PURPOSE OF POSITION

Reporting to Supply Chain Manager, the Supply Chain coordinator will provide technical support to the supply chain function. Supervise staff, review supply chain processes and ensure compliance to supply chain management procedures. The supply chain coordinator will oversee implementation of supply chain activities including timely and value for money acquisition / provision of goods and services for WVIB business at the National and ADPs.

Coordinate the development and implementation of a comprehensive suppliers’ database including catalogues of various products and prices and ensure that supplier appraisal is conducted on annual basis.

  1. Fast procurement process in place.

  2. Procure quality product and services with a reasonable Market Price.

Prepare analysis Reports on procurement and delivery of items on a monthly basis in order to engage the customers and other stake holders

  1. Implementation of Projects Activities to be don successfully on time.

Prepare bid analysis in preparation for the procurement meetings and draft contracts for review by the SCM.

  1. Procurement Meetings, Bid Analysis and Draft contract in Place on time.

  2. Items or Services to be delivered to the requestor on time.

Coordinate the preparation and issuance of purchase orders to suppliers and process invoices for payments.

  1. Implementation of Projects Activities to be done successfully.

  2. WVB Suppliers to be paid on time which will make the Organisation to be trusted by Suppliers.

Oversee the custody of key procurement documents and ensure proper filing system in place.

  1. No loss of Procurement documents Such as Contracts with Backups, Warrants, Guarantee and Suppliers Letters

Contribute to capacity building of supply chain management function and field staff on supply chain

  1. Fasting the Procurement process and getting Quality product and services on time manner.

Support the SCM in the development of master procurement plan for the National Office.

  1. Master Procurement Plan to be in Place by 30th September.

  2. Procurement performance Improve, the five rights are easily met, Right time, Right delivery place, Right price, Right

  3. Smooth operations leading to higher Savings.

  4. Competitive procurement by following the best procurement practices.

Contribute to annual price surveys at NO and field and establishment of suppliers database including catalogues of various products and prices.

  1. Supplier Database and Price Catalogues be in Place on Time Manner.

  2. Smooth and Fasting the Procurement Process.

  3. Drives up competition and down prices.

Contribute to supply chain risk management through identification of SCM Risk based audit risks and proactively participate in risk mitigation

  1. Acceptable Audit rating in supply chain.

  2. MWRAP template for supply chain in place and reports on progress on mitigating controls in the Risk Register in place for supply chain.

  3. See risks that are not apparent and Provide insights and support to the WVB Management.

Maintain a tracking System for all approved PRFs in the system and ensure that they are analyzed, processed and relevant weekly reports to the supervisor prepared in a timely manner.

  1. Lead Fasting of other remaining procument Process i.e. (Advert, Request for quotation, Analysis of Bids done by Procurement Committee, PC Minutes, LPO, Contract and Frame Work).

  2. The Implementation of WVB Projects activities will be achieved on time with good quality

Process supplier invoices for payment by attaching relevant backup documents and submit to Finance in a timely manner.

KNOWLEDGE, SKILLS AND ABILITIES

Minimum education, training and experience requirements to qualify for the position:

  • Bachelor’s Degree in Business Administration, Purchasing and Supply or related degree, Chartered Institute of Purchasing and Supply or any other recognized professional institute

  1. Over 5 years’ experience in leading a Humanitarian Logistics and Supply Chain Department

License, registration, or certification required to perform this position:

Technical Skills & Abilities:

  • Ability to relate with internal and external customers

  • People Management and performance monitoring

  • Contract and Supplier Management

  • Logistics ,Transport, Distribution and Warehousing Management

  • Government and tax policies regarding procurement supplies

  • Planning and Analytical Skills

  • Leadership skills

  • Ensure a gender perspective in the scope of work

  • A proven track record of executive procurement

  • Must be a person of integrity and honest

  • Strong leadership

  • Strong stakeholder engagement and management

  • International procurement experience

  • A ‘can do’ attitude.

  • Must be a member of Kenya Institute of Supply Management or any other recognized SCM professional bodies

Preferred Skills, Knowledge and Experience:

  • Good Understanding of Humanitarian Industry

  • Financial Skills

List additional work experience preferred for this position.

  1. Experience in Procurement, supplies, warehousing and Logistics

  2. Cross Border Operations in a Relief organization

  3. Negotiation and Conflict Resolution

Work Environment

Complete Travel and/or Work Environment statements if applicable.

  • Work environment: Field based

  • Travel: Domestic/international travel is required
