Portfolio Manager - Syria

PURPOSE OF POSITION

  • World Vision is seeking a Portfolio Manager to lead our growing portfolio of projects in Syria. The Portfolio Manager will be managing 1 grant managers and lead on expanding the portfolio. They will supervise project staff and partner agencies to ensure strong grant implementation.

  • The Portfolio Manager will provide leadership in project development, planning, implementation and monitoring. They will provide day-to-day management to achieve high quality results in line with acceptable project norms relevant to the established goals, objectives and operating policies. They will supervise the financial management of the grant/portfolio in relation to projects’ goals and objectives, monthly activity schedule, timing of expenditures, budgets, etc.

  • The Portfolio Manager will be the focal point for external representation of World Vision in the relevant sector groups for Syria, sitting on the relevant Working Groups and coordination bodies, as well as liaising with donors and partners as appropriate.

  • The Portfolio Manager will work with World Vision’s MEAL Department, Procurement staff and field monitors inside Syria to develop and implement remote monitoring standards, systems and processes to ensure the highest standards of risk management

STAFF / PARTNER MANAGEMENT

  1. Determine staffing requirements and facilitate hiring and orientation;

  2. Facilitate staff training and development;

  3. Set objectives for staff, monitor their performance and provide feedback;

  4. In collaboration with the Head of Operations and Partner Capacity Building Coordinator identify areas for staff/partner development;

  5. Deliver and/or arrange technical and operational capacity building of staff and partners

  6. Ensure staff wellbeing;

  7. Build and maintain strong relationships with partners to facilitate effective partnership on projects under portfolio;

  8. Work with the partnership Manager in the Syria Country Office to ensure the agency maintains an understanding of partnership challenges and opportunities across Syria

COORDINATION

  1. Identify challenges emerging in coordination with other functions (Finance, Procurement, Admin and Security) and partners and introduce corrective measures where appropriate (focus on individual problem solving);

  2. Coordinate interventions with other agencies, working groups and clusters;

  3. Engage with regional technical advisers to ensure the program is delivered to a high technical standard;

  4. Conduct regular meetings with relevant staff WV Syria staff members who fall under portfolio;

  5. Represent World Vision in external coordination meetings (Clusters, WGs) and play a constructive role contributing to the development of best practice approaches and sharing lessons in the WGs.

COMPLIANCE and RISK MANAGEMENT

  1. Work with the MEAL Manager/Coordinator to review, design and refine remote monitoring protocols and ensure they are being applied to the project portfolios;

  2. Review and update risk and contingency plans to account for changes in the operating context;

  3. Ensure strong systems are in place to detect and deter fraud, waste and diversion and to rapidly report incidents to senior management;

  4. Ensure that systems are in place for all portfolio projects to ensure end-to-end verification of the delivery of supplies and to monitor partner procurement in coordination with Compliance Coordinator;

Train and mentor portfolio staff and partner staff on risk management and risk mitigation.

KNOWLEDGE, SKILLS AND ABILITIES

  • Minimum of 5 years’ operational humanitarian experience with minimum of 3 years in a leadership role in an emergency context;

  • Experience in remote management;

  • Proven experience in training, including development of training materials.

  • Masters or Post Graduate University degree in Education, Social Sciences, International Development or other related majors

  • Comprehensive knowledge of International Human Rights Law, International Humanitarian Law, Refugee Law, the relevant positions of the UN, ICRC and major NGOs on protection of civilians in particular of IDPs and refugees, women and children, the codes of conduct, the Humanitarian Charter, The Sphere Project, INEE minimum standards etc.;

  • Strong English communication skills (oral and written);

Liaison Officer - WFP FFA

PURPOSE OF POSITION

The purpose of the position is to assist in the Project implementation and reporting, using professional social skills to achieve the objectives, and to seek the optimal solutions for project implementation

WVL has been expanding its livelihood programming in the Bekaa and the focus has been towards integrating programming between different sectors and areas. In order to avoid overlap and insure better implementation of the project activities, the liaison officer will assist the project Manager in strengthening coordination and follow up on municipalities’ contractors and consultants involved in the project as well as relevant government, UN and non-government actors in the Bekaa.

  • Assist in establishing or strengthening healthy partnerships with relevant duty bearers and stakeholders and humanitarian actors in the area to promote joint or collaborative programming;

  • Support the Project Managers in ensuring that strategic and operational coordination mechanisms are taking place (with other WFP CP Partners, other CP actors, WV different sectors…)

  • Liaise with all relevant national NGOs, local authorities, INGOs, CBOs and CSOs with the aims of facilitating coordination;

  • Contribute to the preparation of various written reports, documents and communications, e.g. provide up-to-date analysis on trends and activities conducted in the areas;

  • Provide support  to the collection of information on different Cash and Livelihood programmes;

  • Maintain and regularly update WV’s service mapping and contact directory share it internally and externally.

  • Assist in strengthening local level networks to gather information from the field, including from local communities and partners

  • Track information to facilitate coordination and project implementation;

  • Serves as the primary focal point on specific topics or policy related issues(Technical leads should be notified on any updates related to the sector); keeps abreast of latest developments, liaises with other humanitarian organizations, donors, etc. programming in the Bekaa in various sectors.

  • Participate in area-based programming with multi-sectoral partners to foster joint needs identification, integrated design and provision of services, joint monitoring of progress and advocacy and report back to line manager

Information Management Officer - WFP FFA

PURPOSE OF POSITION

The purpose of this position is to ensure that meaningful program information from internal and external sources are collected and centralized in a timely manner within WV Lebanon to support decision making, evidence generation and stronger positioning of WV Lebanon. Position holder will also provide support to the CARC in terms of data quality check, reconciliations and other miscellaneous tasks.

  • Assist CARC in conducting the physical inventories at the end of each month

Development Coordinator (Akkar)

PURPOSE OF POSITION

The purpose of the position is to oversee and ensure achievements of targets towards donor’s requirements through overall management of the protection programming (through the use of indicators performance trackers). Coordinate the implementation of project activities and management of the development facilitators to ensure project deliverables are met as per the design.

Handle Planning & coordination of field activities

  • Responsible for all aspects of the project’s daily management, including logistics, administration, security, community and beneficiaries liaison.

  • Develop and roll-out project management tools for the follow up on the child protection program (including but not limited to child protection committees, life skills, awareness raising etc..)

  • Monitor the implementation and progress of the project(s) according to approved stated objectives, plan of action, budget and record progress by working closely with the Evidence, Learning and Accountability (ELA) unit and the Area Manager.

  • Interact regularly with Area Manger and sector specialists, mainly Child Protection & Advocacy Technical Lead

  • Lead and coordinate the development and implementation of a plan for building understanding on Sponsorship in communities during each step of the program process in close co-operation with Sponsorship Officer (SpO).
