Position: Field coordinator

PURPOSE OF POSITION

To manage & support field Operations, cash, livelihood, logistics & procurement for the Project. Making arrangements for office supplies, including warehouse management at the implementation site. This role will play a critical part in managing and shaping the operation at the field. The job holder will work alongside the donor on the day-to-day planning, coordination & reporting on Project deliverables to identified beneficiaries towards achieving WVI objectives. The candidate will also actively participate on the donor meetings.

MAJOR RESPONSIBILITIES

  • Ensure timely hiring of the Cash for work Staff for the smooth implementation of the project and ensure all the requirements (work permits) are being done on time for the staff.

  • Ensure that procurements are done on timely basis for the successful operation & implementation of the Project.

  • Outline the rotation methods, accounting for database of the cash for work Beneficiaries.

  • Oversee operation of the project and implement staff training programs to facilitate Successful Project delivery.

  • Coordinate Purchase requisition planning and coordinate with procurement department through the process to ensure efficiency and accuracy.

  • Responsible for receipt, safe keeping, handling and management of the project resources at the implementation site.

  • Participate in needs assessments and contribute to the development of the response plans.

  • Communicate the needs identified by the project team to support the project operation.

  • Liaise with Municipalities, unions and any other stakeholders to inform them about the project operations and activities, processes, locations and plans.

  • Serve as the main focal person in the field for the WVI Jordan. Maintain respectful and constructive relations, and ensure regular meetings and ongoing coordination

  • Ensure timely Payments of the project workers on Monthly basis.

  • Keeping Track record of the work sheets, Attendance and other related documents necessary for the payment Process. 

  • Maintain open and professional relations with other Projects, promoting a dedicated team spirit and providing oversight and guidance to enable staff to successfully perform in their positions. 

  • Ensure timely completion and submission of monthly timesheets, probations reviews and annual performance reviews. 

  • Capacity Building of WV Staff.

  • Participate actively in the Working Groups and meetings with the donor and bring up all the successes and challenges faced in the operation of the project.

  • Represent World Vision in meetings on request of the project manager with JVA and other relevant stakeholders.

  • Coordinate with Communication in publishing manual, guideline and success stories about the construction component of the project and the impact of World Vision intervention.

Field Logistics Officer (Depending donor approval)

Position: Field logistic officer

PURPOSE OF POSITION

The Project Officer will be providing Admin, cash support to the Team in the project. Position will coordinate continuously with P&C Department for the contract preparation related to the project, organizing meeting and assisting in Cash arrangement.

MAJOR RESPONSIBILITIES

  • Collaborates with the Project Managers & field coordinator to timely submission of the Purchase Requests (PRs) from World vision online purchasing system (provision) and follow up the progress.

  • Maintain and keep a general record of all completed Procurement dossiers.

  • Checks the quality and the right quantities of the materials delivered to the project warehouse from the suppliers.

  • Tracking and reporting on all Deliveries from the suppliers.

  • Collect GRNs from the receivers in the project site and submit them to the Procurement Department for the timely payment to the suppliers.

  • Maintain a Database for the cash activities to keep track of the payments

  • Follow up with the Senior cash officer & the project team regarding the Cash advances for the Project activities.

  • Develop the standard operation procedures (SOPs) of the project warehouse in addition to manage and maintain the warehouse.

  • Conduct a regular physical random warehouse checks of commodities and inventory;

  • Insure that goods receiving and issuing activities are carried out with proper approved documentation that are correctly filled in the warehouse.

  • Insure proper storage of the project equipment’s, tools & materials.

  • Develop & share inventory report with the project manager, project team and field coordinator.

SCM-Admin Coordinator (Temporary)

PURPOSE OF POSITION:

To establish strategic sourcing for Supply Chain functions within World Vision Laos. To standardize and streamline the procurement system through supply chain management process and to release program/project staff to give more time towards transformation development of community, improve cost benefit through effective Supply Chain and ensure timely delivery of goods and services to support ministry needs.

To provide overall admin and logistic support to zonal and ADP offices ensuring seamless continuality of the ministry in all the ADPs/Projects in the province.

This position will work with all stakeholders in ADP, Province and National Office (SCM team) and to achieve WV Laos. This position will report to Provincial TP Manager with matrix reporting to NO SCM Officer.

MAJOR RESPONSIBILITIES:

1. Procurement & Distribution

  • Prepare Annual Procurement Plan in alignment with ADP / Project Budget with full & complete details for every financial year

  • Coordinate the procurement process of goods and services of ADP and Provincial office

  • Liaise with National Office Supply Chain Officer for Monthly Reporting and Coordination meeting.

  • Ensure the goods and services are delivered to user on time according to the procurement planning and ensuring lead time

  • Collect quotations for purchase of goods/services for ADPs/Province and invite a meeting of purchase committee for selection of vendor through strategic sourcing.

  • Coordinate Goods and Services bidding process both for spot buys purchase and through Strategic sourcing

  • Ensure the effectiveness of purchase, lead time and accuracy of orders of ADPs/Projects and Province

  • Maintain and update procurement database and make it accessible to Finance Department and Auditor (PR, Quotations, PO, Bidding, PO, and Contract)

  • Liaise with Provincial Finance team for supporting document and payment to vendor/supplier on time

2. Supply Chain Reporting & communication

  • Prepare monthly savings report on all procurement done for the month for all ADPs/Projects under the province

  • Manage procurement logbook and saving tracking report.

  • Maintain and update strategic sourcing contract, supplier database, and price catalogue at the zone office.

  • Report the savings to NO SCM on/before the due date every month

3. Administrative/Logistic Support

  • Record and maintenance of all assets, ensuring its safety by renewing vehicle insurance and AMCs periodically before its expiry.

  • Maintenance of office building rent and utilities (electricity, water, janitorial functions etc.,) and renew office rental agreement before its expiry.

  • Maintenance of vehicles and log books on a daily basis and monitor the mileage of each vehicle every month.

  • Maintenance and record of all assets and Insurance Portal for Global Insurance/fleet/real estate purpose.

  • Provide logistic support to organize meetings and retreats for ADPs/Projects/Province.

  • Mitigating possible risks by ensuring safety and security to leased out building and assets owned by the organization.

4. Carry out any additional responsibilities as assigned by Provincial TP Manager or NO SCM Officer

PURPOSE OF POSITION:

The Supply Chain Management (SCM) Advisor works under the leadership of the Regional Supply Chain Director (RSCMD)and collaboratively with SCM teams, specialists and Shared Services to ensure best practices for supply chain, relief, development, and advocacy.

The SCM Advisor is responsible for contributing to and facilitating supply chain management assessment and implementation programs for each of the National Offices within the Region. This involves ,comprehensive data analysis, in-depth reports preparations, development of supply chain planning, procurement (sourcing and buying), vendor management, cost containment, transport, warehousing, inventory management, materials handling and packaging, reverse logistics, metrics and KPIs, risk management information & systems, and vehicle fleet management

MAJOR RESPONSIBILITIES:

  • Act as a thought partner for the Region, by partnering with NO leaders and Supply Chain Staff to improve supply chain expertise and ensure adequate integration of supply chain management in programme planning, design, and implementation.

  • Build capacity for Supply Chain Staff, Procurement Committees and other stakeholders for NOs through identification of training gaps, provision of training, recommending training or facilitating training whether in-house or outsourced.

  • Coach business leaders and managers on SCM practice.

  • Define and implement supply chain management process flows and roles & responsibilities for each supply chain process step. Set overall direction for National Office SCM process team; advise on team functions and performance. Drive

Provide direction to NO’s to ensure they:

BUT DE LA POSITION

S’assurer que les besoins d'approvisionnement requis au niveau de la région de La Gonâve et la région du Nord sont satisfaits à moindre coût pour Vision Mondiale. Effectuer efficacement une analyse de marchés pour appuyer les décisions en approvisionnement. Effectuer des activités stratégiques d'approvisionnement en ligne avec les processus de passation de marchés et le plan de mise en œuvre, et exécuter le traitement d'ordre transactionnel.

RESPONSABILITÉS PRINCIPALES

Activités principales

Participer aux activités de planification inter-fonctionnelles des différentes régions : Nord et Nord ’Est, La Gonâve et (Plateau Central en l’absence de l’officier attaché à cette région, comme support)

Soutenir le développement d'un plan de passation des marchés consolidé et un plan de mise en œuvre

Faire la liaison avec les sections concernant les budgets des réquisitions au niveau régional

Réviser tous les PRs régionaux afin de s’assurer que les spécifications des besoins y soient clairement définies

Rencontrer au niveau régional les potentiels fournisseurs (Nord, Nord’est, La Gonâve…)

Les faire Valider devant le comité d’achat avant de les enregistrer dans la base de données de la World Vision

Etablir les demandes de cotation d’approvisionnement local en fonction du plan d’approvisionnent

Distribuer les appels d’offre aux fournisseurs de chaque région selon les besoins annuels

Rédiger une tabulation des appels d’offre et cotation reçues

Analyser les soumissions pour révision par le Procurement Manager.

Préparer les documents de soumission au Comité d’achat

Préparer des contrats à long terme (LTA) pour le Nord, Nord ‘Est et la Gonâve…

Assurer le suivi de la réception des PO par les fournisseurs

S’assurer du suivi des commandes auprès des fournisseurs

S’occuper de la pré-inspection des marchandises chez les fournisseurs

Effectuer tous les paiements de l’Unité du Procurement (PRQs for POs)

Préparer les documents de soumission au CRC

Préparer tous les POs locaux, internationaux et Direct Orders et les fait réviser par le Procurement Manager.

Assurer le suivi de la réception des PO par les fournisseurs

S’assurer du suivi des commandes auprès des fournisseurs

S’occuper de la pré-inspection des marchandises chez les fournisseurs

Effectuer tous les paiements de l’Unité du Procurement (PRQs for POs)

  • Soumettre un rapport hebdomadaire sur l’évolution des Requêtes au Gestionnaire des Approvisionnements.

  • Gérer l'identification de fournisseurs potentiels

  • Mener des négociations fondées sur des faits avec les fournisseurs

  • Fournir des informations sur la performance des fournisseurs

  • Identifier et communique des solutions nouvelles ou alternatives d'approvisionnement pour soutenir ou stimuler le développement de du processus de Passation de Marchés.

CONNAISSANCES, COMPÉTENCES ET APTITUDES

  • Diplôme universitaire en administration des affaires, des achats, de la gestion de la chaîne d'approvisionnement

  • Qualification professionnelle de préférence MCIPS qualifié préféré

  • Connaissance des Achats et maitrise des 7 étapes clés du processus d’approvisionnements

  • Très connu dans les stratégies et les tactiques de négociation

  • Expérience dans la gestion de la performance et le suivi des avantages

  • Aptitude à développer des relations solides avec les fournisseurs

  • Connaissance spécifique des positions juridiques locales pour les contrats
