To provide expertise and leadership in acquiring grant and private non-sponsorship funding, build relationships with external donors (including USAID, World Bank, EU, etc.); key stakeholders, Support Offices and other partner organizations; and build the capacity of technical staff in the areas of business development, grant acquisition and proposal writing.

The SBDS will work with a team of professionals pursuing the acquisition of high-quality grants and private funding to increase non-sponsorship funding for World Vision International Cambodia and ensure the office meets its strategic priorities. The day to day work of the SBDS will include proactive donor engagement activities to ensure the identification of funding sources and the development of strong relationships that will enable new donor support and repeat awards from existing donors. The SBDS will be coordinating and developing high-quality funding proposals and other documents and will be involved in sharing information with the technical team and other relevant departments within the office. The SBDS will develop and enhance relationships with World Vision Support Office, the Asia Pacific Regional Office, as well as external stakeholders. The SBDS will report directly to the Senior Manager for Resource Acquisition and will be expected to mentor and develop capacity of other members of the team.


  • Contributing and participating in the resource acquisition efforts and leading the grant/PNS proposal development process to contribute towards successful funding proposals

  • Participating in the development of WVC’s grant acquisition strategy and annual business plans;Lead in the coordination, development, writing and submission of proposals for grant and PNS funding

  • Lead/support pre-positioning process with donors/key stakeholders/partners for upcoming opportunities in the pipeline

  • Lead/Support donor engagement process with new and repeat donors,

  • Coordinate with external stakeholders and partners and lead in the development of consortia

  • Lead grant design and start-up workshops and ensure the quality of handover to operations for project start-up and implementation

  • Ensure high quality systems and processes for grant acquisition are maintained, as well as systems for Acquisition Knowledge Management to meet organizational needs and standards

  • Coordinate among internal stakeholders to ensure quality project design in alignment with organizational priorities and community needs

  • Develop leadership and management skills to support the Resource Acquisition Unit (RAU)

  • Mentor and supervise the day-to-day work of the Business Development Officer

  • Travel to the field as necessary, particularly for the purpose of donor visits to projects


  • Bachelors degree in relevant discipline such as development studies, international relations, management, economics or a related discipline.

  • Demonstrated knowledge and experience of programming, funding, financial management standards

  • Demonstrated knowledge of development theory, sectoral programmes, transformational development, gender mainstreaming and inclusive programming

  • Strong analytical skills and problem solving abilities

  • Excellent interpersonal communication skills and an ability to work supportively within a team

  • Computer literacy, especially in Microsoft Word and Excel

  • At least 3 years’ experience in designing programs, developing project proposals and budgets

Minimum education, training and experience requirements to qualify for the position:

  • Master's Degree in Social Science, International Development, Rural Development, Writing or any related field.

Senior Programme Officer – International Resource Development & Management (Level 2)

Job Profile

The Senior Programme Officer is responsible for creating and managing new funding acquisition and contract management and reporting for a portfolio of multi/bi-lateral institutional and private non-sponsorship (from World Vision International Support Offices and private entities, such as foundations) donors to enable World Vision Lanka’s (WVL) strategic objective to develop diversified and sustainable funding.

Major Responsibilities

  • Develop and acquire new funding opportunities

  • Develop an opportunity-specific win strategy for WVL to pursue, considering insights from donor guidelines, market trends, landscape mapping, organisational strengths and unique selling proposition

The High Net Worth Donor Events Specialist develops and coordinates engaging meetings and events to drive High Net Worth (HNW) donor engagement, including informational meetings, webinars, virtual field tours, and in-person field visits (as conditions permit) across the Europe region. This role manages numerous projects across European support offices and World Vision field offices, developing a calendar of events that serve the needs of HNW donors and European fundraising offices and staff, requiring strong, ongoing collaboration with leaders, staff, and technical experts at all levels of the organisation, including vendors and consultants. Organisation, attention to detail, and collaboration

are critical to success in this role.


Develop and manage a calendar of regular field calls for HNW donors:

  • Identify, through business/ROI analysis, and provide expert recommendations on types of events to sponsor and attend.

  • Identify/develop a rolling, yearly calendar of events (virtual and physical) to provide opportunities for HNW Fundraising and Marketing staff to engage and educate HNW donors on projects and impacts.

  • 5+ years of work experience coordinating successful virtual and physical events, including planning, logistics and management.

The Philanthropy Advisor, Europe will support and continually build the capacity of European High Net Worth (HNW) Donor engagement teams to initiate and nurture strong, trusting relationships with HNW donors with the goal of engaging them in meaningful service with the poor. This includes supporting offices to contextualise and scale HNW donor fundraising best practices, acting as a liaison global level teams and initiatives, providing mentorship and capacity building, and facilitating ongoing, mutually supportive peer engagement across Europe region fundraising teams.


Build expertise in middle and major donor engagement across Euro Fundraising Offices. Act as a resource for the fundraisers in those offices to effectively scale HNW donor fundraising best practices:

  • Advise and build capability in the development of in-country major and mega donor strategies (HNW and Ultra-HNW).

  • Develop subject matter expertise and act as global level technical expert ‘go-to source’ on HNW donor engagement best practice.

  • Develop and execute strategies to increase regional penetration and brand awareness, leading to revenue growth by integrating and leveraging all available World Vision resources.

Senior Resource Development Manager, WV Uganda

To provide overall leadership in delivering high quality, sustainable funding that supports World Vision Uganda (WVU) to realise its mission and objectives in line with its strategy; Our promise 2030. The Senior Resource Development Manager will take lead in the strategic sourcing of funds from various donors like the EC, USAID, AusAID, KOICA etc. as well as private donors and develop and achieve fundraising targets.


Donor Engagement:

  • Develop and maintain a Resource Development Business Plan to guide strategic interactions with potential donors and partners.

  • Proactively build strong networks and relationships with key donors.

  • Represent WVU to donors, both informally and formally, including giving presentations on behalf of WVU, as required.

  • Represent WVU in negotiations with donors over grant contracts etc.

  • Maintain a strong overall awareness of donor trends (both globally and for Uganda specifically) and awareness of specific, relevant grant opportunities.

  • Facilitate and coordinate interactions between WVU colleagues (including technical specialists and senior leadership) and key donor representatives, as appropriate.

  • Engage with WV Support Offices in order to support their donor interactions in global capitals.

  • Collaborate with colleagues to develop and disseminate information resources (e.g. fact sheets, capacity statements, situation reports) that can enhance donor engagement.

Networking, External Coordination and Relationships:

In addition to donor relationships above, the jobholder will:

  • Collaborate with colleagues (especially technical specialists) to ensure effective networking through and information flow from inter-agency fora, including refugee sector working groups and government ministry working groups. This will include direct participation in such fora from time to time.

  • Collaborate with colleagues (especially technical specialists) to ensure effective bilateral engagement with key government ministries.

  • Proactively develop strong relationships with counterparts at peer NGOs, UN agencies, and other organisations in order to facilitate information sharing, enhance intelligence gathering on donor opportunities and identify potential partnerships for grant applications.

  • Proactively develop strong relationships with World Vision Support Offices with a view to identifying new funding opportunities from private fundraising sources.

  • Represent WVU within the global organization as focal point for Grant Acquisition & Management, interacting with other World Vision offices including in the East Africa Region (EARO), Brussels and Geneva offices, and Global Centre.

Proposal Development:

  • Lead the development and submission of winning funding applications (approximately 50 applications annually) in accordance with WVU Grant Acquisition Procedures and related best practices. This shall include day-to-day coordination of a team of (Senior) Business Development Officers and, from time to time, direct writing of proposals.

  • Make timely recommendations to Senior Leadership Team on grant opportunities, which should be pursued.

  • Ensure strong collaboration with World Vision Support Offices on relevant funding opportunities.

  • Ensure strong coordination with other departments within WVU on proposal development, notably technical specialists, operations division and finance.

  • Engage additional resources from within the World Vision International partnership, as necessary, in order to enhance proposal development. This may include technical specialists, grant writers (where surge capacity is needed) or other contributors.

Staff Management:

  • Manage a team of 3 staff ensuring high performance management, capacity building and teamwork.

  • Provide leadership in facilitating a high performance management culture, open trustworthy staff relationships and integrity to enhance smooth staff relations and accountability.

  • Lead recruitment processes, as required.


  • Contribute, as required, to development and implementation of the WVU National Strategy, particularly giving advice from the perspective of latest donor trends.

  • Collaborate strongly with Operations/Programmes division for smooth handover of awarded grants so as to ensure effective start-up of implementation.

  • Provide ongoing advice to Operations/Programmes division, as required, on issues relating to donor regulations and relationships.

  • Maintain a general overview of the implementation status of existing grant projects so as to be able to effectively communicate with donors, as required.

  • As a senior staff member, participate in and actively support the overall leadership of the Programme Quality division.

  • Be flexible to undertake additional tasks, from time to time, in order to enhance the overall performance of the Programme Quality division and WVU in general.

  • Contribute to effective information management and information flows. This shall include provision of all relevant inputs into the Horizon information system and provision of necessary management reports within WVU and EARO.

  • Ensure quality management of departmental budget.


  • A university level degree in a relevant field (masters is preferred).

  • At least 5 years of experience in programme design and/or proposal development. Significant experience of government donor relations and fundraising is essential.

  • Well informed on latest trends in grants sector.

  • Excellent writing skills.

  • People management skills. Strong interpersonal and networking skills to work cross organizationally and with different cultures.
