World Vision recrute UN/UNE (01) BOOKKEEPER basé(e) à Kinshasa en République Démocratique du Congo.

But du poste :

Assurer une bonne gestion des espèces et des chèques en enregistrant les transactions avec précision conformément aux exigences financières de la vision mondiale.

Principales responsabilités :

  1. S'assurer que les fonds sous gestion sont bien sécurisés ;

  2. Assurez-vous que les paiements sont effectués uniquement lorsque les demandes de paiement sont examinées et approuvées avec les sauvegardes appropriées. Les PO sont soumis à la banque à temps pour le traitement des paiements et un suivi adéquat est effectué avec la banque pour s'assurer que les paiements sont effectués. Faire un suivi auprès des fournisseurs pour obtenir un reçu officiel qui doit être joint à tous les CV comme preuve d'accusé de réception de paiement reçu par le fournisseur ;

  3. Au besoin, saisir les données dans l'interface des bons en temps opportun et avec précision, s'assurer que le codage est correct et que les pièces justificatives sont adéquates, que tous les documents sont tamponnés PAYÉS et correctement classés ;

  4. Recevoir des espèces et les mettre en banque dans les délais prévus et enregistrer les encaissements dans VI

  5. Maintenir et administrer la petite caisse. S'assurer que toutes les exigences de la petite caisse sont respectées conformément à la politique, des pièces justificatives adéquates sur tous les décaissements de la petite caisse et garder sous clé tous les documents de sécurité, y compris les chèques, la petite caisse, toute autre caisse, les opérations, les réquisitions, etc.

  6. Émettre les chèques/paiements électroniques et les bons de décaissement correspondants et obtenir les signatures appropriées.

  7. Tenir à jour quotidiennement le livre de caisse et le registre des chèques ;

  8. Tenir à jour le dossier d'avance individuel de l'employé et s'assurer qu'aucune nouvelle avance n'est accordée avant que toute avance en suspens ne soit compensée.

  9. S'assurer que les chiffres sont préparés pour les flux de trésorerie quotidiens pour tous les paiements en attente.

  10. Soutenir toutes les activités sur le terrain/bureau en versant tout argent nécessaire sur le terrain pour soutenir les formations et autres activités sur le terrain.

  11. Préparez les chiffres pour la trésorerie mensuelle et le rapprochement bancaire et assurez-vous que les relevés bancaires sont collectés auprès de la banque le premier de chaque mois pour la préparation du rapprochement bancaire.

  12. Assurer le remplissage séquentiel de tous les bons de caisse, bons de dépôt et bons de journal.

  13. Recevez les factures des fournisseurs, vérifiez leur exactitude et soumettez-les quotidiennement aux services partagés pour paiement à temps.

  14. Informer la chaîne d'approvisionnement sur les problèmes liés aux factures, partager le rapport de soumission des factures avec le comptable principal/payable.

Connaissances, compétences et aptitudes

Qualification minimale requise : Doit être titulaire d'un diplôme en commerce, comptabilité ou gestion d'entreprise ;

Expérience : Un minimum de trois ans d'expérience en comptabilité est requis ;

Préféré : certificats professionnels et expérience en ONG ;

Compétences et capacités techniques :

Des compétences en TIC sont requises, la connaissance des systèmes Sun, Vision et Microsoft Office est préférable.

Doit avoir une connaissance avérée des principes comptables généralement reconnus et une connaissance pratique des systèmes financiers et des contrôles internes.

Doit avoir une expérience avérée dans les activités de trésorerie.

Bilingue (français et anglais) de préférence.

Liste des expériences de travail supplémentaires préférées pour ce poste.

Revoir la documentation pour assurer la conformité avec les exigences de rapport de World Vision International et les normes de conformité strictes établies par chaque gouvernement, donateur/agence de réglementation et bureau de soutient.

Principales responsabilités :

  • Examiner les documents soumis pour paiement afin de s'assurer que les documents et approbation soient conformes.

  • Examiner les bons de décaissement et d'autres pièces du journal dans l'interface des bons pour assurer un codage approprié avant d'importer dans Sun Systems

  • Concevoir un rapport financier détaillé/personnalisé des subventions sur Infor Q & A conformément aux exigences du donateur.

  • Examiner et analyser mensuellement le fichier des salaires et l’affectation des subventions et les concilier avec le LDR pour exactitude.

  • Assurer le suivi et la supervision réguliers des projets

  • Participer à la préparation et à l'examen du budget de subventions des programmes et aider dans les préparations de cash-flow

Connaissances, compétences et aptitudes

  • Diplôme universitaire en comptabilite ou Fianance ;

  • Connaissance des principes comptables généralement reconnus, une connaissance pratique des systèmes financiers et des contrôles financiers internes ;

  • Maîtrise de l'informatique dans Word, Excel, PowerPoint, Lotus note, Outlook, etc ;

COUNTRY CONTEXT:

World Vision Democratic Republic of Congo (WVDRC) has operations in 13 of DRC’s 26 provinces. WVDRC began in the 1980s as an emergency relief organization growing into one of the largest INGO present in DRC, working across transformational development, humanitarian response and advocacy ministries for the well-being of children and their families. While rich in natural resources and wealth, decades of exploitation and poor governance in the DRC have led to protracted and violent conflicts over political power and natural resources. This has left 72% of 89.5 million Congolese living in extreme poverty on less than $1.90 a day.

By 2025 WV DRC and partners will contribute to the sustainable well-being of 44.1 million children through programming and advocacy work. Direct programming will reach almost 10 million children of which 7.9 million are considered Most Vulnerable Children.

The average annual budget in the last five years has been USD $72 million with USD $45 million in cash funding and the balance in Gifts In Kind. The total workforce is an average of 550 annually. Key sectors of focus are Education, Child Protection, WASH, Resilience & Livelihoods, Health & Nutrition and Emergency Response. Long term development and emergency programs are implemented throughout the 13 provinces where WV is present and they are divided in 3 main regions or ‘zones’, Eastern, Western and Southern Zones. Major donors include private individual donors, USAID, UN (WFP, UNICEF, UNHCR), FCDO, GAC, EU governments.

PURPOSE OF POSITION:

  • To provide overall strategic and operational leadership for World Vision DRC.

  • Strategically lead, develop and direct the implementation of all aspects of World Vision Ministry in DRC as an effective member of the Partnership in line with Twin Citizenship principles to ensure high Ministry quality and high impact on the field; Be accountable for all of the above.

  • Ensure that WV’s ministry is directly contributing to the sustained well-being of children and the fulfillment of their rights within families and communities.

  • Represent WV to all donors, project partners, other WV Partnership offices and divisions, local Government, Church representatives and non-governmental organizations serving according to given Power of Attorney.

KEY RESPONSIBILITIES:

Spiritual Leadership:

  • Ensure that WVDRC has high quality Christian Commitment strategy and operations plan and they are appropriate for country context.

  • Model a high standard of personal Christian leadership, Ministry and integrity though lifestyle and work relationships, and provide spiritual guidance to staff on the Vision, Mission and WV Core Values.

  • Participate and lead regular devotional meetings.

Ministry Performance:

  • Ensure high quality and high impact on the field by leading in a way that WVDRC programs are achieving expected annual targets on sustainable basis in line with strategic priorities.

  • Ensure adequate resources are acquired and managed to meet and enable quality program implementation.

  • Ensure the highest standards of quality and accountability through compliance with World Vision policies and standards and international standards for emergency response, disaster mitigation, rehabilitation and development.

  • Ensure adequate oversight over project proposals, reports, integrated audits, and ministry evaluations to assure that impact and accountability patterns are met.

  • Ensure accountability for the implementation of effective ministry to all key stakeholders. Ensure adequate oversight towards relevant, timely and accurate flow of management and operational reports according to program objectives and standards.

Strategy, Operating Plan and Long- and Short- Term Targets:

  • Ensure that there is documented Country strategy, Ministry strategies and operating plans, and the latter have been derived from overall strategy and have clear and measurable short-term and long-term targets; Ensure that Ministry strategies are aligned with Partnership Strategic priorities and Our Promise.

  • Ensure that there are clear strategies for People and Culture, Communications and other main functions, and they are based on the office strategy and operational plan and include main priority areas identified in respective Regional and Partnership Strategy. Facilitate and be accountable for strategies execution and monitoring.

  • Support Senior Leadership Team to make consistent and progressive steps towards organizational and programmatic consistency and sustainability; effectively communicate workplans and priorities derived from the organizational strategies by partnering with Senior Leadership Team to ensure synchronized accountabilities, objectives and associated budgets.

  • Enhance organizational excellence by establishing operational benchmarks, timeframes, targets for accountability, KPIs and resources needed to achieve strategic goals, proactively driving improvements if necessary.

  • Enhance sustainable programming supported by stable, long term financing to develop sustainable funding base and to pursue new and innovative funding sources to meet WV Lesotho’s strategic priorities.

  • Play a leading role in developing and managing effective partnerships and networks with both existing and new key partners.

Organizational Leadership:

  • Promote WV’s Vision, Mission, Core Values and key Partnership Standards and Practices among staff and partners and ensure they are the core foundation of the office strategies and work.

  • Promote a leadership and management style that enables the integration of operations across DRC.

  • Ensure that capable staff is available to implement office strategy and operational plans.

  • Supervise Senior Leadership Team, all policies, organizational planning and development, ensure clarity around roles, motivate Senior Leadership Team and facilitate effective team dynamics.

  • Develop and implement appropriate advocacy strategies to raise awareness of- and advocate for change in- key issues within the specific context.

  • Lead and facilitate strategies for the promotion of justice that look for the change of unfair structures that oppress those in need; Ensure that WV is positioned as a leading NGO in promoting the well-being and rights of children within the country context to deserve public and stakeholders’ confidence and trust.

  • Strengthen awareness of World Vision’s program both within and outside of the WV Partnership.

  • Ensure that WV Brand is respected within all operational areas and none of office operations or staff conduct harm it.

  • Provide leadership, strategic direction and support to the team for developing and implementing excellent donor experience and acquisition of Ministry funds; Identify new opportunities and forge alliances that lead to optimization of all resources.

Financial Management and Financial and Operational Audit Compliance:

  • Ensure efficient and effective organizational practices, that would result in successful financial and operational audit scores.

  • Oversee action planning and execution to resolve audit findings in an agreed and timely manner; oversee appropriate reporting of audit results and actions.

  • Oversee strong financial compliance through timeliness and completeness of financial reports.

  • Oversee strong operational compliance through timeliness and completeness of program/project reports.

  • Provide direction and focus for integrating private and public funds to maximize results and respond to community needs in most effective and efficient way.

  • Manage overall financial integrity of the program to WV Support Offices, Donors, the Government and other stakeholders.

  • Provide overall strategic leadership and initiative for identifying and securing financial resources to support the program.

Safety and Security, Disaster Mitigation and Preparedness:

  • Develop and maintain capacity to respond to natural and man-made emergencies.

  • Oversee regular review of security and safety plans and protocols (security manual, evacuation plan, Disaster Preparedness Plan, and risk assessments at national and AP levels) and ensure understanding and compliance by all staff and visitors.

  • Oversee relief efforts, as and when they arise and work in partnership with response teams. Build in-country relief response capacity to ensure adequate disaster management and response.

  • Liaise with other international organizations to collect information about the security environment and, where appropriate, discuss joint responses to security threats.

Compliance and Country Legal Environment:

  • Ensure that the country office comply with local legal requirements and standards.

  • Represent WV country office in courts, if required.

  • Ensure and oversee proper mechanisms for Child Protection and other WVI Standards and Principles implementation.

  • Ensure that the entity functions in a complementary, cohesive manner where the principles of interdependence and twin citizenship guide the contribution made to the Partnership and the use of WV Partnership resources.

  • Ensure business continuity through an integrated risk management approach, including security, financial, operational and reputation risks by developing contingency plans and scenarios; and take ownership of the action plans.

KNOWLEDGE, SKILLS & ABILITIES:

  • Masters degree in international development, Social Science or related field is required.

  • Significant executive experience in handling complex humanitarian emergencies and country/national multi-sectoral programs preferably in a fragile context.

  • French language proficiency is essential.

  • Previous National/Country Director experience is required.

  • Minimum 3 years executive leadership experience in a large international organization.

  • Requires at least 15 years’ experience in International NGO leadership.

  • Proven experience in overseeing large Government grants, major private donors and/or complex multi-sectorial development and humanitarian programs.

  • Requires prior experience in country strategy development, donor engagement, risk management and organizational development.

  • Proven track record of fundraising across multiple type of donors ( ie; governments, private organizations, etc..)

  • Experience in leading a multi-cultural senior leadership team.

  • Strong networking, representation and communication skills with ability to express ideas and concepts clearly and persuasively with senior internal and external stakeholders.

  • Ability to cope under significant pressure in extreme hardship contexts.

  • Ability to maintain effective working relationships with all levels of staff, donors, the Advisory Council and other stakeholders.

  1. BUT DU POSTE:

    Soutenir la maximisation de la contribution au bien-être des enfants en mettant en place des mécanismes et des normes de gestion des connaissances, en analysant et en améliorant les processus opérationnels de programmation, en soutenant la contextualisation et la mise en œuvre de nouvelles initiatives et en promouvant l'apprentissage et l'innovation.

  2. RESPONSABILITES GENERALES:

  1. Gestion des systèmes Horizon et stockage des données

  • S'assure qu’Horizon est mis à jour pour tous les ADP et que les informations sont analysées et partagées pour la prise de décision.

  • Suit régulièrement les mises à jour du système / de l'application et met à niveau le système en conséquence.

  • Prend en charge l'équipe AP pour créer un profil, entrer / entrer, télécharger DIP, etc. dans l'application Horizon.

  1. Gestion du système de parrainage et de ses performances

  • Surveille la sécurité et la gestion des risques en ce qui concerne les systèmes d'information et de parrainage des enfants.

  • Saisie des données / informations sur le parrainage d'enfants et des communications SO par le biais de la saisie manuelle, de la numérisation des formulaires, de la modification, de la vérification, de la validation et du chargement des informations sur les enfants dans Single step.

  • Génère tous les rapports du système tels que la gestion des SSUI et les analyse, les formulaires de correspondance des enfants, le rapport de correspondance détaillé et l'exportation des formulaires de validation pour les programmes régionaux.

  • Effectue des mises à niveau des systèmes et assure l'exécution des points d'accès sur les versions actuelles.

  • Traite toute la correspondance dans Horizon SSUI, le cas échéant.

  • Maintient la sécurité des données de parrainage, des ressources des systèmes et des adresses des sponsors.

  • Entre les données de surveillance des enfants à l'aide d'Horizon.

  • Assure la mise en œuvre de tous les systèmes de parrainage et des auditeurs de support logiciel en fournissant des informations d’audit lors des audits du programme régional.

  1. Identifier / saisir et diffuser les connaissances

  • Travaille avec le facilitateur de la communauté pour saisir / documenter les leçons, les meilleures pratiques et les innovations et s'assurer qu'elles sont partagées dans les rapports annuels, semestriels, et toute autre communication pertinente aux parties prenantes.

  • Assure un échange et un partage efficaces des informations entre les programmes, l'équipe de communication et le DME pour une gestion efficace des connaissances.

  1. Prise en charge d'autres processus DME

  • Examine les bases de données de suivi et d'évaluation des grappes et les rapports trimestriels pour garantir la qualité, l'exhaustivité et la ponctualité, et partage le rapport de situation avec le superviseur et les gestionnaires de grappe pour suite à donner.

  • Met à jour et gère la base de données du S&E du cluster, établit les tendances de performance et partage les rapports trimestriels avec le superviseur et les gestionnaires de cluster.

  • Trace les principaux processus opérationnels de programmation dans le cluster et les programmes, et participe au processus de leur analyse et de leur amélioration.

  • Fournit un soutien à l'équipe du cluster pendant le processus de conception, afin d'assurer un processus et des conseils de qualité.

PURPOSE OF POSITION:

The ICT Coordinator’s role is to oversee the entire ICT service in the region, ensure the proper Systems and Network Administration, ensuring a stable operation of the in-house computer network. This includes installing, configuring, maintaining, supporting, and optimizing all network hardware, software, and communication links. MAIN RESPONSIBILITIES:

1. Install, configure, and support the LANs WANs and Internet systems

Sustained Humanitarian Response (SHR), MEAL Manager

PURPOSE OF POSITION:

The Sustained Humanitarian Response (SHR) Monitoring, Evaluation, Accountability Learning (MEAL) Manager will ensure that the SHR programme has evidence-based knowledge to inform the direction of the response from assessment and regular programme monitoring and impact documents. Special attention should be paid to the positive and negative impact that interventions have in communities, marginalized and disabled persons. This analysis will need to be made available to all WV DRC’s staff and external stakeholders where appropriate.

KEY RESPONSIBILITIES:

  • In condonation with the SHR team, ensure all approved projects have M&E plans; Humanitarian accountability & Information management processes that are aligned to the country level MEAL System and meet the required standards.

  • Ensure clear partnering agreements, policies and processes are in place to assess and supporting partners to comply to M&E, reporting, and core humanitarian standards.

  • Ensure WVs frontline and technical staff is equipped with knowledge, tools and resources to support MEAL functions.

  • Ensure partner & direct implementation is monitored on a regular basis for quality standards, and humanitarian principles through schedule visits, data quality audits, spot check/verification visits against reports, and reports reviews (as per agreed schedule with donors and partners).

  • Ensure the effective functioning of the MEAL system and that the outputs of this system reach WV management and other stakeholder accurately and in a timely manner, and prompts critical thinking and influences program & strategic direction.

  • Ensure MEAL findings are presented at the program review meetings on a monthly basis, and prompt critical thinking at project management & senior management level.

  • Help identify and design innovative practices to improve organizational efficiency and effectiveness in M&E, Humanitarian accountability, Information management and general project management.

PURPOSE OF POSITION:

The Systems Analyst III role supports one or more highly complex or critical business processes/systems and may require design or integration of technical solutions that may cross multiple functions of the business. They serve as a Project team member for projects large in scope and high complexity. Projects may be enterprise wide.

PURPOSE OF THE POSITION:

The Senior Policy Advisor, Economic Justice will provide analysis of trends and opportunities in relation to how the needs and rights of children can and should be addressed through various forms of funding from global, regional and national level sources, debt relief, taxation and private capital. This analysis will be used to develop recommendations for child focused policy action in regard to all forms of development financing in support of the Sustainable Development Goals, and, as such, World Vision’s Global Impact Framework. This analysis will support Advocacy & External Engagement (A&EE) advocacy objectives for the Global Campaign, the 2030 Agenda, as well as objectives of Support Offices (SOs) in relation to Official Development Assistance (ODA) and Regional Offices (ROs)/Field Offices (FOs) regarding domestic resource mobilization/public financing.

KEY RESPONSIBILITIES:

  • Analysis of and reports developed on Official Development Assistance (ODA), taxation/public financing, private sector investment and other forms of Financing for Development (FfD) and their impact on the financing of child focused policies. Develops policy positions and products that relate to the achievement of child related SDGs and WV child well-being objectives.

  • Represent World Vision, and/or support representation of World Vision leaders at priority external forums, events, networks and with priority stakeholders to promote agreed policy positions.

PURPOSE OF THE POSITION:

The Sponsor Engagement Improvement Specialist is an exciting and significant role in the production of over 8 million digital and printed engagement features for child sponsors each year.

This role calls for an exceptional marketer/communicator and highly-effective coordinator, who enjoys working with marketers from all over the world with leadership, humity and pace; handling multiple projects at once.

They will be part of a global team who support, facilitate and lead projects within the ongoing improvement of World Vision’s global child sponsorship product experience feature set as well as innovations or emerging bodies of work that may one day be part of the BAU feature set.

These projects are focused on strengthening and improving retention and acquisition of sponsors and prospects, through over 10 m illion photos, videos, cards, letters, updates and reports sent from a sponsored child to their sponsor each year. This cross-functional role will be varied, fast-moving, strategic in nature and best suited to a communications or marketing specialist or manager, with strong coordination, communications and creativity skills.

  • High capacity role that includes coordination, stakeholder engagement, analysis, feature development and design, testing and quality controls to reach over 8+ million child sponsors, helping sponsors understand the impact they are

Senior Programme Development Advisor, GRRT

PURPOSE OF THE POSITION:

World Vision (WV) is seeking a Senior Program Development Advisor to join its humanitarian Global Rapid Response Team (GRRT). This position’s primary responsibility (50%) is to deploy (sometimes on short notice) to humanitarian emergencies to lead (or support) WV’s resource acquisition and management teams. Core to the role is a strong focus on 1) response strategy development, 2) significant donor engagement, 3) grant design and writing, 4) funding coordination and 5) resource management and reporting. In WV emergency response, this role plays a central role, often serving on the response’s Senior Leadership Team.

During periods of non-deployment, the position (alongside WV’s GRRT Program Directors) will support WV humanitarian responses through:

  • Leading virtual and in-person capacity building sessions within WV in order to strengthen the abilities of WV’s humanitarian programming staff.

  • Mentoring or supporting other WV humanitarian programming staff.

  • Building of humanitarian programming systems, frameworks, and processes for more efficient, successful resources development and management in WV responses.

  • Assisting strategic initiatives that link WV’s global strategy with field practice.

KEY RESPONSIBILITIES:

Deploy and lead WV responses’ resource development and management function in humanitarian emergencies to achieve the following:

Management

  • Establish, resource, staff and manage the programmes unit as needed.

  • Ensure coordination across departments and across country contexts through streamlined work processes and team meetings.

  • Facilitate capacity building (related to donor engagement, strategic project design, compliance, and reporting) during deployments.

Resource Acquisition

  • Lead the growth and diversification of funding based on response office strategy by ensuring the GAM team plans, leads, develops and reviews concept papers and proposals for various projects for funding in order to achieve the Response Strategy.

Donor Engagement

  • Support the office in maintaining donor engagement by developing and maintaining effective relationships with donors and WV support offices to establish partnerships, and market WV and seek additional funding opportunities.

  • Ensure the WV response has strong relationships with key donors and personal connections to local representatives. Ensure this representation is tracked and recorded.

  • Plan, implement, analyze and share findings from assessments and program monitoring.

  • Develop, revisit, and adhere to the donor engagement strategy for greater grant stability and growth.

Strategy

  • Provide function support and leadership in strategy formulation, implementation plan, execution and grant management to ensure alignment with the office’s Response Strategy.

Grant Management

  • Ensure WV responses are compliant with the grant policies, e.g. new staff is informed of and understand the Grant Acquisition and Management minimum standards as well those for any Sub-grantees.

  • Monitor the WV’s Response portfolio progress ensuring goals and objectives (both at a portfolio and project level) are achieved and non-financial grant requirements are adhered to (through WV’s Grant Health Tracker).

  • Ensure that grant management systems are in place using adequate tracking tools to support effective grant compliance and positive audit results, and that the grant team and field office staff understands this system and follows them accordingly.

Other Program Support

  • When needed, support on ensuring critical MEAL functions including assessments, monitoring, learning, evaluations and humanitarian accountability as well as information management are undertaken.

  • When required, support MEAL colleagues in ensuring all data from assessments, baseline, monitoring, feedback mechanisms is communicated to communities as appropriate and continuous improvement processes are in place for programme adaptation.

Work with Programme Directors to strengthen the roster of deployable programming staff and programming resources to support them

  • Support PD on virtual and in-person capacity building sessions within WV in order to strengthen the abilities of WV’s humanitarian programming staff (PIE & RDMT trgs).

  • Mentor other WV humanitarian programming staff.

  • Assist biannually with maintenance of the PIE roster.

  • When necessary, build or improve upon WV’s humanitarian programming systems, frameworks, and processes for more efficient, successful resources development and management in WV responses.

Lead key programme strategy initiatives:

The Response Programmes Director oversees/leads the Sector Programming Team, including Program Officer(s), DME, Humanitarian Accountability and Information Management. The Response Programmes Director works in close coordination with Response Director (RD) and Operations Director (Ops Dir) in designing the response strategy and operations plan.

The Response Programmes Director is responsible in setting up and overseeing grant acquisition, assessments, monitoring and humanitarian accountability teams, facilitating capacity building and liaises with Support Offices and international donors.

Response Programmes Director is part of the Response Senior Leadership Team. Response Programmes Director will coordinate/advise with RD/SLT on “go” or “no go” for proposals and other strategic initiatives related to Grant Acquisition & Quality assurance of the response.

KEY RESPONSIBILITIES:

Establish, lead, resource and staff the programmes unit to meet response needs:
