Finance and Admin Officer_WVB
Ensure effective and efficient resource management and coordinate administrative functions of ADP in compliance with WV Partnership financial policy & standard, WVB policy and procedures and Special Funding requirements. This position is administratively reportable to the ADPM and has matrix reporting structure with the Regional Finance Coordinator.
Key Objectives of the Position:
Ensure compliances with WV finance and administrative policies, standards, procedures and government VAT & Tax requirements.
Establish effective internal control in the financial management of ADP.
Facilitate ADP team in integrated financial planning, budgeting and monitoring in accordance with LEAP guideline and PDD/RDD/DD.
Ensure standard record keeping and prepare & submit reports to stakeholders on time.
Maintain high confidentiality of documents and information and take adequate measures for safety and security of documents, information and other resources.
Facilitate administrative functions and provide necessary support to ADP team for smooth operation.
Facilitate financial sessions both for the finance and non-finance staff for their understanding.
Ensure full implementation of agreed upon internal audit recommendations within 180 days from the date of the issuance of audit report.

The position is accountable for the following:
Compliances of WVB finance and administrative policies, standard, procedures and government VAT & tax requirements.
Facilitation of integrated financial planning, budgeting and monitoring in ADP in accordance with LEAP guidelines and PDD/RDD/DD.
Prepare cost effective budget and ensure budgetary control while actual spending.
Record keeping and reporting to stakeholders.
Effective internal control in the financial management of ADP.
Confidentiality, safety and security of financial and administrative documents and reports.
Along with SCM staff, conduct physical verification of the vendors within the ADP and thus reduce financial risk of dealing with those vendors.
Facilitation of administrative functions in ADP.
Masters degree in Commerce or Management.
Knowledge & Skills:
Basic knowledge and skills in accounting.
Minimum 2 years experience in finance and administration.
Competent in the use of computer.
Skills in accounting software.
