MAJOR RESPONSIBILITIES:

Mission & Purpose & Business Acumen:

  • Delivery on child impact targets.

  • Ensures that effective internal control and risk management system is established and maintained.

  • Formulates and implements guidelines, procedures, internal regulations that are consistent with the policies set forth by the Board, VFI and the industry regulators.

  • Ensures that the institution complies with the Central Bank requirements.

People, Leadership & Culture:

PURPOSE OF THE POSITION:

Finance for Transformation (F4T) is VisionFund’s program to offer financial services to saving groups. The flagship product, the saving group linkage loan, follows a methodology, specifically designed to the target groups. This position’s purpose is to support and guide Micro Finance Institutions (MFIs) during the pilot and roll out of this product, focussing on West African countries. We have already developed standards regarding product process, training materials and various guidance materials.

The F4T Advisor will use the existing materials to support MFIs to increase their reach of savings groups. This will include capacity building among MFI staff, monitoring of operations both through field visits and through regular monitoring meetings, reports, etc, and developing new partnerships with NGOs.

KEY RESPONSIBILITIES:

Support MFIs in the implementation of F4T (Senegal, Ghana, DRC, and potentially Mali and Rwanda):

  • Capacity building.

  • Product pilot development.

  • Product roll out support.

  • Monitoring of implementation.

Coordination with World Vision and other NGO:

  • Sensitisation of WV and other stakeholder of F4T.

  • Increase the pipeline of SGs to be linked.

  • Increase the number of partners VF works with.

Senior Regional Program Funding Manager- Latin America

PURPOSE OF THE POSITION:

The Senior Regional Programme Funding Manager is part of the Programme Funding team within VFI’s Fundraising Department and will lead the Fundraising teams efforts and be the main point of contact for all Fundraising activities in Latin America with matrix reporting to the Regional Head for Latin America.

The Senior Manager will develop and manage funding opportunities through grants, major donors and through National office programmes that support VFI’s network of microfinance institutions (MFIs) in LAC and globally in keeping with VFI global strategy and funding priorities. This position will manage third party regional grant and major donor acquisition and compliance. The role will provide technical support to the Fundraising team on livelihood’s and Market Systems approaches best practice on grant applications and support more intentional integration with World Vision technical program’s to open up new funding opportunities.

As the Senior Funding Manager for the LAC region, the role will coordinate the activities of the Fundraising team ensuring alignment of fundraising activities to Regional Priorities. The role will provide reports to the LAC Regional Head on fundraising activities and ongoing management of projects and will ensure that fundraising activities of all members of the team are aligned to business needs in the region. The role will serve as part of the Regional team providing the bridge between operations and the fundraising team. They will provide leadership and capacity building on the development of funding acquisition and project management in the LAC region, including supporting team members in

delivering training and supporting the Global Program Funding Director in developing and rolling out materials to support MFI staff.

This role includes managing a funding opportunity pipeline, providing technical support, project monitoring, and donor impact reporting for global projects and in the LAC region. This role will ensure successful performance building relationships with funders, World Vision Support and National offices, writing proposals, acquiring funding, monitoring donor funded projects and maintaining close relationships with MFI project staff.

KEY RESPONSIBILITIES:

Programme Funding Acquisition:

  • Manage all components of RFP response process -- review RFPs, profile opportunities, and ensure alignment with MFI funding priorities; vet with senior leadership and obtain approval.

  • Research and assess funding organizations.

  • Develop opportunity pipeline aligned with VFI strategic funding priorities.

  • Set up and support proposal development teams; create project workplan and ensure proposals and supporting documents are prepared to technical specifications and submitted on time.

  • Provide technical support and capacity building to field staff, Support Office staff and other members of the Fundraising team on proposal development, monitoring, reporting, and project management.

  • Support Programme Funding Director in identifying and achieving annual funding targets.

  • Within strategy, develop and manage key regional funder relationships with new and existing funders and World Vision Offices to achieve long-lasting global fundraising support.

  • Lead efforts of Fundraising team on Funding Acquisition for LAC.

Programme Funding Monitoring and Management:

  • Monitor project compliance and implementation to ensure projects are delivered to specifications.

  • Support MFIs and ensure project impact reports are of high quality and submitted on time.

  • Build capacity of MFIs for managing programme funded projects.

  • Ensure contracts are reviewed and risks managed and funds flow effectively to MFIs.

Technical Leadership and Relationship Development and Networking:

  • Provide technical leadership to the team on livelihoods programming and integration into WV FO programmes.

  • Ensure that VF countries contribute to learning and evaluation forums on Thrive.

  • Network with major regional third party funders to establish collaborative relationships, learn of opportunities, and enhance VFI's ability to gain donor funding and enhance VFI's reputation in the marketplace.

  • Develop and maintain relationships with key support and national office funding staff ensuring that the microfinance project model is understood and fundraising opportunities are maximised.

  • Attend sector seminars, training, communities of practice and forums where Programme Funding staff and/or funders meet with the objective of leveraging funding and partnerships for the VFI network.

  • Maintain knowledge of microfinance industry and trends including focus of targeted donors.

Systems, Processes, and Capacity Development:

  • Ensure outcomes of Programme Funded projects are high-quality and high-impact through ongoing monitoring and the execution of mid-term and final evaluations, operations research, etc.

  • Review field reports and findings/recommendations to determine and replicate best practices and apply lessons learned.

  • Support Programme Funding Director in developing fundraising processes, tools, and templates.

  • Contribute to proposal content libraries.

  • Contribute to streamlining Programme Funding processes and documenting protocols and policies.

  • Deliver a set of materials for the capacity building of MFI staff in LAC region on grants and special donor projects.

  • Deliver training and work with other team members to ensure a co-ordinated approach for the LAC Region.

Context of Position:

World Vision (WV) operates a number of different ministries to empower the poor in nearly 100 countries worldwide, and VisionFund International (VFI) is a subsidiary of WV responsible for running the network of microfinance institutions (MFIs). Microfinance is one of the ministries supporting economic development. It gives the ability to families who would otherwise not have access to financial services, loans to start businesses which in turn generate income to provide for their children’s education and family well being. Micro finance lending to the entrepreneurial poor is performed through over 30 Microfinance Institutions (MFI’s) globally and the VF network has outstanding loans of nearly $500m to over 1,000,000 clients impacting around 4 million children annually. At the heart of VFI’s work is ensuring that children are impacted positively and sustainably through microfinance.

PURPOSE OF POSITION:

VisionFund is seeking a Regional Operations Director (“ROD”) to support and manage the execution of VisionFund’s strategy in the region. The Regional Head is responsible for ensuring the delivery of the ‘double bottom line’ of financial and social performance / impact in the region and delegates certain aspects to the Regional Operations Director who is more directly involved in supporting individual MFIs with achieving their financial and social impact targets.

KEY RESPONSIBILITIES:

Supervision and capacity building for achievement of operational plans of the assigned MFIs:

  • Supervise MFI’s CEOs under the Regional Operations Directors remit and manage performance expectations in support to local MFI and global VFI priorities, ensuring balanced achievement of MFI double bottom lines of social and financial performance.

  • Provides coaching and direction to the COO and CEO on the commercial and operations strategy and is accountable for the achievement of goals.

  • Ensures a thorough strategic planning process is in place for each of the assigned MFIs, in alignment with the global priorities.

  • Lead the delivery of business plans of individual MFIs. This includes monitoring, analysis, problem identification and recommendations that will ensure improved quality of delivery of financial services, improved control environment and increased alignment of strategy.

  • Lead the regional roll out of global center initiatives including how central services and regional banking software can be deployed to improve service to the MFI’s and their clients and to reduce costs and improve sustainability.

  • Provide timely, and responsive but prioritized consulting services for MFI issues, based on the strategic and business plans and focused on the product development, commercial, operational and risk management processes.

  • Provide clear and thorough analysis of needs and causes of problems and subsequent recommendations for both the MFI management and VFI regional. Supervises the implementation of the corresponding action plans proposed team.

  • Work with the WV regional teams to ensure integration and alignment of VFI, MFI and WVNO strategies at the regional and national levels.

  • Ensure effective communication with the Regional Head and with relevant CEO’s when undertaking technical reviews and assessments.

  • Ensure that effective controls and the focus on the “double bottom line” are always assessed and that issues are immediately raised.

Governance and Management:

  • As Regional Operations Director will require to take on a board role within the assigned MFIs.

  • The person is expected in their duties as a board member of an MFI to reflect the best interests of VFI and to make, where needed, decisions that support such a position.

  • Responsible for ensuring MFIs have well-operating boards and are in compliance with local laws, regulatory requirements and WV/VFI policies, procedures and directives.

Acting in a Management capacity within an MFI during staffing gaps:

  • If gaps are identified in the CEO, COO or CFO position that are likely to significantly impact the performance of the MFI and in particular put the MFI at risk then the Regional Operations Director will be required under the direction of the Regional Head to take on a management role in the MFI.

  • This can be up to 3 or 6 months while a suitable replacement is being recruited. During this period the ROD will take on the roles of the required position and will continue to report to the Regional Head, but may have an added reporting line into the MFI depending on the position.

Personal and Staff Development:

  • As a Christian VisionFund leader, facilitate the spiritual and professional development of MFI CEOs and direct reports.

  • Develop clear individual goals, manageable and measurable targets and ongoing feedback and support to achieve them.

  • Provide timely and regular staff performance coaching & feedback as well as an annual review of performance and individual development plans.

  • Attend weekly virtual operations meetings and other meetings as required by the regional director.

KNOWLEDGE, SKILLS & ABILITIES:

  • The key ability VisionFund is seeking is leadership. In addition to experience with microfinance and banking operations (lending, deposit taking, product development, operations and risk management), the successful candidate will have experience developing and nurturing a talented team, and spotting improvement opportunities and making those happen in a complex and dynamic environment. In addition, the following specific knowledge, skills and abilities are required, and may have been acquired through a combination of formal schooling, self education, prior experience or on the job training.

  • Bachelor’s degree in Finance, Business or Economics, or equivalent level of knowledge gained through work experience.

  • Understanding of balance sheet risk management including interest rate risk, liquidity risk and foreign exchange risk as well as bank funding processes and contracting.

  • Solid understanding of financial reporting and performance measurements and planning/forecasting.

  • More than 15 years of combined experience in senior management roles in similar institutions, including relevant experience of 2 to 5 years as CEO and leading the Operations and/or Commercial functions.

  • Thorough knowledge and extensive experience in governance and compliance, microfinance and banking operations.

  • Proven record of process optimization and strengthening for operational effectiveness in MFIs based on digitalization and the use of technology.

  • Cross-cultural working experience in at least two countries in the region.
