Technical Lead Advocacy

Job Description

PURPOSE OF POSITION:

To lead World Vision International (Cambodia)’s Advocacy programming and policy influence in alignment with National strategy and Global directives, ensuring development of a strong evidence-based approach to local level and national level advocacy, and resulting in improved child well-being outcomes.

Effective collaboration with the Operations; Strategy & Evidence and all other WV-C stakeholders, as well as management of the Advocacy team within the Integrated Programmes Department are key functions of this role.

Provide technical leadership on programs, models and approaches for public campaigning, local level advocacy, and policy and research for national level policy influence. Strengthen and coordinate influence with external engagement with partners and decision makers.

KEY RESPONSIBILITIES:

Technical Leadership:

  • Lead for the Supporting Approach for Advocacy to ensure integration of advocacy into all projects.

  • Actively contribute to the development and assessment of the National Strategy, ensuring that the Advocacy agenda is included.

  • Lead the integration of advocacy into Pathways of Change, Technical Approaches (TA) and Technical Programs (TP) for and in support of the National Strategy.

  • Lead the development of Advocacy Projects that mainstream best practice, WV Global core approaches, and WVI-C’s strategic focus, and that utilize an integrated/multi-sectoral approach.

  • Develop and monitor the implementation of an integrated M&E framework and system for Advocacy Project Model(s) in collaboration with the DME Unit.

  • Support the Advocacy Technical Team in building the capacities of ADP staff in advocacy models.

  • Provide need-based technical inputs and advice to ADPs and other sectoral teams on matters relating to Advocacy issues.

  • Actively lead multi-sector team composed of other technical experts focused on attaining Advocacy outcomes (e.g. Education & Liveskillls, Youth, Nutrition, ERL, DRR, and Child Protection).

  • Develop inter-agency partnerships that enhance WVI-C’s ability to promote Improved national and local level advocacy.

  • Act as a technical resource and spokesperson for WVI-C on Advocacy issues, including governance, policy changes and other issues relating to World Vision’s programs and strategic themes.

  • Provide National Director with advise and strategic guidance on Advocacy programming and positioning.

Ensure that strategic Advocacy targets are achieved through effective monitoring of the Advocacy SA, and by cooperating with the Strategy & Evidence Team in supporting the Operations Department in the delivery of Area Program Plans:

  • Provide strategic oversight of the performance of the Advocacy components in TPs, working with other technical leads, Operations and Strategy & Evidence to address programme issues.

  • Ensure that monitoring of Advocacy outcomes is being done correctly and consistently by project staff.

  • Ensure that the Advocacy Technical Team regularly consolidates and analyses Advocacy baseline, monitoring and evaluation data in order to understand what the data means and identify evidence of impact.

  • Ensure that evidence is used to identify and design programming and/or monitoring improvements to enhance Advocacy programme effectiveness.

  • Ensure that evidence is developed from programmes that supports national level policy influence.

  • Work with Operations to ensure identified Advocacy programming improvements are planned and implemented.

  • Contribute high quality analysis of Advocacy results to the annual Child Well-being Report.

  • Lead strategic processes of reporting, reflection and planning in Advocacy with the participation of multi-sectoral stakeholders.

Team & Organisational Leadership and Management:

  • Develop and supervise a team of technically competent Cambodian staff to provide state-of-the art technical expertise support for the implementation of Advocacy strategy.

  • Motivate and support direct reports by appropriate orientation, on-going management, quarterly coaching and annual performance management.

  • Identify and mentor National and Operations Technical Team members for technical and program leadership.

  • Ensure that staff understand and follow WVI-C child protection policy and undertake all efforts to respond to child protection incidents and raise awareness of communities to child protection.

  • Provide spiritual, Christian leadership especially with your team and the Integrated Programmes Department.

Influence, Representation, Coordination and Resource Acquisition:

  • Ensure that national advocacy agenda on TPs are achieved in close collaboration with technical leads.

  • Actively seek leadership role in networks relating to governance and citizenships (such as decetnralistion and social accountability).

  • Establish strong collaborative partnership with the relevant programs/units within the Ministries at national level and Represent WVI-C in Advocacy to Regional and Global Community of Practice groups and share experience as appropriate.

  • Coordinate with other sectors where Advocacy plays a role in the attainment of other National Strategic Goals and programming agenda.

  • Design/co-develop winning concept notes and proposals for grant and private funding.

  • Lead the coordinated approach to research for WV Cambodia by collaborating with technical leads and Strategy and Evidence, and develop research that has both advocacy and programming uses.

  • Support senior leaders, especially National Director, on public and political engagement, including providing leadership on external response to issues impacting World Vision’s programs in Cambodia.

  • Increase World Vision’s influence in key external networks.

KNOWLEDGE, SKILLS & ABILITITES:

  • Degree in a development-related field and/or management studies.

  • Advocacy empowerment approaches and tools, especially social accountability.

  • Public engagement and campaigning skills, including government relations.

  • Policy analysis skills and ability to write policy documents.

  • Strong analysis and problem-solving skills, planning and organizational skills, ability to prioritize multiple tasks and to work gracefully under pressure.

  • Capacity building and facilitation skills.

  • Microsoft Office.

  • Proficient in the use of Information Technology, digital media (photographs, video, blogs) and social media applications in a Advocacy empowerment context.

  • Communications skills especially in English.

  • Leadership experience of a Advocacy-focused programme.

  • At least 3 years experience working in a relief or development or local community context.

  • A mature and committed Christian who can lead spiritual nurture activities.

Preferred:

  • Postgraduate qualification and/or professional qualification in a development or governance related field (law, politics, public policy) and/or management studies.

  • Strategy development and implementation

  • Proposal Development.

Work Environment/Travel:

  • Up to 30% to travel within the country; and annual overseas travel to attend Global/Regional Advocacy Community of Practice. Possible international travel for professional development and for representing World Vision at various fora in order to contribute to developing a credible voice in Advocacy.
