PURPOSE OF POSITION

Contribute to organizational learning and accountability through project baselines, evaluations, monitoring and reporting, to demonstrate the project contribution and impact to communities.

Project Monitoring

  1. Activity and Output Monitoring

  1. Orient and Build M&E staff and other project staff capacity on monitoring tools, monitoring and Evaluation (M&E) database, M&E plan, Indicator Tracking Table (ITT), Detailed Implementation Plan (DIP), project logframe, budget and the overall project design.

  2. Regularly (monthly) review the project monitoring data, financial report, against the DIP and Budget to ensure quality implementation.

  3. Consolidate data from clusters/ programming levels and update the overall project M&E database, ensuring accuracy, completeness and consistency.

  4. Build M&E and project staff capacity on output monitoring.

  5. Analyze the monitoring data (activity and output level) and establish trends and progress of implementation; and inform relevant project staff and National Office for decision making and actions

  6. Participate in the development of project reports (monthly, quarterly, semiannual, annual, etc. as per project requirement) ensuring very high quality

  7. Build all project staff capacity in identification and documentation of quality change stories, using multi-media

  8. Develop regular project newsletters highlighting significant changes/ impact stories and lessons and share with managers on a quarterly basis.

  9. Update project monitoring data on Horizon 3- World Vision (WV) information management system

  1. Project Learning and Reflection

  1. Co-facilitate project reflection and planning meetings and document emerging lessons and issues

  2. Lead outcome monitoring using Lot Quality Assurance Sampling (When/ if required by the project)

  3. Work with project staff to prepare for, and present evidence of change to all World Vision Burundi (WVB) staff and partners during the Evidence Day.

  4. Participate to National Office (NO) reporting requirements (e.g. Child Wellbeing Reporting

  • Timely, accurate, consistent and complete project M&E database and ITTs.

  • Quality project implementation as a result of monitoring data utilization

  • Quality documentation and dissemination of project progress, as well as evidence of change and impact

Baseline & Evaluation

  1. Develop Baseline/ Evaluation ToRs

  2. Lead Baseline and Evaluations as Survey Team Leader/ Manager

  3. Develop (or review if done by consultant) baseline and evaluation reports; and make the necessary improvements.

  4. Develop Fact sheet of baseline and evaluation findings and share with Managers and project staff

  5. Update outcome M&E database for project.

  6. Monitor the implementation of baseline and evaluation recommendations

Risk Management

  1. Participate in the development of project Ministry Wide Risk Assessment Project (MWRAP) ensuring all DME risks are adequately identified.

  2. Keep an updated MWRAP, ensure all risk controls are in place, and manage the risks and report on a quarterly basis.

  3. Build project staff capacity on context monitoring and risks identification and reporting

  4. Keep the project issues log, monitor their management and report to the managers on a monthly basis.

  5. Develop and project quality checklist, and undertake regular field visits to review implementation quality against the checklist; and develop a report including action plan for improvement.

  6. Work with other project staff to set up a community accountability and Feedback mechanism

  7. Perform other duties that may be assigned for the overall good of the National Office

Staff Management

  • Supervise the project M&E Coordinators in compliance to World Vision performance management policies and guidelines

  • Prepare, sign and submit annual performance agreement based the Job Description

  • Develop Weekly and Monthly Management Reports, articulating achievements, challenges, next month’s/ week’s priorities and needed support

  • Review staff and self’s annual performance alongside the managers on a timely manner and ensure the documents are submitted to People and Culture department within the stipulated timelines

JOB-SPECIFIC COMPETENCIES

DME 225: Supervise monitoring in the Project

  1. Facilitate implementation of project monitoring plan

  1. Provide support and technical supervisions to project teams to ensure that monitoring is conducted according to agreed standards as per monitoring plan and NO guidance.

  2. Provide continuous support to project teams to use the NO monitoring system use of national M&E system.

  1. Support local programming teams to set up complaints and feedback mechanism, in a participatory way

  1. Facilitate contextualization of monitoring tools

  • Work closely with the project teams to contextualise project monitoring plans to the local programming context.

  1. Critically test and review monitoring tools to ensure that data will be reliable, and modify them based on testing

  2. Provide technical support to monitoring processes and activities across project, in a methodical way

  3. Provide timely and tailored guidance for data collection processes and data management to ensure quality.

  4. Coach project teams to identify and resolve issues and challenges in monitoring systems, helping them to make the necessary adjustments considering the NO guidelines.

  1. Share information with the NO DME on issues faced and solution found influencing adaptations needed for further improvement in the NO Monitoring system

  1. Analyze monitoring data

  • Provide technical support for analysis of monitoring data with partners and communities

  1. Provide technical support to project teams and partners in data processing, analysis and interpretation across the local programming area to track progress and identify trends every six months

  2. Review monitoring data regularly and systematically to ensure correct analysis and interpretation

  1. Rigorously analyse, aggregate and synthesise monitoring data from all levels of programming to draw inferences at project level on an ongoing basis.

  1. Facilitate use of monitoring data for improved implementation

  • Review monitoring data with the project teams to draw out lessons learned

  1. Provide constructive feedback to project staff on the monitoring reports they generate to ensure that information produced is relevant and useful to the difference stakeholders.

  2. Document and share lessons learned from the project with staff to improve practice.

  3. Guide project teams to develop action plans to support implementation of actions, based on evidence and lessons learned.

  1. Provide timely, consistent support and constructive feedback to project teams as they implement their action plans

DME 232: Manage technical programme baselines and evaluations

  1. Scope baseline and evaluation

  1. Facilitate comprehensive scoping discussions with key stakeholders

  2. Develop preliminary TOR for the baseline or evaluation with project manager and seek feedback from NO DME

  3. Develop preliminary budget, staffing plans (including roles and responsibilities) and schedule, seeking approval from senior leadership

  1. Recruit and manage consultant

  • Collaborate closely with project manager and People & Culture /Supply Chain to recruit consultant/s

  1. Provide adequate orientation to consultant on World Vision baseline and evaluation guidelines and other relevant policies

  2. Manage consultant effectively to ensure he/she collaborates with key stakeholders and adheres to the necessary policies, protocols and tools

  3. Facilitate reflection with consultant and evaluation team to review evaluation process

  1. Facilitate baseline and evaluation planning

  • Review and approve baseline or evaluation design in close collaboration with project manager

  1. Develop the basic information sheet to summarise key information

  2. Coordinate the logistics with field staff for the baseline or evaluation in accordance with baseline or evaluation plan

  3. Embed child protection measures in training materials, protocols and instruments, to ensure adherence to child protection policies and guidelines

  4. Work closely with the consultant to form a multi-disciplinary baseline/ evaluation team

  1. Develop or adapt measurement tools

  • Supervise the development and adaptation of standard tools for qualitative and quantitative data collection

  1. Review tools for quality and approve them for use, including reviewing translation of tools into local languages for accuracy

  2. Provide oversight for the field testing of the tools to ensure appropriateness

  3. Approve final tools based on feedback, review and field testing

  1. Ensure quality in data collection

  1. Provide oversight for appropriate recruitment and training of field supervisors, enumerators and data entry clerks

  2. Oversee the creation of a standard data entry template

  3. Develop an effective data quality supervision structure for supervisors, enumerators and data entry clerks

  4. Oversee field supervisors running of the data collection process and deal proactively with issues as they arise

  5. Manage the safe storage of measurement instruments/data sets in appropriate information management systems, ensuring data protection protocols are followed

  1. Analyse and interpret data

  • Verify that data has been cleaned and prepared using appropriate software prior to analysis

  1. Manage the analysis and interpretation process of both qualitative and quantitative data, according to the analysis plan to ensure quality

  2. Facilitate triangulation of findings with evaluation team to interpret the findings in context

  1. Ensure sharing and utilisation of findings

  • Oversee the preparation for discussing preliminary findings with community members, staff and partners using appropriate means

  1. Include the community feedback on findings and recommendations in the draft report

  2. Review and approve the baseline or evaluation report ensuring adherence to ToR

  3. Ensure delivery of products appropriate for different audiences to share the findings and recommendations.

  4. Advocate for the use findings and recommendations by leadership and managers in strategy and project decision-making

KNOWLEDGE, SKILLS AND ABILITIES

Minimum education, training and experience requirements to qualify for the position:

List academic requirements (if applicable), technical skills, or other knowledge required as a minimum qualification for this position.

Master’s degree in International Development Studies, Social Sciences, Statistics, Management or other related fields.

List additional work experience required as a minimum qualification for this position.

At least 6 years of practical experience in Program Assessment , Design , Baseline , Monitoring & Evaluation with an international NGO or similar organization

License, registration, or certification required to perform this position:

Technical Skills & Abilities:

  • Computer skills (MS Word, Excel, Access, Power point…)

  • Statistical Analysis skills (SPSS, STATA, etc)

  • Reporting/ documentation skills, evident in personal publications

  • Fluency in Local language (Kirundi), French and English

Preferred Skills, Knowledge and Experience:

  • Management information systems

  • Project Management skills

  • Geographic Information System (GIS) for data visualization

  • Mobile monitoring and data collection

Work Environment

Include travel & work environment details.

Based at cluster level with frequent travel at head office and other clusters for world vision business
