To provide overall leadership, planning, implementation and management to the “Community-based WASH Improvement Project in Gowainghat, Sylhet, Bangladesh”(hereinafter referred to as the Project) in order to achieve the Project goal.

Key Objectives of the Position

  • To lead the program team in achieving the program goals and objectives by setting work and performance targets, appropriate planning, implementation and monitoring process based on the project strategy.

  • To enhance relationship with donor, meet program goal & outcomes, financial obligations and donor regulations

  • To enhance professional, spiritual, conceptual and technical competencies of project team and ensure on-going coaching for performance.

  • To ensure timely and quality implementation of the program in line with WV policies and donor standards.

  • To ensure a high standard of stewardship in financial and technical resources allocation, utilization & management in compliance with WV Financial Policies and procedures and donor guidelines.

  • To ensure enabling flow and exchange of information within the team and organization at different levels for the effective management, implementation, and accountability requirements of the program to the beneficiaries, donors and other stakeholders.

  • To establish effective working relationships, adequate referral and networking with relevant GOs, NGOs, INGOs, UN agencies, faith based organizations, civil society groups & relevant service providers for the achievement of the project goal.

  • To provide leadership and create an enabling environment for innovation and creative thinking, nurture participatory decision-making and transparency, and developing effective and productive relationships among staff.

  • To initiate annual detailed implementation planning, project review and lessons learned together with partners;

  • Prepares monthly, quarterly and annual reports for the management and donor and ensure that project activities are documented ;

Project management and leadership


  • Provide direction and guidance to the Project team in implementing the said Project.

  • Work in close coordination with the Central-Eastern Regional Field Director, Project Coordinator, Project Officers and the Programming/Support function departments to ensure adequate project quality and effective resource management in alignment to the Grant Guideline and WV internal policies.

  • Based on the understanding of the donors Grant Guideline, formulate and update Grant Guidelines in English for the Project Team and other related functions.

  • If necessary, in coordination with WV Bangladesh (hereinafter referred to as WVB) Operations and Finance Department, review and recommend activity changes and budget revisions to WV Japan (hereinafter referred to as WVJ) as per WVB Field Financial Guidelines and the Grant Guideline, and prepare application in Japanese for the change of project plan to the donor

Financial Management/Policy adherence


  • Manage the budget, in collaboration with the field and Dhaka/Country Office finance department, according to the Grant Guideline.

  • Review receipts, vouchers and journal listings to ensure proper use of the fund.

  • Approve project expenses according to the LoA (Limit of Authority)

  • For the expenses over the LoA, review and confirm before the purchase is approved.

  • Review and provide feedback on the project financial report to WVB finance.

  • Review the financial report to ensure compliance to the Grant Guideline.

Capacity Building & Performance Management


  • Transfer the technical and management capacities to the local staff of the Projectincluding ADP staff, in particular the direct report (Project Coordinator), through day-to-day operation.

  • Regular communication with WASH Coordinator and give feedback for their performances.

  • Regular coaching to WASH Coordinator

  • Conducted staff performance development management for WASH Coordinator.

  • Ensured annual lesson learned workshop

Reporting and Documentation


  • Prepare reports required by the Grant Guideline, and submit the reports in Japanese to the donor.

  • Prepare and submit Monthly Management Report to the Central-Eastern Regional Field Director.

  • Support the Central-Eastern Regional Field Director to prepare reports required by WVB policy.

  • Encourage and facilitate documentation of best practices and lessons learned in order to develop capacity of WVB staff.

Business Relationships and Networking


  • Liaise with the donor by providing timely updates of the project progress including financial status,to enhance donor relationships.

  • If applicable, in coordination with Communication Officer of WVB and in accordance with the WVB communication protocol, provide information (through WVB) to the WV Partnership and/or WVJ with the aim of highlighting the needs in this country (i.e. information that might be used in activities such as advocacy/ fund-raising / donor education).

DME Support in project implementation


  • Support the M&E Officer to design and implement DME plan for the project,with the emphasis on the baseline and the yearly evaluation.

  • Support M&E officer to follow the DME plan in the field.

  • Participate in regular/ad-hoc monitoring of the project.

Resource Mobilization during the project lifetime.


  • Prepare the proposal for the 2nd year of the Project in Japanese in coordination with WVB and WVJ.

  • Liaise with other international development agencies and private companies to collect information regarding future funding.

  • Work in close collaboration with WVB and WVJ in developing new proposals for funding when applicable.

Person Specification


Bachelors degree preferably in Nutrition and Health, Social Sciences, Social Work or relevant field.


Post graduate degree specially in Public Health/Nutrition & Health


Clear Understanding on the issues project has to work on.

Knowledge on current development and emergence issues


Good conceptual and practical skill to write project concept paper and design documents of the project.


Good knowledge and skills in forecasting and budgeting


Baseline survey, Evaluation and Monitoring process and tools.


Good facilitation skill of Training, Seminar and Advocacy programs.


Proven management and leadership ability


Good communication and networking skill


Good command in English & Bengali, both written and verbal

Minimum 5 years of experience in the field of WASH preferably in the managerial position and also experience in managing donor funded project


At least 2 years of experience in Leadership position
