Position: Technical Lead for Advocacy

Location: Phnom Penh

Salary & Benefit Package: USD 1,702 – USD 2,128

I. THE PURPOSE OF THE POSITION

This role is responsible to lead World Vision International (Cambodia)’s Advocacy programming and policy influence in alignment with National strategy and Global directives, ensuring development of a strong evidence-based approach to local level and national level advocacy, and resulting in improved child well-being outcomes. Also, it required effective collaboration with the Operations; and all other WV-C stakeholders, as well as management of the Advocacy team within the Strategy & Programme Quality Department are key functions of this role.

Technical Lead for Advocacy also provides technical leadership on programs, models and approaches for public campaigning, local level advocacy, and policy and research for national level policy influence. Strengthen and coordinate influence with external engagement with partners and decision makers.

II. MAJOR RESPONSIBILITIES

  1. Lead the development and implementation of WVI-C’s National Strategy for Advocacy, Technical Approach, project models, and Monitoring & Evaluation framework that ensures improved child well-being outcomes citizenship, governance and policy influence;

  2. Collaborate with the Operations team to ensure effective implementation and monitoring of WVI-C’s Strategy as outlined in Technical Approaches and Technical Programmes;

  3. Lead the delivery of technical expertise and integration of Advocacy into all Area Programmes (APs) and Advocacy-focused grants projects;

  4. Lead and manage all Advocacy technical staff in the S&PQ Department of WVI-C, including capacity building around technical and general management;

  5. Represent WVI-C to appropriate inter/national technical, coordination, and advocacy bodies on issues related and represent WVI-C (in collaboration with National Director, other technical leads and senior leaders) with government and external networks;

  6. Participate in WV Global Advocacy Communities of Practice, Regional initiatives, and National Forums and Technical Working Groups. Develop inter-agency partnerships that enhance WVI-C’s ability to promote Advocacy programming and influence. Produce high quality, on time advocacy reporting as required by the partnership;

  7. Proactively support the Resource Acquisition Manager in the identification of funding opportunities and contribute to the development of project logics & designs, concept notes and project proposals on Advocacy or integrating Advocacy in all other programming.

III. REQUIREMENTS

  1. Degree in a development-related field and/or management studies. Postgraduate qualification and/or professional qualification in a development or governance related field (law, politics, public policy) and/or management studies are desired;

  2. At least 3 years’ experience working in a relief or development or local community context;

  3. Knowledge in advocacy empowerment approaches and tools, especially social accountability;

  4. Strong in policy analysis skills and ability to write policy documents and good in public engagement and campaigning skills;

  5. Strong analysis and problem-solving skills, planning and organizational skills, ability to prioritize multiple tasks and to work gracefully under pressure;

  6. Proficient in the use of Information Technology, digital media (photographs, video, blogs) and social media applications in a Advocacy empowerment context;

  7. High knowledge in Microsoft Office and good in English communication;

  8. A mature and committed Christian who can lead spiritual nurture activities.
