PURPOSE OF POSITION:

Monitoring, Evaluation, Accountability & Learning (MEAL) & Strategy Manager

The purpose of this position is to provide strategic leadership as well as ensure accountability and ME systems are functional for programme performance and child well-being through the following ways:

  • Provide technical leadership and support the development and improvement of programs and service delivery in Afghanistan.

  • Develop further and maintain Monitoring, Evaluation and Accountability systems and structures in order to a) ensure WV Afghanistan is implementing all activities in accordance with donor and partnership requirements, while meeting all accountability minimum standards b) enable prompt reporting on all activities and status of implementation against project work plans, c) evaluate activities during implementation in regular intervals to ensure highest possible quality and – if necessary - recommend nature of corrective action to be taken, d) ascertain that key data is permanently available e.g. for communication, advocacy, donor presentation and proposal development.

  • Ensure M&E and Accountability systems are built taking into account World Vision’s commitments to the Core Humanitarian Standard (CHS) (formerly Humanitarian Accountability Partnership) and specific reporting against CHS indicators takes place. Likewise ensure alignment with WV’s Child Well-being (CWB) Outcomes, and use of/ reporting against CWB indicators.

  • Provide quality control for M&E and Accountability staff in the zones and build their capacity to ensure methodologies for monitoring, evaluation and accountability of activities are in line with established practices and are focused not only on data collection and reporting, but also result in providing evidence of results and change/impact.

  • Overall, lead processes to collect data for all reports to donors and within the partnership and contribute to reporting alongside other members of the Operations/Programme Unit. Take the lead in generating the bi-annual WV Afghanistan CWB report.

Strategy:

  • Provide technical support in strategy design, cascading, monitoring, reporting and reviews in alignment with the Our Promise 2030, regional strategy and country priorities based on context.

  • Ensure that strategy drives programming in World Vision Afghanistan ensuring projects contribute to strategy, alignment of national office department plans to strategy.

KEY RESPONSIBILITIES:

Accountability Monitoring and Evaluation (AM&E) Management:

  • Establish/maintain program-wide Accountability, Monitoring & Evaluation systems, structure, industry best practices, and ensure continuous improvement and quality standards.

  • Ensure quality M&E is reflected in plans and budgets and that required M&E resources are realistic and attainable.

  • Ensure M&E systems are geared towards donor and internal partnership reporting and take into account CHS (HAP) standards, and CWB outcomes/indicators.

  • Ensure the Grants Programme Officer and other members of the Operations/Programme Unit are provided relevant data, advised on design requirements and supported in proposal development and drafting reports.

  • Work with members of the Operations/Programme Unit to ensure log frames, budgets and other project documentation are in accordance with donor and WV AM&E formats and standards.

  • Lead coordination/implementation of all project evaluations and specific analysis initiatives as required.

  • Take the lead in National Office (NO) Accountability, Monitoring and Evaluation (AM&E) staff recruitment and managing external AM&E technical assistance as is beneficial/needed.

  • Interact regularly with WV regional and support office AM&E and program staff to ensure good coordination and to receive support for innovation and continuous improvement of WV Afghanistan AM&E capacity.

Quality Assurance:

  • As a result of M&E analysis, highlight areas within activities that are problematic and need management intervention or would benefit from additional technical expertise not currently available from among existing WV Afghanistan staff.

  • Keep the National Director and Operations Director informed of potential and actual quality shortfalls.

  • Ensure that M&E processes focus not only on data collection and reporting, but also result in providing quality evidence of program results and change/impact.

  • Ensure all projects have quality baseline data and their designs reflect good situation analysis and needs assessment.

Capacity Building:

  • Build the AM&E mind-set and capacity of all WV Afghanistan AM&E staff and other members of the Operations/Programme Unit.

Strategy Development and Monitoring:

  • Provide technical support in strategy design, cascading, monitoring, reporting and reviews in alignment with the Our Promise 2030, regional strategy and country priorities based on context.

  • Ensure that strategy drives programming in World Vision Afghanistan ensuring projects contribute to strategy, alignment of national office department plans to strategy.

  • Ensure functional strategy and CWB measurement frameworks and standards.

  • Provide leadership to tracking progress towards the global strategy, national office strategy, and reporting on Child Well-Being, models uptake,

  • Collaborate with projects, departments to report on WV Partnership mandates such as the PCPR, GNOD, DM Scorecard, lessons learned action plans and EWEA systems.

  • Responsible for all Category- II and III partnership and national office Accountability, Monitoring and Evaluation mandates

  • Take lead in conducting periodic peer reviews to check for alignment and compliance to WV LEAP Partnership standards

  • Participate in periodic SST calls with Regional Office (RO) and other SST members within the NO.

Information and Knowledge Management/Sharing:

  • Establish and further develop internal programmatic information and knowledge management systems (e.g. implementing Horizon, LEAP 3 elements that are relevant for WV Afghanistan).

  • Ensure lessons learned in one zone and/or projects are identified and highlighted to enable learning to take place in other zones and/or projects.

  • Ensure program documentation is retained/saved/filed on hard copy and on Petal for future reference as required.

  • Identify solutions to gather, channel and store project related information, including on implementation progress, in near real time.

  • Enable WV Afghanistan to present key data at short notice to the media, donors and other stakeholders.

  • Work closely with the WV Afghanistan Communications Manager to provide and ensure accurate information for publication purposes.

Humanitarian Accountability:

  • Lead roll-out of accountability standards such as PAF, AAP, and Do-No-Harm, ensuring MEAL staff have capacity.

  • Ensure tools and technologies for HA are funded, available and used by projects.

KNOWLEDGE, SKILLS & ABILITIES:

  • Master’s degree in a relevant field.

  • Advanced written and oral English skills. (Ability to express ideas clearly and effectively, both in spoken and written English).

  • Excellent analytical and problem-solving skills.

  • Understanding of the workings of major donor agencies.

  • Knowledge of project cycle elements, M&E and Accountability systems design and management.

  • Understanding of integrated rural community development programming and processes.

  • Thorough knowledge of MS Office, Lotus Notes and data management and analysis software such as SPSS.

  • Demonstrated knowledge and experience in Accountability and Strategy development/monitoring

  • Strong capacity building and facilitation skills.

  • Cross-cultural sensitivity, flexible world view, emotional maturity and physical stamina.

  • Self-starter who can work independently under pressure and who has ability to manage work tasks without direct supervision.

  • Strong ability to work with and relate to diverse personality types, to practice relational and ideological tolerance, and to contribute to a positive organizational culture.

  • Ability to maintain performance expectations and healthy social interactions in psychologically stressful environments and physical hardship conditions with limited resources.

  • Familiarity with M&E and accountability requirements of major donors such as EU, ECHO, DFID, CIDA, AusAid, etc.

  • Minimum three (3) years’ experience in M&E systems/process design and management.

  • Experience working in fragile context.

  • Experience working in Islamic context.

  • Thorough knowledge in quantitative and qualitative data collection methods, and analysis is essential, especially the use of SPSS / “R” software’s for quantitative analysis.

  • Thorough knowledge in writing technical MEAL reports is essential.

Work Environment/Travel:

  • Position is based in Herat, Afghanistan, with possible travel up to 25% of the time (local and international).

  • Expatriates in Herat work intensely together in close quarters office space and also live together in a team house. It is critical that each of them have the ability to both find “personal space” for themselves and honor the personal space of others, and to practice a high level of relational and personality tolerance.
