PURPOSE OF POSITION:

To provide leadership and management of the World Vision’s Education as integrated in the Child Protection portfolio in Bangladesh Refugee Crisis Response Program. The position holder will be responsible to directly manage projects, support Education staff in the implementation of World Vision’s education as integrated in the Child Protection portfolio. S/He will be responsible for coordination with the education subsector, reporting, cross departmental coordination, financial accountability and external stakeholder engagement.

MAJOR RESPONSIBILITIES:

Project Implementation & Management:

  • Take lead in implementation of education and skills development for children and adolescents respectively while coordinating effectively with both Child Protection Education staff.

  • Manage and support the Education Program Implementation Team including Coaching with clear standards of accountability.

  • Support the integration of pre-vocational and foundational skills training PSS, and life skills during the implementation of multi-purpose child and adolescent centres while coordinating with the Child protection team.

  • Ensure cross departmental coordination is taking place between Education team, Child protection, GBV and the respective World Vision Support Departments.

  • Ensure all education projects meet grant requirements including time frame, resource allocation, scope and risk management.

  • Work with the Human Resources team on recruitment and orientation for new program team staff.

  • Provide opportunities for capacity building to all education staff in consultation with the Sector lead and Human Resources Department to ensure proper technical, managerial and personal development.

  • Know grant/donors regulations, compliance issues and build the capacity of his/her team in this respect.

  • Ensure staff and education program compliance with the child safeguarding policy ( this include visitors and media protocols, partnering with communities and other agencies or CBOs and children participation).

  • Collaborate with Finance to review financial reports and maintain accurate spending reports and up-to-date budgets.

  • Lead and evaluate education projects’ budgets, projects’ funding, expenditures and accomplishments of ministry objectives.

  • Develop, Monitor and submit projects budgets, financial reports, cash flows, carry forwards, etc.

  • Provide relevant information from Education coordination, project review and monitoring for new grant initiatives (new projects, new donors) in collaboration with the Sector lead and Education Technical programs Manager.

Quality Education Program Implementation and Sustainability:

  • Update and maintain the Education implementation plan while collaborating with Programme Department to make sure programme designs are based on needs assessment findings (primary & secondary data) and analysis.

  • Ensure all programmes refer to technical standards, consider the education working group and government standards and are aligned with internal and external Strategic Objectives.

  • Ensure education plans are developed and implemented with community engagement, taking into account local needs.

  • Follow up with Accountability to respond to feedback from areas of implementation to strengthen Education sector approach.

  • Coordinate and support establishment of education data base to inform the education sector and donor reporting.

  • Develop strategic activities to mainstreaming child safeguarding including PSEA, disaster risk reduction and social cohesion.

  • Supervise and control all projects’ activities as set out in the Action Plan.

  • Prepare and conduct donor’s field visit to ensure proper communication and relationships.

  • Participate and review projects evaluations in close coordination with the internal and/or external evaluator.

Partnership, Networking & Advocacy:

  • Ensure collaborative planning with external stakeholders such as UNICEF, Education Sector coordinators and co-chairs, Camp in charges, other NGOs, Govt ministries community representatives and stakeholders.

  • Ensure World Vision is appropriately represented at the education sub sector and it’s affiliated focused Working Groups.

  • Represent World Vision with appropriate Donors and Government Ministries including the Ministry of Education.

  • Ensure partner agencies are engaged and on target with program implementation expectations.

Advocacy:

  • Represent WV and our EIE work internally and externally, contributing proactively to advocacy, media and comms messaging as well as through technical policy and practice developments, evidence and research.

  • Ensure humanitarian education work contributes towards both global programmes, organizational and global advocacy objectives, including the Education in Emergencies Breakthrough.

  • To support delivery of policy and practice changes through advocacy to key donors to influence the financing, quality, prioritization of humanitarian response in education.

  • Liaise and engage with the relevant external bodies and organizations within the sector, including INEE and the Global Education Cluster as relevant.

KNOWLEDGE, SKILLS & ABILITIES:

  • Must have at least a Bachelor or Master’s degree in relevant field.

  • At least 5 years of practical experience in humanitarian related work.

  • Excellent English written and verbal communication skills.

  • Substantive operational experience and a track record of success in delivering high quality emergency response programmes in education integrated with Child Protection, in sudden onset and chronic settings and demonstrable strong commitment to Education in Emergencies and skill development for women, men and youth.

  • Demonstrable experience in effective Project management.

  • Demonstrable experience in effective team and line management as well as capacity building mentoring and, coaching.

  • Strong communications and diplomacy skills (both written and verbal) at a level appropriate for high level external representation (lobbying, presentations).

  • Strong analytical skills and ability to develop recommendations for an appropriate response.

  • Understanding and practical experience of the work of the Education Cluster.

  • Highly developed writing skills (e.g. at level for producing an assessment report or proposal) and strong financial management skills (experience of working within budget constraints).

  • Demonstrated leadership, people management, coaching, mentoring, and team building skills.

  • Strong problem identification, analytical and solving skills.

  • Strong competency in proposal & report writing, monitoring and budgeting skills.

  • Experience working with communities and local governments, INGOs, donors and other key internal and external stakeholders.

  • Demonstrated ability to meet strict deadlines and work independently and cooperatively with team members in a cross-cultural environment.

  • Minimum of 3 years working experiences in the relevant field with Significant experience in integrated child protection and education programs.

  • Knowledge of INEE standards, Child Protection standards, adolescent and youth development programs and DRR strategies in the humanitarian sector.

  • Ability to maintain effective working relationships with all staff and other key partners.

Work Environment/Travel:

  • Work environment: Field Office based.

  • Travel: 20 % Domestic/international travel may be required.
