PURPOSE OF THE POSITION
The purpose of this position is toprovide strategic leadership to World Vision program team with regard to strategic directions in terms of quality programming and implementationand to oversee programmatic operations of the organization; to provide leadership in development and implementation of the National Program strategy, leadership and management support for strategic courses of action and grant acquisition in Area Programs; to ensure that strong strategic and annual planning processes are in place; ensuring that Program implementation are within World Vision International standards;ensuring efficient and effective implementation of operational goals and objectives within the context of World Vision and key stakeholders as laid out in the strategy documents.
I. Strategy Development and Planning
Identify strategic programmatic choices, practices, models and interventions which can be scaled up at the Western Balkans level.
Stay tuned in with the Western Balkans developments, priorities and opportunities that can be introduced and transferred at the country level.
Contribute at the Western Balkans level strategic discussions at Western Balkans strategic platform.
Provide leadership in the developmentof country-level strategy, directions and key priorities of World Vision Albania operations (short, medium and long).
Ensure that program strategy, budget and plan supports the attainment of the defined business goals of the National Office and Western Balkan Cluster.
Ensure alignment of country with World Vision International and Regional strategic operations goals and priorities.
Provide leadership and support in creating an annual operating plan for World Vision Albania and ensure appropriate and timely support is given to their plans.
Oversee all aspects of Area Program/project design, implementation, monitoring and evaluation, and transition.
Ensure World Vision country program contributes to Child Well-Being Outcomes in line with the organization’s Ministry Framework and Development Approach, and National Office’s strategic priorities and program designs.
Ensure the proper integration of advocacy, faith in development, HEA, gender, sectoral programs and cross cutting themes in the program implementation
II. Resource Acquisition & Management
Support the Western Balkan Cluster National Director in funding negotiations with support offices and other donors.
Support program team in establishing strong relationships with World Vision support offices and donors funding, World Vision Area Programs and grant/specific projects.
Contribute to the strategic project concepts proposalsto diversify funding type and sources opportunities for World Vision Albania and Western Balkan Cluster.
Provide leadership and support to the team in writing and submission of concept papers and project proposals.
Assess the effectiveness of current projects and identify possibilities for new projects.
III. Accountability & Quality Assurance
Advise, approve and evaluate program budgets, funding, expenditures and accomplishment of ministry objectives.
Support the program team in ensuring high standards of grant-funded programmes’ management and compliance with donors’ regulations and standards (government/private donors and support offices).
Support the program team in ensuring high standards of community-based development in alignment with World Vision’s key documents and in compliance with Support offices requirements.
In coordination with the finance department oversee World Vision country Programe compliance with all relevant sections of the Financial Manual.
Ensure that recommendations from audit reports and audit findings (relating to program operations) and programme/project evaluations are addressed and implementation plans developed for the recommendations of the reports are in place and accomplished.
Ensure that the country program complies to local legal requirements and standards.
Ensure and oversee proper mechanisms for Child Protection and other World Vision International Standards and Principles implementation.
IV. Networking, Coordination and Representation
Support the Western Balkan Cluster National Director to undertake at the country level representation, develop and maintain good relationships with major (government/private) donors and World Vision Support Offices, including planning how to approach donors (government/private donors and support offices); streamlining strategic dialogues and overseeing the implementation process.
In coordination with the Western Balkan Cluster National Director, develop and maintain good relationships with World Vision Regional – and Partnership Offices on HEA, and Advocacy.
Act as a role model in advocating/promoting the organization and stakeholder transformation to organization’s principle and vision.
Manage donor concerns (government/private donors and support offices) ensuring proper resolutions for both parties have been reached.
Initiate and maintain regular contact at the country level, with international and national non-governmental organisations and government institutions in an effort to obtain experience and coordinate information regarding current and future works in the country.
Participate in the Western Balkan National Office Senior Leadership Team meetings.
Provide leadership to the management team at the country level and ensure smooth running delivery of services.
Adhere to World Vision International key policy documents – mission, core values, and covenant of partnership.
Ensure implementation of partnership initiatives and compliance with World Vision standards and policies.
Attend and participate in spiritual nurture meetings/devotions as scheduled.
VI. Leadership Capacity Building
In coordination with Human Resources department, provide leadership and support to the Program Teams to ensure effective management in terms of forecasting Human Resources needs, identifying core competencies, development and building on those to advance the program and operations function.
Support professional and personal development of staff through on-the-job coaching, identification of learning and training needs and opportunities.
Lead and participate in the recruitment, selection and development of key program and operations staff. Ensure competent and motivated staff are hired and retained.
Ensure program staff’s compliance with World Vision’s policies.
Ensure conflicts among department supervisors/subordinates) are being handled/solved properly.
Affirm, mentor, coach and equip managers or team leaders to set strategic directions, strengthen relationships with Support Offices, accept accountability, manage performance, ensure succession planning, and nurture staff in a way that aligns with World Vision’s vision, mission, and core values and enables World Vision Albania & Kosovo to meet its organizational goals.
Establish clear standards of performance for all staff reporting to the position. These standards will include the increasing ability of managers/ team leaders to make decisions that best serve the needs of WVA&K and the Partnership.
Focus on meeting established standards through increased capacity.
KNOWLEDGE, SKILLS AND ABILITIES
Bachelor’s degree in International Development, Social Sciences, Business Administration, or a related field applicable to developing country context
Master’s degree in International Development, Management or other field applicable to developing country context preferred
Minimum of 5 years managerial experience in Project Development with a thorough understanding of all areas of project management cycles in a complex, international organization
Ability to engage at a strategic level with senior government, UN and INGO officials.
Strong budgetary and financial management skills.
Excellent proven track record of donor relations with multiple donors.
Good interpersonal, organizational and time management skills.
Ability to lead a team with an empowering and outcome oriented approach.
Ability to maintain performance expectations in a continues changing environments
Excellent written and verbal communication and relational skills, especially in a cross-cultural environment, and ability to analyze and solve problems, persuade, network and negotiate.
Proficiency in written and spoken English.
Ability to solve complex problems and to exercise independent judgment.
Computer literate in Microsoft Office, Lotus Notes or similar database, email and internet programs.
Ability to travel within country, regional and internationally.
Demonstrated track record in proposal development, funding acquisitions and grant management for major government donors preferred
Willing to travel domestically and internationally as required at least 20% of the time.
Able to work under pressure and to tight deadlines
