Kosovo Program Manager

Job Description

PURPOSE OF POSITION:

Provide management to Kosovo Zone by ensuring that allocated programs resources are used as per WV policies, donor standards and procedures to attain quality program performance. Observe mission and core values of World Vision and demonstrate a quality of spiritual life that is an example to others.

MAJOR RESPONSIBILITIES

  • Represent WVA&K before Kosovo national and international institutions and other stakeholders in coordination with Program Director and National Director.

  • Lead the assessment, design and implementation of a Kosovo Zone strategy for long-term additional interventions, in accordance with National and Sector strategies of WV.

  • Responsible for achieving desired program results as laid out in the relevant documentation.

  • Create and maintain relationships with government and other international institutions, key partners and other bilateral and multilateral development agencies in Kosovo.

  • Liaise with donors and partners in order to position WV Kosovo as an organization to fund and partner with

  • Liaise directly with program and MQ team in development and writing of proposals

  • Ensure smooth coordination efforts at the local, national levels including design workshop and review process for grants narrative and financial processes.

  • Provision of strong servant leadership to Kosovo Office team in order to accomplish agreed/approved program plans.

  • Encourage, support, coach and mentor the project team, ensuring capacity is built and appropriate results are attained.

  • Ensure and reinforce compliance with approved policies, systems, procedures and internal controls in the zone.

  • Strengthen project team and staff capacity to address issues and concerns related to the implementation such as: resource allocation, relationship with local government, interaction with technical sectors and others.

  • Continuously monitor the impact of the WV Programs in the field through: field visits, meeting with stakeholders, meeting with partners, project monitoring reports, staff debriefing and others

  • Ensure and monitor that project(s) are allocating resources according to WVA&K policies and procedures.

  • Ensure and monitor that Kosovo project team allocate resources in the most efficient and cost effective way while aiming for the highest quality implementation.

  • Monitor on monthly basis the Kosovo Zonal Office actual expenditures and compare them with the implementation model, budget requirements and feedback from technical sectors and review the budget if needed with Kosovo project team and National Office Finance Coordinator.

  • Collaborate with Program Director and National Director to establish good representation and networking at National and Zonal level.

  • Explore opportunities for funding and partnerships with different donors.

KNOWLEDGE, SKILLS AND ABILITIES

  • Bachelor’s degree in social sciences, political sciences, law or public administration. Master in social science, or management.

  • Knows the requirements, practices, and procedures for soliciting, receiving, reviewing, and processing proposals and for awarding and administering grants and agreement creative and able to apply innovative thinking, partnership building and problem solving skills;

  • Strong team capacity building, coaching and supervision skills.

  • Good analytical and writing skills;

  • Good interpersonal skills and cross-cultural sensitivity, abilities to work as a team.

  • Effective in written and oral communication; able to speak and write with a high standard of English.

  • Computer literacy;

  • Five years of development experience two of which are in management.

  • Sound Experience in leading program assessment, design, implementation, monitoring and evaluation processes.

  • Sounds experience with community based and child focused empowerment programs.

  • Willingness to be flexible with hours when necessary and able to travel often in the field (70% of the time).
