PURPOSE OF THE POSITION:

VisionFund International (VFI) is a wholly owned and controlled subsidiary of World Vision International (WVI). VFI’s role is to facilitate the funding and stewardship of World Vision’s microfinance entities all over the world.

This position will work with the Finance Operations & Transformation Director and CFO to maintain appropriate financial controls and accounting standards, which enable quality financial reporting of both VisionFund International and its affiliated Microfinance Institutions (MFIs). Reporting to the Finance Operations & Transformation Director, this role will lead the Accounting and Administration Team responsible for production for VFI’s standalone financial statements, and the underlying monthly accounting process, as well as overseeing the administration of borrowings, investments, billings and procurement.

KEY RESPONSIBILITIES:

  • Leader of Accounting & Tax Function in VFI, with direct oversight of Accounting Manager.

  • Ensure appropriated financial controls and accounting process are in place, including bank and GL account reconciliations, along with a thorough and effective review process for all financial transactions and reports.

  • Drive efficient and accurate monthly accounting process to produce monthly financial statements and reconciliations.

  • Manage all intercompany accounts receivable (A/R) and related invoicing to MFIs for any reimbursable expense (including MFI staff on VFI payroll), as well Partnership Fees. Maintain and track monthly A/R statements with detail by MFI.

  • Lead global accounting and Finance Manual policy and MFI compliance.

  • Lead Administration function - borrowing, investment and MFI billing administration and maintenance function, including managing staff and processes for collection of revenues, disbursements of funding, payment of expenses, and tracking of data.

Lead Administrative and tax reporting production and compliance:

  • Manage VFI’s reporting requirements to external lenders and WVI, including management of all required lender reporting formats.

  • Analyze performance against all debt covenants and prepare regular Lender compliance certificates.

Lead External Audit Management:

  • Manage production of annual consolidation for VFI and WVI affiliated MFIs.

  • Interface with VFI and WVI external auditors.

  • Manage and track audit testing requirements assigned for WVI affiliated MFIs.

Lead GC procurement and T&E. Use/management of Provision (WV Procurement system) and Travison (WV T&E system). Manage, control and quality check compliance by users against policy.

Carry out additional responsibilities, projects and analysis as assigned by CFO and Manager such as ad hoc analysis requests and data queries.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Bachelor’s degree in accounting or equivalent.

  • Expert Excel user (advanced formula functions, VBA coding, database query/link).

  • Familiar and comfortable with large data sets and use of data management systems and tools (SQL, access, etc.)

  • Ability to analyze and define solutions to financial problems in a multi-national, multi-currency environment.

  • Familiar with and able to research accounting standards (US GAAP and IFRS).

  • Team player – will have demonstrated the ability to work collaboratively across cultures.

  • Demonstrated capability as a leader and manager of staff.

  • 8 years’ experience in financial reporting, analysis and accounting (specifically in multi-national, or multi-entity environment).

  • Effective in written and verbal communication in English.

Preferred Skills, Knowledge and Experience:

  • CPA and/or MBA preferred.

  • Familiarity with consolidation of financial statements.

  • Written and verbal communication in Spanish and/or French helpful.

  • Accounting/Banking/finance experience preferred.

Work Environment/Travel:

WVV Security and Enterprise Risk Management (ERM) Officer

WORK CONTEXT / BACKGROUND:

World Vision is a Christian relief and development organization working to create lasting change in the lives of children, families and communities living in poverty. As a child-focused organization, WV’s work focuses on children, ensuring they are protected and their basic needs are met. World Vision Vietnam (WVV) has a total income of around US$ 19,000,000 (FY20) with funding from 13 support countries in Europe, Asia, the Americas and Australia. Funding of WVV consists of sponsorship program funding (70%) and PNS/grants (30%). WVV employs about 420 staff, of which more than 99% are Vietnamese nationals.

In FY20, World Vision Vietnam is implementing 37 Area Programmes (APs) which operate in 5 zones: North1 (Hoa Binh and Dien Bien), North 2 (Yen Bai – Tuyen Quang), North 3 (Thanh Hoa, Hung Yen, Hai Phong), Centre (Quang Tri, Quang Nam – Danang) and South (Quang Ngai, Binh Thuan, Ho Chi Minh, DakNong). WVV’s AP usually focuses within one administrative district of a province which populated by ethnic minority people with high rates of poverty. A uniqueness of WVV’s Development Program Approach (DPA) is that AP team members are based at district level where the AP is located, which enables them to work closely with government partners and communities on a daily basis. Beside the APs, WVV is also implementing different Special and Grant Projects to meet the specific needs of vulnerable children in both AP and non-AP areas.

Although Vietnam is a low risk country according to the Partnership risk assessment criteria, it is mandatory for WVV as a National Office to appoint the position of Security and ERM Officer to ensure security of WVV Office, safety of all staff at both national and AP level; safety of WVV assets and properties; as well as to act as a National Office’s focal person of risk management in coordination with the Risk Management Committee.

PURPOSE OF POSITION:

1. To ensure that appropriate, adequate and effective measures for staff security, asset protection and safe programming are planned and implemented within the country context and where World Vision Vietnam operates (particularly in complex humanitarian environment) in accordance with the WV Security Policy & Standards.

2. Lead in the optimization of organizational security and the mitigation of operational risks for ministry effectiveness by establishing security systems and mechanisms for institutionalizing an organizational culture and practice of safety and security.

3. To develop & facilitate the Enterprise Risk Management (ERM) process in WVV and provide oversight to the ERM Committee towards managing strategic risks at an acceptable level.

KEY RESPONSIBILITIES:

I. CORPORATE SECURITY

STRATEGY AND PLANNING

  • Ensure Core Security Requirements (CSR) are implemented and regularly advise senior management of any gaps or ongoing issues with respect to CSR compliance.

  • Regularly review and update security plans and documents of WV Vietnam

SECURITY OPERATIONS

  • Conduct Context Risk Ratings & Security Risk Assessments (SRA) as required/directed.

  • Act as a point of contact for all safety and security related incidents, providing immediate support and coordination during and post incident.

  • Provide technical advice and support to the National Director/Senior Management on critical incident/situation or crisis management & business continuity issues and their likely impact on WVV operations

  • Provide support and/or carry out incident case management; security investigations and after action reviews/lessons learned exercises as required

  • Where relevant, support civil-military-police relations and profile management and ensure the use of HISS-CAM to inform decision-making for balancing humanitarian principles and operational practicalities

EXTERNAL LIAISON

  • Represent WV Vietnam at national/local level security related meetings and ensure information is disseminated to relevant staff.

  • Build ongoing networks for sharing security information and coordination with authorities, partners and others.

CAPACITY BUILDING AND TECHNICAL TRAINING

  • Coordinate with the Regional Security Director in the assessment, development and implementation of the national office capacity building plan for security management based on local security risk assessments.

  • Seek to develop a security culture by undertaking awareness initiatives in alignment with World Vision security policies and standards and monitor staff compliance.

REPORTING AND DOCUMENTATION

  • Provide monthly security reports to the Regional Security Director and National Director.

  • Ensure that Core Security Requirements documentation is fully completed at the Shepherd System and updated regularly

  • Ensure that all security incidents are reported in accordance with WV Security Policy Integrated Incident Management system.

II. ENTERPRISE RISK MANAGEMENT

  • Cordinate and facilitate Enterprise Risk Management (ERM) process including preparation and updating of Risk Register at the Risk connect SystemProvide oversight to the ERM Committee business activities and the capacity building of its members & others as required

  • Act as source of expertise and guidance on ERM.

  • Closely collaborate with Internal Auditor to have key risk treatments.

  • Coordinate with Regional Risk Prime to ensure the compliance of the National Office as necessary.

PURPOSE OF POSITION:

The Grants Acquisition Manager will work alongside the senior leadership to build World Vision Myanmar’s (WVM) profile across the humanitarian and development sector with donors, partners and networks. The Grant Acquisition Manager will lead the design, donor and partner engagement strategies to position WVM strategically for funding opportunities. The successful candidate will also have a strong approach to mentoring and supporting the personal development of other members of the team to learn and grow.

KEY RESPONSIBILITIES:

  • Leading WVM’s fundraising including bringing creativity, innovation and proactivity, to secure new funding streams.

In alignment with the three ministry strategic objectives World Vision Vietnam implements three Technical Programs (TPs): Child Protection, Nutrition and Livelihoods. Technical Programmes are national or sub-regional level programmes implemented by World Vision in multiple geographic locations within a country. They employ evidence-based practices and models previously identified, defined and prioritised through a strategic process and documented in a Technical Approach (TA). The Child Protection Technical Specialist directly reports to Child Protection Technical Programme and Advocacy Manager within the Programme Quality and Resource Development Department. The PQRD department consists of a Program Effectiveness Unit, Grant Acquisition and Management (GAM) Unit, A Technical Services Unit (in lie with the three Ministry Strategic Objectives) and HEA/DRR Unit.

PURPOSE OF POSITION:

Child Protection Specialist supports WVV’s strategic goal to ensure that children are protected from violence and have positive and peaceful relationships in their families and communities. This role has a strong focus on providing technical expertise and support to ensure the quality of the Technical Program implementation.

KEY RESPONSIBILITIES:

Child Protection Programming:

  • Support Child Protection TP and Advocacy Manager in managing the Child Protection TP within the local context, including ensuring DPA is applied in APs

  • Coordinate and disseminate Child Protection strategy, program logic, models and best practices.

  • Filter Protection, Participation related partnership initiatives and contextualize for Vietnam context. This includes coordination of the collection, documentation and dissemination of World Vision Child Protection/Participation/Life skills programming experience and best practice.

  • Map WVV child protection/participation/Life skills activities/policies and approaches, and design a framework to refocus in more integrated ways. Incorporate Government approaches and policies into this thinking.

  • Develop and deliver curriculum (ToT) training to government counterparts to enable staff to deliver accountable, evidence based, quality Child Protection programmes that bring sustained improvements to well-being of children.

  • Organize the development, pre-testing and production of culturally relevant communication materials to ensure effective and efficient program delivery, including facilitating behavior change, where necessary.

Technical Quality Assurance:

  • Provide technical guidance on annual planning so that Child Protection "best practices, lessons learned etc." are integrated into technically sound business plans and services are coordinated.

  • Standardize Technical Guidelines/Training Materials for the implementation of the Child Protection Project models.

  • Standardize DME tools for baseline, monitoring and evaluation of the TP in working with Program Effectiveness team.

  • Provide technical guidance on annual planning so that Child Protection "best practices, lessons learned etc." are integrated into technically sound business plans and services are coordinated.

  • Promote action learning across World Vision Vietnam through regular Child Protection Sector Working Group meetings and training of others to take leadership of structured reflection in the zones, ADPs and grant funded projects

  • Technically endorse all LEAP documents (e.g. child protection baselines, designs, proposals, and evaluations) as per the agreed business process.

  • Conduct monitoring support visits to APs implementing child protection projects and provide in the field technical consultation as requested, to ensure quality of activities implemented.

Child Protection Standards:

  • Provide guidance to Area Programmes and special projects to ensure compliance with WVV CPP standards.

  • Convene a consultation meeting every six months among National Child Protection steering committee for timely updating and reporting on CPP compliance.

  • Analyze and summarize Area Programme LEAP reports and prepare a National Child Protection and Participation report reflecting on lessons learnt and best practice examples.

  • Help WVV to exercise greater influence for the well-being of children by fostering increased commitment to Child Protection at the National level.

  • Develop and contribute to improving child protection and participation related government policies.

  • Periodically review the WVV Child protection policy based on WVI CP standards and local context.

  • Facilitate awareness and internalization of the WVV Child Protection Policy and standards through orientation, training and monitoring of WVV staff and partners.

  • Lead World Vision Vietnam's response to Child Protection Incidents according to agreed protocols, ensuring that an appropriate plan is developed and assistance is provided to the child and the family as necessary (Child Protection Incident Reporting and Referral Mechanism).

  • Be the World Vision Vietnam contact person for Child Protection concerns.

  • Prepare and file individual Child Protection Incident Reports on the CP Reporter Database.

  • Support the integration and mainstreaming of Child Protection and Child Rights in all WV programming through collaboration with ADPs and sectoral projects.

  • Submit bi-annual Child Protection Action Plan and annual Child Protection Update Reports through the Child Protection database and prepare reports as required by the Regional Child Protection Team, partners and donors.

  • Periodically review the WVV Business Process (based on partnership protocol) for all child protection incidences.

Cross Cutting Themes:

  • Standardize Gender/Disability/DRR/Faith and Development mainstreaming framework/tools/methods/training materials which align with partnership imperatives, best practice approaches, and NO strategic priorities.

  • Conduct technical capacity building activities for AP staff, including indoor training, on the job training, coaching and ongoing technical support to ensure that guidelines/tools on Disability/Gender/DRR/Faith Development mainstreaming are clearly understood, followed and best practices are replicated by AP staff.

  • Develop tools/mechanism to ensure that standard indicators (goal, outcomes, and outputs) are disaggregated by Gender and Disability.

Resource Acquisition

  • Support Child Protection TP and Advocacy Manager in developing Grant/PNS Concept Notes and Proposals for Child Protection.

World Vision is currently accepting applications for a Deputy Chief of Party for an anticipated 5-year USAID-funded Maternal, Child Health and Nutrition (MCHN) program in Lao PDR.

The new MCHN program will support the Ministry of Health and other key local actors to seek to address the inequitable health outcomes of the most underserved segments of the population through a targeted health system strengthening approach. The program will scale-up evidence-based Reproductive, Maternal, New-born, Child, Adolescent Health and Nutrition interventions and test realistic innovation to improve health outcomes, with a definite focus on the 1,000 days.

Purpose

The Deputy Chief of Party will be responsible for the management of the project in collaboration with the COP. The DCOP will ensure that MCHN activities are implemented per the USAID rules and regulations. Supervise the operational and support staff and key government relationship role including MoU, IMC protocols, and contextualization of the CVA approach. They will provide input to guide planning, implementation, monitoring, evaluation, and reporting. S/he will also be responsible to liaise with counterparts and partners at the operational level, provide opinion on the soundness and feasibility of new approaches, train staff in Community Governance concepts and upgrade their technical competencies, and manage an effective learning process, making program adjustments as needed.

Major responsibilities

  • Lead the operational aspects of the project, including planning and implementation, ensuring clarity over plans and priorities, and encouraging effective teamwork across the project team comprising staff from partner organizations;

  • In coordination with the COP, support overall project leadership, management, and technical direction while ensuring compliance with USAID requirements, U.S. government regulations, Government of Lao PDR relations and procedures, and World Vision’s policies and procedures;

  • Led the MoU Implementation Management Committee (IMC), including quarterly meetings with the four Provincial Leads, the GoL at Provincial and district levels to ensure GoL ownership of the Activity, revise the progress and performance against the MoU work-plan, discuss implementation challenges and identify corrective measures.

  • Liaise with partners, local government institutions, civil society organizations, private sector companies and other stakeholders to coordinate activities and facilitate monitoring and reporting of project objectives and achievements; Oversee the implementation of Community Governance Actions, including provision of technical guidance of CVA model.

  • Facilitate the preparation of project deliverables, including annual work-plans, quarterly and annual reports, final project report and project activity updates, and other project-related communication and reporting materials in accordance with USAID deadlines and branding guidelines;

  • Supervise a team of staff and ensures clear roles and responsibilities and lines of communication are maintained among the team members; Lead the Operations and Support teams including the Provincial Managers, Finance Manager, a Procurement Manager and province-based Coordinators and Admin/Driver Officers. This team will be in charge of resource facilitation for conducting the day-to-day activities, effecting appropriate accountancy and budget, with the aim to ensure appropriate use of resources as per international standard and USAID compliance. The finance team will also support the PIF Manager on the compliance and risk management of the PIF awards.

  • Provides guidance and mentoring to managers and staff to achieve project goals and develop national leadership capacity.

Qualification

  • Minimum of eight (8) years of experience related to implementation of programs in lower to middle income economies in Lao PDR

  • Minimum of four (4) years of experience working in healthcare systems strengthening, health governance, health financing with focus on maternal and child health and nutrition preferred.

  • Minimum of a Master’s degree or equivalent in public health, business administration, or other field directly related to the maternal and child health and nutrition. PhD/MD preferred

  • Prior Deputy Chief of Party (Country Director, Team Leader, Project Director) or experience leading and managing large and complex programs

  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector

This position is responsible for key financial reporting and analysis for the Financial Planning, Reporing & Analysis (FPRA)-SO team. With Excel and Power BI as the main reporting environments, this position will be responsible for the production of several key analyses focused on the financial performance of the partnership and individual Support Offices (SOs). This position will leverage our partnership data via our data warehouses and Power BI datasets to design and produce reporting and analyses to equip finance and WVI senior leadership with timely, accurate and insightful information.

KEY RESPONSIBILITIES:

With a mindset of continuous improvement, produce reports and analyses for the FPRA-SO team, with the ultimate audience of global finance and WVI senior leadership. This includes:

PURPOSE OF POSITION:

Provide Strategic leadership to the Audit Team in the National Office (NO) portfolio assigned within the Region, in the provision of independent objective assurance and consulting activity of the portfolio’s operations.   • Provide technical guidance and direction in the Annual Audit Planning Process using risk analysis techniques and tools, and develop annual audit plans for discussion, review and approval by the Regional Audit Director (RAD), NO portfolio.

  • Leadership and with the Board Audit Committees (BACs) within the portfolio (as applicable).

  • Provide leadership and supervise the performance of audit engagements’ planning, field work, and audit reporting; ensuring that the audit process is aligned and supports strategy delivery in the assigned NO portfolio within the region.

  • Foster effective engagement with the BACs in the NO portfolio (as applicable) on the performance of the Audit Team in the assigned NO portfolio.

  • This is to be done through quarterly participation at BACs (Intermediate, Advisory Council meetings, as applicable) for the NO portfolio assigned.

Quality Assurance:

  • Perform quality reviews of risk-based integrated audit (RBIA) assignments and provide guidance to the Senior Internal Auditor (SIA) regarding:

  • Quality audit standards to be observed and maintained by all auditors in the course of their work.

  • Provide on-the-job technical support during field work with the team members and on site review as necessary.

  • Maintain an audit presence and history of audits per project/grant as needed based on available resources and use of GRC.

  • Lead the audit team in following up evidence of implementation of audit findings as per auditee “audit implementation plan’’ to ensure audit matters arising are fully resolved.

People Management and Professional Development:

  • Responsible for the daily supervision of audit staff and responsible for the development of audit staff and the completion of performance evaluations.

  • Maintain Continuing Education (CPE) by attending online courses or professional seminars and trainings. The incumbent should maintain a minimum of 40 units per year.

Other:

  • Participate as an advisor of the NO Integrity and Protection Hotline (IPH) and Enterprise Risk Management committees in assigned country portfolio.

  • Support and implement the Global Internal Audit (GIA) initiatives deemed to increase the internal audit team effectiveness and efficiency.

KNOWLEDGE, SKILLS & ABILITIES:

  • Bachelor degree in Audit, Accounting, Finance or related field.

  • Professional audit certifications (ACCA/CPA/CIA CISA/ACFE) finalized or in advanced stage of certification process.

  • Must be able to effectively work with new and changing situations including new regulations; where there may not always be a readily apparent solution.

  • Excellent presentation, analytical, interpersonal, time management, research, and communications skills.

  • Maintain a current knowledge base of audit industry practices and to ensure best practices as always considered.

  • Perform all assigned audit duties in a manner that reflects the highest professional standards and complies with the guidelines of the Institute of Internal Auditors.

  • Considerable knowledge of the Standards for the Professional Practice of Internal Auditing and the Code of Ethics developed by the Institute of Internal Auditors.

  • Must have prior working experience in audit (Public or private) of not less than six years in a recognized organization, two of which should be at a senior supervisory level. Experience in accredited audit firms and/or in a Non-

  • Governmental organization will be an added advantage.

  • Proven experience in Risk Based Auditing.

  • Strong interpersonal skills, including the ability to influence others and establish credibility with business partners.

  • Cross cultural and multi faith experience.

  • Exposure to various accounting systems.

  • University degree in Commerce, Accounting/Business Management/Finance. A post-graduate degree in Management is a requirement.

  • Be a qualified CPA or ACCA with an up-to-date membership status. Professional memberships in CIA/CISA/CFE are an added advantage.

  • Good command of the English Language, written and communication skills in particular. Knowledge of French would be an added advantage.

Preferred Skills, Knowledge and Experience:

  • Strategic thinker with advanced analytical and problem-solving skills.

  • Strong project management skills.

  • Computer skills (office application, accounting systems is a plus).

  • Working knowledge in Audit software packages.

  • Must be honest and hardworking, with proven experience in dealing with management at a senior level and be disciplined leader. Experience in a multicultural setting is highly desirable.

  • Must be a committed Christian, able to stand above denominational diversities.

  • Attend and participate/lead in daily devotions and weekly Chapel services.

  • A working knowledge of WVI business and systems, including computerized accounting systems such as Sun System.

  • Good understanding of non-profit industry.

Work Environment/Travel:

  • The position requires ability and willingness to travel domestically and internationally up to 30 % of the time.

  • This role involves working in a virtual /geographically dispersed / multi-culturally team.
