PURPOSE OF POSITION:

To Lead a strategic plan and launch the Health technical program, which includes two key components, specifically HIV and Tuberculosis. The Director supervises and monitors human and technical resources, and he/she represents WV Nicaragua before both public and private institutions and community-based organizations and performs other required duties that may arise.

KEY RESPONSIBILITES:

Ensure efficient financial and programmatic implementation of the TB & HIV grant, funded by WV and the Global Fund:

  • Annual Operating Plan.

  • Monthly monitoring of budgetary execution/spending.

  • Six-monthly internal control audit and accountability.

  • Action plan, as provided in the annual external audit.

  • TB & HIV purchase plan prepared and launched in conjunction with MINSA and the Global Fund.

  • TB & HIV Monitoring Plan.

Ensure adherence to the WV-Global Fund agreement:

  • Monthly rendering of accounts to WV.

  • Rendering of accounts to the Global Fund.

  • Follow-up to observe if the TB & HIV Performance Framework is being fulfilled.

In conjunction with the Global Fund, ensure smooth programmatic and budgetary progress, including proper environment and internal control actions/activities performed by the sub-recipients of the TB & HIV grant:

  • Follow up and monitor attainment of monthly/quarterly/annual goals and objectives of sub-recipients.

  • Follow up contract performance, sub-recipient manual and action plans [based on the] audit for sub-recipients.

Maintain strategic relationships with the Ministry of Health (MINSA), and other institutions engaged in gathering of information and implementation of TB & HIV programs:

  • Actions are coordinated with MINSA to update: List of health supplies, country strategic plans and evaluation of TB & HIV plans.

  • Cooperative relationships partnerships with both public and private organizations.

  • Advocacy for public policies and private initiatives on health projects related to the project.

RESPONSIBILITIES AT THE INSTITUTIONAL LEVEL:

  • Follow and implement WV] Child Protection Policy.

  • Ensure that World Vision is a safe organization for children.

  • Participate in the national-level [emergency] response team in case of emergency situations.

  • Participate in humanitarian response operations in case of national-level emergencies.

  • Identify or participate in the raising of financial and non-financial funds.

  • Diversify financial and non-financial funds at the National Office level.

  • Encourage the protection of the staff under his/her responsibility in all their different dimensions, specifically physical, mental, emotional, social and spiritual.

  • Take an active role in devotionals and other activities that promote spiritual growth.

KNOWLEDGE, SKILLS & ABILITIES:

Education:

  • Bachelor´s of Medicine and/or Surgery or MPH.

  • Master Degree in Public Health.

Knowledge and Skills:

  • Skills and experience in leading programs focused on human rights and sexual diversity.

Application Developer II

*Preferred position location: Costa Rica. Other locations to be determined by home country of successful candidate in Latin America & Caribbean and the United States where WVI is registered to operate.

PURPOSE OF POSITION:

Individuals working in an Application Developer II role work on multiple small to large, complex projects as a team member, sometimes as a project lead. Individuals working as an Application Developer II require increased skill in multiple technical environments and possess knowledge of a specific business area.

Individuals must be able to adjust to constant business change and as needed to proactively plan for changes that are likely to occur. Common types of changes include introduction of new organizations through mergers and acquisitions, the separation of parts of organization (as subsidiaries, or when the business changes direction), evolving goals and strategies and emerging technologies. These changes require integration of solutions that can impact the overall system development activity. Application Developers also provide client support, consultation and subject matter expertise for system development, maintenance and support.

Individuals within the Application Development job family work closely with clients, business analysts and team members to understand the business requirements that drive the analysis and design of quality technical solutions. These solutions must be aligned with business and IT strategies and are in compliance with the organization’s architectural standards. Application Developers are involved in the full systems life cycle and therefore are responsible for designing, coding, testing, implementing and supporting application software that is delivered on time and within budget. Responsibilities beyond development of software may include participation in component and data architecture design, technology planning, product evaluation, advanced testing processes and buy vs. build recommendations. Individuals also provide input to project plans related to the Application Development initiative.

Application Developers have a strong knowledge of programming languages used by the organization. They have experience in systems design and have a solid understanding of development, database development, testing, and integration methodologies. Knowledge of current and emerging IT products, services and processes is required.

MAJOR RESPONSIBILITIES:

Project Planning:

  • Participates in project planning process with IT business analysts and team members.

  • May develop work plan timelines and manages work flows to meet project timeframes.

Design:

  • Identifies technical requirements.

  • Creates technical design specifications and assists in sizing technical requirements.

Code and Test:

  • Codes applications using a disciplined development process and in accord with the company’s standard development process (SDLC).

  • Integrates solutions with other applications and platforms outside the framework.

  • Creates data extracts and reports from system based requirements.

  • Develops, executes and documents test plans.

Deployment:

  • Assists in the deployment of new modules, upgrades and fixes to the production environment.

  • Makes modules production-ready by moving them to libraries, completing forms, following procedures, completing version control documents, etc.

Maintenance (Break/Fix):

  • Provides ongoing maintenance of applications.

  • Participates in review sessions where patterns of development and break/fix metrics are reviewed as part of standard process for optimizing IT development processes.

Production Support:

  • Provides Level 2 and 3 production support.

  • Troubleshoots existing information systems to identify errors or deficiencies and develops solutions.

Performance Management:

  • Evaluates existing applications and platform and provides recommendations for improving application performance by conducting gap analysis, identifying feasible alternative solutions, and assisting in the scope of modifications.

Documentation/User Guides:

  • Documents functions and changes to new or modified modules and test activities/results.

  • Assists in the development of user guides and training documentation for systems.

Standards/Quality:

  • Adheres to standards and procedures.

  • Reviews modules for quality assurance and checks compliance with applications standards and Service Level Agreements (SLAs).

Technology, Evaluation and Research:

  • May evaluate new application packages and tools and perform research on best practices.

  • Provides recommendations for solutions.

Coaching/Mentoring:

  • Provides technical coaching and mentoring to less-experienced team members.

KNOWLEDGE, SKILLS & ABILITIES:

  • Bachelor’s degree in Programming/Systems, Computer Science, or other related field, or equivalent work experience.

  • Expertise in a number of areas including cloud computing, API integration, cloud messaging, ground-to-cloud connectivity, highly scalable distributed systems.

IT Security Analyst II

PURPOSE OF POSITION:

Individuals working as an IT Security Analyst II are responsible for working on security projects/issues for one or more functional areas (e.g., data, systems, network and/or Web) across the enterprise, develop security solutions for medium to complex assignments, work on multiple projects as a team member and lead systems-related security components. They provide expertise and assistance to all IT projects to ensure the company’s infrastructure and information assets are protected.

Individuals within the IT Security job family plan, execute, and manage multi-faceted projects related to compliance management, risk assessment and mitigation, control assurance, business continuity and disaster recovery, and user awareness. They are focused on developing and driving security strategies, policies/standards, ensuring the effectiveness of solutions, and providing security-focused consultative services to the organization.

Individuals develop, execute and manage data, system, network and internet security strategies and solutions within a business area and across the enterprise. They develop security policies and procedures such as user log-on and authentication rules, security breach escalation procedures, security auditing procedures and use of firewalls and encryption routines. To guide enforcement of security policies and procedures, they administer and monitor data security profiles on all platforms by reviewing security violation reports and investigating security exceptions. They update, maintain and document security controls and provide direct support to the business and internal IT groups. IT Security

professionals evaluate and recommend security products, services and/or procedures. They also communicate and educate IT and the business about security policies and industry standards, and provide solutions for enterprise/business security issues.

IT Security professionals require strong technical, analytical, communication and consulting skills with knowledge of IT Security and related technologies. Candidates with security certifications (such as CISA, CEH, Sec+, SANS GIAC, CISSP, CISM etc and/or other certifications) will be highly considered.

MAJOR RESPONSIBILITIES:

Humanitarian Programme Director

*Position location to be determined by home country of successful candidate within a jurisdiction (country or US State) where WVI is registered to operate.

PURPOSE OF POSITION:

The Program Director’s primary role (50%) is deployment to humanitarian emergencies to lead the Programming team which consists of Programme Officer(s), MEAL (DME, Accountability & Learning) and Information Management. In responses, the Programme Manager serves on the Senior Leadership Team and leads the design of the response strategy and operations plan with the Response Director as well as the functions reporting to his/her position.

Outside of responses, this position will lead the following in collaboration with the other Programme Director:

  • Key programme strategic initiatives that link global strategy with field practice.

  • Build capability in the organization to deploy and undertake programming function in responses.

  • Serve as a senior member of the Strategy, Effectiveness and Digital Capabilities Team and be a primary point of integration across other functions on the team in responses.

KEY RESPONSIBILITIES:

Deploy and lead the programming function in humanitarian emergencies to achieve the following:

  • Establish, resource and staff the programmes unit which consists of programming, MEAL (DME, Accountability, Learning), and Information Management functions.

  • Facilitate programme planning process to ensure alignment with context, humanitarian needs, response strategy as well as operational feasibility and technical quality.

  • Donor liaison and advocacy is undertaken to resource operations plan.

  • Support Finance in the allocation and tracking of response funding to ensure response priorities are funded.

  • Develop and submit project proposals to donors to resource operations plan (in collaboration with relevant team members).

  • Support Finance to establish grant management system to ensure fulfillment of donor requirements.

  • Plan, implement, analyse and share findings from assessments and program monitoring.

  • Ensure critical MEAL functions including assessments, monitoring, learning, evaluations and humanitarian accountability as well as information management are undertaken.

  • Ensure all data from assessments, baseline, monitoring, feedback mechanisms is communicated to communities as appropriate and continuous improvement processes are in place for programme adaptation.

  • Manage WV’s relationship with ACAPs to leverage their resources for our programmes and to contribute WV support and expertise.

  • Build and maintain a roster of deployable programming staff and resources to support them.

  • Lead key programme strategy initiatives.

KNOWLEDGE, SKILLS & ABILITIES:

Required:

  • A minimum of 5 years in leadership role in the humanitarian assistance and/or development sector, with a significant portion of this in INGOs.

  • 8 years’ experience in humanitarian assistance work including significant field presence.

  • Demonstrated understanding of key humanitarian principles, standards and best practices.

  • University degree in Humanitarian Studies or relevant field. Master’s degree preferred.

  • Experience in program management and implementation of multi-sectoral emergency response projects.

  • Strong background in programme quality – MEAL – and information management.

  • Strong experience in working with bi-lateral and multi-lateral donors, grant management and proposal development.

  • Intensive experience in leading a multi-cultural team of professionals.

PURPOSE OF POSITION:

Advise the strategic, innovative and operational for the World Vision’s disaster management and emergency response to contribute to National office strategies. Contribute to the relevance of WV emergency response engagement including appropriate vision, mobilization, structures, standards, staffing, resources available and policies for emergency preparedness, response and mitigation. Advise and facilitate support for the planning and development of the Capacity Building Strategy and initiatives throughout the region in accordance with established HEA policies and procedures to mitigate, prepare and respond to disasters increasing the capacity of the National Offices, in accordance with the Regional Director.

MAJOR RESPONSIBILITIES

Leadership:

Support the World Visions positioning`s as a competent, innovative and effective humanitarian agency by advising that the LACRO responds professionally to all Categories of emergencies, under takes effective disaster advisor.

Advice Regional on matters related to HEA emergency response.

Matrix relationship to National HEA and Global Response, when applicable.

Advise Regional Director and National Offices on all aspects relating to HEA especially in determining appropriate assessment and response level to lead for all stakeholders that could be involved.

Coordinate NO in capacity building initiatives and forums, facilitate the establishment and functioning of emergency mobilization-based preparedness and response strategies.

Strategy:

Overseeing contribution in the Global Strategy (Our Promise 2030) in Humanitarian response.

Advise the National Offices in developing effective HEA priorities and plans, according direction of the Regional Director.

Advise the development HEA strategies, priorities and plans contributing to appropriate and timely disaster mitigations.

Technical Support:

Monitoring to the development of global policies, guidelines and standards relating to HEA and provide assessment in contextualizing and mainstreaming these within the region.

Advising capacity building, organizational reflection and support during and after HEA emergency response implementation.

Monitoring National Offices to have a functioning National Emergency Preparedness and Response Fund (NEPRF) in place as per the NEPRF policy guidelines.

Operational Support

Advise and assessment meetings and network.

Advise with Regional Director and the National Offices in HEA, providing appropriate emergency response assessments through capacity building and planning processes.

Advise with Regional Director in new initiatives to be implemented in sub region LACR.

Monitoring projects on a regular basis, considering policy implications and offering appropriate support

Capacity Building & Knowledge management:

Advise assessment needs in capacity building HEA projects/ initiatives in alignment with the sub regional and regional capacity building framework and strategies

Support the Regional Disaster Management Team (RDMT) to develop capacity development plans for the members along with capacity development plans for the HEA Point Persons in Sub Region LACR.

Advise the Regional Director to be closely to Security and P&C in developing the Staff Care focus of HEA management and staff capacity building in Critical Incident Stress Advisor.

At a strategic and policy level, according to Regional Director, could represent WV with Government agencies, UN, INGO and Church bodies, in collaboration with National Offices, when applicable.

Assessment HEA as a contributing to Child Well-Being (CWB) monitoring reports and breaking silos between development and relief.

Education

Graduate degree qualification and/or Professional qualification in Management.

Descripción General de la posición

Senior Director, Social Mobilization

PURPOSE OF POSITION:

This position is responsible for and has oversight of developing and implementing a successful social mobilization strategy for World Vision globally.

This position will develop the systems, structures, partnerships, technology and operating models for the delivery of a social mobilization strategy that engages the public, children, partners and community members to shifts attitudes & behaviours and drive courageous action in support of policy change, and implementation, of child rights, the global campaign It takes a world to end violence against children and Agenda 2030.

The Senior Director of Social Mobilization will develop strong internal and external networks and collaborate closely with marketing, communications, policy & advocacy, campaigners and child and youth participation experts at the global level and across all World Vision Support, Field and Regional Offices to significantly raise the public profile of our efforts offline and online. This includes leadership of global mobilization efforts, support for local and national campaign and mobilization strategies, fostering citizen and youth movements, development of compelling public engagement content and meaningful supporter and community actions. In addition, this position will deploy new technologies to drive engagement and reach new audiences (especially millennials), strengthen loyalty and involvement of existing supporters.

The Senior Director will be part of the Advocacy & External Engagement (A&EE) Leadership Team, manage a team of public engagement, mobilization and child participation experts, develop and monitor the team strategy and workplan as well as manage budgets and relationships with external agencies.
