Strategy and Quality Assurance Lead



Work location: World Vision International BiH, Sarajevo

The position is a functional part of the World Vision Bosnia and Herzegovina (WV BiH) Resource and Ministry Development Unit (RMD Unit) and is responsible for ensuring overall coherence of the WV BiH Strategy and the programme, as well as quality of design, monitoring and evaluation (DME) processes. Strategy and Quality Assurance Lead (S&QA) provides technical leadership and support in the development and implementation of programmes ensuring that progress of programmes/projects are tracked and reported against targets and standards. S&QA Lead ensures collection of evidence on best practices and building data driven learning environment in order to ensure accountability and effectiveness of the overall programming and provides evidence on the impact of WV’s intervention. S&QA Lead will influence the organization and its leadership in utilizing monitoring and evaluation data in all aspects of strategic Child Well-Being oriented thinking and evidence-based programming. S&QA Lead will provide technical support to Integrated Programming Unit, as well as to Grant Lead in ensuring effective technical support in proposal development and donor reporting. S&QA Lead will lead, coordinate and mentor Knowledge Management Officer.



  • Support Resource and Ministry Development Manager in the development of WV BiH Strategy, directions and key priorities of WV BiH operations as well as in creation of the annual operating plan for WV BiH.

  • Ensure coherence of WV BiH strategy and programme design, monitoring and evaluation.

  • Establishment of key performance indicators to track the implementation of WV BiH strategy.

  • Coordinate the process of setting annual targets for global key indicators and tracking the progress and reporting in accordance with defined timeframe.

  • Prepare quarterly progress reports on implementation of WV BiH strategy and share with Senior Management Team (SMT) for decision making processes.

  • Take the lead and coordinate inter-sectoral inputs in preparation of quality National Office (NO) Child well-being report in accordance with predefined guidelines.

  • Seek opportunities to identify approaches, models and best practices in current programming that can be scaled up and validated in accordance with defined standard.

Assessment, Design, Monitoring and Evaluation

  • Ensure technical quality of Assessments and Designs (A&D), oversee the processes for developing methodologies and tools for data collection.

  • Ensure development of a baseline measurement framework including the tools & methodology, and that all technical program/ project indicators are baselined in the first year of implementation by consultants and/or field staff.

  • Provide technical expertise in development of new project proposal.

  • Provide technical expertise to grant managers to ensure that grant project baselines are done in a quality manner and in accordance with donor requirements by consultants and/or field staff.

  • Ensure monitoring processes are systemized, cost-effective and maximize existing organizational capacities and resources; avoid duplicative processes, are less beneficiary fatigue and ensure that ethical standards are respected.

  • Ensure partner & direct implementation is monitored on a regular basis for quality standards, and humanitarian principles through schedule visits, data quality audits, spot check / verification visits against reports, and reports reviews (as per agreed schedule with donors and partners).

  • Lead all programme/project evaluations and coordinate overall process with external consultants and/or integrated programming team.

  • Provide assistance and guidance to grants in development and finalization of Evaluation Terms of Reference –ToR, establishment of evaluation team and development of evaluation reports.

  • Manage external consultants ensuring the quality of the evaluation product and that all requirements set in the contract are met.

  • Ensure evaluation designs are realistic / feasible - within the budget allocated for the exercise and that they are in compliance with requirements across WB national offices.

  • Actively support Resource and Ministry Development team in resource development, particularly in development new project proposals.

Quality Assurance, Reporting and Accountability

  • Provide regular feedback to Integrated Programming team and Resource and Ministry Development team on implementation and suggestions for further improvement of overall programming and enhancement of monitoring system.

  • Work closely with Integrated Programming Team to ensure that Monitoring & Evaluation plans are respected and implemented in accordance with defined timeframe and provided guidance.

  • Ensure program/project reports are of good quality and are in alignment with WV and/or donor guidelines and are submitted in accordance with defined timeframe.

  • Accountability Mechanism is in place and implemented ensuring that beneficiaries and partners have constant access to information about WV’s programs and to channels that can process complaints & feedback with confidentiality & respond appropriately within predefined standards.

  • Ensure clear communication & strong coordination is maintained with the Resource and Ministry Development Manager.

System development and maintenance

  • Oversee the development, on-going modifications, strengthening and functioning of the country-level data management.

  • Lead the selection, establishment and utilization of the ‘tool box’ of qualitative and quantitative methods and tools most appropriate for WV BiH based on WV partnership’s best practices and quality standards and in alignment with WV BiH strategy and integrated programming.

  • Ensure the effective functioning of the Monitoring & Evaluation system and that the outputs of this system reach WV management and other stakeholder accurately and in a timely manner, and prompts critical thinking and influences program & strategic direction.

  • Ensure effective implementation and utilization of WV management system (HORIZON) across the organisation.

  • Knowledge management system is established, functional and utilized across the organisation.

  • Help identify and design innovative practices to improve organizational efficiency and effectiveness in project management, monitoring and evaluation processes, data management and overall accountability.

  • Ensure continuous documenting of best practices and learning from the field into the learning system promoting data driven learning environment.

Leadership & Capacity Building

  • Provide direct leadership, guidance and mentoring to Knowledge Management Officer in order to ensure delivery of high quality outputs.

  • Conduct ongoing and frequent performance conversations with staff; provide performance agreements, midterm evaluations and annual reviews to the staff.

  • Ensure succession planning, and nurture staff in a way that aligns with WV’s vision, mission, and core values and enables WV BiH to meet its organizational goals.

  • Ensure all relevant WV programme/project and technical staff are assisted in strengthening their capacities in LEAP 3 and quality assurance standards.

  • Ensure WV’s frontline and technical staff are equipped with knowledge, tools and resources to support design, monitoring, evaluation and accountability processes at program and project level.

  • Ensure partner capacity is built to comply and produce high quality Monitoring & Evaluation products in-line with WV & donor standards & requirements.

  • Support the Resource and Ministry Development team members in prompting critical thinking and evidence-based decision making.

  • Support Integrated Programming Team in collection and analysis of monitoring information for every programme/project to regularly check that all projects are contributing to achieving Integrated Programming objectives and priorities in a sustainable way.

  • Engage with Integrated Programming Team in providing the technical expertise for evidence and impact measurement.

  • Be a liaison between the Resource and Ministry Development and Integrated Programming units by ensuring regular and timely information flow as needed in discussions pertaining DME processes and overall ministry.

  • Adhere to WVI key policy documents – mission, core values, and covenant of partnership.


  • Be aware of the Humanitarian and Emergency Affairs (HEA) standards and operational imperatives as well as the National Disaster Preparedness Plan (NDPP).

  • To perform any other duty assigned by supervisor.


  • Bachelor’s degree in International Development, Social Sciences, or a related field applicable to developing country context.

  • Master’s degree in International Development, Management or other field applicable to developing country context preferred.

  • 3 years field experience in program/project design, monitoring and evaluation.

  • Thorough knowledge in quantitative and qualitative data collection methods, and analysis is essential, especially the use of SPSS / “R” software’s for quantitative analysis.

  • Capacity building experience in project design, implementation, reporting and evaluation.

  • Good understanding on database management and data structures.

  • Strong influencing, communication, organizational skills and analytical skills.

  • Ability to manage multiple tasks and work under pressure

  • Demonstrated ability to transfer knowledge through informal & formal training

  • Demonstrated ability in the use of quantitative & qualitative methods including questionnaire design, survey techniques & participatory approaches

  • High levels of written communication and reporting as well as a clear and persuasive verbal presentation style

  • Evidence of high level written and spoken English language abilities.

  • Proven ability to manage and lead a team in the achievement of outcomes, goals and objectives.

  • Computer literate in Microsoft Office applications, Lotus Notes or similar database, email and internet programs.


  • Three years of Managerial experience DME processes with a thorough understanding of all areas of project management cycles, proven experience in establishing a fully functional DME system, proven experience in leading surveys from designing to report writing.


  • Ability to engage at a strategic level within the organisation as well as externally with relevant stakeholders.

  • Good interpersonal, organizational and time management skills.

  • Ability to maintain performance expectations in a continuing changing environment.

  • Excellent written and verbal communication and relational skills, especially in a cross-cultural environment, and ability to analyze and solve problems, persuade, network and negotiate.

  • Ability to solve complex problems and to exercise independent judgment.

  • Experience with international NGOs or other similar organizations.

  • Record of designing and delivering trainings that use inclusion of multiple perspectives.

  • Experience in leading team(s)


  • Ability to work and produce high quality outputs in an intense & dynamic working environment, with staff having different working styles and different levels of competencies is essential.

  • Ability to perform well under pressure and comply with donors & partnership deadlines is essential.

  • Willing to travel domestically and internationally as required.
