Purpose of position
Provide management to the ministry of World Vision in Kosovo by ensuring that allocated program resources are used as per World Vision policies, donor standards and procedures to attain quality program performance. Observe mission and core values of World Vision and demonstrate a quality of spiritual life that is an example to others.
Leadership and capacity building
Represent World Vision International in Kosovo before Kosovo national and international institutions and other stakeholders in coordination with World Vision Albania Program Director and National Director.
Lead implementation of Area Program strategy for long-term interventions, in accordance with National and Sector strategies of World Vision.
Responsible for achieving desired program results as laid out in the relevant documentation.
Christian leadership behaviors of prayer and devotion, listening, humility, service, transparency, unity, participation and honesty are actively modeled.
Provision of strong servant leadership to Kosovo team in order to accomplish agreed/approved program plans.
The Program Manager will encourage, support, coach and mentor the project team, ensuring capacity is built and appropriate results are attained.
Lead the recruitment process in the Kosovo team in coordination with People & Culture and National Director.
Create and maintain relationships with government and other international institutions, church leaders and Faith Based Organizations, key partners and other bilateral and multilateral development agencies in Kosovo.
Follows political and legislative developments in Kosovo and inform supervisors accordingly.
Strengthen staff capacity to address issues and concerns related to the implementation such as: resource allocation, relationship with Local Goverment, interaction with technical sectors and others.
Enhance staff capacity & skills and provide leadership in performance management to ensure smooth staff relations, team spirit and accountability in World Vision International Kosovo office.
Develop and coordinate capacity building training for World Vision International Kosovo team on program management.
Liaise with donors and partners in order to position World Vision International in Kosovo as an organization of choice to fund and partner with.
Liaise directly with Grant Acquisition Management department and consult with Program and Evidence & Learning team in development and writing of proposals.
Ensure smooth coordination efforts at the local, national levels including design workshop and review process for grants narrative and financial processes.
Support finance in budgeting and cost proposal development.
Participate in quarterly reflection and planning sessions for grant implementation to provide advice on donor compliance and requirements meeting financial and programmatic targets.
Program Management & Operations
Program Manager is responsible for achieving desired program results as laid out in the relevant documentation.
Continuously monitor the impact of the World Vision Programs in the field through: field visits, meeting with stakeholders, meeting with partners, project monitoring reports, staff debriefing and others
Interact regularly with National Office Sector Managers (Child Protection, Education, Youth, Economic Development and Christian Commitment) to ensure technical guidance and expertise regarding program related issues.
Ensure and reinforce compliance with approved policies, systems, procedures and internal controls in Kosovo.
Ensure regular updating and sharing of information among World Vision International Kosovo staff on World Vision Albania & Kosovo policy/procedures/management processes etc.
Ensure and monitor that project(s) are allocating resources according to World Vision Albania & Kosovo policies and procedures, in the most efficient and cost effective way while aiming for the highest quality implementation.
Monitor on monthly basis the Area Program Office actual expenditures and compare them with the implementation model, budget requirements and feedback from technical sectors and review the budget if needed with Coordinators/Managers and National Office Finance.
Promote close and constructive communication with Area Program staff, National Office departments and operations.
Representation and Influence
Collaborate with Program Director and National Director to establish good representation and networking at national and zonal level.
Explore opportunities for funding and partnerships with different donors.
Knowledge, Skills and Abilities
Bachelor’s Degree in social sciences, political sciences, law or public administration.
Master in social science, or management.
Knows the requirements, practices, and procedures for soliciting, receiving, reviewing, and processing proposals and for awarding and administering grants and agreement
Five years of development experience two of which are in management.
Minimum of 5 years managerial experience in Project Development with a thorough understanding of all areas of project management cycles in a complex, international organization.
Sound experience in leading program assessment, design, implementation, monitoring and evaluation processes.
Sound experience with faith, community based and child focused empowerment programs.
Experience in leading multi-sectoral integrated programs.
Proven track record of leading diverse teams in achieving organizational objectives.
Proven multi-stakeholder management skills.
Creative and able to apply innovative thinking, partnership building and problem solving skills.
Demonstrated strong ability to prepare annual budgets and of financial management skills.
Excellent analytical and writing skills.
Strong team capacity building, coaching and supervision skills.
Good interpersonal skills and cross-cultural sensitivity, abilities to work as a team.
Effective in written and oral communication; able to speak and write with a high standard of English.
Computer literacy; Strong computer skills including Word, Excel, PowerPoint
B-category driving license and minimum of three years active driving experience.
