The WASH sector lead is responsible to lead, guide, supervise and support the WASH Sector staff for the overall smooth operations of WASH programs in camps and host communities.

S/he will coordinate and work collaboratively with other internal and external stakeholder to meet the standards effectively and efficiently.


  • Represent WVI at key sub-sector and sector coordination meeting– and others that may arise, as appropriate and relevant to operations (ongoing and planned).

  • Identify potential funding and partnership opportunities within the sector and donors, in line with WVI’s response strategy.

  • Identify and suggest collaborative opportunities for training, capacity building, monitoring and evaluation, assessments, program quality checks, etc., as appropriate.

  • Lead Join Response Plan design and development process for WASH sector

  • Share relevant sectoral information with Response Leadership & Operations, as appropriate.

  • To provide leadership in WASH program unit ensuring that there is compliance to organizational, and donor standards in the management of WASH programming

  • To implement WASH activities in the field level in coordination with other WASH actors, Site mgt and CIC and cluster

  • Guide and support to ensure timely and proper implementation of WASH activities

The position is accountable for the following:


  • Program - Lead design of WASH-related interventions, in line with international minimum standards and technical approaches/guidance articulated by sub-sectors and sectors.

  • Program - Working with programme officer and programme management, help develop timely and concise concept notes/proposals to help the WV programme attain its objectives with Rohingya refugees in the Cox’s Bazar assuring management of WASH from the point of technical assessment, implementation including ensuring water provision, ensuring sanitation facilities are constructed, hygiene kit distribution and awareness, technical monitoring, evaluation, documentation as well as reporting and accountability.

  • Initiate implementation of WASH programming, as per WV, donor and international standards, from strategic overview to systems, to operationalizing WASH programme strategy and donor guidelines and objectives.

  • Coordinate the initial general operations issues related to WASH such as administration, human resources, logistics and procurement, safety and security, communications, etc.

  • Work in liaison with CiC, Camp management agencies, service providers, community leaders and other stakeholders to ensure effective project implementation.

  • Coordinate with all sector based agencies in the camps to ensure compliance to inter agency and World Vision International standards for implementing WASH in emergencies.

  • Organize meetings with women, men and boys to ensure effective participation and support in the respective project activities.

  • Develop regular monthly, quarterly and annual project management documents including implementation plans and reports.

  • Actively support pre-distribution activities for hygiene kit distribution i.e. beneficiary assessment and sensitization.

  • Initiate hiring of staff for successful implementation of WASH programming in the Cox’s Bazar by WV.

  • To lead the capacity building initiatives and overall coordination of relevant training for project/departmental staff.

  • Engage the community in participatory exercise to develop context specific IEC materials and messages to facilitate community level sessions on WASH as appropriate and need.

  • Organize the awareness raising, campaign event/program in communities’ level at camp area coordinating with different stakeholders.

  • Advocacy – Elevate Children Protection in Emergencies & Protection advocacy issues to Communications & Advocacy team as part of response messaging.

  • Establish and liaise closely with other partners, agencies and local leaders regarding project activities to ensure a coordinated approach to project implementation.

  • Coordinate and participate in interagency assessments.

  • Finance – Monitor WASH sector budget as well as WASH related project expenses and have immediate action to implement/expense approved budget on time.

  • M&E – Support M&E and WASH staff ensure data collected (for reporting, monitoring, analysis, etc.) meets sub-sector, sector, and donor needs. Data collected should adhere to international minimum standards, help to inform quality of ongoing interventions, and inform design of future interventions.


  • Degree in WASH related sector, Public Health, Human Development, Engineering, Environment and/or Geology.

  • At least 5 years of practical experience in humanitarian related work.

  • Excellent English written and verbal communication skills.

  • Demonstrated leadership, people management, coaching, mentoring, and team building skills.

  • Strong problem identification, analytical and solving skills.

  • Strong competency in proposal & report writing, monitoring and budgeting skills.

  • Experience working with communities and local governments, INGOs, donors and other key internal and external stakeholders.

  • Demonstrated ability to meet strict deadlines and work independently and cooperatively with team members in a cross-cultural environment.

  • Demonstrates cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina. Ability to exhibit exemplary lifestyle as interpreted in specific local cultural context.

  • Ability to live and work in difficult remote areas and travel extensively.

  • Competent in using MS Word, MS Excel and PowerPoint presentation.


  • Post graduate degree.

  • Ability to work under stressful condition and adaptive to local culture and situation.

  • Minimum of 3-5 years working experiences in the relevant field.

  • HEAT trained is preferable.

  • World Vision experience.

  • Baseline survey, Evaluation and Monitoring process and tools.

Work Environment/Travel:

  • Must be willing and able to travel in field at least 40-60% as per need

  • Project locations are in remote areas in refugee camp. Staff is expected to live in his/her based location.
