance to the Secretariat, Project Staff and Consortium Members. The position holder will provide necessary, programming administrative, coordination and logistical services in support of the operations of the Secretariat, and assists with information management.

Support Implementation & Monitoring of ARK2030 Program

  • Under the guidance of the Program Director, manage day-to-day and provide support to Ark 2030 Project Secretariat.

  • Support effective and timely management of donor/consortium needs, queries and requests.

  • Contribute to the processes of creating linkages with other partners

  • Support MEAL Coordinator to coordinate and monitor project processes with Consortium Partners;

  • Support project staff with People and Culture related processes e.g. contract renewals, performance agreements, appraisals among others.

  • Prepare regular inputs to status and progress reports in collaboration with various groups.

  • In collaboration with MEAL officer, promote organizational learning culture particularly through creation and sharing of knowledge by synthesizing and documenting findings and lessons learned success stories and best practices, strategies and approaches of the groups and drafting relevant materials for dissemination.

  • Support organization and documentation of consortium learning and sharing forums in consultation with MEAL officer and communications officer in dissemination of knowledge/best practice, challenges, and knowledge gaps.

  • Maintains confidential records for the Project Director;

  • Manage office correspondence and documentation & Assists other team members in preparing and formatting documents, including PowerPoint presentations;

  • Develops and maintains an efficient filing system for the team, including assistance in processing calls for proposals as required;

  • Maintains a tracking system of responses to sub grantees;

  • Maintains and updates team’s databases and mailing lists using and Maintains team members’ contacts using;

  • Contributes to electronic filing of team documents;

  • Organizes regular team meetings and conference calls/video-conferences, including the preparation and distribution of documents and providing the necessary technical devices;

  • Works with other Partner Organizations to coordinate work activities, meet deadlines, and provide support where needed; and

Logistical Support

  • Liaises with members and partners to coordinate logistical arrangements for workshops;

  • Liaises with Project team and other agencies regarding venue, travel, hotels, and with Catering Services staff for provision, room organization and logistics;

  • Liaises with and assists project recipients and consultants as required to ensure smooth functioning of activities;

  • Coordinates and disseminates all internal and external material, including publicity and background documents and coordinates appropriate mailings or distribution;

  • Prepares training kits or information packages and sends material to participants in a timely manner; and

  • Coordinates registration process and acts as contact person for the participants.

Knowledge, Skills and Abilities

  • Bachelor’s Degree National Resource Management (NRM), Environmental studies, Agriculture, or related field from a recognized university.

  • Must have at least 3 years’ relevant experience working with 2 years’ in project management of projects in Livelihoods and Resilience will be an added advantage

  • Proficiency in Computer especially in Microsoft Office Suite and data analysis programs such as PP, Excel & Word.

  • Possess excellent communication, facilitation, networking and relationship building skills

  • Ability to maintain donor and partner relations through timely and appropriate communications.

  • Proven track record in engaging with government ministries and other stakeholders.
