PURPOSE OF POSITION
To ensure that there is adequate and timely information available about the project that demonstrate, impact, outcomes and important learning opportunities. The DME Officer is responsible of project monitoring, reporting and evaluations (Baseline, Mid-term and End of Project).
(Accountabilities and results)
Review the monitoring framework; indicators and systems for monitoring and surveillance as agreed upon and according to WVB standards (such as LEAP), partners’ standards and donor standards.

Assist in setting up participatory monitoring systems to track project performance and changes, and ensure the project database is accurate and updated on monthly basis.

Ensure timely submission of consolidated narrative & financial reports to the Support Office and the donor while aligning to the respective reporting standards & templates.

Participate in the institutional learning initiatives, and provide technical leadership and coordination in ensuring establishment of efficient information systems leading to the achievement of lessons learnt and their timely dissemination (Knowledge Management Skills)

Assist in planning, preparation and implementation of project baseline, evaluation survey and operational research by organizing technical trainings including ToR, sampling, questionnaire design, participatory techniques for data collection, analysis of data and reporting.

Ensure quality in project’s annual operation plan preparation and implementation

Facilitate capacity building for monitoring and evaluation for project staff and partners
-Project staff and partners capacitated in monitoring and evaluation.
Participate in annual project review and ensure proper use of analysed M&E data and findings for advocacy purposes at local, national and regional level, in cooperation with other relevant stakeholders.

KNOWLEDGE, SKILLS AND ABILITIES
Minimum Qualification required: A bachelor’s degree in, Health, Social science, statistics, Economics, International development or a related field.
Experience: Minimum 3 years’ experience working for an international agency in monitoring and evaluation: Familiarity with the Logical Framework (Log frame) model for program planning.
Preferred experience in design, monitoring and evaluation of a World Bank funded project
Preferred Skills, Knowledge and Experience:
Excellent ability to produce written reports in French and English and demonstrated ability in collaborative/team work
Demonstrated ability in the use of quantitative and qualitative methods including questionnaire design, survey techniques, training facilitation and participatory approaches, data processing, analysis and information dissemination.
Good human resources and interpersonal management skills
Understanding of donor expectations and trends for monitoring and evaluation,
Ability to build coalitions to support change initiatives for sustainable community development.
Ability to maintain effective working relationships with staff and partners at all levels
Travel: Regular internal travel to project areas is required
On call: As required.
