Position Purpose

The Account Officer will be responsible for ensuring overall financial management and policy compliance, in accordance with donor and World Vision requirements and regulations.

S/he will have responsibility for overall financial management, application of common policies and practices and maintaining day-to-day financial control. S/he will also carry out some administrative tasks to ensure that all finances are properly administered and monitored. The post-holder will facilitate any internal or external audit by providing the required financial data, supporting documents and information requested.

Key Objectives of the Position

  • Ensure compliances with WV finance and administrative policies, standards, procedures and government VAT & Tax requirements.

  • Establish effective internal control in the financial management of Project.

  • Facilitate Project team in integrated financial planning, budgeting and monitoring in accordance with donor’s guidelines as well as WV guidelines

  • Ensure standard record keeping, process payments and prepare & submit reports to stakeholders on time.

  • Provide support and advice to program partners in financial and administrative aspects.

  • Maintain high confidentiality of documents and information and take adequate measures for safety and security of documents, information and other resources.

  • Facilitate administrative functions and provide necessary support to Project team for smooth operation.

  • Support the project team in integrated financial planning, budgeting and monitoring in accordance with Action and donor guidelines.

  • Facilitate administrative & Supply Chain Management-SCM functions and provide necessary support to the project team for smooth operation.

  • Provide monthly financial analysis to management on project performance

  • Prepare regular financial reports and work closely with the Grant Finance Officer Project Manager for timely submission of reports to World Vision Japan.

  • Ensured Limited Risk in integrated audit.

  • Make sure all financial activities are in accordance with grants compliances.

  • Meet all requirements of grant agreement

  • Ensure the Tax/VAT deduction at source according to the Govt. Rules and Regulations and VAT & Tax deposited to Treasury on time.

  • Make sure all procurements are done in accordance with WVB Procurement Policy.

Record keeping and reporting to stakeholders.

  • Prepare vouchers according to the policy and procedure.

  • Financial data entry and data backup done within the timeframe.

  • Maintain petty cash fund complying fund policy.

  • Prepare all reconciliations on a monthly basis.

  • Prepared and submitted Monthly/Quarterly/Half Yearly/Annual Project Financial Reports according to the schedule to National Office and other stakeholders.

  • Prepared variance explanations every month in consultation with Project Manager.

  • Ensure LDR for all project staff on monthly basis.

Effective internal control in the financial management of Project.

  • No incident of misappropriation, forgery, theft took place during the reporting period.

  • Lost incident report is recorded with approval of the competent authority.

  • Conducted annual assets verification, insurance survey and documented according to the policy.

  • Ensure follow the all grants rule of Mofa Grants.

Grants compliance & reporting and builds the capacity building

  • Monitor all financial activities of project are in accordance with grants compliances.

  • Ensures proper utilization of Grant Funds by program people.

  • Ensure reporting accuracy, adequate supporting documentation, proper authorization, compliance with policies and requirements, proper recording of project and account numbers, and availability of budgeted funds

Facilitation of administrative functions in PROJECT.

  • Logistic and financial support to Project team given within the scheduled date and time.

  • No incident of theft, fire, decoity happened in the office and sub-centers during the reporting time.

  • Complied with WVI retention policy of documents.

Education

Bachelor’s degree in Accounting or Finance. Or BBA in Accounting or Finance
