    Contribute to achieving WVB’s child wellbeing targets in designated cluster through Planning, design, monitoring and implementing education programme in line with applicable technical approaches, technical programs and WVB National Office Strategy. Secondly the Education technical officer will have technical accountability to oversee programs and also geographical accountability by supervising CCDFs in a specific Area Program.

Project Design, Planning and implementation

  • Ensure that the cluster designs are in line with the Education and life skills sector and national office strategy

  • Integrate Education and life skills project activities with other sectors and also the district development plan (PCDC)

  • Supervise and monitor ongoing activities under the Cluster ADP Education projects

  • Roll out education and life skills project models that meet quality standards

  • Coordinate Cluster/AP education projects being implemented by partners and technical resource persons.

  • Initiate and participate in education district Advocacy initiatives

  • Liaise with the National office Education Technical Manager for quality implementation of education projects.

  • Facilitate mainstreaming of cross cutting themes (gender, advocacy, child protection, faith and development, disability, environment) in education.

  • Work with volunteers and partners to ensure Registered Children and their households are participating and benefiting from education programme interventions

  • Inputs proved all alongside the Education projects, Grants and TP life cycle

  • Quality project ensured with a good integration.

  • Ensure alignments of the Education projects with Partners agreements, MoE at all levels with coordination of the Education TP Manager.

  • Ensure education case management of RC is done regularly and shared with Education TP Manager and CESP Senior Coordinator for proper action.

  • All education activities in the cluster are monitored and shared monthly with the NO Technical Manager.


Capacity building and training

  • Mobilize SMCs and PTAs and conducting trainings to build capacities on education

  • Provide mentoring and coaching to literacy boost mobilisers, reading camps facilitators, book banks custodians, school management committee members, child protection committee members, interns in education, staff, and other volunteers; local level capacity and local linkages to support education programs of the cluster.

  • Identify technical experts to train community groups

Liaise with the National Office Education Technical Manager on staff capacity building in relevant field.

  • The capacity of all stakeholders (volunteers, partners, education officials, etc.) is built and monitored in liaise with the NO ET Manager for better implementation.

  • Ensure good and proper experts are identified and contribute to education approaches betterment.


Partnership and networking

  • Identify and build strategic linkages, relations, collaborations and networks with partners and other stakeholders in implementation at the communal and provincial level.

  • Participate and represent WVB in key donor engagements and technical working forums at provincial and communal, regional and National level when applicable

  • Point of contact for consultation on issues to do with Cluster education programme

  • Identify opportunities that present through networks and relationships with other institutions and organizations and NGOs working in the areas of education

  • Work closely with Education department staff to facilitate local level advocacy

  • Strategic linkages and relationships are established and maintained in the cluster.

  • Local advocacy are done in the cluster to support education growth and partnership to achieve more.


Research, M&E and Documentation

  • Effectively document all information related to project successes, innovations and promising practices and disseminate through appropriate mechanisms

  • Identify research areas, conduct research and document learnings

  • Responsible for capturing child well being indicators literacy, numeracy and life skills in the cluster /Aps

  • Support processes of project baselines and evaluation of education projects

  • Regular record and update monthly activity monitoring data to support evidence based monthly report

  • Spearhead the Cluster/Aps education periodic project output & outcome monitoring processes.

Support GIK for his sector and be responsible for GIK good management and reporting for all distributions done in his sector.

  • Education researches /surveys/interventions and documentation in the cluster are done with high quality.

  • Quality documentations and sharing information are done at AP/Cluster level.


Project management and coordination

  • Lead budgeting process of education programs for the cluster

  • Track financial management and budgets allocated for the APs project

  • Continually monitor all expenditures of Education projects

  • Submit timely information on budgets and financial reports, and be prepared to explain budget variances for APs projects

  • Assure strict budget management and adherence to activity timelines to ensure proper accountability to WV and donors and effective project implementation

  • Adhere to all WVB policies on procurement and financial management and report early to Supervisor as soon as any issue arises that may impact on the adherence to these policies

  • Produce timely, accurate, compliant and quality reports to the direct technical and administrative supervisors.

  • Responsible for project assets at cluster/APs office

  • Supervise CCDFs( performance and people management)

  • Ensure the integration of cross cutting themes and empowered world views (gender, advocacy, community behavior change, cc and child protection,… ) in education projects in the cluster

  • Full education Management is done at all aspects(Budget, Risks Mitigation, DIP, Reports, procurement, Compliances,…).

  • Cross cutting themes are integrated in education for betterment of education approaches.

Resource Acquisition

  • Identify projects ideas for viable funding proposals for resource acquisition to support education programme interventions.

  • Participate in resource mobilization through concept papers/proposal writing for fund raising and market them with support offices and other donors

Contribute to feed into the pool of proposals ready for review and submission to donors.

  • All gaps in education gaps are identified and ideas of responding to identified needs are shared with RAM/ETPM.

  • The ETPO is clearly active in resource acquisition and participate in at least one proposal development or initiative sharing.

  • Bachelor degree in Education, Social Sciences or other degree with a diploma in education. Post graduate education training is an added advantage

  • Relevant experience of at least 3 years in Education programming with reputable institution, national or international NGO

  • Good understanding of education concepts and issues in development context especially in Burundi

  • Working knowledge of the logical framework approach to project design, monitoring and evaluation/ project cycle management

  • Working knowledge of data analysis software such as SPSS, Ms Excel, stata

  • Demonstrated experience and skill in research, analysis and report writing

  • Strong facilitation and presentation skills with a passion for sharing knowledge

  • Ability to work independently and as part of a diverse team
