Position: Technical Officer - Child Vulnerability Index (CVI)

Location: National Office, Phnom Penh

Salary & Benefit Package: 688 USD- 946 USD (Depends on your experience and qualifications)

I. THE PURPOSE OF THE POSITION

To coordinate the implementation of the activities within the Family Care First Action on Developing and field testing the Child Vulnerability Index for Cambodia working closely with technical experts, government, development partners and civil society organization.

II. MAJOR RESPONSIBILITIES

  1. Assisted in the development of project plan and budget in alignment with sub-grant agreement and donor requirements.

  2. Coordinated with key stakeholders (Government, development partners, civil society organizations) and with consultants in the implementation of the activities of the project.

  3. Coordinated regular consultative and coordination meetings with Government, Unicef and other partners and stakeholders in the development and approval of CVI.

  4. Provided support in implementation of project activities in collaboration with Government, consultants, and other partners.

  5. Assist in the training of partners and other stakeholders on the usage and field testing of CVI tool.

  6. Monitored project implementation and assist in preparation of reports to donors, Government and partners.

  7. Represented the project in the absence of and/or together with the Project Manager to meetings with partners and other stakeholders.

  8. Liaised with different partners and stakeholders in the implementation and monitoring of activities.

  9. Worked collaboratively with consultants in establishing clear plan and facilitating processes towards the development and testing of the CVI.

  10. Participated in other coordination meetings with FCFC TSGs and donors as necessary.

III. REQUIREMENTS

  1. Bachelor/Master’s Degree in related field (research and monitoring and evaluation).

  2. At least 2-3 years experience in development monitoring and evaluation system including use of vulnerability identification tools.

  3. Experience of good working relationship with Government, Non-Government, organizations and other stakeholders.

  4. Computer proficiency in word processing, database, spreadsheet and graphics presentations, including one or more of the following programs: EpiInfo, SPSS, Excel, Access.

  5. Confidence and ability to deal effectively and diplomatically with decision makers in partner organizations and government officials.
