PURPOSE OF POSITION

Resource and Ministry Development (RMD) Manager provides leadership to WV BiH’s resource development and quality assurance (both for grants and SP programming) work in the country. S/he ensures that national resource acquisition initiatives support national, regional and global priorities and effectively contribute to the implementation of WV BiH’s transition strategy and field ministry and ultimately enhance WV position and reputation vis-à-vis donors.

Under the direction of the WV BiH Country Program Director and in collaboration with the MEERO Resource Development Unit (RDU), this position will provide leadership in developing strategy for resource diversification; enhance capacity and position WV BiH for acquiring & managing bi & multi-lateral grants and private funds and meeting donor and WV accountability standards.

RMD Manager provides transformative leadership and supervision to WV BiH’s national RMD Team and fosters integration of program, influencing and resource development activities by ensuring close collaboration and joint objectives setting with Integrated Programming Manager and Advocacy & Partnership Coordinator. RMD Manager builds/strengthens a data driven learning environment and promotes good practices of knowledge management for ministry and resource development in the country and beyond

MAJOR RESPONSIBILITIES

Strategy

  • Lead development, regular revision and implementation of the national ministry and resource development framework including the resource development annual plans (both grants and Local Marketing)

  • Develop the “donor frameworks”provided, for each donor segment, including creating one for each key partner –such as corporates and churches.

  • Create a framework for each of the corporations that are identified as a key target.

  • Ensure strategic linkage, integration and synergy within the RMD team and across WV BiH business units for better alignment, strategic fundraising and collaboration on strategic opportunities

  • Lead the integration and synergy of program quality areas of significance for WVBiH’s program such as, but not limited to: Partnering, Peace-building, the Roma community, Sponsorship, Most Vulnerable Children, Gender, Horizon, WV’s Development Programming Approach, etc.

  • Based on evidence of impact in the field and the RMD team’s information, regularly conduct analysis and provide recommendations affecting the current status as well as progress towards achieving strategic objectives.

  • Contribute to the developmentand /or revision of country-level strategy, directions and key priorities of World Vision Bosnia and Herzegovina operations (short, medium and long).

  • Lead implementation of partnership initiatives and compliance with WV standards and policies ( Horizon, CSO).

  • Contribute to creating an annual operating plan for WV BiH and ensure appropriate and timely support is given to their plans.

  • Ensure WV BiH RMD work contributes to Child Well-Being Outcomes in line with the organisation’s Ministry Framework and Development Approach, and NO’s strategic priorities and programme designs.

  • Manages risks related to WV BiH’s resource and ministry development work in BiH.

Resource Development

  • Lead the development and roll-out of the Grants Acquisition Business Plan and Local Marketing Business Plan including Customer Engagement Strategy, in line with WV BiH Transition Strategy.

  • Lead the RMD team’s active pursuit of new program funding opportunities (both local marketing and grants for WVBiH in line with CWB outcomes and the Transition Strategy and Ministry focus. Ensure a sound process of selection of funding opportunities by balancing the sectors/themes the strategy is committed to.

  • Support the WV BiH SLT to assess the organizational overall capacity to pursue specific grant opportunities, absorb and implement grants. Make final recommendation on Go/No-Go to the WB Director.

  • Lead Grants Acquisition income and performance target setting.

  • Provide leadership support to RMD team in: donor prepositioning, liaising with SOs and donors, clarifying proposal requirements, development and finalization of project proposals.

  • Provide leadership support to RMD team in establishment and management of relationship with corporate partners.

  • Facilitate participation of RMD team members as well as other WV BiH departments/functions (Integrated Programming, P&C, Finance, Advocacy) in resource development as per process cycle and key steps.

  • Lead grant applications development where necessary and review proposals. Support proposal writing where needed.

  • Provide leadership support to NO Local Marketing staff in roll-out and implementation of resource development Busines.

  • Plans, building on experiences and success stories of relevant SOs and other NOs.

  • Mobilize sub-regional functional support to NOs for resource development performance (finance, operations, P&C, strategy, technical, Quality Assurance).

  • Develops and oversees execution of national office resource development budget.

Quality Assurance

  • Build/Strengthens a data driven learning environment and promote good practices of knowledge management for ministry and resource development in the country and beyond.

  • Ensure establishment and maintenance of required GAM systems and implementation of adequate tracking tools to support effective grant compliance and positive audit results.

  • Together with Integrated Programming manager ensure that donor obligations are understood and acted upon.

  • Upon request, liaise with audit and respective functional teams so that external audits are planned as per donor request and identified issues raised are resolved swiftly and appropriately.

  • Lead the RMD team in the development of a program learning system.

  • Ensure continuous input of learning about program quality from the field into the learning system and that program quality learning is shaping ongoing programs.

  • Lead and support capacity development planning for NOs in grant acquisition and management (i.e. capacity building initiatives for NOs in Grants acquisition, start-up workshops for new grants in line with grants minimum standards, grants management training in various government and multilateral donors’ regulations, etc).

  • Lead development and upkeep of M&E system aligned with regional and national strategies.

  • Ensure the implementation of WVBiH’s programs is guided by sound developmental principles, CWB Targets and Outcomes and the WVBiH National Strategy.

  • Strive to continuously stretch the quality of WVBiH’s programs, particularly in the areas of Spiritual Nurture of Children, Child Protection and Participation, Education and Life skills, Economic Development, obtaining sound Evidence of Impact on children.

  • Seek opportunities to identify approaches, models and best practices in current programs that can be scaled up. Work with IM Manager to implement scaling up.

  • Ensure quality sponsorship in compliance with WVI and WVA policies and standards.

  • Oversee contribution of RMD team to the design, monitoring, and evaluation of programs. Ensure they are of high standard.

  • Oversee contribution of RMD team to the quality review of reporting, ensuring reports submitted to SOs/donors are of the upmost standard.

  • Lead the process of CWB report writing.

Partnership, Networking and Coordination

  • Ensure appropriate representation of WV BiH at strategic fora that could lead to resource acquisition and enhanced programming collaboration, in collaboration with CPD, IP Manager and Advocacy and Partnership Coordinator.

  • Manage relationships with corporate partners in line with WVs policies, standards and values and behaviours.

  • Lead process of mapping strategic donors in line with WV BiH strategic directions and develop relations.

  • Networking and participation to donor relevant cluster meetings at regional level.

  • In collaborate with IP Manager and Advocacy and Partnership Coordinator lead stakeholders mapping for WV BiH grant opportunities and assess their capacities for collaboration on specific issues.

  • Coordinate with MEERO RDU and EUREP to ensure: transfer of lessons learned, compliance to grant standards, effective donor liaison or technical assistance during preparation of cross-border and multi-country applications.

  • Liaise with Support Offices (SOs) and sub-regional hubs during negotiations and preparation of joint project applications.

  • Participate in WV internal GAM Community of Practice, learning platforms and events (GAM Forum, GAM Hubs, etc) and QA learning platforms

  • Support NO local marketing staff in establishing profitable, long-term fundraising relationships with corporations and potential corporate and individual sponsors as appropriate and in line with WV Global Corporate Engagement Protocols.

Leadership & Capacity Building

  • Provide direct leadership to RMD team to ensure quality resource and ministry development.

  • Lead the RMD Team towards the achievements of internal/program objectives of the national strategy and high quality standards across resource and ministry development framework.

  • Support professional and personal development of staff through on-the-job coaching, identification of learning and training needs and opportunities.

  • In cooperation with P&C, lead and participate in the recruitment, selection and development of key RMD staff. Ensure competent and motivated staff are hired and retained.

  • Ensure program staff’s compliance with World Vision’s policies.

  • Ensure conflicts among department supervisors/subordinates) are being handled/solved properly.

  • Affirm, mentor, coach and equip managers or team leaders to set strategic directions, strengthen relationships with Support Offices, accept accountability, manage performance, ensure succession planning, and nurture staff in a way that aligns with WV’s vision, mission, and core values and enables WV BiH to meet its organizational goals.

  • Establish clear standards of performance for all staff reporting to the position. These standards will include the increasing ability of managers/ team leaders to make decisions that best serve the needs of WV BiH and the Partnership.

  • Conduct ongoing and frequent performance conversations with staff; provide performance agreements, midterm evaluations and annual reviews to the staff.

  • Focus on meeting established standards through increased capacity.

  • Ensure staff wellbeing is promoted.

  • Engage in effective working relationships with the Integrated Program Team and Advocacy & Partnership Coordinator.

  • Attend and be responsible for spiritual nurture of the RMD members.

  • Act as a role model in advocating/promoting the organization and stakeholder transformation according to WV’s vision and core values.

  • Participate in the Western Balkan management meetings

  • Adhere to WVI key policy documents – mission, core values, and covenant of partnership.

  • Contribute to WV BiH strategic and operational performance as Senior Leadership Team (SLT) Member.

Enterprise Risk Management

  • Implement internal control within Integrated Programming Unit.

  • Ensure that specific internal control policies, procedures and work processes are established within the IP Unit and within the standards set by WV.

  • Implement internal control policies and procedures.

  • Implement risk management practices in planning cycle and daily operations, and ensure the adherence of:

a) WV values and behaviors,

b) BiH national laws,

c) Bih national regulations,

d) WV BiH internal policies.

Other

  • Be aware of the Humanitarian and Emergency Affairs (HEA) standards and operational imperatives as well as the National Disaster Preparedness Plan (NDPP).

KNOWLEDGE, SKILLS AND ABILITIES

  • Bachelor’s degree in International Development, Social Sciences, Business Administration, Economics or a related field applicable to developing country context.

  • Master’s degree in International Development, Management or other field applicable to developing country context preferred.

  • Demonstrated track record in proposal development, funding acquisitions and grant management for major government donors preferred.

  • Demonstrated contribution to the development of country-level strategy, directions and key priorities of an organization’s operations (short, medium and long).

  • Evidence of high level written and spoken English language abilities.

  • Demonstrated experience in child development and issues affecting most vulnerable children.

  • Proven ability to manage and lead a team in the achievement of outcomes, goals and objectives.

  • Computer literate in Microsoft Office applications, Lotus Notes or similar database, email and internet programs.

ADDITIONAL WORK EXPERIENCE REQUIRED AS A MINIMUM QUALIFICATIONS FOR THIS POSITION:

  • Minimum of 5 years managerial experience in Project Development and Resource Acquisition with a thorough understanding of all areas of project management cycles in a complex, international organization.

  • Excellent proven track record of handling donor relations with multiple donors.

  • B-category driving license. Minimum of three years active driving experience.

PREFERRED SKILLS, KNOWLEDGE AND EXPERIENCE:
