Job Description

Purpose of the position

Provide Bio-fortified Value Chains for Improved Maternal and Child Nutrition in Burundi (B4MCN) Projectmanagement leadership by coordinating and supervising project staff to ensure that allocated project resources are used as per WV policies, donor standards and procedures to attain quality program performance as guided by project documents.

Lead and supervise the development, planning, implementation, monitoring and evaluation of Bio-fortified Value Chains for Improved Maternal and Child Nutrition in Burundi (B4MCN) Projectin line with project documents (LEAP budget, PDD, DIP…)

The project is progress is aligned to the set plans and established targets are met; process of monitoring and evaluation are undertaken systematically.

Coordinate the preparation of AD-Plans, annual budget, targets and monitoring plan, procurement plan and ensure appropriate and timely implementation of the project as stated in the project planning documents to ensure project quality and deliverables.

The project targets and plans are sets and reviewed annually, project implemented and target met within the set timeline.

Enforce stewardship and accountability by ensuring that resources are efficiently and effectively utilized within the project for the intended purpose

The budget is implementation is aligned to the project expected results with in mind the achievement the planned target with best value on money.

Provide technical and strategic direction in relation to the project components in line with expected results (Production, Seed System, Market linkages, Nutrition, Poor Economic Graduation and Cross-cutting themes).

The project review processes receive strategic support and guidance to ensure quality and timely delivery in all the components of the project.

Ensure that all staff are informed of all project related plans and their participation in alignment through monthly, quarterly and annual review process.

Project plans are disseminated among all team members and all project staff are involved in project processes (budgeting, planning, implementation, networking, monitoring, evaluation, and reporting)

Facilitate community and staff capacity building, recruitment project staff & skills development and performance management through coaching and mentoring of the team, performance agreement and appraisal

Project staff receive training opportunities; performance agreement and appraisal done at annual basis with mid-year evaluation.

Build networking relationships with local, provincial and national Government structures (Province and Communal Authorities), Technical Departments (DPAE, ISABU, ONCCS, MINAGRIE), project donors, partners and stakeholders; Private Sector Actors linked to the project and develop partnership contract/MoU where appropriate.

Engagement with project relevant stakeholders and partners effective and reported at semi-annually and annually basis.

Prepare quality and timely monthly, semi –annual, annual and end of projects performance and monitoring reports.

Monthly, semi-annually and annual reports are produced within agreed timeline with line manager in coherence with donor template and guidance. Case study and/or Experience Capitalization produced at annually basis; project results are disseminated within and outside WV partnership.

Ensure accurate data and document related to project implementation are systematically collected and recorded.

Through the project M&E staff, all monitoring data for project outputs and activities are systematically collected and recorded; baseline base evaluation documents including, tool, row data, analysis and reports are well filed.

KNOWLEDGE, SKILLS AND ABILITIES

Minimum Qualification required:

Bsc/Msc/Ir Degree in Food and Agriculture related sciences, rural finance and development, Agribusiness, Business Administration, Development studies/planning

Experience:

Minimum 4 years coordination experience in field program/project management

Technical Skills & Abilities:

  • Very good oral and written communication skills in English, French and Kirundi

  • Good managerial and organizational skills

  • Very good networking and facilitation skills.

  • Good Knowledge of MS Office, Lotus Notes

  • Good understanding of World Vision and development principles

  • Ability to supervise a multi-disciplinary team and contribute to team building environment.

  • Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environments and physical hardship conditions with limited human resources.

  • Ability to maintain effective working relationships with staff and partners at all levels

  • Ability to exhibit servant leadership and an exemplary lifestyle as interpreted in specific local cultural context.

  • Very good understanding of community development approaches that promote integration and participation of ultra-poor community members (ultra-poor graduation approach, value chain approach, VSLA ...)

  • Very good understanding of nutrition sensitive interventions (bio-fortification, kitchen garden, community crèches….)

  • Good understanding of main challenges in agriculture production sector including access to quality inputs, agriculture advisory services and community approaches to deliver extension services to farmers, seed system, inputs supply…

  • Familiar with food based malnutrition prevention approaches (FARN, Community Crèches, GMP…)

  • Very good understanding and experience in project cycle management

  • Very good reporting and experience capitalization skills

Preferred Skills, Knowledge and Experience:

3 years of lead and coordination experience in community development project/program focusing on integrating economic development and nutrition intervention using value chain and ultra-poor graduation approach.

Complete Travel and/or Work Environment statements if applicable.

  • Domestic Travel: 80% Regular and routine internal travel to project areas is required at least two times per month.

  • International Travel on request: 5% international travel will be required for training, exchange visit and workshops

  • On call: 15% in emergency and disaster situations, the position will be required to be on-call.
