Youth Program Technical Advisor - Tirana

Job Description


This position leads the effective roll-out of the Youth strategic objective with a key priority for WVA&K in ensuring that the implementation of Youth Technical Program has a positive impact on the lives of children and youth in program working areas. WVA&K is looking to apply the latest thinking on good practice for Youth programming including integrating development and advocacy which will guarantee a right based approach with the final goal at increasing sustain child wellbeing.


  • Provide leadership to the Youth Program strategic guidance development

  • Provide progress information on strategy and initiative KPIs

  • Take the lead in any adjustment and actions required to achieve the strategy and the Youth Technical Approach/Program

  • Provide ongoing technical advice to staff and partners for Youth programming, (including for development, advocacy and humanitarian response)

  • Provide support to Area Programs (APs) to build understanding of good Youth practices including organising or facilitating trainings and other capacity building events where appropriate

  • Provide specific mentoring and support to WV Youth Zonal Coordinators to build technical capacity

  • Lead sectoral learning across the organisation for internal and external use

  • Designs follow WV’s development approach promoting community / child led activities that are empowering and benefit the most vulnerable children and youth

  • Ensure Zonal and APs’ staff understands, follow or promote local authorities to follow government standards

  • Quality monitoring tools developed and used

  • Evaluations capture findings on the impact of youth engagement and empowerment

  • Support the development of humanitarian response designs related to youth engagement

  • Learnings from monitoring and evaluations are documented and applied to new designs

  • Represent WVA on selected national level networks related to Youth programming

  • Engage with WV regional and global sectoral networks for sharing and learning

  • Meet regularly with relevant government ministry and departments to share good practice and undertake joint activities/events

  • Engage with national government ministries around policy change or implementation

  • Meet with other international agencies to explore the opportunities of collaboration in Youth programming, learning and advocacy

  • Support Zonal coordinators and APs to develop networks with relevant government line agencies and to develop local level partnerships for delivery of quality Youth programming

  • Support Grants Team to engage with donors around good practice, including evidenced based information and research from WVA programming

  • Work with the Grants Unit to prepare Concept papers and Proposals on Youth Empowerment and Engagement.

  • Support Youth program staff while implementing Youth Technical Program


  • Bachelor degree in a relevant field – social science, development studies, adult education, master preferred.

  • At least 3 years of experience in development work

  • Strong team player – must be able to form and lead a number of cross-functional working groups.

  • Strong interpersonal skills – ability to draw commitment from other parts of the organisation.

  • Good interpersonal skills and cross-cultural sensitivity, abilities to work as a team.

  • Effective in written and oral communication; able to speak and write with a high standard of English

  • Able to work multifunctional tasks in the pressure of time and the of the changing organization procedures.

  • Computer literacy; strong computer skills including Word, Excel, PowerPoint

  • Good understanding of different approaches to partnering, and the requirements these involve. Previous work in developing partnering approaches preferred

  • Experience participating in program assessment, design, implementation, monitoring and evaluation processes - preferred.

  • Experience with faith, community based and child focused empowerment programs - preferred
