Purpose of Position
World Vision is seeking an experienced Chief of Party (COP) for an anticipated USAID-funded project in Kosovo. The project will focus on preventing violent extremism among youth.
The Chief of Party is responsible for the overall management of the project, providing effective cooperation, coordination, collaboration and communication with USAID, as well as local government officials, private entities, non-governmental organizations, other donors, and community-based groups as required by the Contract with USAID—including, with the support and engagement of World Vision project staff
S/he is directly responsible for the implementation of program activities, effective and compliant reporting, in line with donor requirements and Monitoring & Evidence building. The Chief of Party provides overall program leadership, develops innovative strategies to include youth and marginalized groups within program activities, provides overall team management, technical direction and has responsibility for establishing and maintaining administrative and organizational structures – including budgets.
Direct and oversee grant implementation and sub-grantees, ensuring that all strategic objectives are met through proper design, staffing, implementation and quality assurance.
Manage proactive and responsive relationship with grant donor in close collaboration with World Vision National Office staff.
Liaise with local officials, local communities, donor representatives and other stakeholders as appropriate. Participate in NGO forums and seek cooperation for joint advocacy opportunities.
Organize and direct the work of all WV project staff. Provide supervision, training and performance management. Provide oversight to technical leads and short-term consultants. Oversee the hiring, orientation, and training of key staff to build a technically strong, well supported, motivated team.
Identify and facilitate opportunities for staff professional development by providing adequate mentoring, clear orientation, feedback and learning opportunities.
Lead in establishing a system for projection implementation. Lead in establishing an implementation process for each technical sector while fostering synergy between them that assures timely and quality implementation of activities.
Build Monitoring & Evidence information to improve program implementation; identify operational risks and their solutions; resolve bottlenecks at an early stage.
Lead development of the grant/project annual activity plan and budget and ensure their timely performance (ensure timely and proper achievement of activities and budget, provide monthly variance analysis and initiate corrective action as needed.)
Manage grant budget within approved spending levels and ensure accurate and timely financial reports to the Prime, USAID and WV US.
Assure sound financial management of the project (e.g. budget execution, monitoring and reporting processes) especially by the program implementation team and adhere to WVI and USAID financial policies and procedures.
Establish clear and frequent communication regarding program progress and oversight management with the donor.
Ensure the implementation of Core Security Requirements (CSR) policies of World Vision. Manage / handle security related issues.
Ensure compliance with cooperative agreements/grants/ contracts and make recommendations for improving the overall effectiveness of the program.
Oversee supply and equipment acquisition, disposition, and management in compliance with WV internal and donor requirements.
Liaise with provincial government officials, local communities, farmers, and other organizations as appropriate.
Actively engage in coordination working groups and meetings. Facilitate networking, negotiation and other external actions for advancement of the program.
Organize learning and sharing opportunities between project and external stakeholders on a regular basis. Promote program results and organizational interests in national program and policy forums.
Knowledge, Skills and Abilities
Bachelor degree or equivalent qualifications in international affairs, social science, or a related field. Master’s degree is preferred. Post-graduate degree in relevant field desirable.
At least ten years of experience in the design and implementation of international development projects.
At least five years of senior-level project management experience in a similar development context working with youth development programming.
Experience of leading large and diverse teams and managing large grants in a complex environment.
Experience overseeing the administrative, contracting, financial and logistical aspects of budgets close to $4 million a year.
Experience managing sub grants and contracts under grants for complex projects.
Demonstrated abilities in NGO reporting, budgeting, procurement, and project management.
Experience working with vulnerable groups.
Experience implementing education or youth programming.
Project performance management, including monitoring and evaluation.
Skilled in negotiation, donor engagement, diplomacy, networking and external engagement.
Professional level written and oral English essential, Albanian and/or Serbian language desirable.
Excellent interpersonal and leadership skills, including the ability to build, coach, and manage cooperative high-level relationships and motivate subordinates.
Experience of delivering programs in Kosovo or other post conflict contexts
Excellent understanding and familiarity with US Government donor regulations.
Experience with achieving gender equity in programming.
Be prepared to travel to implementation sites and regional, global meetings as required.
Some National and Regional travel would also be expected as needed.
