Monitoring and Evaluation, Senior Advisor, TSO

Preferred position location: Nairobi, Kenya. Other locations to be determined by home country of successful candidate in a jurisdiction (US state or country) where WVI is registered to operate.

PURPOSE OF POSITION:

The Monitoring and Evaluation (M&E) Senior Advisor is a core leadership team member of the Technical Service Organisation (TSO) and Design, Monitoring & Evaluation (DME) / Ministry Strategy & Evidence (MSE) teams, providing the critical senior leadership and coordination for all monitoring and evaluation related technical services to World Vision offices and makes a significant contribution to the “evidence building” agenda of World Vision International.

Main roles include:

  • To provide leadership, training, mentorship and systems strengthening within TSO to contribute to building and strengthening monitoring and evaluation technical skills, knowledge, expertise and environment.

  • To contribute to building and strengthening of monitoring and evaluation capacity and efforts of National Offices (NOs) and Support Offices (SOs) by leveraging TSO’s technical expertise.

  • This position will report directly to the Global Senior Director of TSO with a matrix management to the Senior Director of DME in MSE.

MAJOR RESPONSIBILITIES:

Strategy and Leadership:

  • Provide leadership in the development of strategic direction for M&E related capability and services in TSO.

  • Engage as an active member of the Global DME community and help all partnership entities become and stay aware of TSO technical services related to DME.

  • Gain, maintain and communicate full understanding of both donor specific and World Vision’s DME standards, tools, trends and language for provision of technical expertise by technical advisors within TSO.

  • Understand the different M&E issues within the different sector areas and liaison with sector counterparts to get up to speed, so as to be able to respond knowledgeably in any given situation irrespective of the sector focus.

Direct Provision of M&E related Technical Services:

  • Lead in the provision of selected and strategic multi-sectoral, complex and large scale M&E related technical services to clients: this may include baseline and evaluation design and implementation, planning and conducting of learning labs; setting up M&E systems and other thematic studies.

  • Coordinate, manage and provide support to technical advisors from the TSO sector teams who are involved in or contribute to such M&E services, which are led by this position.

Oversight and Quality Assurance:

  • Keep a line of sight of all M&E related technical assistance (baseline, development of M&E systems, evaluations, lessons learned exercises, etc.) provided by other Technical Advisors and their status.

  • Provide oversight and quality assurance for all M&E related projects undertaken by TSO.

  • Ensure that TSO supported M&E services meet relevant WV and donor standards.

  • Provide troubleshooting support if and when there are challenges in TSO support for M&E and bring timely recommendations for action.

  • Work with the TSO leadership team to ensure that the agreed business processes, standards and systems are followed, resulting in effective support for M&E related technical assignments.

Capacity Building, Collaboration and Learning:

  • Provide mentoring and coaching to technical advisors involved in M&E related activities.

  • Build and utilize a Technical Advisor assessment directly focused on M&E to understand our capacity and gaps in our ability to meet this need.

Through recruitment, training, mentoring and coaching, ensure ability of TSO to respond:

  • baseline and evaluation of technical programmes in multiple programme sites.

  • donor specific M&E standards and requirements.

  • cross functional team support for M&E projects of TSO.

  • assist NO, SO and P&C to hire competitive, high performing staff in M&E.

Select, screen, summarize and socialize priority information on M&E information amongst the Technical Advisors in TSO to make absorption more systematic.

Maintain a personal learning agenda to stay up-to-date on M&E related knowledge and competencies.

Internal and External Relationships:

  • Work collaboratively with TSO staff, Global DME /MSE specialists, RO Ministry Quality / Quality Assurance advisors, SO M&E specialists.

  • Approach work with a commitment to client-service, that grows the capacity of all involved.

  • Participate in WV internal DME communities.

KNOWLEDGE, SKILLS & ABILITIES:

  • Masters Degree in measurement, research and evaluation.

  • Ten years practical experience in conducting and leading sector programme-related M&E including baseline and evaluation design and implementation.

  • Demonstrated quantitative and qualitative evaluation and research skills.

  • Experience in developing monitoring and evaluation systems (including indicators, instruments, and methodologies), for sector programmes.

  • Working knowledge of the WV Partnership preferred and ability to interface sensitively with people from various departments in both field and support offices.

  • Proven experience in development work with a thorough understanding of transformational development and sectoral interventions.

  • At least 5 years of team management experience.

  • Experience in building technical M&E capacity.

  • Experience working in development or humanitarian industry.

  • Ability to communicate cross-culturally.

  • Advanced skills in use of quantitative data analysis software – e.g. Excel, SPSS, STATA, NVivo, etc.

    Implementar planes para el manejo de incidentes de protección de la niñez y adolescencia.

    Coordinar con las áreas correspondientes para el acompañamiento integral de niñas, niños y adolescentes.

Purpose of Position

The purpose of this position is to operationalize a broad Sponsorship communications, capacity building and engagement function for child sponsors and key global stakeholders to increase the overall influence, income and impact of World Vision Kenya for child well-being. The position will ensure sponsorship marketing and brand guidelines are adhered to and meet World Vision International standards.

Major Responsibilities

Planning and production of Digital media resources (photo and video) for Supporter Engagement (50 %)

  • Ensure timely coordination of quality production of digital media resources to meet the sponsorship documentation and marketing needs for potential and existing child sponsors

  • Produce high quality, child-focused digital media (photo and/or video) that engages broad audiences and enables supporter transformation, staff engagement and revenue generation.

  • Develop and publish digital content for World Vision web and social media platforms that engage audiences.

  • Produce rapid information on compelling needs for Partnership communications and marketing during disaster response.

  • Maintain a database of all photo and video resources on World Vision’s sponsorship interventions and impact for the sustained well-being of children.
