PURPOSE OF POSITION

The position of the Child Protection and Education Specialist is tasked with ensuring strategic thinking and mainstreaming of Child protection and Education into the overall and integrated organisational programming. Child Protection and Education Specialist will work closely with Resource Ministry Development team and the Integrated Program Team to provide relevant technical expertise and informed support to WV BiH integrated program cross-organisation, based on evidence of impact and organisational learning. It will support sustainable positioning of the WV BiH programming with Child Protection and Education stakeholders, through external networking and targeted resource mobilisation.

MAJOR RESPONSIBILITIES

Strategy

  • In line with the WV Child Well-Being Outcomes (CWO) and WV BiH Transition Strategy provide strategic thinking and guidance in ensuring effective, relevant and purposefully integrated Child Protection and Education interventions.

  • Support implementation of NO Transition Strategic Objectives, ensuring synergy and integration between Child Protection and Education at the NO level and ensure integration with other strategic sectors.

  • In close collaboration with Integrated Programming Manager and based on evidence of impact, provide recommendations towards achieving strategic objectives at the NO level.

  • Influence mainstreaming of child protection and education in all parts of the organizational thinking, programming and positioning.

Technical Expertise and organisational learning

  • In close cooperation with Integrated Programming and Strategy and Quality Assurance staff identify approaches, models and best Child Protection and Education practices in current programs that can be scaled up.

  • Spearhead contextualisation of Child Protection and Education models into the BiH Context.

  • Lead development of new approaches in line with advanced strategic thinking to ensure programme relevance.

  • Ensure good practice is applied to all programming and learning is captured and applied.

  • Provide Child Protection and Education expertise and technical support to Integrated Programing team.

  • Ensure understanding and quality embedding of new trends in the Child Protection and Education sector.

  • In collaboration with Integrated Programming Manager, ensure that NO programming at all levels is fully informed and effectively feeds into relevant Child Protection and Education government policies and budgets.

  • Support development and revision of Child Protection and Education interventions in line with advanced strategic thinking to ensure programme relevance.

  • In collaboration with Strategy and Quality Assurance and Integrated programming teams analyse evidence of impact on national level and contribute to production of quality NO child wellbeing report

  • Keep abreast of ongoing and spearhead relevant research in the area of Child Protection and Education Ensure capacity building of staff where required.

Partnering and external positioning

  • Support Advocacy and Partnering Specialist in advocacy, partnership and external engagement efforts in the area of Child Protection and Education.

  • Support Resource and Ministry Development Manager prepositioning efforts with Child Protection and Education donors and potential corporate donors.

  • Use evidence from WV BiH program to inform policy dialogue and policy recommendations on issues that will directly affect target populations, especially most vulnerable children

  • Represent WV BiH in collaboration with Integrated Programming Manager and Advocacy and Partnering Specialist on national level Child Protection and Education networks.

  • Support Resource and Ministry Development Manager in mapping and developing new WV BiH Child Protection and Education partnerships at national level and explore the opportunities of collaboration in Child Protection and Education sectors with other INGOs.

  • Lead/participate research and produce good practice and evidence based reports for use with government, donors and within WVI partnership.

Resource acquisition

  • In collaboration with Resource and Ministry Development Manager and Grant Acquisition Lead, map donors and actively pursue new funding opportunities for WV BiH in the area of Child Protection and Education, in line with National Transition Strategy.

  • Support Resource and Ministry Development team, Advocacy and Partnering Specialist and Communications Coordinator in identifying/producing messaging, materials and activities to stimulate donors' or individual sponsors’ financial support and WV visibility in the area of Child Protection and Education.

  • Actively engage in designing new project proposals and take lead in writing sector relevant project applications for donors.

Other Responsibilities

  • Children in emergencies: In coordination with ERDM (Emergency Response and Disaster Management) committee ensure WVBiH is equipped to adequately respond to children in emergencies.

  • Be aware of the Humanitarian and Emergency Affairs (HEA) standards and operational imperatives as well as the National Disaster Preparedness Plan (NDPP).

  • Any other duty assigned by supervisor

KNOWLEDGE, SKILLS AND ABILITIES

  • Bachelor’s degree in Social Sciences or a related field applicable to developing country context.

  • Demonstrated contribution to the development of country-level strategy, directions and key priorities of an organization’s operations (short, medium and long).

  • Evidence of high level written and spoken English language abilities.

  • Demonstrated experience in child development and issues affecting most vulnerable children.

  • Proven understanding of community mobilization and empowerment principles and approaches of World Vision.

  • Demonstrated knowledge of key BiH government CP/Education policies and standards and related CP/Education legislation. Capacity to engage in policy dialogue.

  • Proven excellent networking and relationship management skills with the actors of the CP/Education sectors (Government, NGO, civil society)

  • Proven experience in advocacy initiatives, coalition building and ability to rally coalitions and networks to take positions on specific policy issues.

  • Proven ability to manage and lead a team in the achievement of outcomes, goals and objectives.

  • Computer literate in Microsoft Office applications, Lotus Notes or similar database, email and internet programs.

ADDITIONAL WORK EXPERIENCE REQUIRED AS A MINIMUM QUALIFICATIONS FOR THIS POSITION:

  • At least five years working experience in CP and /or Education sector.

  • Experience of working with CP and Education issues in the development context.

  • Good understanding of community development.

  • Experience in networking with external stakeholders.

  • Experience in developing project proposals.

  • Experience in advocacy, preferably on national level.

  • Experience in working with most vulnerable children on early childhood development.

  • Experience of working with Children in Emergencies.

  • B-category driving license. Minimum of three years active driving experience.

PREFERRED SKILLS, KNOWLEDGE AND EXPERIENCE:

  • Master’s degree in International Development, Management or other field applicable to developing country context preferred.

  • Ability and willingness to learn new things and support new initiatives

  • Experience of communicating with Government, Non-Government, organizations and other sectoral stakeholders

WORK ENVIRONMENT

  • Willingness to be flexible with hours when necessary and ability to travel locally and internationally up to 40% of time.
