Project Manager

For EU-funded project“Youth Standing up for Human rights in Albania

Purpose of the position

Provide overall leadership and management of Youth Standing up for Human rights in Albania Project funded by EU. This project aims to enable youth to become active drivers in civil society’s role in promoting human rights, democratic values, and the rule of the law in Albania.Project Manager will be responsible for the achievement of project objectives through adherence to high standards of management quality.

Major Responsibilities

I. Project Management

  • Ensure high quality project implementation with due respect to donor requirements and World Vision International regulations and standards.

  • Ensure integration of project activities with other World Vision Albania Technical Programs.

  • Together with relevant Area Program managers and Technical Program Managers ensure effective consultations with communities, partners and donors.

  • Establish and maintain good collaboration with donor and respective WV support office

  • Maintain written track record of all project-related communication and agreements.

II. Monitoring and reporting

  • Together with Evidence & Learning Officers develop project monitoring system.

  • Review on regular basis project details, deliverables and scheduled s as per project Implementation Plan.

  • Ensure progress and final reports are produced on time, in quality manner as per donor requirements.

  • Provide regular inputs to Grant Health Tracker.

  • III. Financial Management

  • Oversee project budgets including procurement of goods and services and tracking of financial and material resources

  • Approve project expenditures

  • Prepare justifications for cost modification requests (in collaboration with finance) and submit it to donor.

  • Ensure full compliance with donor financial requirements.

IV. Learning and capacity building

  • Facilitate and document learning across all aspects of the project to inform planning and decision-making.

  • Outline good practices as well as common challenges.

  • Ensure wide dissemination and visibility of project achievements.

V. Networking

  • Manage working relationships with Project partners, sectoral partners and government representatives on national and local level.

  • Facilitate partner mapping for People with Disabilities (PwD) sector.

  • Coordinate with WV technical staff in implementation of local level advocacy initiatives.

  • Attend donor meetings and training's as needed.

  • VI. Leadership and team management

  • Lead Project Implementation team towards the achievements of program objectives with high quality standards

  • In line with WVs standards for leadership framework provide leadership for project staff and Project partner.

  • Ensure technical staff and Project partner are equipped to deliver job requirements

  • In line with WV’s capacity building plan support professional and personal development of staff.

  • Conduct ongoing performance conversations with staff; provide performance agreement feedback, midterm evaluations and annual reviews to the staff.

Knowledge, skills and abilities

  • University degree in, economics, management, social or technical sciences. Master degree in relevant field would be an advantage

  • At least five years of management experience, at least three of which on implementation of EC-funded projects.

  • At least five years of practical experience in community development,human rights (preferably with focus on disability issues) and partnership development.

  • Experience of project/program concept development and management.

  • Experience in partnering with organizations of persons with disabilities.

  • Experience in operations and team management

  • Knowledge of key government policies and standards in technical sectors and related legislation.

  • Ability to manage multiple tasks and work under pressure, efficient task prioritization and time management

  • Good relationships/networking with the actors of the relevant sector

  • Understanding of community mobilization and empowerment principles and approaches

  • Experience in coalition building and ability to rally coalitions and networks to take positions on specific policy issues.

  • Excellent computer skills including Microsoft suite.

  • Excellent knowledge of English and local languages

  • Strong communication, presentation, facilitation, interpersonal skills &excellent coordination skills

  • Valid driving license with at least 2 years of driving experience

  • Willingness to be flexible with hours when necessary and ability to travel locally and internationally up to 50% of time.
