PURPOSE OF THE POSITION

Ensure that national resource acquisition (fundraising) initiatives support national, regional and global priorities and effectively contribute to the implementation of WV BiH’s strategy and field ministry and ultimately enhance WV position and reputation vis-à-vis donors.

Under the direction of the WV BiH Resource and Ministry Development Manager and in collaboration with the Regional Resource Development Unit (RDU), this person leads developing of annual acquisition plans and grant proposals. S/he also contributes to implementation of strategy for resource diversification and positioning of WV BiH for acquiring & managing bi & multi-lateral grants and private funds and meeting donor and WV accountability standards.

MAJOR RESPONSIBILITIES

Coordinate development of grant acquisition strategic and operational documents

  • Development of grant acquisition annual business plans

  • Grant acquisition target setting in close cooperation with Resource and Ministry Development team and Regional (Middle East and Eastern Europe Regional Office- MEERO) Resource Development Unit.

  • Lead Annual donor landscape assessment.

  • Monitor the competitive landscape, modify/suggest new approaches and adopting best practice strategies.

  • Continuously search for new grant opportunities and timely inform relevant staff.

  • Maintain information management in relation to grants and provide information management platform for program.

  • Develop and maintain overall WV BiH grant opportunity tracking list.

Lead new project proposal development in close cooperation with Resource and Ministry Development and Integrated Program teams

  • Develop project ideas/concept paper in alignment with WV BiH strategy /ministry focus

  • Review grant opportunities and contribute to go/no-go debate and decision making

  • Prepare and track timeline for project proposal development (development, review and submission)

  • Coordinating quality participation and timely input of relevant organizational departments in project proposals

  • Coordinate mapping and meetings with potential project partners in close cooperation with technical specialists

  • Coordinate and lead design workshop with potential/selected partners and follow-up on agreed action plan.

  • Writing project proposals, collecting inputs, doing revisions, aligning budget and narrative.

  • Seek for innovative approaches in ensuring match funding for new project proposals in cooperation with other members of Resource and Ministry Development team.

  • Negotiation and communication with Support Offices to support project proposal development.

  • Ensure integration of WV project models into new project proposals.

Support grant implementation and compliance

  • Establish and lead review of new grant contracts ensuring that contract is revised by key functions as defined in process

  • Prepare, convene and lead project start up meetings

  • Ensure grant compliance - Maintain grant performance tracker, provide advice and guidance to grant staff.

  • Assist Strategy and Quality Assurance staff during preparation of requests for project modifications

  • Assist Strategy and Quality Assurance staff in grants reporting process

  • Prepare, convene and lead grant closing meetings

  • Assist Project Managers in communication with Support Offices regarding project implementation and reporting

  • Develop and maintain overall WV BiH project tracking list.

  • Promote and maintain other grant management and monitoring tools

Reporting

  • Grant Acquisition & Management reporting to Regional (MEERO) RDU on pipeline & targets

  • Monthly reporting to the region (National Office reports).

  • Internal Monthly reporting

Internal and external engagement

  • Work closely with Integrated Programming Team as well as Strategy and Quality Assurance staff on identifying community needs and innovative approaches for development of new project proposals.

  • Support Resource and Ministry Development Manager in donor prepositioning, networking and participation to donor relevant cluster meetings and stakeholders meetings at National Office level.

  • Work closely with Advocacy and Partnering Specialist and Technical Specialists on assessing key partners for potential proposals and establishing partnering relationships.

  • Timely initiate preparation for obtaining work approvals from relevant ministries in cooperation with Knowledge Management Officer.

  • Participate in regional Resource Development Unit online meetings and face to face fora,information exchange and coordination with other Grant Acquisition Management/Resource Development Unit staff in the Region (MEERO).

  • Provide orientation/capacity building of other staff who participate in proposals development.

  • Work closely with HR Department (P&C Department) on preparation of job descriptions for project teams and provide support for recruitment process.

Other

  • Be aware of the Humanitarian and Emergency Affairs (HEA) standards and operational imperatives as well as the National Disaster Preparedness Plan (NDPP).

  • To perform any other duty assigned by supervisor

MINIMUM EDUCATION, TRAINING AND EXPERIENCE REQUIREMENTS TO QUALIFY FOR THE POSITION:

  1. BA in social sciences or relevant to international development.

  2. Demonstrated strong writing and editing skills with the ability to analyze and synthesize written materials, and meet multiple deadlines.

  3. Strong facilitation and coordination skills.

  4. Excellent interpersonal communication skills and ability to work closely and supportively within a team.

  5. Good analytical/problem solving skills and an eye for detail.

  6. Relationship management and partnering skills.

  7. Influencing and negotiation skills.

  8. Proven record of experience in successfully coordinating diverse teams/individuals

  9. Evidence of high level written and spoken English language abilities.

  10. Computer literate in Microsoft Office applications, Lotus Notes or similar database, email and internet programs. Experience using computers for a variety of tasks.

ADDITIONAL WORK EXPERIENCE REQUIRED AS A MINIMUM QUALIFICATIONS FOR THIS POSITION:

  • Minimum of 3 years of experience in Project Development and Grants Acquisition with a thorough understanding of all areas of project management cycles in a complex, international organization.

  • Proven ability to work independently and within a diverse team and across departments.

  • Flexible and ability to adapt.

  • B-category driving license. Minimum of three years active driving experience.

PREFERRED SKILLS, KNOWLEDGE AND EXPERIENCE:

  • Master’s degree in Social Science, Journalism, English, International Development, Management or other field applicable to developing country context preferred.

  • Excellent proven track record of donor relations with multiple donors.

  • Excellent analytical skills.

  • Ability to undertake a complex set of priorities and take appropriate actions

  • Ability to deliver tight deadlines.

  • Good interpersonal, organizational and time management skills.

  • Ability to maintain performance expectations in a continuing changing environment.

  • Excellent written and verbal communication and relational skills, especially in a cross-cultural environment, and ability to analyze and solve problems, persuade, network and negotiate.

  • Ability to solve complex problems and to exercise independent judgment.

  • Ability to travel within country, regional and internationally.

  • Demonstrated track record in proposal development, funding acquisitions and grant management for major government donors preferred.

  • Track record of trying new ideas and innovation.

  • Demonstrable experience in child development and issues affecting most vulnerable children.

  • Fundraising experience.

WORK ENVIRONMENT

  • The position requires ability and willingness to travel domestically and internationally up to 30% of the time.
