Development Facilitator - Tirana Office

Job Description


The purpose of the position is to serve as a catalyst, partnership facilitator, and builder of the capacity of local partners, facilitating the emergence and strengthening of community-led initiatives to improve and sustain the well-being of children and their families.


  • Ensure the implementation of projects based on World Vision Albania working principles and Technical Approaches, and as designed in collaboration with the communities, other stakeholders and approved by the National and Support Office

  • Lead and coordinate the development/review of the plan of activities of Child Protection Technical Program in collaboration with Area Program Team Leader and National Office support team

  • Ensure the implementation of project activities according to the timeline and budget available in the course of the Fiscal Year

  • Support the establishment of a monitoring and evaluation system in collaboration with Ministry Quality Department and ensure record keeping of monthly projects’ progress against the stated objectives and indicators to evaluate the projects’ progress towards stated outputs, outcomes and goals at least once per year

  • Work closely with the Area Program Team Leader to overview the implementation of projects from the programmatic and financial perspective

  • Enable and facilitate networking and connections among local stakeholder groups and between local partners and others outside the area

  • Facilitate an empowering approach to formation and ongoing capacity building of new and existing community organizations for holistic sustainable development, including partnership with World Vision Albania for project implementation where appropriate

  • Train partner community groups on appropriate skills and self-assessment methods to build their capacity for management of local initiatives

  • Support community partners to define monitoring process and indicators for mutual learning and accountability with World Vision Albania in project implementation and capacity building

  • Participate in and support the development and implementation of monitoring and evaluation tools and measurements of project effectiveness to track the delivery of joint outcomes


  • Degree in Social Science, or related subjects to development or relevant years of work experience.

  • Master degree in child protection related area (preferred)

  • Strong understanding of community-led development work

  • Previous relevant experience, including at least one year of development facilitation in and with communities

  • Creative and able to apply innovative thinking, partnership building and problem solving skills

  • Strong facilitation skills, including catalyzing, connecting, and building the capacity of community groups

  • Experience with program assessment, design, implementation, monitoring and evaluation processes

  • Excellent organizational, analytical skills

  • Effective in written and oral communication; able to speak and write with a proper standard of English

  • Good interpersonal skills and cross-cultural sensitivity, abilities to work as a team

  • Demonstrated accomplishment in working with host-country professionals, ministries and with donor colleagues in country

  • Computer literacy; strong computer skills including Word, Excel, Power Point etc
