Design Monitoring and Evaluation Officer (Re-Advertised)

Job Description


To support PACEF project’s planning, implementation, monitoring and evaluation of all associated activities


Planning, Implementation, Monitoring and Evaluation:

  • Promote excellent quality implementation on all activities of the PACEF Project through strategic and effective monitoring of all project activities throughout the project cycle.

  • Train and support relevant staff members responsible for implementation of project on methodologies for timely and effective implementation and monitoring of project activities.

  • Ensure all project activities receive timely and effective monitoring and evaluation according to WV and UNICEF timelines

  • Ensure the M&E system is timely filled out by project staff responsible for project implementation; Support the BEPEF to set up a M&E system, train relevant staff on how to use it

Documentation and Reporting

  • Submit comprehensive monthly, quarterly, semi-annual and annual reports according to WV and UNICEF’s standards to Supervisor.

  • Identify lessons learnt and best practices for sharing with the community members, local organization, government offices, INGO, UN agencies

  • Participate in preparation of annual operational plans with corresponding budgets in liaison with program staff and the community and ensure its effective implementation

  • Initiate strategic institutional collaboration with the Government, NGOs



  • University degree in Statistics.


  • Experience with UNICEF M&E system


  • At least 2 years’ experience in Monitoring and Evaluation in INGO.

Critical Knowledge, Skills and Abilities:

  • Fluency in French, Kirundi and English.

  • Strong communication, facilitation and negotiation skills

  • Excellent computer skills, including proficiency in MS Office (including Word, Excel, Access, SPSS, Sofa Stat and PowerPoint) and Lotus Notes (or another main email system).

  • Experience with development project management tools such as log frames, monitoring and evaluation tools and budgets.

  • Excellent project management skills and good understanding of the project life cycle.

  • Excellent written and verbal communication skills, including report-writing and formal communication skills.

  • Cross-cultural sensitivity, flexible worldview, and ability to work with a wide range of people from different backgrounds.

  • Emotional and spiritual maturity.

  • Commitment to World Vision Core Values and Mission Statement.

  • Good interpersonal and communication skills especially around networking and partnering both regarding the relationships with the UNICEF the donor, Ministry of Education as well as with other partners in the domain of education.

Other Competencies/Attributes:

  • Must be a committed Christian, sensitive to the needs of children and able to stand above denominational diversities.

  • Perform other duties as required by the supervisor
