NCG Project Supervisor-BML

JOB PURPOSE

The purpose of this position is to contribute to the Nurturing Care Groups (NCG) approach that focuses on behavior, attitude and worldview change in parents and caregivers of most vulnerable children at risk of violence, exploitation and abuse. This project will particularly focus on the issues of CL and its worst forms, as well as school drop out. WVL will utilize the neighborhood approach to target harmful coping behaviors and attitudes in caregivers, which are increasingly affecting girls and boys in fragile settings in Lebanon.

This position is responsible to supervise 3 NCG promotors and to monitor the NCG project implementation in BML area.

Ensure Implementation of NCG activities

  • Plan and coordinate the project’s field activities

  • Ensure that all aspects of the project’s daily management are met, including logistics, administration, security, visibility, community and beneficiaries’ liaison, evidence generation, coordination and risk management.

  • Handle project’s procurement needs according to the developed procurement plan.

  • Follow-up and coordinate with the MEAL and technical teams to ensure that all needed tools are in place, developed and analyzed according to the project needs

  • Support the project coordinator in the production of high quality narrative reports in a timely manner and based on the agreed template and processes.

  • Ensure the quality of implementation in reference to the donor’s guidelines, national SOPs, best practices while also generating evidence to show contribution to WVL national strategic objectives.

  • Meet with NCGs promotors on a weekly basis to discuss progress and challenges.

  • Make sure that NCG promotors are meeting with volunteers on regular basis.

  • Ensure that NCG promotors are providing the lessons to NCG volunteers

  • Provide the NCG promotors with needed support related to the operation of NCG activities.

  • Ensure that lessons learned, risks and innovation are well documented and shared with the program team.

  • Ensure compliance with donor and World Vision’s policies and technical tools set in place.

  • Liase with Education & CP technical team to ensure quality implementation and to share feedback from the field to troubleshoot solutions on what to adjust and modify in the NCG approach.

  • Participate in program planning by offering suggestions for improvements, engaging in discussions, planning and implementing new directions.

  • Submit of a monthly report related to the progress of the work to the coordinator in a timely manner.

  • Communicate emerging CP and Education issues to the project coordinator on an ongoing basis, and submit regular monitoring report summarizing the updates.

  • Ensure that the NCG promotors are handling all type of referrals including CP and Education according to WVL RIMS SOPs

Handle staff management

  • Monitor time attendance of supervised employees and address any issues related to attendance and punctuality with related team members. Confer with staff as needed, regarding regular and punctual attendance.

  • Establish and maintain work schedules that meet program goals and objectives

  • Recognize and share NCG promotor’s accomplishments and foster positive staff morale. Provide appropriate feedback and support to enhance job performance.

  • Effectively manage the performance of direct reports ensuring performance agreements, regular performance reviews, and annual appraisals are done. Address performance or behavioral issues when they arise.

  • Together with the Project Coordinator and technical team, plan and provide opportunities for capacity building to project team in consultation with P&C Department to ensure coordinated technical and personal development.

  • Ensure that output level reporting is done as per the established guidelines

  • Ensure children and caregivers in need of case management are referred according to the established guidelines.

  • Ensure all Protection and CP cases are properly referred and documented.

  • Oversee the implementation of Child Protection Standards and Child Safe Organization.

  • Report any child and adult safeguarding incident as per the established guidelines and ensure that safeguarding incidents are being reported by project staff as required

Required Professional Experience

  • 2-3 years of proven experience in implementation of community based projects related to Education/Child Protection/Protection programming; human rights and/or advocacy work.

  • Strong understanding of best practices and strategies in protection and Education programming (protection monitoring, GBV, Child protection, ECCD);  

  • Knowledge of the psychosocial guidelines and approaches related to emergency context (MHPSS IASC guidelines, PFA principles, etc.).

  • Familiar with core principles of Children Rights, Participation, Do No Harm, Community and Family Support as well as Children in Emergencies minimum standards.

  • Proven experience in community mobilization;

WVG Team Leader-Bekaa

JOB PURPOSE

The purpose of the position is to contribute to the project’s outcomes through using professional social skills and seeking the optimal child protection services to the children benefiting from the project.

This position is also responsible to supervise casual workers who will be giving sessions to ECE children, CBPSS children and caregivers.

"CLASS" Project Integration & Development Specialist

The Integration and Development Specialist will work towards increasing the resilience of the most vulnerable women and girls. He/ she will provide technical support and expertise to community social workers working directly with affected women and girls through the family development plans.

MAJOR RESPONSIBILITIES

  • Provision of support to project implementation parties on technical support with Graduation approach,

  • Support the Manager to coordinate the work with World Vision partners to implement the project efficiently,

  • Support World Vision Area Programs to coordinate the project activities within the communities on Graduation approach,

  • Research the Graduation approach metrics and set selection standards for selecting project beneficiaries,

  • Work with Community Social Workers on identifying and involving the project beneficiaries based on the set criteria,

  • Supervise the “Community Level Access to Social Services” Project-related activities on Graduation approach in 111 communities,

  • Organize/participate in meetings with local self-government bodies,

  • Establish and maintain close partnership and contact with local stakeholders for formation of women’s groups and for smooth referral processes to state and non-state assistance services,

  • Support the development/ translation and publication of educational materials,

  • Coordinate trainings for community social workers, community leaders, local civil society organizations and other grassroots level organizations:

"CLASS Project" Advocacy and External Engagement Specialist

The Advocacy and External Engagement Specialist is a highly collaborative role that supports “Community Level Access to Social Services” Project’s advocacy initiatives and shared goals and objectives set by “Community Level Access to Social Services” Project Women, Peace and Security Project Manager. He/ she is primarily responsible for contributing to the development and management of the advocacy agenda, helping build relationships with external partners, and furthering the projects’ strategic initiatives.

MAJOR RESPONSIBILITIES

  • Develop the project’s advocacy and external engagement strategy and monitor its implementation in coordination with the team,

  • Under Women, Peace and Security Project Manager’s supervision manage the implementation of the advocacy agenda, support internal and external stakeholders in response to legislative challenges,

  • Build coalitions internally and externally (with peers, direct reports, team members, collateral and associated organizations, etc.) to contribute to the “Community Level Access to Social Services” Project’s strategic initiatives,

  • Facilitate cooperation and teamwork throughout the organization. Communicate and operate in an open manner so that decisions and actions are clear and visible,

  • Consult with and keep supervisor informed on status of all interventions,

  • Develop and implement a communication strategy that includes media outreach and social media content creation,

  • Coordinate political and policy context analysis and identify policy and service delivery gaps and their causes on national level,

"CLASS" Project Women Peace and Security Manager

PURPOSE OF THE POSITION

Women, Peace & Security Manager will manage the Outcome 3 of the “Community Level Access to Social Services” project Activity. He/ she will lead community-level activities of the project aimed at rehabilitation and integration of women impacted by the conflict. He/ she will be working closely with the community social workers on identification of project beneficiaries, maintaining permanent contact with local partners to ensure smooth referral processes. 

MAJOR RESPONSIBILITIES

  • Manage the implementation of project activities according to timeline, targets and budget as per the project log frame and reporting,

  • Develop various financial and administrative papers required for project implementation,

  • Ensure timely reporting as conditioned by WV Armenia and Donor’s reporting standards of projects,

  • Support WV Area Programs to coordinate the project activities within the communities on gender-based violence,

  • Organize/participate in regional trips/ home visits,

  • Lead the establishment and maintaining of new partnerships and contacts with stakeholders of all levels for implementation of project related component. Present the project component when relevant and required,

  • Present plans for new partnerships to Chief of Party,

  • Provide information and consultations to Chief of Party and the team on relevant partnerships and collaborations,

  • Support the Chief of Party to organize and coordinate meetings with project implementation parties to give feedback on gender-based violence to ensure information sharing, to reveal the challenges and give joint solutions to the problems,

  • Establish and maintain close partnership and contact with local stakeholders for formation of women’s groups and for smooth referral processes to state and non-state assistance services,

  • Provide leadership and management to project component team and their work as per the project’s organizational chart and relevant documents,

  • Lead the production of the knowledge material and content developed and published under the component; training modules, recommendations, needs assessment, protocols, local knowledge products by women’s initiatives and their implementation,

  • Ensure regular horizon scanning on the developments and trends in the area of women, peace and security, gender equality and displacement in Armenia, including progress with national strategies, legislative amendments, movements and discourse in the society, regular review and update of project teams on relevant data and statistics and provide expertise when relevant,

  • Provide data and statistics to Chief of Party, the “Community Level Access to Social Services” Project team and World Vision staff, as well as partners when relevant and requested by Chief of Party and/ or management.

"Community Level Access to Social Services" Project Officer

PURPOSE OF THE POSITION

The Project Officer will be responsible for organizational and administrative support as well as program related paperwork. He/ she will organize/ monitor the procurement processes and ensure smooth cooperation with WVA’s other departments.

MAJOR RESPONSIBILITIES

  • Acquire and maintain detailed knowledge of the company’s policies, principles, and strategies, and keep up-to-date with relevant developments,

  • Develop and implement a communication strategy that includes media outreach and social media content creation,

  • Build long-term relationships with influencers and key stakeholders,

  • In cooperation with other project members, organize meetings, workshops, training courses and facilitate workshops, discussions and consultations with communities and stakeholders under the project,

  • Take minutes of project meetings when required,

  • Provide inputs to communications products, materials, and campaigns to ensure accurate information of the project when required,

  • Make hotel reservations for project participants,

  • Answer phone calls,

  • Assist in the preparation of quarterly progress reports,

  • Purchase goods or services that meet the quantity and quality expectations of the project,

  • Track the inventory,

  • Update the procurement database upon need,

  • Seeing to the shipment, delivery, fulfilment, or otherwise execution of the agreement,

  • Establish and maintain close partnership and contact with local stakeholders based on project needs,

  • Liaise with WVA’s other departments to ensure the information on the project is up to date,

"CLASS" Project Senior Executive Officer

PURPOSE OF THE POSITION

Senior Executive Officer will work closely with and report to the Chief of Party to provide technical oversight for the “Community Level Access to Social Services” (CLASS) Project Activity. The Senior Executive Officer will directly oversee all technical components of the Activity. The Senior Executive Officer will also lead the development of the Activity’s annual work plans, annual and quarterly reports, and other requests that may come from either USAID or World Vision US.  The Senior Executive Officer is responsible for managing short- and long-term technical assistance, including the development of their scopes of work and ensuring the final reports are accurate, well-written, and meet expectations.  The Senior Executive Officer, as requested by the Chief of Party, will also represent the Activity before a range of audiences and in a variety of platforms, at the national and state levels.  He/ she will ensure all actions and interventions adhere to USAID and World Vision technical guidance and align with global best practices, including the training of staff as required. Finally, the Senior Executive Officer will also keep the Chief of Party regularly informed on all Activity matters, and assist the Chief of Party in meeting various technical, governmental, company, and USAID deliverables as requested.

MAJOR RESPONSIBILITIES

  • Support the Chief of Party to coordinate the work with WV partners to implement the project efficiently,

  • Provide financial guidance and support to the Chief of Party and project staff,

  • Monitor and review monthly reporting, budgeting and reforecast processes,

  • Input the project information into online systems (Horizon, Grant Health Tracker, Sinai, etc.),

  • Monitor the budget cash flow,

  • Liaise with the Finance Manager,

  • Ensure the financial documents are in line with the project budget and activities are charged correctly,

  • Collect, interpret, and review financial information,

  • Report to the Chief of Party, and provide advice on future business decisions,

  • Oversee the successful completion of meetings/ events,

  • Organize/ participate in meetings with local self-government bodies and project stakeholders,

  • Assist the Chief of Party in meeting the set targets,

  • Prepare the project reporting final document package (quarterly report, Indicator Tracking Table, etc.),

  • Communicate with the donor providing necessary information upon necessity,

  • Establish and maintain close partnership and contact with local stakeholders based on project needs,

  • Liaise with WV Armenia’s other departments to ensure the information on the project is up to date,

  • Support in the development/ translation and publication of educational materials.

REQUIRED QUALIFICATIONS
