PURPOSE OF POSITION
The Food Security and VSLA Coordinator will be in charge of leading planning, implementation, monitoring, evaluation and report of Component 2 of the Burundi Maternal and Child Nutrition Enhancement Project related to increase production of micronutrient-rich foods covering agricultural and VSLA interventions in line with the project documents
End Results Expected
Assist the project manager in leading the implementing of the production component of the Maternal and Child Nutrition Enhancement Project including budget development and review, building relation with provincial level partners and participating in critical meeting organized at provincial level related to the component 2 of the project
Quality project implementation of component 2
Directly responsible of development of an integrated agriculture-nutrition training manual
The training follow an approved manual of Integrated agricultural and nutrition.
Organize high quality trainings and refresher trainings on integrated agriculture-nutritionfor service providers using developed agriculture-nutrition manual and monitor it’s impact
The project service provide have appropriate capacity to train community members
Provide technical supervisor to the Commune Project Officers and Agriculture Extension Agents in establishment of demonstration sites in beneficiary communities to promote dissemination of best practices in homestead production of micronutrient foods
Beneficiaries benefit from on farm training through demonstration on best practices.
Initiate and strengthen community seed system on high iron beans by providing technical guidance in line with the Burundi seeds legislation, developing and sustaining quality seeds producers in collaboration with ONCCS (Office National de Control et de Certification des Semences), ISABU (Institut des Sciences Agronomic du Burundi) and DPSP (Departement de Promotion des Semences et Plants) and establishing community seed banks for high iron beans
Quality seeds available in the community for high iron beans
Responsible for establishment and implementation of annual procurement plan of all the project supplies, fertilizers, planting materials and seeds related to the project component related to production and VSLA.
Detailed purchasing requisitions are prepared and submitted timely and the Supply Chain Department is supported to confirm the quality of items delivered.
Development of selection criterion and responsible of identification of project beneficiary and model farmers (community resource persons) to serve as seed multipliers, follow up and mentorship of the community resource persons, market linkage and establishment and support for the community based payback system.
Project beneficiaries are selected using set criteria and transparent process that allow community to provide feedback and validate.
In collaboration with PPC, the Food Security and VSLA Coordinator isresponsible of provincial-level policy advocacy and sharing with DPAE and BPS including orientation of MoA, MoH, and other government bodies, private sectors, and key nutrition partners on bio-fortification and seed systems
The project results are disseminated to provincial stakeholders and advocacy issues successfully handled
Responsible of VSLA formation covering orientation of Local Leaders and Government Officials, introduction of VSLA methodology to the community and organizing the first meetings with potential VSLA members; purchase and equip VSLA groups in VSLA starter kits
Community leaders, government officials are informed about VSLA methodology and support implementation of VSLA at the starting stage.
Responsible of monthly data collection and updating the VSLA Management Information System on quarterly basis.
Monthly, quarterly, semi-annual, annual and end of project data collection to enable reporting and evidences for VSLA impact. The MIS VSLA updated on quarterly basis.
Use the VSLA field guide to organize VSLA training sessions covering the Groups, Leadership and Elections; Social Fund, Share-purchase and Credit Policies; Development of Group Constitution, Action-audit /Share-out and graduation
The field guide is followed in implementing the VSLA approach and insure alignment with the project model
Be responsible of the monthly project monitoring; write accurate and on-time required reports and assist the project manager with visits preparations organization and other necessary activities.
Project progress and evaluation reports are of high quality with monitoring data as evidences and produced timely.
KNOWLEDGE, SKILLS AND ABILITIES
Minimum education, training and experience requirements to qualify for the position:
Minimum Qualification required:
University Degree in Agronomy, Agri-business or Economic Development.
3 years’ experience implementing Nutrition Sensitive Agriculture;
Agriculture and Rural Development and Rural Finance
Experience in food security project especially linking food production and nutrition
Experience in solving issue related access to credits for smallholder farmers
Experience in planning/budgeting, monitoring and evaluation
Valid work permit in Burundi.
Preferred:2 years’ experience implementing Bio-fortification and Village Saving and Loans activities.
Travel: 5 % Domestic/international travel is required.
On call: 5%
Technical Skills & Abilities:
Good communication skills in Kirundi, French and English
Good ability to produce written reports in English
Must hold a driving license covering both car and motorcycle and know to drive
Good planning and organizational skills
The Food Security and VSLA must know the VSLA approach and have experience working directly with farmers groups.
Must have good interpersonal and facilitation skills
Able to work under limited supervision
