Senior Systems Administrator

PURPOSE OF POSITION:

Sr. Systems Administrators are responsible for maintaining, monitoring, and supporting systems in a global environment. They work on multiple projects as a team lead and provide technical leadership to Systems Administrators. They perform troubleshooting for complex hardware, operating system software and basic network problems.

Systems Administrators and Engineers are responsible for the development and operations of secure and highly available global computing platforms. They design, install, maintain and upgrade the enterprise’s systems operating environment.

They are also responsible for the ongoing reliability, performance and support of the infrastructure. This includes monitoring systems, responding to problems and planning for growth.

Individuals design and build the systems operating environment and infrastructure to meet business requirements. This includes servers, storage, and backup media.

They monitor and optimize the performance of operating systems and applications such as , Web, , Windows, Linux, VMware, Active Directory, DNS and DHCP. They maintain a secure systems environment by installing/maintaining security applications, managing access control mechanisms, and assigning user ids and passwords to authorize systems access. They also monitor automated system backup activities and execute contingency plans in case of system outages. Other responsibilities include providing operations support 24 hours per day, 7 days per week. They analyze console messages, diagnose system failures and take corrective action in order to ensure continuity of operations. This job family provides system backup processing, manages off-site storage and leads disaster recovery tests. System Administrators and Engineers need good communication skills and must be able to work collaboratively with system users and other technical colleagues.

Individuals work across all functional areas of the enterprise and use a strong customer service orientation to ensure that all requests and problems are resolved in a professional manner. They share their expertise and provide individual training and support to users.

Systems Administrators and Engineers work with other technical staff and vendors to provide IT services to all customers.

MAJOR RESPONSIBILITIES:

Project Planning:

  • Leads or consults short- and long-term project planning efforts with team members, clients and other IT groups.

  • Develops cost/time estimates.

  • Documents discussion and agreements.

Technical Requirements:

  • Works with systems engineers to understand technical requirements.

Design/Develop:

  • Integrates solutions with other applications and platforms outside the framework.

Maintenance:

  • Performs routine maintenance tasks for infrastructure systems such as backups, patch management and hot fixes.

  • Develops strategies to manage the frequency of appropriate support package/patch application.

  • Monitors health of systems and provides appropriate recommendations, when required.

Administration:

  • Coordinates and validates activities.

  • Manages user access to, systems, servers, and files.

  • Administers the setup of new profiles, creates and updates access permissions and maintains user accounts.

  • Installs, configures and maintains system hardware and software components.

  • Maintains tracking and configuration documentation and plans.

  • Supervising the installation of system upgrades and service packs.

  • Determines if inactive accounts should be deleted.

  • Administers Storage Area Network (SAN).

Performance Monitoring:

  • Supervises the monitoring procedures and evaluates problems identified by team members.

  • Ensures that capacity workload modeling and availability analysis is performed.

  • Monitors system-operating capacity in terms of disk space, tape storage, memory and CPU utilization.

  • Reviews performance and control reports.

  • Recommends settings changes to the operating system to improve performance and reliability.

  • Develops, maintains, recommends, documents and supports tools and backend utilities to provide capacity planning management.

Testing:

  • Leads or provides technical direction for the planning, designing, and execution of testing efforts.

  • Ensures that tests evaluate all possible impacts on the current infrastructure or application.

Continuous Improvements:

  • Recommends performance metrics.

  • Analyzes and reports on operational metrics to understand performance and to ensure success in process improvements.

System Job Scheduling:

  • Translates business and technical requirements to develop automation specifications that span more than one business area.

Computer Operations:

  • Coordinates production job processing.

Production Support:

  • Coordinates problem resolution among team members.

  • Documents, monitors, reports, and manages the resolution of systemic issues.

  • Works with Systems Engineers and Architects when issues appear systemic or cannot be resolved.

  • Recommends procedures and controls for problem resolution or creates temporary solutions until permanent solutions can be implemented.

  • Documents problem status and resolution.

  • Develops checklists and scripts for resolving routine problems.

Security:

  • Works with IT Security, where needed, in investigations and/or audits of systems.

  • Analyzes audit trails to detect systematic security violations.

  • Reports security issues when appropriate.

  • Ensures security requirements are adhered to.

Business Continuity:

  • Administers archival activities such as installing, upgrading, configuring, and scheduling and monitoring, jobs.

  • Performs data image archiving.

  • Performs off-site storage procedures.

  • Verifies that system backups run successfully.

Policies, Procedures and Standards:

  • Ensures compliance with policies, procedures and standards.

Service Level Agreements (SLAs):

  • Monitors production, outputs, and services to ensure that SLA’s, and other quality metrics, are being met.

Documentation/User Guides:

  • Writes, reviews and/or maintains technical documentation for product environments.

  • Ensures documentation is developed and maintained.

Communications/Consultation:

  • Supports and participates in the formal reporting of project status.

Coaching/Mentoring:

  • Provides coaching and guidance to team members.

Research/Evaluation:

  • Evaluates future technologies and makes recommendations.

KNOWLEDGE, SKILLS & ABILITIES:

  • Bachelor’s degree in System Engineer, Telecom or Electronics.

  • Willingness and ability to travel domestically and internationally, as necessary.

  • Telecomm or networking postgraduate degree is required.

  • Requires at least 5+ years administering servers in an enterprise environment.

  • Requires at least 5+ years of experience designing, configuring, and deploying server hardware.

  • Typically requires 5-7 years of relevant information technology work experience.

  • Basic skills in written and verbal communication in English.

Preferred Skills, Knowledge and Experience:

  • Master degree in telecomm.

  • Certification in Information Security.

Gerente de Recursos Humanos de Respuesta para la Emergencia de Venezuela

Esta posición podrá ser ocupada por candidatos localizados en Panamá o Colombia.

Propósito

Asegurar que se contará con el personal apropiado en el proyecto de respuesta de la emergencia de Venezuela a través de procesos óptimos de selección, onboarding, desarrollo, desempeño, compensación y outplacement; en coordinación con el Global Centre, Oficina Regional de Latino América y el Caribe y en especial las Oficinas Nacionales que participan del proyecto.

Principales Funciones

Realizar la planificación estratégica de Gente y Cultura(G&C) en base a un diagnostico con las principales partes interesadas:

Evaluar la situación actual de G&C en el proyecto incluidos los riesgos y la capacidad de G&C de las Oficinas Nacionales (

NO).

Consultar a las partes interesadas internas, Centro Global, Oficina Regional(OR) y Oficinas Nacionales(ONs), y otras ONGs para desarrollar estrategias y planes de propiedad.

Consultar a los líderes de funciones para desarrollar organigramas, identificar las necesidades de personal actuales y futuras y desarrollar planes de fuerza laboral.

Desarrollar e implementar la estrategia de G&C

Asegurar la comunicación de las actividades de respuesta de G&C a NOs, OR & GC G&C y partes interesadas.

Equipar la unidad de Gente y Cultura(G&C) para cumplir con las necesidades de la respuesta a la emergencia:

  • Determinar la estructura organizativa de G&C y el plan de personal con los diferentes países del proyecto.

  • Contratar y desplegar personal G&C y planificar el desarrollo de capacidades.

  • Desarrollar presupuesto de G&C en coordinación con Finanzas.

Implementar la planificación y previsión de G&C Workforce y desarrollar soluciones apropiadas de Staffing:

  • Desarrollar e implementar una estrategia de reclutamiento de personal con NOs y RO

  • Implementar políticas y herramientas de WV en procesos de reclutamiento, documentando y justificando la decisión.

  • Elaborar un roster de personal y compartirla con las partes interesadas internas de manera regular.

  • Desarrollar e implementar una estrategia nacional de reclutamiento de personal con todas las ONs involucradas en el proyecto.

  • Coordinar para garantizar que el personal cuente con la documentación de viaje y empleo requerida (es decir, visas, permisos de trabajo).

  • Participar en los procesos de contratación alternativos (consultorías, honorarios), en caso de ser requerido.

Establecer e implementar los procesos de Asocio para el Desempeño:

  • Planificar, implementar, respaldar y monitorear un sistema de gestión del desempeño que garantice que el personal tenga planes de desempeño que incluyan planes de desarrollo individual y balance de vida/trabajo.

  • Coordinar con los gerentes para asegurar evaluaciones de finalización de todos los secondments.

  • Brindar orientación, capacitación y apoyo a los empleados y gerentes para abordar el desempeño insatisfactorio.

Coordinar el desarrollo y facilitar la implementación de los planes de desarrollo de competencias:

  • Coordinar la identificación de las necesidades de capacitación con líderes de función de acuerdo con las prioridades.

  • Apoyar a los líderes y gerentes de funciones para planificar las actividades de capacitación y creación de capacidad del personal e incorporarlas en un plan de desarrollo de competencias.

  • Asegurar que el personal reciba capacitación básica sobre los principios de responsabilidad de VM y otros temas esenciales.

Elaborar y/o adaptar e implementar políticas, procedimientos, y sistemas de G&C en respuesta a emergencias

  • Desarrollar, documentar y aplicar consistentemente las políticas requeridas específicas del contexto para cumplir los objetivos.

  • Asegurar que se brinden exenciones y excepciones apropiadas a las políticas, procesos y escalas salariales para garantizar que se despliegue personal competente para cumplir los objetivos de respuesta.

  • Apoyar las escalas salariales de RO / NOs y la alineación de nivel de grado en la medida en que esto no frene el reclutamiento y la retención rápidos de personal competente para cumplir con los objetivos de respuesta

  • Establecer e implementar sistemas de administración de G&C que garanticen que la respuesta pueda cumplir con los objetivos y cumplir con los requisitos de auditoría (con exenciones / excepciones apropiadas).

Establecer e implementar mecanismos para cuidado y compromiso del personal:

  • Fomentar la incorporación de mejores prácticas e innovación en G&C.

  • Asegurar que los riesgos que limitan el logro de los objetivos y/o los criterios de calidad se informan y abordan rápidamente.

  • Implementar Staff Care con el apoyo de los equipos de CG y LACR, que toma en cuenta los problemas de manejo del estrés laboral específicos del contexto y las necesidades del personal.

  • Coordinar con gerentes para la planificación e implementación de tiempo de compensación y las vacaciones en los planes de trabajo del personal.

  • Establecer y comunicar procesos críticos de gestión de incidentes asegurando que el personal de G&C esté capacitado y participe en el equipo de gestión de crisis cuando sea apropiado.

HUB Finance Director, WV Haiti

PURPOSE OF POSITION:

Provide overall leadership, oversight and management support for all aspects of financial management and other areas under his/her responsibility in Haiti and providing support to Dominican Republic. This position is seen as a strategic partner, member of the Senior Management/Leadership Teams of the National Offices (NOs), with a focus on ensuring accountability, stewardship, coordinating planning and budgeting processes, providing accurate financial data, analysis and advices, as well as developing financial strategy that best serves the NOs strategic and program objectives. Responsible for the finance staff capacity strengthening, the development and implementation of good internal controls, risk management, and utilization and safe guarding of assets according to WV approved policies and procedures. The Finance Director for World Vision Haiti will also provide support to World Vision Dominican Republic on the responsibilities mentioned in this job description.

MAJOR RESPONSIBILITIES:

Leadership, Capacity Development and Strategic Partnering:

  • Provide strong and positive leadership to areas under his/her responsibility, ensuring competent and motivated staff are hired and retained, providing efficient delivery of services.

  • Coordinate professional and personal development for staff in Finance Unit, through adequate orientation, on-the-job coaching, identification of learning, training needs and opportunities

  • Provide strategic advice to the National Director (ND) and senior leadership teams in order to enable well informed decision making processes.

  • Actively participate in the Senior Management/ Leadership team meetings of the NO.

Stewardship:

Ensure adequate cost efficiency and effectiveness measures are in place and are being followed through:

  • Providing cost analysis, promoting benchmarks and making recommendations for determining effective resource utilization at all levels.

  • Contributing to the development of appropriate policies and procedures for procurement of goods and services, and to maintaining/improving Provision key performance indicators, in collaboration with the Supply Chain team.

Financial Planning and Budgeting:

  • In collaboration with other Directors, advise the ND on strategic resource acquisition and allocation in alignment with Regional and NO. Strategies, and recommendations approved by the Regional Leader.

  • Oversee the planning and budgeting process to ensure global and regional guidelines are met by the NO.

  • Control of NO budget, cash flow and project funding, by providing timely and relevant information to budget managers, in collaboration with the Operations Leaders.

  • Contribute to the development of WV NO strategic direction and priorities.

Fiscal Accounting, Compliance, Monitoring and Reporting:

  • Design and manage systems, policies and procedures that provide appropriate levels of security and control of WV assets, resources and operations.

  • Coordinate the submission of timely, accurate and complete relevant reporting to the Partnership and to internal users.

  • Define and implement efficient and effective internal control systems.

  • Adhere to partnership policies, procedures and guidelines as stipulated in the WVI Financial Manual and other documents, including – but not limited to: grant compliance, planning & budgeting, year-end closing, carryforward, accounting and reporting.

  • Coordinate the timely and accurate submission of financial reports in Notes FFR (Field Financial Reporting) database; Review the reconciliation of MyPBAS to FFR monthly with action plan for addressing outstanding items.

  • Provide regular analysis of AP/Grant financial reports and timely feedback to AP/Grant managers for decision making.

  • Ensure NO staff under Finance visit Programs/Projects to monitor accountability issues, follow up on implementation of audit findings and provide support as needed.

Financial Risk Management and Controls:

  • Ensure that financial systems and controls are in place to manage and reduce finance risks, both at the NO and project levels.

  • Coordinate management responses to finance audits performed to the NO; ensure they are sent on time to the Audit Department; and that finance related audit recommendations are implemented.

  • Coordinate adequate preparation for GC and external audits.

  • Implement anti-corruption and fraud strategies.

KNOWLEDGE, SKILLS & ABILITIES:

  • Bachelor’s degree in Accounting, Finance or Economics, or a related field.

  • MBA in Finance, MSC in Finance/Accounting/Auditing preferred.

  • ACCA, CIMA, CPA or equivalent preferred.

  • Fluent in written and spoken French and English, Spanish a plus.

  • Minimum 5 years experience in finance position with medium business/medium NGO/government agency.

  • Minimum 2 years experience in finance management position.

  • Regional or Multi-country teams management experience is a plus.

Preferred Skills, Knowledge and Experience:

  • Solid knowledge of accounting principles, financial systems, budget/cash flow monitoring and internal accounting controls.

  • Ability to solve complex problems and to exercise independent judgment.

  • Ability to provide financial strategic direction to the teams under his/her responsibility.

  • Must be able to lead and manage virtual teams.

  • Good working knowledge of computerized accounting systems, preferable Sun Systems & Vision. Must be computer literate in Microsoft Office programs.

  • Knowledge of government grant regulations and financial reporting requirements preferred.

  • Knowledge of local accounting system preferred.

  • Proficiency in written and spoken French and English; Spanish is a plus.

  • Good oral/written and interpersonal skills.

  • Able to work in a cross-cultural environment with multi-national staff, including supervising two country finance teams as necessary.

  • Ability to travel within country, regionally and internationally, especially to the Dominican Republic and other nearby countries within the LAC region.

  • Able to use executive influence and negotiation skills.

  • Experience of treasury activities, establishment and monitoring of budgets and an understanding of data processing concepts and systems is preferred.

  • Experience with humanitarian aid in-country is a plus.

Work Environment/Travel:

  • The position requires ability and willingness to travel domestically and internationally up to 30% of the time.

Requirements

Technical degree in accounting or advanced university studies in Accounting (Third year minimum)

Functional knowledge of accounting processes

Flexibility and ability to work on different aspects of the general ledger

A good knowledge of best practices within a project accounting environment and how to drive performance through better behaviors

Ability to perform and direct root cause analysis over various aspects of performance

Knowledge of technology; including data structure, analysis codes and business rules

Reputation Communications Director

*Position location to be determined by home country of successful candidate in a jurisdiction (US state or country) where WVI is registered to operate.

PURPOSE OF POSITION:

Reporting to the Senior Director, Public Engagement, the Reputation Communications Director is a senior role proactively and reactively directing the development of reputation protection and building activities. They will lead two teams with distinct areas of communitions skills and responsibilities.

This director is responsible for maintaining World Vision’s reputation during crises and faced with risks. They will lead the risk communications team that handles emerging incidents and reputational crises in the partnership and ensures there are strong policies, procedures and protocols for these responses offices across the partnership and globally. This Director will work directly with global media and other influential external partners and stakeholders to shape their understanding of and trust in WV.

They will also direct a creative and technical digital properties team that develops and control all of the digital channels of World Vision Internationsl (WVI) (WVI.org, fb, Instagram, twitter etc.).

The postholder will fully understand the relationship between trust drivers, the impact of crises, and the increase in positive reputation and will use this knowledge to significantly build trust in the organisation in order to grow influence, impact and income.

This role will work closely with the Senior Director, Public Engagement and the Senior Director, Communications and others in the global marketing and communications core team to identify and promote opportunities for building trust and reputation in line with the global partnership strategy. Able to act on their own, the postholder will work closely in partnership with others, including members of the Executive Leadership Team, Regional Leaders and Support Office (SO) and regional executives, Evidence & Learning, Global Resource Development (GRD), External Engagement & Advocacy and Faith & Development, providing advice and guidance to ensure reputation is managed and maintained through change and operational actions.

Working closely with the Brand Director, this postholder will ensure all reputation building activities are on brand and build and support the partnership and Global Communications strategies.

The position will be responsible for directing a team of communications experts in crisis management and digital communications, ensuring partnership capacity is in place for strong responsive comms for global issues and crises, developing evidence based communications that convey who we are, our core values, demonstrate our Christian Identity and build our reputation with powerholders, supports and the humanitarian sector and maintaining best in class digital properties for WVI.

MAJOR RESPONSIBILITIES:

  • Set the strategic directions and lead a team of communications experts in crisis management and digital communications, ensuring partnership capacity is in place for strong responsive comms for global issues and crises, developing evidence based communications that convey who we are, our core values, demonstrate our Christian Identity and build our reputation with powerholders, supports and the humanitarian sector and maintaining best in class digital properties for WVI.

  • Provide leadership to Risk Advisors team to ensure global capacity for incident responses and ensure policies, protocols and training are consistently reflecting best practice. Advise and guide senior leadership in the partnership on Tier 1 and 2 responses to issues that threaten to harm the WV brand and reputation, and deal directly with global media and other partners during these incidents.

  • Strategically lead the digital properties team in developing and maintaining best-in-class digital channels for WVI, including WVI.org and all affiliated National Office, campaign and functional websites and microsites, fb, twitter, Instagram and youtube channels and any emerging digital channels.

  • Engage with executives in WVI and across the partnership to create and ensure alignment and that executives are champions of the digital strategy.

  • Work closely with the Senior Director, Public Engagement and the Senior Director, Communications and others in the global marketing and communications core team to identify and promote opportunities for building trust and reputation in line with the global partnership strategy. Work closely in partnership with others, including members of the Executive Leadership Team, Regional Leaders and SO and regional executives, Evidence & Learning, GRD, External Engagement &

  • Advocacy and Faith & Development, providing advice and guidance to ensure reputation is managed and maintained through change and operational actions.

  • Identify, develop and champion reputation building activities that take account of trust drivers and build positive organisational reputation and ensure these are used in WVI channels, and in offices across the partnership. Use organisational and communications strategies as a springboard to develop and maintain improvements to global reputation and engage the voices of leaders in the org as well as children, communities and partners.

  • Work closely with the Brand Director to ensure all reputation building activities are on brand and build and support the partnership and Global Communications strategies.

  • Lead the development of corporate materials that will grow trust in the organization eg, World Vision Guide, Global Annual Reviews in line with the organizational brand and strategy.

  • Play an active senior role and provide strategic crisis management and branding approach in the Operations Management Team and lead digital comms networks for the partnership. In this strategic approach and the active role in the digital comms networks is considering the relationship between trust drivers, the impact of crises, and the increase in positive reputation and will use this knowledge to significantly build trust in the organisation in order to grow influence, impact and income.

KNOWLEDGE, SKILLS & ABILITIES:

  • Post Graduate degree or equivalent in Communications, Public Relations, Journalism or a related field.

  • 10+ years working in a communications role, preferably within World Vision.

  • 10+ Experience with successful crisis management.

  • Experience developing high-level communications strategies based on insights and research, and gaining senior stakeholders’ ownership and buy-in for the strategies.

  • Thorough understanding of World Vision’s ministry and issues including children, poverty, relief, sustainable development, donor engagement and food aid.

  • Strong communication and interpersonal skills; able to win the confidence of a broad range of different stakeholders.

  • Thorough understanding of media, its likely interests, demands and expectations.

  • Thorough understanding of crisis and issues management.

  • Good understanding of private, public and institutional donors, as well as other partners, and their expectations and needs for information during a crisis.

  • Experience of working in cross-cultural environments, sensitivity to multicultural social, religious and gender issues.

  • Strong analytical skills, able to clearly assess and evaluate issues and alternative strategies.

  • A self-starter, able to identify the key issues and mobilise senior stakeholder support.

  • Familiarity with general legal concepts such as confidentiality, liability, contractual obligations etc.

  • Experience working with lawyers for legal advice and counsel.

  • Understand transparency and accountability trends and issues in the humanitarian sector.
