Our Cambodia Office is seeking for one (01) qualified local candidate to fill in the position below:

Position: Marketing Officer

Location: National Office , Phnom Penh

Salary: 749 USD – 937 USD


The Marketing Officer plays a critical role in developing, managing and reporting on key marketing initiatives to grow domestic funding, enabling more children’s life stories to be transformed.

Reporting to the National Fundraising Manager, the Marketing Officer is responsible for coordinating all marketing activities for their specific customer segments.

The role plays a critical part in engaging with donors, helping them to understand World Vision and supporting them to grow deeper in their support of our work.


  • Support donor mapping, analysis and screening

  • Manage donor pre-positioning, planning and engagement

  • Manage the end to end process of donor management in relation to assigned supporter segments including reporting

  • Produce and disseminate materials that effectively communicate WV’s local fundraising priorities, including evidence of impact and supporter transformation.


As part of the World Vision International-Cambodia mandate requirements for new staff, all candidates who are offered job are required to produce Local Police Clearance Certificate prior to date of joining in the organization.

  • Bachelors Degree in Marketing, Business Management, Public Relations, Communications, Donor Relations, Arts, International Development, International Relations or similar, with 3 years experience

  • Knowledge of World Visons field ministry, organisational structure, and partnership dynamics.

  • Excellent written, verbal and interpersonal communication skills (Khmer and English)

  • High level cross-cultural interpersonal, time management, multi-tasking and prioritization skills

  • Project Management – ability to manage projects, timelines and budgets

  • A demonstrated commitment to serving others and alignment to WV values

  • Minimum 3 years’ experience working in a role that coordinates and manages projects and timelines.

  • Experience in working with communities and children is preferred

Resource Acquisation Specialist

Job Title: Resource Acquisition Specialist

Reporting to: Associate Director – Resource Acquisition and Management

Grade Level: 16

Work Location: National Office - Nairobi

Purpose of Position

To lead donor engagement, intelligent research on donor strategies, sectoral focus and forecasts, prepositioning for solicited and unsolicited opportunities and generate set annual grant income for World Vision Kenya. The incumbent shall contribute strategically to development of Grant Acquisition and Donor Retention Strategies for World Vision Kenya from the assigned Foundations, bilateral, and multilateral donors.

As part of the WVK family, the position holder promotes World Vision's Christian values through its work in teams and with people from various backgrounds.

Major Responsibilities

Growth of Grant Income as per Resource Acquisition and Management (RAM) Business Process as a result of strengthening GAM business process (50 %)

  • Lead engagement exercise with WVK identified donors as related to WVKs donor mapping and tiering guidelines.

  • Identify donor priorities and intelligence on upcoming opportunities; search for information that will facilitate positioning and establishment of partnership for opportunities

  • Lead the proposal development process in partnership with NO teams, SO and external partners/ consortia as relevant

  • Coordinated procedure for managing new opportunities including Grant startups

Expected end results

  • Increased number of successful proposal funded to a over 60% winrate

  • Increased number of high quality proposal and concept noted developed

  • Increased resource growth as per annual targets

Donor attraction and retention (25%)

  • Actively seek out strategic alliances with donors, NGOs, UN, governments, Support Offices, bilateral and multilateral agencies for purposes of coordination fund raising

  • Pro-actively provide donor updates on existing grants and keep the donor relations on course to ensure repeat funding,

  • Ensure good donor and World Vision International Support Office relations by meeting all contractual obligations and achieving high quality planning and implementation of RAM activities

Expected end results

  • Increased in number of new and existing donors maintaining contact with WVK in a particular year

  • increased repeat funding

Grants start-ups Monitoring, Reporting, Documentation and Knowledge Management 10%

  • Coordinate with Grant compliance Due diligence, pre-teaming, teaming process and sub-grant Agreement

  • Lead the handing over process of awarded opportunities and support startup processes of grants as relates to business process.

  • Lead the process of after action reviews after every submitted opportunity and document lessons learnt to improve our process

  • Participate in donor grant monitoring trips as feasible

  • Efficient grant startups leading to quality implementation

  • Improved acquisition process emanating from after Action Reviews Lessons learnt

Capacity Building for staff on Grants Acquisition and Management 10%

  • Support identification of WVK staff capacity gaps at all levels (NO, Regional & County) in regard to grants acquisition and donor requirements.

  • Support the development & implementation of NO GAM capacity- building plans.

  • Facilitate capacity building on proposal development, donor engagement, WVK Branding and monitoring & reporting based on donor requirements.

  • Research, develop & implement new initiatives that make GAM function more effectively e.g Subgranting

Expected end results

  • WVK has increased capacity to support fund raising efforts

  • Robust and agile structure that support dynamic changes in Donor landscape

Knowledge, Skills and Abilities

  • Minimum of Bachelor’s degree in Social sciences, Education or relevant field from a recognized University. Post graduate degree will be an added advantage.

  • Minimum 7 years’ relevant experience, 3 of which must be in grant acquisition and donor engagement,

  • Must have at least 3 years’ experience in leading and coordinating teams

  • must have experience in designing and programming project in the sector of education and Child protection

  • Ample experience and expertise in partnering with government donors, multilateral donors and private sector

  • Ability to work under tight schedules and with highly competing priorities and deliver quality results

  • Ability to work with minimum supervision.

  • Great writing and presentation skills

  • Computer skills especially Microsoft

  • Proposal Pro/ equivalent training will be added advantage

  • Demonstrated experience in community development work, partnering and consortium management, staff capacity building,

  • Ability to motivate multi-stakeholder teams and inspire teamwork and to manage donor expectations

  • Experience in engaging with bilateral, multi-lateral donors and private donors;

  • Significant experience in project management and grant compliance procedures.

  • Demonstrated strong grant writing; ability to develop quality concept notes, proposals, logical frameworks and reports under tight deadlines

RAM Manager


UN MANAGER RAM (Ressources Acquisition & Management).

Purpose of the position:

The primary responsibility of this individual’s role is to lead World Vision Mauritania efforts to successfully diversify its funding sources. The successful candidate will contribute to information management and collection relative to new and existing opportunities, grant writing and revising and reviewing documents, and managing grant project managers. In particular, the candidate will have an important role to play in networking, establishing and maintaining partnerships with potential and current donors and partners.

Working under the administrative supervision of the Country Program Manager and technical supervision of the RAM Director, this individual will have the opportunity to support the design, start up, monitoring, evaluation and close up of grant throughout their tenure with World Vision. The individual must possess the ability to manage time and work in an environment with multiple expectations and to function as team member and contributing leader.

Major Responsibilities:

  • Lead in consultation and close coordination with the Country Program Manager and the HEA manager the continuous identification of sustainable funding opportunities and donor landscaping.

  • Lead, in close coordination with the Country Program Manager, the continuous pre-positioning and building networks with potential donors and partners as well as maintaining networks with current donors and partners.

  • Lead proposal development and project design for projects with a budget under $100 000 and support the RAM Director with proposal development and project design for projects with a budget over $100 000: proposal writing, review of documents and packaging – all the time ensuring alignment to WV’s Child Well-Being targets and the WV Mauritania National Strategy

  • Manage grant project managers and support grant oversight across operational areas of World Vision Mauritania by:

Following closely programmatic compliance (successful delivery of project outcomes and deliverables)

Supporting narrative and evaluation report writing, revision and submission

Monitoring, in collaboration with NO Grant Finance Manager, financial performances (Burn Rate Analysis and Financial Compliance- Audit Support) .

  • Coordinate the participation and collaboration of technical specialists and other members of the Resource Acquisition and Management hub in the identification of funding opportunities, networking and proposal development.

  • Contribute to organizational and program effectiveness and the CWB report through shared learning and innovative practices from grant implementation insights and achievements.

  • Keep up to date the NO resources acquisition and management strategy to ensure its effective contribution to NO strategic objectives achievement.

  • Ensure relationship development and networking with WV Support Office grant staff and WARO RAM Hub staff.

Qualifications: Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

  1. Must have a Master’s Degree (Bac+4).

  2. Must have a minimum of 3+ years’ professional experience in programming (designing, implementing, evaluating and monitoring)

  3. Proposal and report writing experience; with a traceable win rate for donor funding

  4. Knowledge of bilateral, multilateral and foundation donors

  5. Ability to engage at a strategic level and build core relationships with bilateral and multilateral donors and INGOs

  6. Representation and networking skills

  7. Strong analytical training and data analysis capacity, familiar with Microsoft Office environment

  8. Strong organizational, planning, management and supervision skills, with a proven track record of managing a team

  9. Skilled at developing and managing training materials and learning resources

  10. Knowledge of child rights, community development programs/projects cycle management

  11. Must be a creative individual with strong sense of vision, discipline and rigor, planning and organization.

  12. Excellent written and oral communication skills (written and oral skills in French is essential- English is an asset)

  13. Ability to build trust, relationships and work productively with highly creative people across sectors and cultures.

  14. Ability to work under pressure and within tight schedules.

  15. Strong desire to build coordination, presentation, facilitation and networking skills
