Fleet Safety Advisor – Global Fleet Management

*Preferred position location: United Kingdom. Other possible locations: Africa, Europe, USA and New Zealand where WVI is registered to operate.

PURPOSE OF POSITION:

The organisation delivers humanitarian aid to populations in some of the most challenging and complex environments, with transportation and fleet operations being critical to delivering our programmes. World Vision has a diverse global fleet of well over 10,000 standard vehicles and motorcycles, including drilling rigs and water craft. The total fleet portfolio represents one of the largest asset groups in the organisation.

Reporting to the Global Fleet Management Operations Manager, the ‘Fleet Safety Advisor” will be expected to support and actively contribute to the efficient and effective delivery of flexible and agile ‘end to end’ transportation solutions for World Vision operations. The role will also pay particular attention to fleet safety solutions to ensure that our drivers and vehicles are able to operate safely across World Visions National Office and Response operations.

MAJOR RESPONSIBILITIES:

Strategy Development:

  • Provide input into the development and implementation of global fleet management procedures that support WVs Fleet Management model, strategy and policies.

  • Support the Global Fleet Management Operations Manager to ensure WV fleet policies, practices and procedures are in line with international good practice.

  • Support in the development of operational metrics and reporting to track accomplishments against strategy.

Technical and Operational Support:

  • Provide technical fleet and safety support to the Operations and Director – Global Fleet Management and Fleet focal points across the Partnership.

  • Actively contribute in the development of Fleet safety systems, training and change programmes and contribute to the consolidation of fleet operational procedures and protocols.

  • Support the Operations Manager in engaging National Office and Response Fleet Managers, or staff with fleet management responsibility.

  • Provide technical advice in the development of driver and fleet safety training and assess safety issues against relevant Health and Safety requirements.

  • Provide technical advice and support in the investigation and root cause of Road Traffic Accidents (RTAs) involving World Vision vehicles and other breaches of fleet safety policy. Escalate recommendations for risk reduction strategies and actions.

Capacity Building:

  • Contribute to and support the ongoing process of developing and implementation of a global capacity building plan for fleet management based on collaboration with relevant stakeholders.

  • Support the development and implementation of a fleet management and safety training programme – this will include facilitating and conducting training in locations where World Vision operates.

Relationship Management:

  • Support the Operations Manager in ensuring that best practice is shared with National Office fleet staff.

  • Engage with Fleet managers and relevant staff on fleet management responsibilities to ensure that good relationships are established and maintained.

Knowledge Management:

  • Participate in the process of continuous learning on international good practice in fleet management in order to identify tools that can be implemented into World Vision operations globally.

  • Encourage mutual learning on fleet management issues with fleet managers and staff with fleet responsibilities.

Quality Assurance:

  • Review fleet procedures and protocols to ensure they are in line with fleet policy and international best practice.

  • Support and advise fleet managers and staff with fleet responsibilities in observing the appropriate application of World Vision fleet policy and protocols.

General:

  • Support activities that will enrich and develop World Vision’s Core Values.

  • Practice an inclusive leadership style that will be a role model for the staff team, peers and others.

  • Perform any other tasks assigned by the Operations Manager – Global Fleet Management.

  • Perform Operations Manager duties as and when required.

KNOWLEDGE, SKILLS & ABILITIES:

  • Relevant tertiary qualification in logistics, engineering or supply chain or risk management.

  • Recognized industry qualification in logistics, engineering, supply chain or risk management.

  • Suitable transferable qualifications from the military, government or private sector.

  • Minimum of 5 years proven experience in logistics, staff safety or fleet management within a large complex national or international organisation.

  • Substantial experience in the creation and implementation of safety programs, fleet management systems, compliance and investigations, training, metrics, reporting and vehicle accident reduction.

  • Experience in either/or the areas of procurement, supply chain, logistics, safety management.

  • English written and spoken essential.

  • Working proficiency in French, Spanish, Portuguese preferred.

Preferred Skills, Knowledge and Experience:

  • Recognised logistics, supply chain or engineering qualification or other relevant safety and risk management qualification.

  • Experience in fleet management optimization processes and in depth understanding of fleet trends and best practices.

  • Experience in fleet management/operations and safety within the humanitarian/military or industrial sector.

  • Creative problem solving skills and the ability to synthesize and analyse complex information.

  • Experience, willingness and ability to work effectively with a wide variety of people.

  • Skillful communicator with advanced influencing skills that can transcend boundaries and work effectively across all levels of a complex organization.

  • Ability to operate effectively and responsively in a fast changing, ambiguous environment and deal with high pressure situations calmly and with energy and resilience while managing multiple priorities and deadlines.

Work Environment/Travel:

  • The position requires ability and willingness to travel domestically and internationally up to 30% of the time.

Fleet Analyst – Global Fleet Management

The role will pay particular attention to providing analysis, monitoring and reporting on fleet related incidents trends and management to ensure that our fleet managers, staff managers and drivers have the knowledge and understanding to operate safely and efficiently across World Visions National Office and Response operations.

MAJOR RESPONSIBILITIES:

Strategy Development:

  • Manage the development and implementation of a global fleet information collection system to support context monitoring and fleet analysis requirements.

  • Provide SME support to the development and delivery of a fleet management reporting capability.

  • Contribute to the development of the Fleet Strategy for WV.

Technical and Operational Support:

  • Provide advice and support to the Office of Corporate Security (OCS) Partnership Leader, Global Fleet Management and Fleet focal points, Global Security Advisors and all other relevant stakeholders on emerging fleet issues, particularly as they may impact on WV strategies and staff safety.

  • Provide oversight of WVs incident reporting systems with respect to fleet and safety related incidents and support the OCS Fleet Management team to ensure appropriate follow up is undertaken in a timely way.

  • Maintain an OCS Fleet incident database using a variety of different sources. Ensure integrity and accuracy of the data. Identify and use multiple sources and platforms for comparison and trends.

  • Work with OCS Security to monitor broader security and safety issues in order to identify fleet (and safety) and security related risks.

  • Work with internal and external partners to identify emerging fleet related safety risks and assist in the ongoing development of mitigation strategies that are aligned with WVs Security and Fleet Polices and its Core Security Requirements (CSR).

Capacity Building:

  • Lead the development and implementation of a WV ‘in house” capacity building plan for fleet information management that is based on established fleet policy and standards.

  • Engage with Regional Security Advisors, Fleet Managers, Fleet focal Points and National Directors to build awareness of fleet information & management as per WV Corporate Security(fleet and safety) policies.

  • Identify, share / facilitate access to fleet data analysis tools, resources and materials as well as providing learning and support opportunities for Regional & National Offices. These may include facilitating and conducting training, engagement of trainers, establishing institutional links, identifying opportunities for staff exchange or mentoring.

  • Develop and implement a WV fleet ‘information sharing’ network comprising individuals who can influence and champion fleet initiatives based on review and analysis of fleet information/data.

Relationship Management:

  • Develop and maintain key external and internal relationships with a wide range of stakeholders at a micro and macro level to facilitate access to information.

  • Identify and develop strategic fleet networks to share information on fleet issues affecting humanitarian operations.

Knowledge Management:

  • Lead a process of continuous learning on international good practice in fleet (safety) information management & analysis to identify tools and processes that can be implemented into WV operations globally.

  • Act as a subject matter expert in the field of information analysis (at an operational, tactical and strategic level); risk assessment and fleet risks management.

Quality Assurance:

  • Review fleet incident reporting across WV operations to ensure alignment with WV, OCS Fleet standards policies and procedures.

  • Act as a strategic link for the collation, analysis & dissemination of fleet information connecting National Offices, Regional Offices, Support Offices and Global Centre.

  • Support and advise Regional and National Offices and fleets managers in observing appropriate fleet incident reporting requirements.

General:

  • Support activities that will enrich and develop World Vision’s Core Values.

  • Perform any other tasks assigned by the Director Global Fleet Management.

KNOWLEDGE, SKILLS & ABILITIES:

  • Have a relevant tertiary qualification in Systems and/or Business Data Analysis.

  • Recognized ‘fleet’ and/or ‘safety’ experience with proven analysis and reporting capability from multiple and complex information/data sources.

  • Experience as a Systems and/or Business Analyst within a military, humanitarian, government or private sector.

  • Minimum of 3 years’ experience using Power Business Intelligence systems or an equivalent tools.

  • A minimum of 5 years’ experience with a large complex national or international organisation.

  • Experience in the creation and implementation of safety programs, fleet management systems, compliance, training, metrics, reporting and vehicle accident reduction.

  • Project management, Fleet, Safety experience.

  • English written and spoken essential.

Driver - West Nile, Uganda

Position: Driver

Report to: Project Manager

Location: West Nile, Uganda

Purpose of the position:

To drive authorized passengers, transport goods and services (information) and check the mechanical condition of the World Vision vehicle regularly and act accordingly in line with World Vision Transport policies.

Major Responsibilities:

Achieving Capabilities

  • Drive World Vision vehicles/authorized passengers to specified destinations as approved by the supervisor in line with World Vision Vehicle Use & Management Policy.

Thinking Capabilities

  • Deliver packages, goods and mails and any other information to specified people, places and offices in line with World Vision policies.

Self-managing Capabilities

  • Physical inspection/check of vehicle status/condition e.g. engine oil, water, nuts, battery water, license, Third Party Insurance, brakes, tyre pressure etc. prior to any journey and carry out regular vehicle repairs e.g. correcting hard start, tightening bolts and nuts, topping up battery water, etc. in line with World Vision policy.

Relational Capabilities

  • Monitor the security of vehicle, authorized passengers and luggage in line with the vehicle policy.

  • Report all major and minor damages and accidents on the vehicle at hand to the supervisor using relevant documentation/forms in accordance to World Vision Vehicle Use & Management Policy

  • Prepare and submit accurate, complete and timely vehicle monthly reports in line with the World Vision Vehicle Use & Management Policy.

Qualifications: Education/Knowledge/Technical Skills and Experience

  1. A certificate in automobile mechanics is an added advantage.

  2. A certificate in Defensive driving from an established driving school/firm is an added advantage.

  3. Experience in driving, with clean driving record of not less than 3 years, preferably with an NGO

  4. Possession of two or more Classes of driving permit is preferred

  5. Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environments, and physical hardship conditions with limited resources.

  6. Other Requirement

  7. Computer literate especially in Ms Word and Excel and use of Internet Explorer

  8. Perform other duties as may be required

  9. Ability to prioritize and handle multiple tasks simultaneously and able to drive long distance and for long hours.

  10. At least Ordinary Level Certificate with at least 2 principle passes
