Project Coordinator - Development

PURPOSE OF POSITION

Working under the direct supervision of the Area manager Manager, oversee and ensure achievements of targets towards donor’s requirements through overall management of the protection programming (through the use of indicators performance trackers). Coordinate the implementation of project activities and management of the development facilitators to ensure project deliverables are met as per the design.

Planning & coordination of field activities

  • Responsible for all aspects of the project’s daily management, including logistics, administration, security, community and beneficiaries liaison.

  • Develop and roll-out project management tools for the follow up on the child protection program (including but not limited to child protection committees, life skills, awareness raising etc..)

  • Monitor the implementation and progress of the project(s) according to approved stated objectives, plan of action, budget and record progress by working closely with the Design, Monitoring, and Evaluation (DME) unit and the Area Manager (PM).

  • Interact regularly with Area Manger and Main office sector specialists, mainly Child Protection & Advocacy Technical Lead

  • Lead and coordinate the development and implementation of a plan for building understanding on Sponsorship in communities during each step of the program process in close co-operation with Sponsorship Officer (SpO).

  • Ensure close coordination with the SpO in order to meet Sponsorship process through programming.

  • Coordinate with the Advocacy Manager to support the implementation of the World Vision Lebanon Advocacy strategy at the area and community level.

  • Assist in designing and launching advocacy projects, initiatives and campaigns at the community level.

  • Assist in identifying and responding to existing and potential child protection threats at the community level in close coordination with WVL Child Protection Specialist.

  • Develop and maintain relations with key stakeholders and ensure representation and participation in related advocacy coalitions and networks at the area level.

Build relationships & capacities of the hosting and beneficiary community

  • Build and maintain strong relationships with local stakeholders to ensure effective project implementation.

  • Gather intelligence for individual sector opportunities

  • Support the Area Manager in engaging and pre-position WV with NGOs and local partners to develop consortia whenever possible

  • Facilitate project visits by donors and other visitors

  • Identify, facilitate, coordinate partners' capacity and when necessary deliver targeted training to meet project objectives

Staff Management

  • Support and build the capacity of the Development Facilitators(DFs), the field officer and the Sponsorship officer in understanding the sensitivity of child development and child vulnerability factors among community members and partners

  • Supervise direct reports and assist them in understanding their role and in identifying appropriate solutions to problems, concerns, and issues that are faced in their area.

  • Effectively manage the performance of direct reports ensuring performance agreements, regular performance reviews, and annual appraisal are done. Ensure optimization of subordinates’ potentials through coaching, on-the-job training, and capacity building.

  • Ensure that staff understand and follow the WV child protection policy and report any child protection incidents that occurs within the program area.

  • Ensure WV core values and principles are upheld at the project site by all staff.

Other duties:

  1. Security management responsibilities:

    1. Responsible for the security of project staff, ensuring that staff abide by WVL security procedures and policies. Report any security breaches as necessary.

    2. Participate in personal safety training as required

  2. Undertake any other duties as shall be delegated by the supervisor.

KNOWLEDGE, SKILLS AND ABILITIES

  • University degree or higher education relevant to Social Studies, Education, Protection, Development Studies human rights, law or other relevant fields;  

  • Strong understanding of community-led development standards and work

  • Development facilitation skills , including catalyzing, connecting, and building the capacity of community groups

  • Proven experience in community mobilization;

  • Strong understanding of protection standards and main project models through understanding of best practices and strategies in protection and Education programming (protection monitoring, GBV, Child protection, ECCD);

  • Significant knowledge of International Humanitarian principals, Human Rights and Refugee Law;

  • Strong program/technical and budget management skills including project Management cycle and tools

  • Experience in implementing projects through local partners and providing direct technical support to local organizations;  

  • Above average computer literacy in Microsoft Office package (incl. Excel), and holder of a valid driver’s license.

  • Good Communication and interpersonal skills with ability to network and negotiate with partners and government bodies.

  • Ability to work in and contribute to team building environment

  • Good analytical and organizational skills

  • Strong communication skills in English and Arabic

  • At least 5 years of proven experience in implementation of Education/Child Protection/Protection programming; human rights and/or advocacy work

  • Excellent written and spoken English. Knowledge or Arabic language is an added advantage.

Liason Officer (Akkar and T5)

PURPOSE OF POSITION

We are seeking a very dynamic and well-organized person to assist the Project, using professional social skills to achieve the objectives, and to seek the optimal solutions for each child in the project.

WV has been expanding its Education and Child Protection (CP) programming in Akkar and T5 and the focus has been towards integrating programming between different sectors and areas. In order to avoid overlap between WV and other agencies, the liaison officer will assist the project Manager in strengthening coordination and in liaising closely with the national NGO community as well as relevant government, UN and non-government actors in Akkar and T5.

Facilitate project’s coordination

Projects activities are implemented as per the developed action plan

  • Assist in establishing or strengthening partnerships with NGOs and humanitarian actors in the area to promote joint or collaborative programming;

  • Support the Project Managers in ensuring that strategic and operational coordination mechanisms are taking place;

  • Liaise with all relevant national NGOs, local authorities with the aims of facilitating coordination;

  • Contribute to the preparation of various written reports, documents and communications, e.g. provide up-to-date analysis on trends and activities conducted in the areas;

  • Provide support  to the collection of information on different Education and Child Protection (CP) programmes;

  • Maintain the WV's contact directory for Education and CP actors in the area and relevant government counterparts;

  • Assist in strengthening local level networks to gather information from the field, including from local communities and non-traditional partners;

  • Track information to facilitate coordination and project implementation;

  • Serves as the primary focal point on specific topics or policy related issues; keeps abreast of latest developments, liaises with other humanitarian organizations, donors, etc. programming in Akkar and T5 in various sectors and more specifically in Education and Child Protection;

  • Represent WV in external meetings, and share the information as necessary with the external stakeholders

  • Monitors, analyzes and reports on the 5W from the Education

Ensure children’s safety and protection

Children attending the activities are protected and safe

  • Identify referral cases to case management agencies and service providers

  • Identify key protection issues or threats affecting children and communities and raise them to portfolio manager, and EiE and Outreach Coordinators.

  • Identify and referral of children in need of tailored support to specific institutions/service providers (health services, other NFE programme, PSS services)

Handle tracking, reporting on activities and filing

Progress reports are done and submitted as per the required deadline

  • File all project means of verifications (MOV) including attendance sheets, minutes of meetings.

  • File and archive specific forms for referrals and weekly reporting are taking place while ensuring confidentiality, accuracy and timeliness.

  • Compile reports about particular incidents, events, or updates about important issue for world vision.

Perform other duties as required

  • Attend and participate in capacity building trainings locally and internationally.

  • Attend and participate in WVL’s spiritual nurture and other organizational events.

  • Responsible of own security and actively contribute to a positive security culture.

KNOWLEDGE, SKILLS AND ABILITIES

  • Bachelor Degree in Economics, Psychology, Public Policy, Political Science, Public Administration, Business Administration, Development Studies, International Development or related field.

  • One-year experience in a similar related job Good verbal and written communication skills, with thorough knowledge of Arabic and English Strong interpersonal skills and a sense of responsibility

  • Master’s Degree in Economics, Psychology, Public Policy, Political Science, Public Administration, Business Administration, Development Studies, International Development or related field.

  • Experience in project implementation, monitoring and report writing.

  • Preference to candidate with field experience in Akkar & T5 region

  • Candidates must have skills in working with people of all ages and social groups;

  • High integrity in social interactions

  • Excellent communication, reporting, and pro-active negotiation skills

  • Skilled at working with local communities and authorities

  • Understanding of policies concerning Child Protection

  • Knowledge of the psychosocial guidelines and approaches related to emergency context (MHPSS IASC guidelines, PFA principles, etc.).

  • Familiar with core principles of Children Rights, Participation, Do No Harm, Community and Family Support as well as Children in Emergencies minimum standards.

  • 85% field work and 15% Office work.

  • Position requires Willingness to travel within the region approximately 60% of time.

  • Position requires availability and willingness to work outside regular office hours occasionally.

  • Position requires willingness and ability to continue to function during a crisis situation, including during a World Vision response to a manmade or natural disaster.
