WASH Lead, Bangladesh Refugee Crisis



The WASH Lead will have overall responsibility of managing the Myanmar- Bangladesh refugees Emergency WASH sector Response in Cox’s Bazar. S/he will be responsible for technical leadership and administrative oversight of the program and will serve as the principal sector contact to the WASH sector/cluster, donor and local government entities.

S/he will manage a team of WASH Engineers, WASH Officers, Hygiene Promotion Officers and WASH Facilitators and engagement with stakeholders and ensure quality, timeliness, and efficiency of all products and activities generated under the respective grants. The WASH Lead is expected to have strong leadership qualities and depth and breadth of technical and management expertise. S/he also provides strategic leadership and supervision of contractors while ensuring the security, feasibility, and sustainability of the program and contribution to the intended project outcomes.

  • Provide leadership to the project team and define targets for all project units whilst ensuring targets are met timely within approved budgets.

  • Establish and maintain effective project reporting, evaluation, and communication systems. Lead to ensure timely preparation and submission of high quality donor reports (Quarterly, Bi-annual and Annual reports) as stipulated in Agent Agreements and or grants contracts.

  • Provide guidance to project staff and hold them accountable through performance objectives and agreements; provide close supervision to the project staff.

  • Ensure proper technical capacity of staff to deliver the various activities within the project through coaching, mentoring and on –the-job training.

  • Manage grant/project budget within approved spending levels and ensure accurate and timely financial reports to donor; Ensure grant/project expenses are reasonable, allocated as per assigned budget, prudent and spent in accordance with donor rules and regulations to ensure low risk audits.

  • Liaise with local government officials, local communities, donor representatives and other stakeholders as appropriate.

  • Conduct regular project sites visits and lead project monitoring processes by staff and partners.

  • Lead planning processes involving assessments, Designs/Redesigns, Evaluations and transition as well as lessons leant events.

  • Ensure well coordinated and effective communication between Operations Base, Projects and Head Office.

  • Support the WASH resources development in alignment with the National Offices resource acquisition and strategy for WASH.

  • Perform other duties as required.


  • BSc/BA Degree in Water and Environmental Engineering, Civil Engineering, management or related field.

  • Preferred: Master’s degree with in humanitarian and or development programs.

  • 3 years in managerial position.

  • At least 5 years work experience in humanitarian contexts.

  • 3 years’ work in humanitarian and or development programs.

Preferred Skills, Knowledge and Experience:

  • Computer skills.

  • Engineering Software, ArcGIS, AutoCAD etc.

  • Working knowledge of programs/projects cycle management.

  • Ability to maintain effective working relationships with all staff and other key partners.

  • Good planning and organizational skills.

  • Financial and program management skills.

  • Human Resource skills.

Working Environment/Travel:

  • Work environment: Field Office based.

  • Travel: 20 % Domestic/international travel may be required.

  • On call: 10%

  • Willingness to travel and work extensively - sometimes at short notice, in difficult places and under long hours - according to a results-based approach.
